Abstract

Technological developments have had a positive impact on human life but on the one hand they have also had a negative impact which has led to the emergence of a new type of crime in the field of technology called cybercrime, namely the crime of credit card data theft. Carding is credit card fraud where the perpetrator knows someone's credit card number that is still valid to use, then the perpetrator can buy goods online whose bill can be addressed to the original owner of the credit card, while the perpetrator is called a carder. This type of research uses a normative approach. The data collection technique is through the literature and laws and regulations then analyzed descriptively qualitatively. Carding crimes in Indonesia are charged with legal regulations using Articles 362, 363, and 378 of the Criminal Code and Article 31 paragraphs 1 and 2 of the 2008 ITE Law. With the existence of legal regulations regarding carding crimes, it is expected to reduce the number of carding crimes in Indonesia. Prevention of carding crimes by using penal or repressive means is by imposing criminal sanctions and trying to take action by correcting the perpetrators and non-penalty/preventive means, which include preaching activities, legal counseling lectures, counseling in the fields of religion, ethics and law

The development of information and communication technology has led to rapid social, economic and cultural changes. In line with the development of internet technology which makes conveniences in the order of life but besides that it also causes the emergence of crimes that utilize the internet which are called cybercrimes or crimes through the internet network. Cyber Law becomes the legal basis in the law enforcement process against crimes by electronic and computer means, in other words, cyber law is needed to tackle cybercrime. Abstract

This study aims to develop a web-based mobile system for electronic letter archiving in Sumber Rejo Village, in order to improve the efficiency and transparency of administrative letter management. The main issue faced by the village was manual archiving, which is prone to data loss and time-consuming retrieval. Using the Software Development Life Cycle (SDLC) method, the system was designed with features such as incoming and outgoing letter recording, data search, and cloud-based storage. The results show that the system improves administrative speed, data accuracy, and ease of access to information for both village staff and the public. The implementation of this system also supports the enforcement of Law No. 14 of 2008 on Public Information Disclosure, which guarantees citizens' rights to access information from government institutions. Therefore, the system is expected to be an innovative solution for modernizing village governance towards greater efficiency and transparency.

Abstract

This study aims to analyze the implementation of Electronic Government (e-Government) in improving the quality of public services in Pekon Karang Sari, Pringsewu Regency. The policy framework refers to Presidential Instruction No. 3 of 2003 on the National Policy and Strategy for the Development of e-Government, which emphasizes the importance of utilizing information and communication technology to create an efficient, transparent, and participatory governance system. The research employs a qualitative approach using observation, in-depth interviews, and documentation techniques. The findings indicate that the application of e-Government in Pekon Karang Sari has contributed to service improvement, particularly through administrative digitalization and better public information access. Nevertheless, infrastructure limitations and the lack of human resource capacity remain significant challenges. Overall, the implementation of e-Government at the village level holds great potential to strengthen accountability and increase citizen engagement, provided that it is conducted gradually and sustainably in alignment with national strategic frameworks.

Abstract

This study aims to analyze the impacts of e‑Government implementation in Kresnomulyo Village, Ambarawa District, Pringsewu Regency, and to identify key challenges and sustainability recommendations. Employing a qualitative case study approach, data were collected through in‑depth interviews with village officials, a survey of 75 residents, and a review of digital administrative records. Findings indicate that eGovernment has significantly enhanced public service efficiency-expediting document processing and increasing transparency of financial reporting-while fostering greater citizen participation in village deliberations and raising digital literacy, particularly among younger cohorts. Economically, the village’s digital platform has facilitated product promotion for local SMEs and farmers, contributing to an average income growth of approximately 15% over two years. Despite these benefits, major obstacles persist, including limited internet infrastructure, a digital literacy gap among elderly residents, and insufficient data protection policies. Based on these insights, the study recommends cross‑stakeholder collaboration to strengthen ICT infrastructure, implement ongoing digital skills training, and develop robust information security protocols to ensure that eGovernment in Kresnomulyo Village remains inclusive and sustainable.

Abstract

This study aims to analyze the implementation of Web Government-based Village Potential Information Governance in Agung Timur Village. The findings indicate that the system has improved transparency, administrative efficiency, and information accessibility for the local community. The use of information technology has accelerated accurate and structured data collection of village potentials while encouraging active community participation in development. However, challenges remain in terms of limited internet infrastructure and the digital literacy of village officials. Referring to previous studies, this implementation is considered successful, although continuous improvement in human resources and infrastructure support is necessary to ensure optimal and sustainable system performance.
