Abstract

This study investigates the effect of implementing e-Government on the efficiency of population administration services in Tangerang City. The research analyzes how digitalization in public administration has enhanced service delivery, streamlined processes, and improved citizen satisfaction. The results show that e-Government initiatives, such as online service platforms and digital document management, have led to reduced processing times, increased accessibility, and greater convenience for citizens. Additionally, the adoption of e-Government has fostered greater transparency and accountability in government operations. Despite these positive outcomes, the study identifies challenges related to digital literacy, infrastructure, and equitable service delivery, suggesting areas for further improvement. These findings highlight the significant potential of e-Government to enhance public administration but also emphasize the need for continuous refinement and adaptation to address emerging challenges.

Abstract

Reading interest reflects the quality of human resources and the progress of a region's civilization. West Bandung Regency faces the challenge of low reading interest despite a high literacy rate. This study aims to analyze the local government's strategy in increasing public reading interest in 2024–2025. The method used is descriptive qualitative with a case study approach and Koteen's strategy theory including Corporate Strategy, Program Strategy, Resource Support Strategy, and Institutional Strategy. The results of the study indicate the existence of literacy strengthening policies, implementation of mobile and digital libraries, cooperation with the private sector, and increasing the capacity of librarians. However, obstacles such as limited budget, infrastructure, and community participation are still obstacles. The conclusion of this study is that the implementation of strategies needs to be strengthened through cross-sector coordination, library service innovation, and the development of a technology-based literacy ecosystem.

Abstract

Money politics, the practice of distributing material incentives to sway voter decisions, has long been a challenge in Indonesian elections. This study examines the influence of money politics on voter behavior during the regional head elections in South Sulawesi. Using a mixed-methods approach, the study combines quantitative surveys and qualitative interviews to assess the prevalence of money politics and its impact on voting choices. The findings reveal that 61.1% of respondents were exposed to financial inducements, and lower-income voters were particularly susceptible to material rewards. The study also highlights the socio-cultural reinforcement of money politics, with local leaders playing a key role in distributing incentives and social norms of reciprocity shaping voter behavior. Despite these challenges, some voters demonstrated ethical awareness, suggesting that voter education could play a role in mitigating the impact of money politics. The study contributes to the broader literature on clientelism, emphasizing the need for both legal reforms and socio-economic changes to address the root causes of money politics. Future research could investigate the effectiveness of voter education programs and explore broader reforms to enhance electoral integrity.

Abstract

This paper critically analyzes how the women empowerment programs can help in reducing gender-based violence (GBV). It argues based on the insights of other disciplines that there is a transformational effect of empowerment efforts on social norms and the agency of women that is the result of education, economic participation, leadership training, and community involvement. Such programs equip women with the skills and resources to be resistant to violence and at the same time instigate a wider cultural and institutional change that challenges the patriarchal systems. The study also highlights the importance of circumstances of determinants, such as cultural acceptance, political will and integration of policies that significantly influence the effectiveness of programs. Although there are still numerous obstacles including scarce resources, set stereotypes, lack of sustainability, etc, empirical results indicate that the programs of empowerment continue to be one of the most promising ways to tackle GBV. Therefore, the article reflects the idea of multi-sectoral partnership, comprehensive program development, and long-term investment to achieve long-lasting changes in gender equality and violence elimination.

Abstract

Flooding remains a recurrent threat to urban coastal areas in Indonesia, and Semarang City has been one of the most vulnerable cities in this regard. This study examines how community participation in flood mitigation programs contributes to the development of social resilience. Using a qualitative case study design, data were collected through interviews, focus group discussions, and direct observation in three flood-prone neighborhoods: Tambak Lorok, Kaligawe, and Tlogosari. The results show that participation takes various forms, including mangrove planting, drainage cleaning, and community-based training programs. These activities not only reduce physical risks but also build trust, solidarity, and adaptive capacities within communities. However, challenges remain, such as socio-economic disparities that affect inclusiveness, limited trust in institutional support, and the sustainability of participation over time. The findings highlight that while community engagement is central to resilience-building, it requires supportive governance, long-term commitment, and inclusive approaches to ensure effectiveness. This study contributes to the understanding of disaster risk reduction by emphasizing the synergy between grassroots participation and institutional frameworks. Strengthening this synergy is essential for developing resilience strategies that are not only reactive to crises but also proactive, inclusive, and sustainable.

Abstract

The Village Fund program in Indonesia is a flagship policy designed to strengthen decentralization, promote participative rural development, and reduce poverty. This study evaluates its effectiveness in remote areas of East Nusa Tenggara (NTT), a province marked by poverty, isolation, and socio-economic vulnerability. Using a qualitative case study, data were gathered through interviews, focus-group discussions, and field observations in Manggarai Timur, Sumba Timur, and Alor. Findings show that the Village Fund significantly improved infrastructure such as roads, irrigation, and clean water systems, enhancing connectivity and reducing isolation. Participatory processes like village meetings (musyawarah desa) opened new channels for community involvement, though their quality varied across regions. Yet, the impact on poverty reduction remains limited due to weak institutional capacity, elite dominance, and the absence of livelihood-based projects. The study concludes that infrastructure investment alone cannot address multidimensional poverty without integrating education, health, and climate resilience. Strengthening community participation, transparency, and local government capacity are crucial for maximizing program effectiveness and ensuring inclusive, context-sensitive rural development.

Abstract

This study examines the legal implications of the Omnibus Law on Job Creation for the protection of informal sector workers in metropolitan Indonesia. While the law was introduced to simplify regulations, attract investment, and expand labor protections through universal access to social security schemes, its effectiveness for informal workers remains questionable. Drawing on legal analysis and a review of early implementation in urban contexts, the study finds that reforms emphasizing flexibility and deregulation tend to normalize precarious work arrangements rather than reduce them. The lack of explicit legal recognition for informal employment further perpetuates exclusion, limiting workers’ access to rights such as collective bargaining and dispute resolution. At the same time, the law’s mandate for universal social security represents a potential avenue for inclusion, though practical barriers such as irregular income and weak enforcement constrain its impact. The findings highlight a fundamental tension between economic growth and labor protection, underscoring the need for complementary local policies that address the realities of metropolitan informal economies.

Abstract

This study examines the influence of women’s political representation quotas on gender-sensitive policy formulation in local parliaments in West Sumatra, Indonesia. While legal quotas have increased the numerical presence of women legislators, their substantive impact on policymaking remains constrained by institutional hierarchies, party dynamics, and cultural norms. Using a qualitative case study approach, data were collected through in-depth interviews with female and male legislators, party officials, and civil society actors, complemented by document analysis of parliamentary reports and local regulations. The findings reveal that women’s participation often remains symbolic, with significant barriers limiting their influence on strategic policy areas. Successful gender-sensitive policies, particularly in maternal health, domestic violence, and education, were achieved primarily through coalition-building, strategic committee engagement, and collaboration with civil society. The study underscores that quotas alone are insufficient to ensure substantive gender equality in policymaking, highlighting the importance of institutional reforms, capacity-building, and cultural change to empower women legislators and promote comprehensive gender-sensitive governance.

Abstract

Urban poverty remains a major concern in Indonesia as rapid urbanization continues to widen social and economic disparities. This study investigates how urban poverty reduction programs influence community welfare through a comparative analysis of Jakarta and Surabaya. A mixed-methods approach is applied by integrating quantitative household survey data with qualitative information from interviews and focus group discussions. Welfare is evaluated across income, access to education and health, and subjective well-being. The results show that poverty reduction programs have a significant positive impact in both cities but with varying intensity. In Jakarta, participants gained higher incomes and improved access to essential services, supported by stronger program integration. Beneficiaries also reported greater satisfaction and a stronger sense of social inclusion. In contrast, Surabaya showed positive yet moderate effects as programs reduced vulnerability but did not substantially improve income or long-term well-being. The findings highlight the effectiveness of multidimensional interventions in improving urban welfare while emphasizing that local institutional capacity and context-sensitive design are key to achieving equitable and sustainable outcomes.

Abstract

The modern application of games is not limited to entertainment but it is also used in sphere of sports and business. Another feature that can be distinguished in the business world is the existence of game accounts that have great monetary value. The economic value of such accounts is due to their quality, demand, and rarity of in-game items. In the past, game accounts were limited to purchase-sale transactions but in the recent times business entities are using such accounts as a security thus necessitating a critical analysis of game accounts in terms of property law and applicable security law to online game accounts. This research will use a normative legal research approach, where the legal approach will be a statutory research approach, which relies on the provisions of the law and other scholarly articles as legal sources. The results show that the owner of a game account online is technically a possessor but not an owner because property rights are inseparable characteristics of ownership. As a result, the game developer or publisher solely owns the game with the player only getting a license. It is a must to be aware of the statutory limitations as the nature of account transfer agreements is not legal when they do not meet the fourth condition of Article 1320 of the Indonesian Civil Code; thus, the agreement is considered invalid. The scheme of pawn proposed by the service of the @Pawn cannot be considered valid as well, and it is not in accordance with the principles of the Security Law.
