Abstract

This study examines the challenges of data governance and privacy in digital public service delivery in Eastern Samar, Philippines, a region characterized by geographic isolation, economic vulnerability, and limited digital infrastructure. Using a mixed-methods approach, the research combines a survey of 300 residents with in-depth interviews involving 20 key stakeholders, including government officials, civil society representatives, and ICT practitioners. The findings reveal a significant gap between national data governance frameworks and their implementation at the local level. While policies such as the Data Privacy Act provide a formal foundation, their practical application remains constrained by low digital literacy, weak institutional capacity, and inadequate infrastructure. The study also identifies a pervasive trust deficit, as many citizens express concerns regarding data misuse and lack confidence in government data management practices. Despite these challenges, there is strong public interest in engaging with digital public services, particularly among younger populations, indicating potential for more inclusive digital transformation. Practically, the study suggests that local governments should prioritize targeted digital literacy programs, strengthen institutional capacity through training and resource allocation, and enhance transparency mechanisms to build public trust. Furthermore, the integration of accountability frameworks, such as clear data governance procedures and oversight systems, is essential to ensure ethical data management and sustainable digital governance. These findings contribute to the broader discourse on governance and accountability in digital public service delivery, particularly in underdeveloped and disaster-prone regions.

Abstract

This study tests the market innovation theory, and the finance-leading and growth-following hypotheses. It examined the impact of matrix of debt market, that is, private domestic debt (PDBT), private external debt (PXDBT), and sovereign debt (SBND) on gross-fixed capital formation (GFCF) and real-gross domestic growth rate (RGDPGR) in Nigeria. Institutional quality (IQT) and interest rate (INRT) are control variables. Two-stage least square (TSLS) and Granger-causality techniques were utilized. Data were obtained from Central Bank of Nigeria (CBN) statistical bulletin and the World Bank (WB) database from 1980 to 2023. The study found that PDBT, PXDBT, and SBND drives GFCF, while GFCF drives RGDPGR respectively. However, SBND’s impact on GFCF is relatively very weak, while the impact of SBND on Rdgpgr is negative, as private issued debts outperformed sovereign debt. Both results suggest superiority of private debt yield over SBND yield, and hence, affirms Thomas Piketty’s hypothesis of higher returns on private wealth (r) over return on output (g). Bi-directional causalities operate between IQT and GFCF, and IQT and PDBT respectively. The study thus upholds the market innovation theory, the finance-leading hypothesis, and the credit-quality-spread theory. The study suggests institutional and regulatory reforms, among others.

Abstract

Penyaluran bantuan sosial (bansos) di Indonesia masih menghadapi permasalahan serius seperti ketidaktaatan sasaran, manipulasi data, dan penyalahgunaan dana untuk aktivitas ilegal. Berbagai studi sebelumnya berfokus pada digitalisasi pembayaran, namun belum mampu menjamin transparansi dan akuntabilitas penuh dalam setiap tahapan distribusi. Penelitian ini berupaya menjawab kesenjangan tersebut dengan merancang sistem penyaluran bansos berbasis blockchain yang selaras dengan prinsip tata kelola yang baik serta menelaah kerangka regulasi yang mendukung implementasinya. Menggunakan metode studi literatur terhadap kebijakan bansos dan regulasi anti-fraud/AML, penelitian ini menganalisis aturan yang ada dan mengembangkan prototipe sistem mencakup digital identity, smart contract, dan whitelist spending. Hasil analisis menunjukkan bahwa penerapan blockchain dapat meningkatkan efisiensi, mengurangi risiko kecurangan, dan memperkuat transparansi data. Studi ini merekomendasikan pengembangan regulatory spending dan pilot project sebagai langkah awal integrasi blockchain dalam sistem bansos nasional.

Abstract

Governance towards good governance requires quality Governance towards good governance requires quality policies, quality services, and quality employee performance. This is of interest to research related to the effect of policy quality on service quality through intervening employee performance quality related to the Probolinggo Siaga 112 City program in handling emergency conditions. Research with a descriptive quantitative approach examines the causal relationship between the variables of policy quality, service quality, and employee performance quality. Data was collected from questionnaire techniques on 100 people who met the criteria. The test results explain that Policy Quality is proven to significantly influence the Quality of Employee Performance directly; Quality of Employee Performance is proven to significantly influence Service Quality directly; and Policy Quality is proven to significantly influence Service Quality directly. And there is an indirect effect, namely the Quality of Employee Performance is proven to be intervening in influencing the Quality of Policy on Service Quality.

Abstract

SDGs emphasize gender equality to achieve sustainable and inclusive development. 8FYP of Bangladesh is about to expire, yet most rural women are completely dependent on men socially and economically; microcredit can be a strong instrument to reduce this dependency. This study explores the impacts of microcredit on women's empowerment in rural Bangladesh by comparing microcredit borrower and non-borrower women. A mixed-method study is used with 250 respondents. Among them, 200 respondents (100 borrowers and 100 non-borrowers) participated in a questionnaire survey, while the remaining 50 respondents were interviewed face-to-face. Data were collected using a semi-structured questionnaire following a stratified random sampling technique. The findings reveal that borrower women are significantly ahead in several aspects, such as household decision-making, purchasing essential items, contributing to children’s education expenses, and self-confidence. Statistical analysis highlights an important relationship between microcredit participation and women’s empowerment, with a significant difference between borrowers and non-borrowers (χ² = 63.02, p < 0.001). The study recommends that proper utilization of microcredit, proper training, and monitoring by NGOs can contribute to the advancement of marginalized women.
