Abstract

During the pandemic, development progress is hindered by budget constraints. Meanwhile, the business sector's contribution to development is minimal and charitable, with no significant impact. To address this issue, a program called "Kembang Jawara" has been introduced to optimise Corporate Social Responsibility (CSR) funding for development programs. This study aimed to explore the funding innovation called "Kembang Jawara" through a case study. The primary data was gathered through focused group discussions and interviews with the Regional Development Planning, Research and Development Agency of Subang Regency. The secondary data was sourced from proposals, work plans, reports, and policies related to Kembang Jawara. The analysis was conducted in four stages: data collection, data reduction, data presentation and visualisation, and conclusion drawing. The program involves compiling an inventory of development programs, coordinating with regional apparatus and the provincial government, socialising with potential CSR partners, and hosting a CSR Awards ceremony. In 2020, 13 companies contributed Rp4.930 billion to the program; in 2021, this increased to 15 companies, contributing a total of Rp8.565 billion. This innovative initiative is in line with SDG 17 and has the potential to be replicated by other local governments. However, areas of improvement include enhancing communication with the business sector, providing detailed information on development programs and CSR schemes, and recording program activities through a website-based application.

Abstract

Environmental quality can stimulate a certain level of economic growth. Besides, the fiscal decentralization will enhance economic growth by improving a better condition for a local government budget. In the COVID-19 pandemic, the government should work hard to address a higher level of economic growth. Therefore, the threshold levels of environmental quality and fiscal decentralization can be assessed to maintain economic growth in the long-run. This study estimates the threshold levels of environmental quality and fiscal decentralization on economic growth for 34 provinces in Indonesia before, during and after COVID-19 pandemic. The cross-section threshold regression was employed. The findings reveal that before COVID-19 pandemic the threshold levels of fiscal decentralization and environmental quality were 15.18% and 74.97, respectively. During COVID-19 pandemic these levels were 15.32-27.33% and 74.71-74.97, respectively. Meanwhile, after COVID-19 pandemic these levels were 11.99% and 77.69, respectively. Therefore, the local policymakers should manage the local fiscal policy under prudent and sustainable patterns to enhance the local economic growth. They should also pay more attention to qualify the certain level of environmental quality to guarantee the local green growth.

Abstract

The recovery from the global pandemic, as well as improvements in automation technologies, have presented substantial challenges for blue-collar workers who specialized in manual work. Labor transition is considered a strategy to adapt and strengthen their resilience. This study utilizes Indonesian National Labor Force Survey / SAKERNAS data from August 2023 to examine the key factors influencing blue-collar worker transitions in Indonesia, including three primary outcomes: (1) remaining unemployed and inactive, (2) transitioning back to the blue-collar worker, and (3) transitioning to the white-collar worker. The study employs multilevel multinomial logistic regression to examine the influence of individual characteristics (e.g., gender, marital status, age, education, migration, training, employment card possession, and area of residence) and regional characteristics (e.g., internet penetration, minimum wage levels, and municipal economic growth) on labor transitions. Results reveal that both individual and regional characteristics significantly impact these transitions. To address these challenges, enhancing human capital through targeted technical training is essential to improve the resilience and adaptability of blue-collar workers in Indonesia's dynamic labor market. This research emphasizes the importance of policy in equipping the blue-collar worker to navigate the evolving demands of the labor market.

Abstract

The Classical and Keynesian debate over the equilibrium of the open economy continues today. This research uses Keynes's theory of income and Cobb-Douglas's theory of production. The purpose of this study is to examine and analyze the partial effect of consumption expenditure, government expenditure, investment, and net exports on employment opportunities in Indonesia. In particular, this study knows the dominant factors that affect employment opportunities in Indonesia. The data type uses panel data from 33 provinces and the period 2010-2022. Data analysis using panel data regression and selection variables and stepwise least square forward. The results found that the best panel data regression estimation model is the "Fixed Effect Model (FEM)". The results of the influence test found that consumption expenditure, government spending, investment, and net exports were significant to employment opportunities. Only the variable direction of influence of government spending is negative. Of the four predictor variables, the consumption expenditure variable is the most dominant in influencing employment opportunities in provinces in Indonesia in 2010-2022.

Abstract

The financial inclusion gender gap is one important issue that has become a global concern because financial inclusion can enhance women's empowerment in many aspects. Using the Fairlie Decomposition method, this study aims to describe whether there is financial inclusion gender gap in Indonesia and analyze what factors contribute significantly to the gap. It is one of the earliest analyses of the household financial inclusion gender gap and its underlying causes in Indonesia using the decomposition method, which is considered the most suitable for quantifying each factor's contribution to the gap. The findings reveal that female-headed households have less access to financial inclusion. The biggest contributions of this gap are explained by differences in socioeconomic characteristics among genders, such as the limitations of the female-headed household in owning a mobile phone, the lower participation in the formal labor market, and the lower level of education. Thus, policies that only focus on removing financial inclusion barriers from the supply side are not effective enough because differences in characteristics among genders or from the demand side have become the prominent cause of the financial inclusion gender gap.

Abstract

In Indonesia, innovation has become an essential priority for the government. The study analysed innovation's impact on regional governments' performance. The study focused on factors such as regional financial independence, local own-sourced revenue growth rate, the maturity level of e-government, and regional competitiveness. Secondary data from related ministries, covering all provincial, regency, and city governments in Indonesia, were used for the analysis. The study tested hypotheses using partial least squares and group difference tests. The results indicated that innovation positively impacted regional financial independence, e-government maturity level, and regional competitiveness but did not impact local own-sourced revenue growth rate. Innovative local governments exhibited higher regional financial independence, e-government maturity level, and competitiveness index. As a result, the study concluded that innovation plays a significant role in improving local government performance by helping manage resource constraints and meeting societal expectations. However, the regional financial independence dominated by low levels highlights the need for better innovation and performance management, especially in increasing revenue to better finance regional development.
