Jurnal Penataan Ruang is a journal managed by the Department of Urban and Regional Planning and published by the Directorate of Research and Community Service of Institut Teknologi Sepuluh Nopember , Surabaya, Indonesia. The primary objective of JPR is to serve as a platform for disseminating research findings in the field of Urban and Regional Planning, both in Indonesia and internationally. Jurnal Penataan Ruang is published twice a year, in May and November. The journal was first published in 2006 Vol. 1 No. 1. From 2006 to 2019, the registration and review processes were conducted offline. The migration to an online system began in 2017, and by 2020 Vol. 15 No. 1, the entire process including registration, review, and publication was fully conducted online. Jurnal Penataan Ruang is registered electronically with EISSN 2716179X and in print with PISSN 19074872. The journal focuses on topics related to urban and regional planning, covering a wide range of subjects, including housing and settlements, urban and regional development, urban sociology, regional and urban economics, urban transportation, spatial modeling, disaster risk management, and urban environment.

Abstract

Climate change due to greenhouse gas emissions, particularly from the transportation sector, is a serious global challenge. Surabaya, contributing 96% of carbon emissions from this sector, needs the adoption of electric vehicles as a sustainable transportation solution. This study aims to formulate recommendations for electric vehicle charging station location criteria based on user preferences. The method used is randomized conjoint analysis to identify user preferences on factors such as accessibility, waiting time, infrastructure capacity, distance between stations, charging duration, and rates. The results of the preference analysis will inform strategy formulation using the Importance-Based Strategic Formulation approach. The study shows that time efficiency, including both charging duration and waiting time, is the most important factor for selecting charging station locations in Surabaya, while charging tariffs are also a significant consideration. This research contributes to government spatial planning, infrastructure providers in determining optimal locations, and the public in accessing efficient and affordable charging services.

Abstract

Timbulan sampah plastik menjadi permasalahan seluruh dunia, termasuk Kota Surabaya. Pengurangan sampah plastik dapat mengadopsi ekonomi sirkular dengan mempertimbangkan tata kelola perkotaan. Penerapan tata kelola perkotaan ekonomi sirkular sektor plastik dapat berfokus kepada faktor kelembagaan dan regulasi pada tahap pertama. Tujuan yang ingin dicapai dalam penyusunan penelitian adalah mengidentifikasi faktor kelembagaan dan regulasi yang mempengaruhi tata kelola perkotaan ekonomi sirkular sektor plastik di Kota Surabaya. Metode analisis yang digunakan untuk mencapai tujuan tersebut adalah directed content analysis yang melibatkan responden dari pemerintah, masyarakat, dan swasta. Hasil penelitian menunjukkan bahwa terdapat 18 subkategori yang berpengaruh serta terbagi dalam 2 kategori. Kategori pertama, kelembagaan terdiri dari penegakan dan pengendalian, otonomi daerah, tempat sampah daur ulang, pengelolaan limbah, sistem tata kelola terpadu, dan kerangka kebijakan ekonomi sirkular. Regulasi sebagai kategori kedua tersusun atas alternatif plastik, bioplastik, pelarangan plastik non-daur ulang, pengelolaan lokal, kesehatan dan keselamatan, paspor material, label jejak ekologis, persyaratan konten daur ulang, siklus hidup plastik, kemudahan perizinan, transparansi komitmen, dan kebijakan green business. Hasil penelitian diharapkan bisa menjadi pertimbangan dalam penyusunan rekomendasi kebijakan untuk implementasi ekonomi sirkular sektor plastik di Kota Surabaya.

Abstract

Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi intensi penggunaan transportasi publik di Kota Surabaya dengan pendekatan Theory of Planned Behavior (TPB). Metode penelitian yang digunakan adalah Structural Equation Modeling (SEM) dengan data primer dari 300 responden masyarakat Kota Surabaya. Hasil penelitian menunjukkan bahwa keyakinan terhadap perilaku, kesadaran akan konsekuensi, dan kontrol perilaku yang dirasakan berpengaruh signifikan terhadap intensi penggunaan transportasi publik. Sementara itu, norma subjektif tidak berpengaruh signifikan. Temuan ini memberikan implikasi bahwa upaya peningkatan penggunaan transportasi publik sebaiknya difokuskan pada peningkatan sikap positif, kesadaran lingkungan, dan kemudahan akses layanan. Integrasi TPB dalam kebijakan transportasi dapat menjadi landasan strategi untuk membangun sistem transportasi perkotaan yang berkelanjutan.

Abstract

Kegiatan investasi di negara-negara berkembang saat ini semakin marak dilakukan salah satunya yang dilakukan di Indonesia, yang cukup menjadi perhatian dalam perkembangan ekonomi di Indonesia adalah sektor properti. Properti merupakan sektor yang berkembang, hal tersebut terjadi karena kebutuhan primer manusia berupa rumah untuk dapat dihuni oleh sebuah keluarga dan menjadi tempat berteduh yang sangat dibutuhkan. Selain hal tersebut, properti merupakan objek yang dapat diinvestasikan karena memiliki kenaikan nilai yang bagus. Dengan adanya pertumbuhan dalam sektor properti ini menciptakan persaingan yang ketat di antara para pelaku bisnis properti untuk mencari lahan yang strategis dan mengoptimalkan nilai investasi mereka dalam mengembangkan lahan yang telah diperoleh. Properti yang menghasilkan tingkat pengembalian investasi yang tertinggi adalah alternatif yang memenuhi kriteria kegunaan yang terbaik. Aspek finansial terdiri dari perencanaan biaya investasi, perencanaan pendapatan, perencanaan pengeluaran, dan analisis arus kas. Pada analisa finansial dilakukan perhitungan Mengidentifikasi besaran Net Present Value (NPV), dengan metode DCF, Internal Rate of Return (IRR), Profitability.Index (PI), Payback Period (PP). Berdasarkan hasil analisis finansial terhadap dua jenis proyek penggunaan lahan untuk komersial dan rumah tapak, disimpulkan bahwa kedua proyek layak untuk dilaksanakan dengan pilihan Lahan Komersial dapat menghasilkan nilai lebih baik.

Abstract

Abstract: The growth of metropolitan areas in Indonesia has driven the expansion of urban spaces into peripheral regions, giving rise to increasingly intense suburbanization in major cities such as Jakarta, Surabaya, and Bandung. Suburbanization not only reflects spatial shifts due to population growth but also results from spatial planning policies that actively promote land conversion in urban fringes. This article highlights the role of land-use plans as policy instruments that influence the direction and pattern of suburban development, with a case study focusing on the Surabaya metropolitan area, particularly Sidoarjo and Gresik Regencies. Spatial analysis reveals that built-up area expansion over the past two decades has largely occurred in zones designated for residential use in each regency's spatial plan (RTRW), indicating a strong alignment between planning and development outcomes. However, this alignment also reveals that spatial plans function more as facilitators of expansion rather than as mechanisms for development control. As a result, suburban growth in these areas tends to be fragmented and is not always accompanied by adequate infrastructure provision or spatial integration. These findings support the argument that suburbanization in Indonesia is a politically and economically produced process, rather than a mere outcome of market dynamics. The article recommends a more strategic, integrated, and critical planning approach toward zoning objectives so that spatial planning can serve as a tool for equitable and sustainable metropolitan development. Abstract

The development of industrial areas is one of the main strategies in supporting national economic growth but also has various impacts that need to be managed carefully. This study focuses on the analysis of the development of industrial areas on the coast of Tuban and its impacts on the environment, infrastructure, and local economy. This study also explores the harmony of land and coastal land use, which is an important factor in ensuring sustainable and integrated development. This study analyzes the development of coastal industrial areas in Tuban and its impacts on the environment, infrastructure, and local economy. The focus is the integration of land and coastal land use to support sustainable development. Through a spatial analysis approach, literature review, and stakeholder interviews, it was found that coastal area development has the potential to cause ecosystem degradation, increased disaster risk, and pollution. Other challenges include infrastructure needs, minimal local economic growth (PAD) and limited skills of the local workforce. This study recommends spatial planning policies, environmental management, and inclusive economic programs to ensure equitable and sustainable development in the coastal area of Tuban.

Abstract

The Colorful Tourism Village in Malang City is one of the tourism destinations located on the banks of the Brantas River. As one of the tourist attractions that many tourists visit, it is necessary to pay attention to stakeholders who can support the development of the tourism area. Understanding the role of each stakeholder is important because the area is located on the banks of rivers that are prone to various disaster threats. The purpose of this study is to identify the stakeholders involved, the role of each stakeholder and the relationship between stakeholders as well as supporting and inhibiting factors. The research method used uses a qualitative descriptive approach with data collection based on literature studies, documentation and observations. Based on the results of the study, it is known that the development of a disaster-safe Colorful Tourism Village on the banks of the Brantas River, Malang City involves various stakeholders with the concept of pentahelix, consisting of academics, business, communities, government and mass media. Each stakeholder involved is classified into primary, key and secondary stakeholders. The role of stakeholders is reflected in the role of policy creator, coordinator, facilitator, implementer and accelerator. The relationship between stakeholders is seen from the form and activity. There are several supporting and inhibiting factors in the development of the area.

Abstract

The development of the new capital city, Ibu Kota Nusantara (IKN) presents an example of how land use changes and concessions for land spark conflicts between agencies that obtained concessions and indigenous communities who claimed the land as theirs. Due to the land acquisition process, local communities have voiced concerns over the lack of transparency, consultation, and formal recognition of their land rights. The existing control mechanisms are still deemed weak. Thus, this research aimed to analyze the existing control mechanisms and formulate recommendations to improve them. To achieve this, policy review and case study approaches were used. The analysis showed that there's limited legal recognition and protection, prioritization of national strategic projects, and inadequate compensation procedures in our existing framework. The case study result showed that legal victories and court judgments can affirm indigenous land rights, even though their practical implementation often faces delays and resistance. State prioritizations on developments is also a growing trend among many states. Those results identified three main problems: the absence of legal recognition for indigenous people and their ancestral lands, insufficient regulation of land acquisition planning concerning national strategic projects, the calculation and form of compensation. Incentives, zoning regulations, permitting system, and enforcement monitoring system in land acquisition procedures were recommended. These systems are hoped to be able to improve the control mechanisms of development in indigenous lands.

Abstract

Penelitian ini bertujuan untuk memodelkan perubahan dan perkembangan penggunaan lahan di Kota Padang menuju kota metropolitan tahun 2043 dengan menggunakan pendekatan Land Use–Transport Interaction (LUTI). Pendekatan ini digunakan untuk memahami hubungan timbal balik antara dinamika penggunaan lahan dan sistem transportasi dalam membentuk pola perkembangan spasial kota. Penelitian dilakukan dengan pendekatan deduktif dan metode kuantitatif berbasis data spasial dan statistik. Analisis perubahan lahan dilakukan menggunakan klasifikasi terbimbing (supervised classification) dengan metode Maximum Likelihood Classification terhadap citra satelit Landsat 8 multitemporal tahun 2013–2023 yang divalidasi melalui uji akurasi confusion matrix. Faktor pendorong perubahan lahan dianalisis menggunakan Geospatial Multi-Criteria Analysis (GMCA) melalui tahapan euclidean distance, fuzzy logic, dan weighted sum untuk menghasilkan peta probabilitas spasial perubahan lahan. Selanjutnya, simulasi perubahan dan perkembangan lahan hingga tahun 2043 dilakukan menggunakan Land Change Modeler dengan pendekatan Markov Chain dan Cellular Automata berbasis Multi-Layer Perceptron. Hasil penelitian menunjukkan terjadinya peningkatan signifikan lahan terbangun pada periode 2013–2023 yang diprediksi akan terus berkembang dan menyebar ke wilayah pinggiran kota, terutama di Kecamatan Koto Tangah, Kuranji, Pauh, dan Lubuk Kilangan, yang mencerminkan kecenderungan suburbanisasi. Pendekatan LUTI terbukti mampu mengidentifikasi pola dan arah perkembangan kota secara spasial serta berfungsi sebagai dasar preventif dalam perencanaan dan pengendalian pemanfaatan ruang untuk menyiapkan Kota Padang menuju Kota Metropolitan yang terintegrasi dan berkelanjutan.

Abstract

Pantai Pancer merupakan salah satu destinasi wisata bahari di Kabupaten Banyuwangi yang memiliki potensi pada sektor perikanan dan pariwisata. Dimana daya tarik wisatanya berupa panorama alam dengan pasir putih dan ombak ideal untuk selancar. Di sisi lainnya, Pantai Pancer termasuk penghasil ikan kedua terbesar di Kabupaten Banyuwangi. Meskipun potensi perikanan dan pariwisatanya unggul, kesejahteraan masyarakat sekitar masih belum meningkat. Hal ini dikarenakan ketergantungan dari masyarakat terkait perikanan masih sangat tinggi terhadap musim dan cuaca sehingga pendapatan mereka belum stabil. Selain itu, pengelolaan wisatanya belum dilakukan secara optimal yang mempengaruhi jumlah kunjungan wisatawannya tidak sebesar di Pantai Pulau Merah meski berada di jalur yang sama. Penelitian ini bertujuan untuk menentukan faktor-faktor pendukung dalam pengembangan potensi wisata bahari sebagai kawasan minawisata di Pantai Pancer sebagai upaya meningkatkan jumlah kunjungan wisatawan dan kesejahteraan masyarakat sekitar. Penentuan faktor-faktor pendukung dilakukan melalui analisis Fuzzy Delphi Method (FDM) dari hasil kuesioner penilaian key stakeholder dengan skala 5. Hasil penelitian menunjukkan bahwa terdapat 17 faktor pendukung dalam pengembangan potensi wisata bahari sebagai kawasan minawisata di Pantai Pancer.
