Abstract

Children are an integral part of the nation’s future and therefore require special legal protection, particularly when they come into conflict with the law. Juvenile involvement in criminal offenses presents complex legal and social challenges, as children have not yet reached full psychological and emotional maturity. This study aims to examine the legal concept of juvenile criminal responsibility in Indonesia, identify the factors influencing children to commit criminal acts, and analyze the legal framework governing juvenile offenders under the Indonesian Juvenile Justice System. This research employs a normative legal research method with a literature-based approach, utilizing secondary data derived from statutory regulations, legal doctrines, court decisions, and relevant scholarly literature. The data were analyzed qualitatively and descriptively to provide a comprehensive legal interpretation. The findings indicate that juvenile criminal behavior is influenced by multiple interrelated factors, including economic hardship, family dysfunction, social environment, educational deficiencies, weak law enforcement, psychological vulnerability, and individual characteristics. Furthermore, Indonesian law, particularly Law Number 11 of 2012 on the Juvenile Criminal Justice System, emphasizes restorative justice and diversion as the primary approaches in handling juvenile cases. These mechanisms prioritize rehabilitation, social reintegration, and the best interests of the child rather than punitive measures. The study concludes that effective juvenile crime prevention and control require an integrated approach involving law enforcement agencies, families, educational institutions, and the community. Strengthening the implementation of diversion and restorative justice is essential to ensure legal protection while fostering the moral and social development of children

Abstract

This study investigates the role of Islamic bank green financing in enhancing the sustainability performance of micro, small, and medium enterprises (MSMEs) by integrating external and internal determinants. Specifically, it examines the effects of access to Islamic green financing, Islamic green financial literacy, and environmental commitment on the sustainability performance of culinary MSMEs in Semarang City, Indonesia. Employing a quantitative explanatory research design, primary data were collected from 150 MSMEs selected using the Slovin formula from a population of 240 enterprises. Data were gathered through a structured questionnaire using a five-point Likert scale and analyzed using multiple linear regression. The empirical findings reveal that access to Islamic green financing, Islamic green financial literacy, and environmental commitment each have a positive and statistically significant effect on MSMEs’ sustainability performance, both individually and simultaneously. Among these factors, Islamic green financial literacy emerges as the most dominant determinant, indicating that knowledge and understanding of Sharia-compliant green finance play a critical role in translating financial access into sustainable business practices. The results suggest that the effectiveness of Islamic green financing is not solely dependent on the availability of funds, but also on MSMEs’ financial capabilities and commitment to environmental responsibility. This study contributes to the literature on sustainable Islamic finance by providing empirical evidence from the MSME sector in a developing economy context. Practically, the findings offer insights for Islamic banks and policymakers in designing more inclusive green financing schemes accompanied by financial literacy and environmental capacity-building programs to support sustainable MSME development.

Abstract

Legal politics constitutes the fundamental state policy that determines the direction, substance, and implementation of law in order to achieve national objectives. In the Indonesian constitutional system, the 1945 Constitution of the Republic of Indonesia serves as the supreme legal foundation guiding the formulation and development of national legal politics. This study examines legal politics from the perspective of the 1945 Constitution and analyzes its implications for the formation of national law. Employing a normative legal research method, this study applies statutory, conceptual, and historical approaches by analyzing constitutional provisions, legislation, legal doctrines, and scholarly opinions. The findings reveal that the 1945 Constitution provides normative guidance and clear limitations for national legal politics, particularly in upholding the principles of the rule of law, democracy, constitutional supremacy, and the protection of human rights. The Constitution not only functions as the highest legal norm but also as a philosophical and juridical framework that directs legal policy toward achieving justice, legal certainty, and social welfare. Furthermore, legal politics grounded in constitutional values significantly influences the substance of legislation, the legislative process, and mechanisms of constitutional review. A constitutional-oriented legal politics ensures that laws are formulated in a democratic, participatory, and accountable manner while remaining consistent with the objectives of the state as stipulated in the Preamble of the 1945 Constitution. Therefore, strengthening constitutional compliance in legal politics is essential to develop a just, responsive, and socially equitable national legal system in Indonesia

Abstract

Normative legal frameworks, as codified systems of written rules, are fundamentally designed to ensure legal certainty and uniformity. However, their abstract and static nature often limits their capacity to respond effectively to the dynamic and complex realities of social life. This condition creates a structural gap between law in books and law in action. In this context, jurisprudence—understood as consistently followed court decisions with permanent legal force—plays a strategic role in mediating normative law and lived social realities. This study examines how jurisprudence functions as an adaptive legal instrument capable of filling legal gaps, clarifying ambiguous norms, and contextualizing the application of law in accordance with prevailing social values. Employing a normative legal research method, this study integrates statutory, conceptual, and case-based approaches to analyze judicial reasoning reflected in selected court decisions. The findings demonstrate that jurisprudence serves not merely as a supplementary source of law, but as a dynamic mechanism of legal development through judicial law-making and legal discovery (rechtsvinding). By incorporating considerations of social justice, morality, and societal needs, jurisprudence contributes to balancing legal certainty with substantive justice. Moreover, jurisprudence enhances the responsiveness and legitimacy of the legal system by translating abstract legal norms into concrete, socially relevant rulings. This study underscores the importance of jurisprudence in strengthening the interaction between normative legal structures and social realities, affirming its essential role in the pursuit of a more just, contextual, and adaptive legal order

Abstract

Decentralization constitutes a central legal-political strategy in Indonesia’s constitutional framework, aimed at redistributing governmental authority from the central government to regional governments in order to enhance public service delivery, governance effectiveness, and the quality of local democracy. As a unitary state, Indonesia adopts decentralization not merely as an administrative arrangement but as a constitutional mandate embedded in Article 18 of the 1945 Constitution, further operationalized through various laws on regional governance. This study examines the legal politics of decentralization in Indonesia and analyzes the challenges it poses to the realization of substantive local democracy. Employing a normative juridical research method, this study uses statutory and conceptual approaches to analyze constitutional provisions, laws on regional government, and relevant legal doctrines. The findings indicate that while decentralization has opened broader opportunities for local autonomy, political participation, and policy innovation, its implementation has also generated significant democratic challenges at the local level. These challenges include the consolidation of local oligarchies, the persistence of political dynasties, corruption, weak institutional capacity, and limited meaningful public participation. In many regions, decentralization has resulted in a shift of power from central elites to local elites rather than genuine empowerment of citizens. This condition reveals a normative–empirical gap between the objectives of decentralization and the realities of local democratic practices. The study argues that the effectiveness of decentralization in strengthening local democracy depends on consistent legal-political orientation, strengthened oversight mechanisms, institutional capacity building at the regional level, and the enhancement of civic participation and political literacy. Without these measures, decentralization risks functioning merely as an administrative transfer of authority rather than as an instrument for deepening democracy and achieving social justice.

Abstract

This study examines the development of entrepreneurial management in utilizing tourism potential as a strategy to enhance community economic empowerment, with empirical evidence from Mallenreng Beach, Panaikang Village, Sinjai Regency, Indonesia. Despite possessing significant coastal tourism potential, Mallenreng Beach has faced persistent challenges related to weak management practices, limited human resource capacity, inadequate tourism infrastructure, low marketing capability, and the absence of business legality among local micro, small, and medium enterprises (MSMEs). This research adopts a community-based empowerment approach implemented through the Program for Strengthening Student Organization Capacity (PPK ORMAWA) initiated by the Scientific Writing Student Activity Unit of Universitas Muhammadiyah Sinjai. The program employed participatory methods, including needs assessment, training, mentoring, and monitoring, focusing on tourism management, MSME business legality (Business Identification Number and Halal Certification), product branding and packaging, digital marketing, and village website management. The findings demonstrate a significant improvement in managerial capacity among tourism managers, increased formalization of MSMEs through legal certification, enhanced product attractiveness and marketing reach, and improved digital promotion of village tourism potential. These outcomes contributed to increased community participation, strengthened local economic activities, and improved institutional collaboration between stakeholders. This study contributes to the literature on entrepreneurial tourism management by providing practical evidence that integrated capacity-building interventions can effectively transform local tourism resources into sustainable drivers of community economic empowerment in rural coastal areas

Abstract

This study examines how Human Capital Development (HCD) transformation strengthens human resource capacity within the Protocol and Leadership Communication Unit of the Polewali Mandar Regency Government, Indonesia. In the context of increasing public demands for transparency, responsiveness, and effective communication, local governments are required to develop adaptive and competent human resources. This research aims to analyze the implementation of HCD and to identify supporting and constraining factors influencing its effectiveness in the public sector. A qualitative case study approach was employed, with data collected through in-depth interviews, direct observations, and document analysis involving officials and staff of the unit. The data were analyzed using thematic analysis supported by data triangulation to ensure validity. The findings indicate that HCD initiatives have contributed positively to improving technical and managerial competencies in protocol and leadership communication functions. However, the transformation process faces persistent challenges, particularly limited training budgets, inadequate technological infrastructure, low digital literacy, and bureaucratic constraints. Leadership commitment and organizational support were found to be critical enablers, although their impact remains constrained by structural and resource limitations. This study contributes to the human capital literature by providing empirical evidence from a local government setting, highlighting the gap between HCD policy formulation and operational implementation. Practically, the findings suggest the need for more integrated HCD policies, enhanced investment in digital infrastructure, and continuous capacity-building programs to support sustainable human resource development in the public sector. The study offers insights for policymakers seeking to strengthen institutional performance through strategic human capital transformation.

Abstract

Job satisfaction plays a vital role in determining employee performance and organizational effectiveness, particularly among Civil Servant Family Planning Instructors who are responsible for achieving population control and family welfare targets. In Bogor Regency, the relatively low achievement of family planning program outcomes indicates potential issues related to job satisfaction. This study aims to analyze the factors determining job satisfaction among Civil Servant Family Planning Instructors at the Office of Women’s Empowerment, Child Protection, Population Control, and Family Planning (DP3AP2KB) of Bogor Regency. The examined factors include salary, coworker relationships, workload, and career development, with career development positioned as an intervening variable. This research employed a quantitative descriptive approach involving 118 civil servant instructors distributed across 40 districts in Bogor Regency. Data were collected using structured questionnaires and analyzed through multiple regression analysis and Sobel tests to assess both direct and indirect effects among variables. The findings reveal that salary, coworker relationships, workload, and career development have positive and statistically significant effects on job satisfaction. Furthermore, career development significantly mediates the relationship between salary, coworker relationships, workload, and job satisfaction, indicating its strategic role in strengthening employee satisfaction. These results underscore the importance of fair compensation, supportive work relationships, manageable workloads, and clear career advancement opportunities in enhancing job satisfaction among family planning instructors. This study contributes to the public sector human resource management literature by providing empirical evidence on the determinants of job satisfaction among civil servant instructors and offers practical insights for DP3AP2KB in formulating policies to improve employee satisfaction and program performance.

Abstract

This study examines the influence of the marketing mix on customer satisfaction for animal feed products at PT Retailindo Anima Prakarsa, Makassar, Indonesia. In an increasingly competitive pet food retail market, an effective marketing mix strategy is essential to enhance customer satisfaction and maintain business sustainability. This research employs a mixed-method approach by integrating primary data obtained through questionnaires and interviews with secondary data from company documents and relevant literature. A total of 42 customers were selected using simple random sampling. The data were analyzed using descriptive statistics, simple linear regression, correlation analysis, coefficient of determination, and partial hypothesis testing (t-test). The results indicate that the marketing mix has a positive and significant effect on customer satisfaction. The regression model shows the equation Y = 4.61 + 0.90X, indicating that an improvement of one unit in the marketing mix increases customer satisfaction by 0.90 units. The correlation coefficient (r = 0.81) suggests a very strong relationship between the marketing mix and customer satisfaction, while the coefficient of determination (R² = 0.65) reveals that 65% of customer satisfaction is explained by the marketing mix variables, with the remaining 35% influenced by other factors. Furthermore, the t-test results confirm a significant effect (t-value = 8.74 > t-table = 1.68). These findings highlight the critical role of product availability, pricing strategy, promotion, distribution, and service quality in improving customer satisfaction. The study provides practical implications for retail managers in designing effective marketing strategies and contributes to empirical evidence in marketing mix studies within the animal feed retail sector.
