Abstract

Penelitian ini bertujuan untuk menganalisis transformasi pelayanan publik di Desa Palleko, Kecamatan Polombangkeng Utara, Kabupaten Takalar, serta strategi yang diterapkan Kepala Desa dalam meningkatkan kualitas pelayanan. Pelayanan publik yang efektif dan efisien sangat penting untuk memenuhi kebutuhan masyarakat, namun seringkali terhambat oleh berbagai permasalahan seperti sistem birokrasi yang rumit, keterbatasan sumber daya, dan rendahnya partisipasi masyarakat. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Untuk menguji keabsahan data, penelitian ini menerapkan teknik triangulasi sumber dengan membandingkan informasi dari berbagai informan dan dokumen pendukung. Data yang terkumpul diolah melalui proses transkripsi wawancara, pengorganisasian catatan lapangan, dan dianalisis menggunakan pendekatan analisis tematik dengan tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa Kepala Desa Palleko menerapkan beberapa strategi transformasi pelayanan, seperti peningkatan fasilitas fisik, pemberian pelayanan yang adil dan profesional, serta transparansi melalui penyediaan informasi alur pelayanan yang jelas. Faktor pendukung dalam transformasi ini antara lain ketersediaan sarana prasarana, sikap ramah dan tanggap dari staf, serta hubungan yang baik antara pemerintah dengan masyarakat. Namun, tantangan utama dalam proses transformasi ini adalah profesionalisme staf yang masih perlu ditingkatkan dan rendahnya kesadaran masyarakat akan pentingnya peran mereka dalam mendukung pelayanan publik. Transformasi pelayanan publik di Desa Palleko menunjukkan bahwa dengan strategi yang tepat, kualitas pelayanan dapat ditingkatkan sehingga lebih responsif terhadap kebutuhan masyarakat dan mendukung pembangunan inklusif.

Abstract

This study aims to analyze post-disaster recovery strategies following the Merapi eruption in Sleman Regency through a regional resilience approach grounded in local wisdom. A qualitative, hermeneutic-philosophical method was applied to interpret the deeper meaning behind social practices and cultural values of Merapi communities in disaster response. Data were collected through literature studies and analyzed using NVivo 12 Plus to map social, economic, and cultural resilience indicators. The results indicate that Merapi communities demonstrate strong social resilience through communal solidarity and the value of guyub rukun, economic resilience through tourism-based adaptation, and cultural resilience through the preservation of rituals and the hamemayu hayuning bawana philosophy. The integration of local wisdom with government policy effectively strengthens a more inclusive and sustainable disaster management system. Therefore, continued synergy between traditional knowledge and modern innovation is essential to enhance community resilience in volcanic hazard-prone areas.

Abstract

Food security is a complex issue at various levels, from global to regional. Sleman Regency is experiencing increased agricultural land conversion, which could reduce local food production capacity. The allocation of Village Funds through the Village Cash for Work Program (PKT) is one of the efforts to overcome this problem. This study aims to analyze the effect of Village Funds on the level of food security in Sleman Regency in 2024. This study uses data from the Food Security and Vulnerability Atlas (FSVA) from the Badan Pangan Nasional dan data Potensi Desa (PODES) from the Badan Pusat Statistik (BPS). The analysis was conducted using the ordered logit method because the dependent variable was categorical, namely the village food security index ranking. This model identifies factors that influence food security status. The results show that Village Funds have a significant effect in improving food security in villages categorized as “moderately vulnerable” and “moderately resilient”, reflecting the important role of Village Funds in the food security transition phase. However, the impact begins to decline in villages with relatively high food security levels, where additional public investment no longer increases output proportionally. These findings emphasize the importance of a policy framework that supports the optimization of Village Funds for productive activities and basic infrastructure development, including improving farmers' capabilities, strengthening institutions, and providing supporting facilities that can expand community access to food in a sustainable manner.

Abstract

This research aims to explain the role and influence of actors in three institutional domains namely the government (state), the industrial sector, and civil society in the governance of PFAS in the Netherlands. The research approach is qualitative with a case study of PFAS in the Netherlands. Data was collected through a comprehensive literature review of policies, scientific reports, and secondary sources related to PFAS. Data analysis was carried out using an institutional analysis approach and qualitative content analysis to examine the history of policies, actor interactions, and the dynamics of interests concerning the PFAS issue. Data accuracy was tested through source triangulation and cross-verification with official data to ensure information consistency. The Dutch government has issued PFAS regulations, including classifying PFAS as a hazardous chemical within the framework of environmental law. However, the implementation of these policies is hindered by policy fragmentation and a lack of harmonization with European Union regulations. The industrial sector maintains its economic interests through lobbying and the narrative of "essential use". This approach weakens regulatory enforcement efforts. However, public pressure encourages the industry to start innovating to reduce dependence on PFAS. Civil society (e.g., environmental NGOs and academics) plays a crucial role in advocacy, environmental litigation, and independent research to enhance government and industry transparency and accountability. In conclusion, cross-sectoral cooperation within a co-governance framework is needed to effectively address the PFAS problem. Close collaboration between the government, industry, and civil society will enhance transparency, accountability, and the alignment of public, economic, and environmental interests.
