This journal is a means of publication and a place to share research and development work in the field of Multidisciplinary Science. Articles published in ICCMS are processed fully online. Abstract

This study aims to analyze the implementation of smart villages in Pangandaran Village, the readiness for development in Wonoharjo Village, and the strategies for their respective smart village initiatives. A quasi-qualitative method was used in the research. The results show that the implementation of smart villages in Pangandaran Village is unbalanced, with a primary focus on Human and ICT dimensions, while other sectors like Economy, Energy, and Tourism are less emphasized. In contrast, Wonoharjo Village's readiness for smart village development is dominated by ICT infrastructure, especially internet connectivity, which remains a concern due to limited coverage. To optimize the Nusantara Smart Village initiative, the study suggests enhancing the capacity of village officials, supporting SPBE (E-Government) through the Communication and Information Agency, and ensuring strong leadership commitment. These factors are crucial for Pangandaran Village to develop a comprehensive and sustainable Smart Village. For Wonoharjo Village, the development strategy should focus on leveraging external government programs and accelerating the digital-based economic potential. Both villages need to prioritize strengthening ICT infrastructure and enhancing the capacity of village officials. With this integrated approach, Wonoharjo Village is expected to transition from readiness to a Smart Village, providing efficient public services and fostering economic and social sustainability.

Abstract

The background of this study is that the high number of KTP recordings is not commensurate with the still low activation of Digital Population Identity (IKD) in Minahasa Regency, North Sulawesi Province. The low activation rate indicates the need to analyze the effectiveness of efforts that have been made by related agencies. This study aims to analyze how effective the Population and Civil Registration Service (Disdukcapil) is in increasing the recording of Resident Identity Cards and activation of Digital Population Identity in Minahasa Regency, the obstacles experienced and efforts made to increase IKD activation in Minahasa Regency. The research method used is a qualitative descriptive method. Data collection techniques include interviews, observation, and documentation. The theory used in this study is the concept of organizational effectiveness according to Duncan in Steers (1985), which includes the dimensions of goal achievement, integration, and adaptation. The results of this study indicate that the effectiveness of the Population and Civil Registration Service in increasing KTP recording and Digital Population Identity Activation in Minahasa Regency is not optimal. In the dimension of goal achievement, IKD activation has not reached the target of 30% of the population required to have a KTP. In the dimension of integration, IKD has not been integrated due to the lack of cooperation with other agencies. Meanwhile, in the dimension of adaptation, the improvement of IKD operator capabilities has been good in providing IKD activation services, but in terms of facilities and infrastructure it is still inadequate.

Abstract

The study aims to analyze public service policy in the digital era in the City of Bandung. The research employs a qualitative case study method with descriptive analytical techniques. The findings indicate that public service policy in Bandung’s digital era remains suboptimal, as it is still predominantly top-down and administrative, with a primary focus on fiscal efficiency. As a result, quality, service equity, and public participation receive insufficient attention. Policy evaluation emphasizes administrative achievement rather than tangible societal impact, while the involvement of non-governmental actors and community participation remains limited, potentially reducing access to public services and overall community welfare. Digital service transformation is supported by local leadership, technological innovation, and multi-stakeholder partnerships; however, its effectiveness is hindered by budget rigidity, limited human resource capacity, fragmentation, and low digital literacy. Therefore, the study highlights the need for outcome-based, inclusive, and participatory policy reforms through service digitalization, strategic partnerships, budget refocusing, and strengthened outcome-oriented monitoring and evaluation, enabling public services to become more efficient, responsive, and sustainable.
