Abstract

The implementation of administrative law in village governance during the era of village autonomy faces various complex challenges. This study aims to analyze the obstacles encountered by village officials and formulate effective strategies to enhance accountability, transparency, and professionalism in village administration. The research employs a literature review approach, analyzing eight scholarly articles published between 2012 and 2023 that discuss topics such as administrative capacity, regulation, supervision, community participation, and the use of information technology. The analysis reveals that the main challenges include limited administrative knowledge among village officials, overlapping national and local regulations, local political influence, and inadequate external supervision. Identified strategies include capacity building through training, strengthening community participation as a form of social control, regulatory harmonization, and the use of information technology to improve transparency and accountability. Implementing these strategies enables village governments to operate more professionally and respond effectively to community needs. This study provides both theoretical and practical contributions to village policy development, the strengthening of administrative law principles, and the improvement of local governance quality in Indonesia.

Abstract

. Customary law serves as an essential social instrument in the lives of rural communities in Indonesia, functioning not only as a set of traditional norms but also as a mechanism for conflict resolution, cultural preservation, and the strengthening of social harmony. This study aims to analyze the role of customary law in maintaining social harmony within village communities through a literature review approach. Data were collected from scientific journals, books, research reports, and official publications from customary and governmental institutions published between 2007 and 2025. The analysis was conducted descriptively and qualitatively by synthesizing findings based on key themes such as the values of customary law, mechanisms of conflict resolution, harmonization between customary and national law, and its impact on social harmony. The findings indicate that customary law effectively resolves conflicts through deliberation, reconciliation, and customary sanctions, while also preserving cultural identity and reinforcing community cohesion. However, modernization and the integration of national law present challenges to its implementation. Harmonization between customary and formal legal systems is therefore crucial to maintaining the relevance of customary law while supporting social and cultural development. This study affirms that customary law remains a vital pillar in fostering harmonious, just, and culturally rooted village communities.

Abstract

This study aims to analyze the relationship between communication-based health service policies and the optimization of stunting prevention services at Puskesmas Kosiwo, Yapen Islands Regency, Papua Province. The research employed an observational approach with a cross-sectional design involving 41 health workers selected through total sampling. Data were collected using a structured questionnaire that had been tested for validity and reliability, then analyzed using univariate and bivariate analyses with the chi-square test at a significance level of ? = 0.05. The results showed a significant relationship between communication-based health service policies and the optimization of stunting prevention services (p = 0.001). Health workers who applied active communication-based service policies achieved better optimization of stunting prevention efforts compared to those with passive approaches. The findings highlight that effective communication encompassing nutrition education, maternal counseling, interpersonal communication, intersectoral coordination, and media utilization plays a crucial role in improving the success of stunting prevention programs. Strengthening communication-oriented health policies is therefore essential to enhance service performance and accelerate stunting reduction efforts, especially in primary health care settings within remote regions such as Papua.

Abstract

. Introduction Malaria is an infectious disease caused by Plasmodium through the bite of a female Anopheles mosquito. In 2022, WHO recorded 249 million cases of malaria globally. In Indonesia, cases reached 418,546 in 2023, with Papua contributing 92% of the total cases. Yapen Islands Regency recorded 21,238 cases in the first semester of 2023. One of the main symptoms of malaria is hyperthermia, which if not treated immediately, can cause serious complications such as febrile seizures, impaired consciousness, and organ damage. This therapy stimulates peripheral vasodilation, which helps reduce body temperature naturally. The purpose of this study was to describe the implementation and effectiveness of warm compress therapy in malaria patients with hyperthermia. The method used is a descriptive case study. This study uses a descriptive case study approach with the aim of describing the implementation of warm compress therapy as a nursing intervention in malaria patients with hyperthermia problems. The results showed a significant decrease in body temperature and increased patient comfort. The suggestion from this study is the need for education to families and health cadres about this therapy procedure. In conclusion, warm compress therapy is a simple, safe, effective nursing solution that is suitable for use in areas with limited resources. Hyperthermia treatment must be carried out quickly and precisely. An effective and practical solution is the application of warm compress therapy to certain areas of the body (forehead, armpits, groin) using water at a temperature of 37–40°C.

Abstract

Malaria is a mosquito-borne disease caused by obligate intracellular protozoa of the genus Plasmodium. It can affect individuals of all ages, particularly those living in areas suitable for mosquito breeding. This study employed a case study design involving one adult patient diagnosed with tropical malaria and experiencing hyperthermia. Data were collected through interviews, observation, and documentation, then analyzed using a systematic process of data collection, data reduction, data presentation, and conclusion drawing. Nursing care focused on managing hyperthermia through the application of warm compresses on affected areas, including the forehead, axilla, and groin. Following the intervention, the patient’s body temperature decreased from 38.2°C to within the normal range. The intervention also contributed to patient comfort, reduced chills, and improved peripheral circulation. These findings indicate that warm compresses are an effective non-pharmacological nursing intervention for reducing elevated body temperature in malaria patients, supporting thermoregulation, enhancing patient comfort, and complementing medical treatment. Implementing timely and appropriate nursing interventions can play a critical role in managing hyperthermia, minimizing complications, and promoting faster recovery in patients with malaria.
