Abstract

The existence of traditional remote community is a reality that can not be ignored in Indonesia, including in North Sumatera. Traditional remote community have been living in pathetic life because they are living in remote places that are difficult to reach, geographically. The isolation also caused traditional remote community can not be a part of the development process as well as society at large. Sustainable development is needed for all aspect of their life and sustenance by increasing standard of living and social welfare from the traditional remote community. This research study was held in the village of Sionom Hudon Selatan sub-district Parlilitan Regency Humbang Hasundutan as one of the location of Empowerment Program for Traditional Remote Community which taken by Agency of Social Welfare Province of North Sumatera coordinated with such local Regional Government and related agencies. Research study using descriptive method with qualitative approach. To obtain necessary data, this research study using data collection technique and field study which consists of questionnaire, interview and observation. Based on the result of data analysis, it was found that there was an increase of social welfare for traditional remote community in the village of Sionom Hudon Selatan after implementation of Empowerment Program for Traditional Remote Community. Program evaluation can be seen from the aspect of input, process, output and impact of the program. The planning and implementation stage of the program has been already well, but the follow-up plan for the program has not been maximal so people are no longer focus for the goals of the process and the end goals of the program. Abstract

Development that implemented in rural areas still not involve the community, so there are still many rural development programs which are not in accordance with the needs of the community. The community just existence as object of the subject. To reduce Poverty that has been longer, the government has been established programs such as the National Program for Community Empowerment in Rural Areas. This research is to determine the effectiveness of women's savings and loans program the National Program for Community Empowerment in Rural Areas in the district Bangun Purba, regency Deli Serdang. Type of this research is descriptive that aims to illustrate about effectiveness of women's savings and loans program, the population of this research were 80 womens who get disbursement financial on 2011 in district Bangun Purba, regency Deli Serdang. Analysis technique using a single table which described quantitatively using a likert scale. Based on the analysis, it was concluded that the effectiveness of women's savings and loans national program for community empowerment program in rural areas in district Bangun Purba. is effective with the likert scale score 0,49. Indicator of program comprehension score is 0,45. Indicator of precision targeting score is 0,45. Indicator of time actually is 0,59. Indicator of goals reaching score is 0,48. Abstract

The present national development has enlargednworking oppurtunity which in the same time produces income for the workers and their family. Those income, however, can be lessened or even vanished due to several risks such as accident, dissability, illness, elderly and death. This research is aimed at finding out the implementation of worker social security program at PT Biotis Nusantara , branch Medan. The type of the research is descriptive statistical analysis taking 25 employees of PT Biotis Nusantara as its population. Data gathering is done through questionaire, interview and observation. According to the research, it is found out that the implementaion of worker social security program at PT Biotis Nusantara is not fully subjected to the established rules. This is due to the lack of PT Biotis Nusantara supervision towards its registered member and the roles that PT Biotis Nusantara has not maximally played. Abstract

Remoteness makes some communities in Indonesia still living in a very pathetic life. They stayed at the places that are geographically difficult to reach relatively. Remoteness makes them very limited to get basic social services, economic and political access. Education, health, and public utilities were something that are very rare to be felt by the community group. As citizens of the nation, they have not been able to involved on the development process and still continues lagging. They were introduced by the Ministry of Social Affairs as Traditional Remote Community. Traditional Remote Community is become one of the social welfare problem, so that the Indonesian government held an Empowerment Program for Traditional Remote Community which is expected to empower and improve the well-being of indigenous in various regions in Indonesia. The type of this research is descriptive research. The population in this research were all heads of households (families) who became inmates as many as 50 families. Analysis techniques using a single table that described in qualitative and quantitative analysis by using a Likert Scale to measure perceptions, attitudes and participation of inmates to Empowerment Program for Traditional Remote Community. Based on the analysis data, it was concluded that the Empowerment Program for Traditional Remote Community in Sionom Hudon Selatan was received a positive response with an average score is 0.38 that taken from the perception, attitude and participation of the community. The Empowerment Program for Traditional Remote Community is expected to be extended and further improvements, either in execution or socialitation, so that the community more participate and understand the intent and purpose of the Empowerment Program for Traditional Remote Community, take more benefits and positive impact for the welfare of the Traditional Remote Community in Indonesia. Abstract

This study , entitled " Implementation of Community Economic Empowerment Synergy (PROSPECT) Pos Institute of Justice Care (PKPU) in the Socio-Economic Life Amanah Group Medan District Sandpaper " . This study aims to determine how the Application Program Community Economic Empowerment Synergy (PROSPECT) Pos Institute of Justice Care (PKPU) in the Socio-Economic Life Amanah Group Medan District Sandpaper . The results of this study are expected to be a reference source for the theory of the author, reader , and especially for the Institute as a reference to the model of policy development and implementation in the empowerment of SHG groups. The study was conducted at the Self-Help Groups (SHGs) Amanah districts Sandpaper Patronage PKPU field . This research is a descriptive study , in which all members of the group Amanah PROSPECT program as many as 10 people , the data retrieved . Data collection techniques to the study of literature and field studies . Empowerment program in terms of the provision of venture capital , skills and talents training , and mentoring routine . The data obtained were then analyzed and compiled in the form of a single table after it is explained qualitatively. Results of research conducted showed that the application of community economic empowerment program synergies (PROSPECT) , it can be concluded that the provision of such programs is less effort to meet the needs , but assistance in accordance with the standard of service runs made ​​by PKPU and greatly contribute to the improvement of socio-economic conditions of its members . Party organizations should pay more attention PKPU deficiencies in the services provided to members and better development of the field of the other services that the goal can be achieved optimally PKPU . Abstract

Poverty is a root cause that we can not ignore in Indonesia. With a soaring population figures in Indonesia, with the need to live more and more sharply. Economic crisis in Indonesia that the government has a role to any matters arising and destabilize society, the view that poverty is the beginning of a surge in population numbers. Government hereby makes the program a program of rice to poor families or shortened by Raskin. The program aims to reduce poverty and on the basis of the fulfillment of the right to food needs of poor communities. This research study was held in the village of Kisaran Baru sub-district Kisaran Barat Regency Asahan as one of the locations of rice research program for poor families who are often referred to with Raskin. Research study using descriptive method with qualitative approach. To obtain necessary data, this research study using data collection technique and field study which consists of questionnaire, interview and observation. The conclusions obtained throught analysis of the data that The Evalution of implementation program of rice to poor families in the village of Kisaran Baru sub-district Kisaran Barat Regency Asahan is implementation of good. The calculation result is implementation of good viewied from several measurements that have been made, input as of 0,273 from process as of 0,64 from output as of 0,683 and from impact 0,37. Abstract

On August 30, 2012 in the city of Medan, North Sumatra, the government launched the Social Welfare Program. This program was established on the basis of the increasing number of street children in Indonesia. The goal is to realize the fulfillment of children's rights and protection of children from neglect, violence, exploitation, and discrimination so that growth and development, child survival and participation can be realized. This study uses descriptive type because this study describe the object or subject of research in the form of data that already exists and aims to describe the characteristics of the object or subject in detail. The research was conducted in Medan District Maimoon Aur village by the number of respondents 20 special on street children ministry activities in 2012. Results of research conducted and data analysis has been carried out that the implementation of the program of activities of street children's ministry by looking at indicators of effectiveness, namely reaction, learning, behavior, and the impact of the implementation. Where the child is not difficult to obtain the funds, have an equal opportunity for each individual, providing for changes in their lives especially children's basic needs and can show good results under 1 year. Abstract

One of the social problems faced by Indonesia at this time include disability issues . Disabled people also have the same rights and obligations in all aspects of life and livelihood , which are entitled to work in accordance with the type and degree of disability that is on them . Disabled people should be able to develop and improve the physical, mental and social so it is expected that the relevant able to work in accordance with the level of skills , education and skills possessed and in accordance with the interests and experiences , so as to achieve self-reliance in public life . One effort to empower people with disabilities conducted by the North Sumatra provincial government particularly for hearing impaired speech is the provision of skills training programs for persons with disabilities who conducted the hearing impaired speech in the Technical Implementation Unit ( UPT ) Social Services Speech and Deaf Elderly Siantar. This form of descriptive research study that examines issues of skills training programs for persons with disabilities deaf mute . This study aims to determine the effectiveness of skills training programs for persons with disabilities in UPT deaf mute Deaf Social Services Speech Siantar . The sample was deaf inmates social skills training speech which consists of 18 people who all serve the population. Data were collected using a questionnaire and analyzed using descriptive statistics . Indicators used to measure the effectiveness of the skills training programs is a reaction, learning, behavior and organizational impact to the respondents. To determine the level of effectiveness of skills training programs , measurement data using a Likert scale . The results concluded that the effectiveness of skills training programs for persons with disabilities in UPT deaf mute Deaf Talk Social Services and Seniors Siantar been effective with a value of 0.63 Likert scale . Respondents' reactions to the program is effective as much as 0.64 . Effective learning process as much as 0.62 respondents . Changes in respondent behavior as 0.65 . Impact of skills training programs for the respondents also effective as 0.62 . Respondents who follow vocational training and skills now have more confidence . Abstract

One task of the State is to create a just and prosperous society . Developing countries one of Indonesia , in general, has a population of many , potentially still have to be developed further in order to be authorized effective development . Indonesia is a country with abundant natural resources , Indonesia's natural wealth is spread all over the country . But in fact the potential of Indonesia was not able to address the social and economic problems of this nation . The problems that occurs is , the uneven development and economic gap between communities cause poverty. The government created several programs to alleviate poverty . One of them is the Kredit Usaha Rakyat Program. The purpose of this study was to determine the effect of Kredit Usaha Rakyat Programs of PT.BRI on socio-economic life, benefits of this research are expected to be useful for the implementation of the model development program in particular the Government of the People's Business Credit. This research method using explanative type , specifically the research that was conducted in order to test or prove the hypothesis . The research was conducted in the Teluk Panji Village Kampung Rakyat District Regency of Labuhanbatu Selatan with a total sample of 79 people. Techniques of data collection through questionnaires to the people who receive the program 's Kredit Usaha Rakyat (KUR ) . The data were tabulated into tables and process the data further analyzed quantitatively by simple linear regression analysis , and t - test statistics and Test F. Based on the analysis it can be concluded that, it can be concluded that the Kredit Usaha Rakyat Program has an influence on the socio-economic life of the people in Teluk Panji Village . R - Square value of 0.079 indicates the influence 7,9 % . Abstract

People with HIV / AIDS are infected with the HIV virus in the body, most individuals with HIV / AIDS is more easily discriminated and stigmatized in society. So that people with HIV / AIDS have a problem not only on the physical but also psychological, then it need by treatment and mental health recovery. On mental recovery or soul family support is a very important thing needed by people with HIV / AIDS. So that people with HIV are fully supported by both families of everything can improve or restore the social functioning of people with HIV / AIDS themselves. The research was conducted at Caritas Shelter Home PSE Field which is an organization engaged in the issue of HIV / AIDS and Narcotics. Handling a socialized understanding of HIV / AIDS transmission and prevention by way of direct visits to the hospital that specialized care for people with HIV or come directly to the house to meet clients or their families (family based), and provide information about therapy ARV treatment (Anti-Retroviral). This research is explanatory research that aims to examine the relationship between the study variables and test hypotheses that have been formulated previously. Variables in this study consists of the independent variable (x) is a family support and the dependent variable (y) the social functioning of people with HIV / AIDS. Based on the calculation of Spearman rank correlation coefficient, it can be seen that the correlation between X and Y with N = 50 obtained a value of 0.67. Results of data analysis showed that the effect of family support has a positive relationship to social functioning steady person with HIV / AIDS (PHAs). Based on the research I have done if there are many families who do not understand well about HIV / AIDS so that there should be an institution that approaches to tackle the issue of HIV / AIDS, in order to be disseminated to families living both urban and rural areas.
