Abstract

Planning for prisoners guidance should be able to overcome the problemsoccurred. At the Correctional Institution Class IIA penitentiary in Bukittinggiplanning do not yet overcome the existing problems. This study aims to know how planning in penitentiary Klas IIA Bukittinggi. Qualitative approach is used to explore what and how planning is conducted. The findings show top down planning and a formality planning have been conducted at prisons Class IIA Bukittinggi.

Abstract

This study aims to analyze the opportunities and threats in the implementation of health insurance which is currently implemented in Banyuwangi by describing and understanding the conditions of health insurance that is currently implemented. After knowing the current conditions as well as the opportunities and threatss in the implementation, then compiled a scenario along with strategies in order to achieve universal health insurance in Banyuwangi appropriate national targets in 2019. The method used in the form of qualitative descriptive method as a tool for the preparation TAIDA scenario and strategies to deal with any possible scenarios. Based on this analysis, it was found that the most influential aspect modifier and must have come from political and social categories. Obtained four scenarios, the scenario A, scenario B, scenario C , and scenario D. In order to achieve universal health insurance purposes in 2019, required the implementation of appropriate strategies according to the conditions that may occur by the depiction of scenarios have been prepared.

Abstract

This study aimed to analyze the implementation of the sustainable development plan in Kampung Inggris Pare Kediri Regency which focuses on social equity, economic, and environmental. This study uses data collection techniques such as interviews, observation, and documentation. The results of implementation of sustainable social development is the Regional Development Planning Department conducting development studies in Kampung Inggris, by forming Brigadier Kampung Inggris to maintain social order. In the field of sustainable economic Culture and Tourism Department from carrying out the promotion of culture and tourism. In the field of environmental sustainability, Environment Department, conducting coaching waste management and community-based sanitation program. The construction plan has not been coordinated between departments, so it is necessary to establish working group on education to improve the distribution of social, economic, and environmental.

Abstract

This paper examines decentralisation and distribution of access to primary school in Indonesia. Data come from Indonesia National Socio Economic Survey 2014, and statistic reports from Ministry of education, Ministry Of Finance, and General Election Commision. Descriptive statistic is used to describe spatial distribution of decentralization in primary education system and distribution of primary education access. The results show there are districts disparities in decentralization of primary education system and primary education access especially between district within Java islands and Papua islands. The results highlight the need to improving decentralization performance to achieve universal primary education in Indonesia, particularly within districts outside Java islands. Improving bureaucracy capacity particularly teachers is important to improve decentralization performance in primary school access.

Abstract

This paper aims to examine the effectiveness of public investment on the public investment of Yogyakarta Animal and Plant Market (PASTY) development. Cost and Benefit Analysis was applied to measure the PASTY values. We found that the investment of PASTY development gives effective impact on welfare with a positive NPV value IDR 26 billion. Factors that affect the effectiveness of the development of PASTY are sound policy formulation process, collaborative action in the policy implementation process, clear fragmentation of work and responsibility of government agencies, and availability of resources.

Abstract

This study aims to show the strategic management process of Surabaya City Government in achieving Green City Master Plan (GCMP), especially from the beginning to the end of process. This study analyzed the strategic management process of Surabaya City Government by using qualitative research with an interview to key informants in Surabaya Development Planning Board and analyze Surabaya Development Planning Documents. The result showed that the process is conducted through environmental scanning, formulation, implementation, control and evaluation process which is carried out continuously. The utilization of IT and social media as a liaison between the government and society, allowed the government to create an appropriate program which is supported by the society. The process that has been passed by Surabaya City Government is supposed to be a pilot project for other similar areas to be more effective in achievement of GCMP.

Abstract

Based on experience during for five (5) years (2007-2011), the Inspectorate as the internal supervision of government officials in the regional administration in Sidoarjo, has not been able to play the role optimally as the consultant (consulting), the quality assurance (quality assurance) and provide early warning (early warning system) to prevent or reduce the potential of the irregularities in the financial management area.The results of investigation from the Institution of Finance Audit (IFA) to the Local Government Finance Report (LGFR) of Sidoarjo Regency for 5 (five) years (2007-2011), has indicate that there are materially and significantly things that related to the asset and local financial management. It’s the reason why the government of Sidoarjo regency obtain this opinions ; Unnatural (2007), Fair With Exception (2008), Not Stated Opinion (2009) and Fair With Exception (2010 and 2011). These findings are in the form of the non-compliance with laws and regulations, the fraudulance and the noncompliance with the financial statement presentation.

Abstract

The development of village-owned enterprises (BUMDes) currently is one of the flagship programs of the central government and became policy in an effort to build rural areas. In West Kotawaringin Regency, the implementation of the policy beyond the performance indicators that have been set in the strategic plan and the Village Community Empowerment Board (BPMD) of West Kotawaringin Regency, because 'BUM Desa development program' has not been specifically addressed in the strategic plan BPMD. The results of this study indicate that the implementation of a policy that goes well, the need for cooperation between the two parties, the parties implementing policies that can translate a policy to operations in the field, and the target group policy, demonstrated by their attitude in accepting a policy.

Abstract

Expansion of the area if done a noble thing to reduce inequalities in public services and the welfare of society, especially in the border region Sebatik Island which is directly adjacent to the State Malaysia. In the process of formulation has traversed a long way from 2005 to 2015 Sebatik not yet bloomed. By rule Sebatik already complied with the procedures then to the center stage and for reasons that remain unclear policy process has not reached the desired goal together. As for the role of local actors has attempted to influence that although the outline deal happens area due to political factors to the division process to the center stage. It's just less escort and intensive communication on the elite center.

Abstract

A goverment has an obligation to guarantee healthy right live to citizens. An empirict fact shows that service is given from hospital state has not fulfilled hopes yet. The purpose of this research to know an influence service quality, a perception about cost and image in satisfying and loyality users in IRJ RSSA. This quantitave research is from a survey 100 respondents are as samples. Data is analized on correlation tests, simple linier regretion, double linier regretion and Manova. The result of research shows on parcial and simultant variable, service quality, a perception about financial and image influence positive significant to satisfying and loyality users. An parcial view, satisfing has dominant qualities to be loyality user’s. Therefore, any suggestions we say that : 1) for next researchers who will examine about satisfaction and loyalty, should consider other variables, 2) RSSA need to repair service quality, and 3) need a improving service access and societies program.
