This study was aimed at measuring and evaluating the compliance of Aparat Pengawas Internal Pemerintah (or Government Internal Auditors, hereafter GIAs) on the used audit standards in Indonesia. This case study research was carried out in Aceh provincial GIA office. The data is collected from survey and semistructured interviews with key officers in the studied GIA office. To analyse and discuss the research findings, this paper employs the Milgram’s Obedience Theory (1963). This study found that most of the GIA follows the audit standards. However, there are two audit standards that mainly were not followed by the auditors i.e. the supervisor review of the produced Auditing Worksheet and timely completion of Audit Report. This study also found factors that determine of the obedience of GIAs to the audit standards, namely auditor responsibility, colleague/other audtior upports, competency of GIAs, organizational commitment, and task complexity.

Network Documentation and Information Law (JDIH) is outlined in the decision of the President of the Republic of Indonesia Number 91 of 1999 on the Network Documentation and Information Law National, later replaced by regulation of President of the Republic of Indonesia Number 33 Year 2012 on Network Documentation and Information National Law. Hulu Sungai Selatan government has an obligation to provide access to information to the public relating to the law of the central and local products to the wider community through the planning, implementation mechanisms and good. With open access to the public using information technology orchestrated expected government Hulu Sungai Selatan motivated to manage the documentation and legal information that is complete, accurate, easy, and fast in a network of documentation and legal information that is integrated and the integrated and work to improve service to the public by as well as possible in order to achieve the rule of law.

A Shift occurs on the development paradigm from the political development orientation, citizens’ economy development paradigm up to local independence paradigm. With the participation, subsequently the development activities should be surely understood, not only considered as a responsibility but also require the citizens’ participation in order to improve their life quality. Merjosari Village has the society participation channel in a form of a neighborhood group Savings and Loan named “Srikandi†as an opportunity for the society to improve their local economy especially family economy. The result of the study showed that citizens’ participation in neighborhood Group (RT) 06, Community Group (RW) 11, Merjosari Village, Lowokwaru District, Malang in increasing the family economy through Srikandi could be seen from a forum that accommodates society participation and capability to take a part so that it can continuously progress. The emphasis of Srikandi was on the economy development through informal sectors, such as on the small-scaled industries which can give multiplier effect in increasing family economy so that local independence can be reached.

Malang is well-known as education city because there are many university in Malang. With many universities, high school graduate or equivalent as prospective students can more freely to choose and determine their future place of study in Malang. Based on this, University of Brawijaya (UB) has grade A accreditation with good international reputation based on webometric and QS star. The purposes of the study was to know the effect of service quality on satisfaction in UB based on four dimension: (1) reliability; (2) empathy; (3) tangible; and (4) responsiveness. Method used was explanatory research using quantitative data and analysis technique in order to answer the relationship between variable via hypothetical test. Data were collected from 98 respondent via interview using questionnaire. The collected data then analyzed using multiple regression analysis with t-test and f-test. The results showed that service quality, which consists of reliability, empathy, tangible, and responsiveness, had significant effect (P<0.05) with satisfaction simultaneously and partially. The most dominant variable was responsiveness.

Referring to the vision of the Ministry of Forestry, vision NPMM Office isBecoming National Park Yang Settled in Managing Human Volcano Dynamic Based Participation of Parties, in which the management of NPMM takes the role of the participation of the parties, especially communities in creating plans that are participatory and collaborative, one size for assess the success of the performance can be seen from how NPMM Office planned community development programs in the villages around NPMM. The focus of this study is to determine how NPMM management planning related to community development activities. Results of this study concluded that the planning of community-based management of NPMM is not likely to procedural but substantive aspects already accommodated, already apply the principle of sustainable development. In the planning of community development activities have also been pursued in a participatory and collaborative, though still within the framework of fulfilling the social responsibility of the organization or the policy direction of the Ministry of Environment and Forestry.

Tourism development in rural area implemented to eradicate poverty and the gap between rural and urban areas. The purpose of this study is to identify tourism development program that carried out in the rulal area from perspective of destination development, marketing and institutional development. Program destination development still dominated by the construction of infrastructure, in which lack attention to the construction of the attractions, the development of marketing is still stuck at an annual routine which has not based on modern marketing model, program of institutional development has been growing a tourism area in society however it is still not effective because of limited quality and quantity in human resources, accessibility, lack of facilities and infrastructure and also budget. The development model recommended is a community-based tourism development which pay more attention to community participation, environmental sustainability and social culture.

In the maintenance activities that reliably many factors affecting among others the procurement, use and maintenance of the facility, which is supported by the mechanism of maintenance work. One of the problems that occur in the maintenance of office equipment is sometimes if the goods are in a separate location, so that the monitoring process becomes difficult. Similarly, in the Faculty of Computer Science Brawijaya University, data collection is still done manually. The results of this research that there are several factors at issue in the handling of the speed of improvement of infrastructure in Filkom is a Maintenance Process Goods and Infrastructure, Systems and Technology At present, the computer is not there DBMS technology. System Design maintenance information infrastructures are built according to user needs defined.

This paper examines the real description about the effect of implementationfamily program expectation since 2007 until 2014 in Probolinggo District.Poverty data came from Central Bureau of Statistics (data treated from Indonesian Socio-Economic Survey 2007) also some statistical report. Qualitative approach used for knowing is all the poor receiving the donation. Analysis shows there are not suitable data because referring to old data from Central Bureau of Statistics. Therefore it effects to uneven donation receiver. This paper conclude that donation distribution finding many obstacle caused place for distribution of funds located at capital district, so that difficult to reach it.

This study aimed to describe, analyze budget planning and to identify, analyze the supporting and obstacle factors of the Public Service Agency/ BLU pattern usage from good governance perspective. It used qualitative approach case study. The obstacle factors are incompetent human resource on IT, lacking knowledge on the budget cycle, unclear manual procedure, and short time budgetmaking. Supporting factors are Rector’s program, increase graduate and decrease undergraduate students number, leader motivation on budget planning, and convenient facilities.

Capacity Building of Local Public Service Instance Employees for Non CivilServants (Case Study in Public Hospital of Sidoarjo). Capacity building through education has not yet to be implemented affectively, especially for Non Civil Servants employees because of the regulations. The Regulations which is indicates that only the Civil Servants Employees who have the rights to obtain education facilities are covered by Government. While for Non Civil Servants employees can obtain rights equal to using financial from the Public Hospital of Sidoarjo. Capacity building also constrained in stage of training evaluation; there is the evaluation of benefits applies has not been able to run properly.
