Abstract

Youth participation in climate change movements is increasingly vital in addressing environmental challenges, especially in vulnerable countries like Indonesia. This study explores youth engagement in climate activism from a sociopolitical perspective, focusing on motivations, strategies, and structural factors influencing participation. Using a qualitative approach, data were gathered through interviews, focus groups, and observations with young activists from diverse backgrounds. Findings show that personal experiences with environmental risks, moral responsibility, and social awareness drive activism. Sociopolitical elements such as access to resources, institutional backing, and government policies can either support or hinder involvement. Youth activists combine digital advocacy with community-based initiatives to amplify impact and reach varied audiences. The study highlights how individual agency, networks, and structural contexts interact to shape activism’s effectiveness. By examining these dynamics, the research provides insights into the motivations and challenges faced by young activists and offers recommendations for policymakers, educators, and organizations to strengthen youth engagement through inclusive and supportive strategies.

Abstract

Traditional wisdom has been a cornerstone of governance and community practices in many indigenous villages, yet its integration into modern policy-making remains a complex challenge. This study examines the role of traditional wisdom in policy formulation in Bayung Gede Village, Bali, focusing on agriculture, environmental management, and governance. Through qualitative methods, including semi-structured interviews and participatory observation, the research investigates how local governance systems and traditional agricultural practices contribute to sustainability. The findings show that traditional governance, rooted in spiritual beliefs and collective decision-making, fosters community cohesion and ecological balance. Traditional agricultural practices, such as organic farming and communal irrigation systems, support long-term environmental sustainability. However, the study also reveals the challenges of integrating these practices into contemporary policy frameworks that prioritize economic growth and efficiency. The study concludes that incorporating traditional wisdom into modern policy can enhance sustainability and promote more inclusive, culturally appropriate development strategies. The research contributes to the body of knowledge on the integration of indigenous knowledge into policy-making, highlighting the potential for bridging the gap between traditional and modern governance. Future research could focus on evaluating the effectiveness of such integration in other rural communities and examining its impact on sustainable development.

Abstract

This study offers a comprehensive examination of the complexities surrounding digital piracy and copyright enforcement in the contemporary digital landscape, with a particular focus on the implications of the Digital Millennium Copyright Act (DMCA). Through a multi-method approach encompassing document analysis, semi-structured interviews, case studies, and illustrative examples, the study delves deep into legal frameworks, socio-cultural dynamics, and technological advancements shaping the digital copyright landscape. Findings reveal nuanced insights into the challenges and opportunities for addressing digital piracy while preserving innovation, creativity, and equitable access to digital content. Key recommendations for policymakers, legal practitioners, industry stakeholders, and researchers are provided to inform evidence-based interventions and future research endeavors in the field of digital copyright enforcement.

Abstract

This study investigates the key components and challenges associated with the implementation of a smart campus at IPDN Campus Jatinangor. The aim was to identify critical infrastructural elements required for the successful transition to a smart campus, including internet infrastructure, smart classrooms, and smart security systems. A mixed-methods approach was employed, combining qualitative interviews with faculty, staff, and students, along with system dynamics modeling to explore the complex interactions among various components of the smart campus. The results show that increased internet speed, expanded smart classrooms, and integrated security systems are essential for improving the learning environment, enhancing campus safety, and supporting efficient administrative processes. Simulation results indicated that gradual infrastructure expansion, supported by sustainable funding models, would be the most effective strategy. The study contributes to the existing body of knowledge by applying system dynamics modeling to smart campus development, providing a framework for future research on the scalability and implementation of smart campuses across higher education institutions. The findings suggest that further research could explore funding strategies and examine the role of policy in driving smart campus development.

Abstract

Decentralization has been a central pillar of governance reform in Indonesia, aiming to redistribute political authority, administrative functions, and fiscal resources from the central to local governments. This study examines the impact of decentralization on local governance through a comparative qualitative analysis of two contrasting regions, Java and Sulawesi. Case studies were conducted in Surabaya and Yogyakarta representing Java, and Makassar and Gorontalo representing Sulawesi. Data were gathered from in-depth interviews and secondary sources, with particular attention to administrative capacity, fiscal autonomy, and citizen participation. The findings reveal marked regional disparities in decentralization outcomes. In Java, decentralization has contributed to more effective governance, supported by stronger institutions, greater fiscal independence, and active citizen engagement, as reflected in Surabaya’s digital governance initiatives and Yogyakarta’s participatory planning model. In contrast, decentralization in Sulawesi remains constrained by weak institutional capacity, heavy dependence on central government transfers, and political fragmentation. These conditions limit the effectiveness of local governance and policy implementation. This study underscores that decentralization does not function uniformly across regions but is shaped by variations in institutional strength and fiscal capacity. It highlights the need for targeted capacity-building and fiscal reforms in less-developed regions to ensure more equitable decentralization outcomes.

Abstract

This study examines the impact of the bureaucratic simplification policy on licensing efficiency for Small and Medium Enterprises (SMEs) in Surabaya, Indonesia. SMEs play a crucial role in economic development but often face challenges due to complex and time-consuming licensing processes. In response, the Surabaya city government implemented a policy to streamline the licensing process and reduce administrative burdens. Using a mixed-methods approach, this research combines quantitative analysis of processing time, ease of access, and satisfaction levels before and after the policy implementation, along with qualitative insights from interviews and Focus Group Discussions (FGDs) with SMEs and government officials. The findings show that the policy resulted in a significant reduction in licensing processing time (38.2%), improved ease of access (45.2%), and a substantial increase in satisfaction (46.4%). Regression analysis reveals that policy implementation and training for government officials are the primary drivers of these improvements, while technological infrastructure plays a secondary role. Qualitative feedback corroborates these findings, highlighting enhanced government efficiency, greater transparency, and improved SME satisfaction. However, challenges related to digital literacy among SMEs were also identified, suggesting a need for ongoing support. Overall, the study demonstrates that bureaucratic simplification has positively impacted licensing efficiency, with implications for broader regulatory reforms aimed at supporting SME growth.

Abstract

This study investigates the impact of electoral system reforms on political representation and accountability in Indonesia’s legislative elections from 1999 to 2024. Following democratization after the fall of the New Order regime, Indonesia implemented major institutional changes, including the shift from a closed-list to an open-list proportional representation system, the introduction of electoral thresholds, and the enforcement of a 30 percent gender quota. Using a mixed-methods approach that combines longitudinal electoral data with qualitative evidence from interviews and document analysis, the study examines three dimensions: proportionality and party system dynamics, gender representation, and legislative accountability. The findings indicate that electoral reforms have improved vote–seat proportionality and reduced excessive party fragmentation, contributing to greater electoral stability. Women’s representation in parliament has increased over time, although persistent structural and cultural barriers continue to constrain substantive gender equality. In addition, indicators of accountability such as legislative attendance, constituency engagement, and public trust show moderate improvement, suggesting that open-list competition encourages more responsive behavior among legislators. However, accountability remains largely personalized rather than institutionalized, relying on individual visibility instead of collective performance. Overall, Indonesia’s electoral reforms have supported gradual democratic consolidation, while remaining constrained by clientelism and weak institutional accountability.

Abstract

This study examines the challenges of legal enforcement in implementing Environmental Impact Assessment (AMDAL) regulations within the mining sector in Kalimantan, Indonesia. Although AMDAL is designed as a key preventive legal instrument to integrate environmental considerations into development planning, its enforcement remains weak, inconsistent, and highly influenced by political interests. Using a qualitative socio-legal approach, this research draws on documentary analysis, semi-structured interviews with government officials, mining company representatives, and community members, as well as field observations conducted in East, Central, and South Kalimantan. The findings reveal three interrelated dimensions of enforcement failure. First, institutional fragility persists due to limited technical capacity, insufficient budgets, and fragmented coordination among environmental agencies. Second, selective enforcement practices emerge through corporate–political collusion, undermining the rule of law and reducing AMDAL to a procedural formality rather than a substantive safeguard. Third, community participation remains restricted, as local residents are often excluded from decision-making processes and lack access to environmental information. Collectively, these conditions transform AMDAL into a symbolic administrative requirement rather than an effective regulatory tool. The study concludes that strengthening institutions, insulating environmental governance from political interests, and empowering communities are essential to improving AMDAL enforcement and environmental protection in Indonesia’s extractive sectors.

Abstract

Transparency in the procurement of goods and services is a key instrument for achieving accountable, efficient, and corruption-free governance. In Luwu Regency, the implementation of transparency through the Electronic Procurement Service (LPSE) system and Presidential Regulation No. 16 of 2018 and its amendments still faces challenges related to information disclosure, limited certified procurement personnel, local supplier participation, and public oversight mechanisms. This study aims to analyze the level of procurement transparency in Luwu Regency using Gregorius Porumbescu et al.’s (2022) Government Transparency framework, emphasizing organizational actors, information technology, managerial intervention, and stakeholder engagement. The research employs a qualitative descriptive case study approach using document review, interviews with ULP and PPK officials, suppliers, and field observations. The findings show that procedural transparency is achieved through LPSE use and public procurement plans, but substantive transparency remains low in bid evaluation disclosure, contract access, and project reporting. Technological transparency exists, yet organizational and managerial responsiveness is limited. To address this, the study adds a Regulatory Integrity dimension reflecting compliance, internal supervision, and sanctions enforcement. Transparency in Luwu Regency is still administrative rather than participatory, requiring stronger human resources, LPSE optimization, and participatory monitoring systems.
