Abstract

Penelitian ini bertujuan untuk menganalisis transformasi pelayanan publik di Desa Palleko, Kecamatan Polombangkeng Utara, Kabupaten Takalar, serta strategi yang diterapkan Kepala Desa dalam meningkatkan kualitas pelayanan. Pelayanan publik yang efektif dan efisien sangat penting untuk memenuhi kebutuhan masyarakat, namun seringkali terhambat oleh berbagai permasalahan seperti sistem birokrasi yang rumit, keterbatasan sumber daya, dan rendahnya partisipasi masyarakat. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Untuk menguji keabsahan data, penelitian ini menerapkan teknik triangulasi sumber dengan membandingkan informasi dari berbagai informan dan dokumen pendukung. Data yang terkumpul diolah melalui proses transkripsi wawancara, pengorganisasian catatan lapangan, dan dianalisis menggunakan pendekatan analisis tematik dengan tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa Kepala Desa Palleko menerapkan beberapa strategi transformasi pelayanan, seperti peningkatan fasilitas fisik, pemberian pelayanan yang adil dan profesional, serta transparansi melalui penyediaan informasi alur pelayanan yang jelas. Faktor pendukung dalam transformasi ini antara lain ketersediaan sarana prasarana, sikap ramah dan tanggap dari staf, serta hubungan yang baik antara pemerintah dengan masyarakat. Namun, tantangan utama dalam proses transformasi ini adalah profesionalisme staf yang masih perlu ditingkatkan dan rendahnya kesadaran masyarakat akan pentingnya peran mereka dalam mendukung pelayanan publik. Transformasi pelayanan publik di Desa Palleko menunjukkan bahwa dengan strategi yang tepat, kualitas pelayanan dapat ditingkatkan sehingga lebih responsif terhadap kebutuhan masyarakat dan mendukung pembangunan inklusif.

Abstract

This study aims to analyze post-disaster recovery strategies following the Merapi eruption in Sleman Regency through a regional resilience approach grounded in local wisdom. A qualitative, hermeneutic-philosophical method was applied to interpret the deeper meaning behind social practices and cultural values of Merapi communities in disaster response. Data were collected through literature studies and analyzed using NVivo 12 Plus to map social, economic, and cultural resilience indicators. The results indicate that Merapi communities demonstrate strong social resilience through communal solidarity and the value of guyub rukun, economic resilience through tourism-based adaptation, and cultural resilience through the preservation of rituals and the hamemayu hayuning bawana philosophy. The integration of local wisdom with government policy effectively strengthens a more inclusive and sustainable disaster management system. Therefore, continued synergy between traditional knowledge and modern innovation is essential to enhance community resilience in volcanic hazard-prone areas.

Abstract

Food security is a complex issue at various levels, from global to regional. Sleman Regency is experiencing increased agricultural land conversion, which could reduce local food production capacity. The allocation of Village Funds through the Village Cash for Work Program (PKT) is one of the efforts to overcome this problem. This study aims to analyze the effect of Village Funds on the level of food security in Sleman Regency in 2024. This study uses data from the Food Security and Vulnerability Atlas (FSVA) from the Badan Pangan Nasional dan data Potensi Desa (PODES) from the Badan Pusat Statistik (BPS). The analysis was conducted using the ordered logit method because the dependent variable was categorical, namely the village food security index ranking. This model identifies factors that influence food security status. The results show that Village Funds have a significant effect in improving food security in villages categorized as “moderately vulnerable” and “moderately resilient”, reflecting the important role of Village Funds in the food security transition phase. However, the impact begins to decline in villages with relatively high food security levels, where additional public investment no longer increases output proportionally. These findings emphasize the importance of a policy framework that supports the optimization of Village Funds for productive activities and basic infrastructure development, including improving farmers' capabilities, strengthening institutions, and providing supporting facilities that can expand community access to food in a sustainable manner.

Abstract

This research aims to explain the role and influence of actors in three institutional domains namely the government (state), the industrial sector, and civil society in the governance of PFAS in the Netherlands. The research approach is qualitative with a case study of PFAS in the Netherlands. Data was collected through a comprehensive literature review of policies, scientific reports, and secondary sources related to PFAS. Data analysis was carried out using an institutional analysis approach and qualitative content analysis to examine the history of policies, actor interactions, and the dynamics of interests concerning the PFAS issue. Data accuracy was tested through source triangulation and cross-verification with official data to ensure information consistency. The Dutch government has issued PFAS regulations, including classifying PFAS as a hazardous chemical within the framework of environmental law. However, the implementation of these policies is hindered by policy fragmentation and a lack of harmonization with European Union regulations. The industrial sector maintains its economic interests through lobbying and the narrative of "essential use". This approach weakens regulatory enforcement efforts. However, public pressure encourages the industry to start innovating to reduce dependence on PFAS. Civil society (e.g., environmental NGOs and academics) plays a crucial role in advocacy, environmental litigation, and independent research to enhance government and industry transparency and accountability. In conclusion, cross-sectoral cooperation within a co-governance framework is needed to effectively address the PFAS problem. Close collaboration between the government, industry, and civil society will enhance transparency, accountability, and the alignment of public, economic, and environmental interests.

Abstract

Kabupaten Sleman saat ini berada dalam fase bonus demografi, di mana jumlah penduduk usia produktif (15–64 tahun) mendominasi struktur demografi. Kondisi ini membuka peluang besar bagi percepatan pertumbuhan ekonomi. Namun demikian, belum tersedia gambaran mendalam yang mencakup berbagai aspek apakah potensi tersebut telah dimanfaatkan secara optimal sesuai dengan arah pembangunan dalam Rencana Pembangunan Jangka Menengah Daerah (RPJMD) tahun 2021–2026. Tulisan ini bertujuan untuk mengevaluasi tingkat pemanfaatan bonus demografi di Sleman dengan menyusun sebuah Indeks Pemanfaatan Bonus Demografi atau Demographic Dividend Utilization Index (DDU). Indeks ini dibentuk dari rata-rata nilai standardisasi lima indikator utama, yaitu: proporsi usia produktif, tingkat partisipasi angkatan kerja (TPAK), persentase tenaga kerja formal, tingkat pendidikan pekerja minimal setara SMA, serta laju pertumbuhan ekonomi riil berdasarkan Produk Domestik Regional Bruto (PDRB). Data yang digunakan berasal dari proyeksi penduduk (2020–2035), publikasi ketenagakerjaan (2019–2024), PDRB (2019–2023), serta realisasi investasi daerah. Hasil perhitungan menunjukkan bahwa DDU sempat turun ke titik terendah pada 2020 akibat kontraksi ekonomi karena pandemi COVID-19, namun bangkit tajam pada 2022 seiring pulihnya sektor pariwisata dan investasi. Pada 2024, indeks ini menunjukkan tren yang relatif stabil. Beberapa indikator bahkan telah melampaui target RPJMD, seperti tingkat pengangguran terbuka yang menurun dan rata-rata lama sekolah yang meningkat. Secara keseluruhan, hasil analisis menunjukkan bahwa pemanfaatan bonus demografi di Sleman tergolong cukup baik. Namun, untuk mencapai potensi maksimal, diperlukan penguatan di sektor industri kreatif dan jasa modern guna menciptakan lebih banyak lapangan kerja bagi generasi muda dan meningkatkan ketahanan ekonomi terhadap tekanan global.

Abstract

Studi ini bertujuan untuk mengembangkan dan memvalidasi model integratif kerja keras, kerja cerdas, dan kebahagiaan di tempat kerja dalam kompetensi manajerial, serta untuk memberikan rekomendasi berbasis bukti untuk kinerja tinggi yang berkelanjutan. Tinjauan literatur sistematis dilakukan mengikuti pedoman PRISMA. Temuan utama dari penelitian ini adalah kebahagiaan di tempat kerja menunjukkan hubungan positif yang konsisten dengan produktivitas, strategi kerja cerdas secara signifikan meningkatkan kinerja dan kerja keras yang berlebihan meningkatkan risiko kelelahan. Kerangka Kerja Triple H yang menginterasikan kerja keras (Hard work), kerja bahagia (Happy work), dan kerja berkinerja tinggi (High-performance work) yang menawarkan pendekatan integratif awal yang menggabungkan dedikasi, efisiensi strategis, dan kesejahteraan emosional. Sebagian besar studi yang dianalisis dalam studi ini berasal dari konteks barat dan menggunakan desain cross-sectional, generalisasi temuan ini memerlukan validasi empiris lebih lanjut. Penelitian masa depan disarankan untuk mengembangkan dan memvalidasi secara psikometrik skala integrasi Triple H, melakukan studi perbandingan lintas budaya antara lingkungan kerja kolektivis dan individualis, dan melakukan studi longitudinal dan intervensi untuk memeriksa hubungan kausal antar dimensi.

Abstract

Spatial inequality in educational facilities and their non-compliance with spatial planning remain critical challenges in rapidly developing regions such as Bali. However, research integrating spatial distribution pattern analysis with compliance assessment against the Regional Spatial Plan (Rencana Tata Ruang Wilayah/RTRW) remains limited. This study analyzes the spatial distribution patterns of educational facilities in Bali Province and evaluates their compliance with the RTRW. Employing a quantitative approach with spatial analytical design, this study utilized secondary data on educational facilities and RTRW spatial pattern data. Distribution pattern analysis employed the Average Nearest Neighbor (ANN) method with z-score significance testing (p < 0.05), while compliance evaluation was conducted using spatial overlay techniques. The results reveal that all regencies and the city in Bali Province exhibit statistically significant clustered distribution patterns (ANN < 1, p < 0.001). Buleleng Regency demonstrates the most intensive clustering (ANN = 0.463445), while Denpasar City approaches a random pattern (ANN = 0.856465). Compliance evaluation reveals that 55.75% of facilities are appropriately situated in Residential Zones, while 44.25% occupy non-suitable zones, including Agricultural Zones (14.10%), Tourism Zones (5.46%), as well as Protected Areas and Defense and Security Zones. These findings highlight systemic spatial inequities and gaps between planning policy and implementation, driven by historical factors, urbanization pressures, and weak spatial planning law enforcement. This research recommends evidence-based RTRW revision, strengthening of spatial utilization control mechanisms, and integration of community participation.

Abstract

Sleman Regency, situated on the southern slopes of Mount Merapi within Yogyakarta's rapidly urbanizing peri-urban corridor, confronts accelerating agricultural land conversion driven by intensifying development pressures. No systematic cross-disciplinary synthesis has integrated existing findings into a coherent evidence base for ecosystem-based regional development planning. This study conducted a Systematic Literature Review (SLR) following PRISMA 2020 protocols on Scopus, yielding 27 final articles. Narrative thematic synthesis revealed four principal themes: (1) agricultural land conversion and spatial planning under disaster-risk contexts; (2) food security and the transition toward sustainable farming systems; (3) ecosystem integrity and ecological vulnerability; and (4) rural tourism and multi-actor governance. Five evidence-based policy strategies are proposed: strengthening organic farming zones with spatial regulatory instruments, establishing ecosystem service payment schemes linked to Merapi watershed governance, scaling community-based tourism within an integrated landscape framework, institutionalizing multi-stakeholder governance platforms, and deploying gender-responsive food security programs. These findings furnish an empirical foundation for more integrated, ecosystem-centred regional development planning in Sleman.

Abstract

Piyungan final disposal site (TPA) has been permanently closed in May 2024, disrupting waste management in the Special Region of Yogyakarta. This paper aims to describe sentiments towards the closure of the Piyungan TPA, alternative strategies for waste management after the closure of the TPA, and the actors involved in it. Using a descriptive qualitative approach, this study analyzed the content of 88 news discussed waste management in Yogyakarta province after the closure of the TPA. Most of the news did not have sentiments towards the closure of the Piyungan TPA, but when they did, the sentiments were negative due to the accumulation of waste in several areas and the increasing frequency of waste burning among the community. However, some news provided positive sentiments and supported the closure of the Piyungan TPA considering the limited capacity and could be a momentum for changing the culture of waste management. Several waste management strategies have been carried out before and after the closure of the Piyungan TPA, both upstream, at the source of waste (generally involving a large role for the community in sorting waste), and downstream, which generally revolves around strengthening waste management facilities by the government. However, this study identified the lack of readiness of the government and the community in reforming waste management after the closure of the Piyungan TPA, as seen from the many downstream waste processing facilities that cannot be used, and the absence of significant changes in the culture of waste sorting among the community.

Abstract

Soil erosion is a land degradation issue with implications for regional carrying capacity, hydrological risk, land productivity, and the effectiveness of local development. This study aims to map erosion hazards in Sleman Regency and formulate their implications for development planning. A spatial-quantitative approach was applied using the Revised Universal Soil Loss Equation (RUSLE) integrated with Geographic Information Systems and remote sensing. Data were collected from ten-year CHIRPS rainfall records, DEMNAS topographic data, soil-type maps, Sentinel-2 NDVI, and the 2024 land-use map of Sleman Regency. The analysis produced R, K, LS, C, and P factor maps, followed by erosion estimation using A = R x K x LS x C x P. Data accuracy and consistency were assessed through coordinate harmonization, raster resolution standardization, value-range validation, spatial inspection, and area-tabulation checks. The results show that the analyzed area covers 56,862.54 ha and is dominated by the very low erosion class, covering 22,766.04 ha (40.04%). However, moderate, high, and very high erosion classes cumulatively reach 27,524.70 ha (48.40%), with major concentrations on the northern slopes of Merapi and the Prambanan hills. These findings indicate that erosion hazard maps should be used as a basis for land-use control, land rehabilitation, drainage planning, and mainstreaming soil-water conservation in Sleman Regency development planning.
