Abstract

Objective: This study investigates the impact of adopting International Public Sector Accounting Standards (IPSAS) on enhancing the transparency of government financial reporting, with a particular focus on Iraq. The research problem stems from the gap between the growing demand for financial transparency and the challenges impeding IPSAS implementation, including legislative, technical, and human resource limitations. Method: Using a descriptive-analytical approach supported by a field survey of 200 respondents from government ministries, public institutions, and academia. Results: The study finds that IPSAS adoption significantly improves transparency, builds international trust, and strengthens anti-corruption measures through enhanced disclosure. Nevertheless, the results highlight persistent barriers such as weak technological infrastructure, insufficient professional expertise, and the need for substantial legislative reforms. Novelty: The study recommends updating accounting legislation, developing IT infrastructure, and implementing intensive training programs to ensure effective IPSAS adoption, thereby improving the quality of government financial reporting and fostering greater stakeholder trust at both local and international levels.

Abstract

Objective: The French colonialism in Algeria had features of a specific settlement colonization type through expropriating vast lands and transformation of population. While settler colonialism has been extensively studied, the enduring legacy of this regime on Algeria´s socio-political and economic structures, and relations with France, both during and after colonialism remain too often unexplored. This article examines the origins of the Algerian War of Independence, tracing the development of nationalist movements and the emergence of the National Liberation Front (FLN). Method: Wherever the French established colonies, they did not consider such colonies to be mere colonies like others; in Algeria, settlers seized control of all the best land, forcing the native population onto the dry and barren soils. European settlers, lured to settle by the French government, rang the political and economic bell in Algeria. The French enacted systems such as the Code de l’Indigénat that instituted severe limitations of local civil rights, policies that only escalated aggravation of the natives. Results: The relationship between the settler colonialism experienced in Algeria and the subsequent attempts to build a national identity during and after the revolution from French rule is one that has impacted the identity of the nation greatly and has thus been the subject of a great deal of study considering the before-during and the after of the processes which shaped the political, social and economic nature of the revolution, and the post-colonial state building process. Novelty: This study highlights the distinctive nature of French settler colonialism in Algeria as not merely administrative control but a transformation of land, population, and identity. It contributes to understanding how the colonial system’s socio-political legacy shaped both the Algerian War of Independence and the post-colonial state-building process.

Abstract

Objective: This study examines the status, obligations, and practical roles of lawyers in preparing settlement agreements in economic courts, with a focus on how they protect party interests and contribute to efficient dispute resolution. Method: Using a qualitative legal analysis that integrates national legislation, international practices, and documented case examples, the study evaluates the legal authority of lawyers and their involvement in alternative dispute resolution mechanisms. Results: The findings show that lawyer-led settlement agreements promote economic stability, increase trust among business entities, reduce the workload of courts, and enhance the efficiency of economic dispute resolution. The analysis also indicates that strengthening the legal powers and ethical responsibilities of lawyers can further improve the quality and enforceability of settlements. Novelty: This research offers evidence-based recommendations that emphasize the strategic role of lawyers not merely as representatives but as proactive facilitators of settlement, highlighting the institutional value of bar associations in shaping modern dispute resolution practices.

Abstract

Objective: This study aims to examine the effect of Perceived Organizational Support (POS) on reducing employee job-related stress by analyzing the Pearson correlation between employees’ perceptions of organizational concern for their well-being and appreciation of their contributions and their experienced stress levels. Method: A descriptive-quantitative research design was employed, utilizing a structured questionnaire administered to 348 employees at Maysan University, Iraq. Collected data were analyzed using SPSS version 26 to determine the strength and significance of correlations. Results: Findings reveal a significant negative Pearson correlation between POS and job-related stress, indicating that higher levels of organizational support are associated with lower employee stress, enhanced mental well-being, and improved work performance. Novelty: This research contributes new empirical evidence from the higher-education sector in Iraq, a context that remains underrepresented in POS–stress literature, highlighting the critical role of organizational support in promoting employee psychological health and institutional productivity.

Abstract

Objective: Artificial Intelligence (AI) is a radically new force that is changing organizational strategies in the rapidly changing digital world, especially in developing economies such as Iraq. The paper examines the connection between the capabilities of AI and digital innovation and organizational performance in the context of Iraqi organizations in the face of infrastructural, economic, and cultural limitations. Basing the study on the Resource-Based View and Dynamic Capabilities Theory, a conceptual model is constructed and operates that the digital innovation by AI is associated with strategic transformation and performance results. Method: The research utilizes Structural Equation Modeling (SEM) in testing its hypotheses through the use of a quantitative cross-sectional study with data provided by 200 organizations. Results: Findings indicate that AI potentials have a great impact on promoting digital innovation, which, consequently, mediates the connection between AI and organizational performance. The results show that digital innovation is a key tool to utilize AI technologies in enhancing strategic agility and performance in the face of a turbulent environment. Novelty: The study does not only fill the existing gaps in empirical research in the Middle East but also provides practical implications to policymakers and managers interested in promoting innovation driven by AI. It has been suggested to invest in AI, become digitally literate, implement smart systems, and have an innovation-oriented organizational culture. Finally, the paper ends with the future research directions, which would help to contextualize the AI integration in the countries with emerging economies even better.

Abstract

Objective: This study examines violence against children as a persistent social and legal problem that threatens minors’ physical, psychological, and moral development and undermines the effective realization of their fundamental rights. While existing scholarship has extensively analyzed offender profiles, particularly cisgender male perpetrators, the victimological–ecological characteristics of child victims and their role in the emergence, concealment, and recurrence of violence remain insufficiently explored. Method: The research employs a qualitative legal and criminological approach, drawing on the analysis of national legislation, doctrinal literature in victimology and criminology, judicial and investigative practices, and findings from forensic psychological and psychiatric examinations. Systemic, logical, and comparative methods are used to identify victimogenic factors arising from interactions among offenders, victims, and their social environments. Results: The findings demonstrate that child victimization is strongly influenced by age-related psychological vulnerability, dependency on offenders, exposure to family violence, emotional instability, and structurally embedded helplessness. These victimogenic characteristics not only increase susceptibility to violence but also facilitate crime concealment and heighten the risk of severe consequences, including suicidal behavior. Novelty: This study advances victimological scholarship by shifting the analytical focus from offender-centered explanations to an integrated victimological–ecological framework, emphasizing prevention through early risk identification, reinforcement of protective factors, and coordinated legal, psychological, and social interventions.

Abstract

Objective: This study aims to analyze the effectiveness of theft crime prevention strategies in Uzbekistan, focusing on adapting international best practices to local legal, social, and cultural contexts. Method: Utilizing comparative criminological methods, the study incorporates doctrinal analysis and policy comparison, examining prevention models from the United States, United Kingdom, Germany, Japan, Singapore, and select European countries. Results: The analysis reveals that theft prevention is most effective when integrating modern technologies such as video surveillance, biometric identification, digital monitoring systems, and data-driven policing with social measures like community engagement, neighborhood watch programs, environmental design, and preventive education. The study shows that countries with strong policies on early intervention, public involvement, and technology experience fewer robbery-related offenses. Novelty: This research highlights the failure of direct transplantation of international models without adaptation to local realities and proposes a contextually framed application of advanced preventive practices, supported by legal education and community-based initiatives. The findings provide a solid foundation for policymakers and law enforcement to implement modern, sustainable, and society-oriented crime prevention strategies.

Abstract

Objective: This study offers a comprehensive analysis of the multifaceted issue of harassment and violence against children within Uzbekistan's contemporary legal framework, examining the characteristics of minor victimization and the role of the child victim in crime dynamics. Method: The research employs formal-legal, comparative-legal, and systemic approaches, utilizing empirical data from court records and forensic psychiatric evaluations to analyze child victimization. Results: The study identifies significant gaps in the current legal system, particularly the absence of specific aggravating circumstances for violence perpetrated by extended family members or child welfare professionals. Novelty: The research contributes to the field by proposing innovative, practical strategies for improving child protection, including the implementation of socio-emotional learning programs in schools, the creation of national screening and risk assessment standards, and the establishment of a specialized child protection hotline/task force. These measures aim to shift the focus from repressive to preventive approaches, highlighting the importance of psychological correction for offenders and digital monitoring for at-risk children.

Abstract

Objective: The bar institute constitutes a fundamental component of the legal system, ensuring the effective protection of legal rights and interests of individuals and business entities within economic processes. This article examines the institutional role of the bar in economic proceedings, emphasizing the importance of lawyers’ professional independence, ethical standards, and functional versatility. Method: Using a doctrinal and comparative legal methodology, the study analyzes the participation of lawyers not only as legal representatives but also as legal service providers under civil-law contracts, arbitrators in arbitration and international commercial tribunals, and court administrators in insolvency and economic cases. Results: The findings demonstrate that maintaining the independence of lawyers through civil-law contractual arrangements enhances impartiality, prevents conflicts of interest, and strengthens access to justice. Furthermore, the study highlights that lawyers’ involvement in alternative dispute resolution mechanisms and court administration contributes significantly to procedural efficiency and economic stability. Novelty: The article concludes that the bar institute plays a decisive role in safeguarding the rule of law, promoting fair economic dispute resolution, and supporting sustainable economic development in line with international legal standards.
