Abstract

This paper describes and analyzes the implementation of delegated authority to the Head of the county Sidoarjo Regent and Implementation Strategy. Data obtained from all stakeholders discussion group delegated authority to the Head of the Regent and the report documents the results of Monitoring and Evaluation of the Implementation Delegation of Authority to the Head of Regents from 2011 to 2015. Based on the analysis of this study concluded that the implementation of the Delegation of Authority Sidoarjo regent to the county district head has not run optimally it is seen from the four factors correspond Policy Implementation Model by George Edward III, Resource, Disposition, Bureaucratic Structure and communication has not been optimally applied.

Abstract

Food security is still a problem that is difficult to be solved. This paper discusses the efforts of the Department of Agriculture of Blitar Regency to achieve food security through the Food Security Enhancement Program. The study was conducted using descriptive qualitative approach using the policy implementation theory by M.S.Grindle. The results showed that in terms of both policy content and context of implementation supports the implementation of the Food Security Enhancement Program conveniently. But the successful of the implementation of this program only support food security in the aspect of availability alone. This means that in order to achieve intact food security, it can not only be done in terms of availability alone but it needed the development synergy of the three subsystem of food security, namely availability, access and utilization of food.

Abstract

This Papers focus on job analysis as the basis of human resource system. It is describe about the job and workload and also the obstacles that are perhaps to observe during the work, and to supply all of activities of human resource management in the organization. Workload analysis is a process to decide the sum of time required to finish a specific job. The result of job and workload analysis goals to determine the number of employees needed in correspond to some specific workload and responsibilities given to an employee (the right man on the right place).

Abstract

The remuneration policy is a policy issued by the central government to give awards to civil servants on the professionalism of the work done. Remuneration is based on performance appraisal that is the target of employee and workplace behavior. This study aims to describe and analyze the implementation of the remuneration policy to improve the performance of civil servants at the Faculty of Social Sciences, State University of Malang, and to describe and analyze the factors that affect the implementation of the remuneration policy to improve the performance of civil servants at the Faculty of Social Sciences, State University of Malang. The results showed that the implementation of the remuneration policy at the Faculty of Social Sciences, State University of Malang can improve the performance of civil servants because the remuneration is based on the workload and responsibilities of employees. There are supporting factors and obstacles inthe implementation of remuneration policies that affect the policy implementation process.

Abstract

The findings in the field shows that Unit Career Development and Entrepreneurship of UB (UPKK UB) held a recruitment process in two ways namely through campus hiring or hold a job fair. Companies that recruit prospective employees in the internal environment (campus hiring) Universitas Brawijaya is helped because to get human resources in accordance with the criteria of the company. In addition to campus hiringflagship programs and Entrepreneurship Career Development Unit of UB itself is organizing a job fair or commonly called the job market which is a container or where the labor force to seek and obtain information about job opportunities open and objective. Factors supporting the recruitment Unit Career Development and Entrepreneurship of UB consists of Bargaining Universitas Brawijaya, quality of alumni were nice, and a broad network while limiting factors are the weakness of the system information technology and the lack of making MoU (Memorandum of Understanding) among some faculty with industry within the internal scope of UB.

Abstract

BPJS-Kesehatan Policy as a top-down policy, Puskesmas position as the spearhead of health services, especially in Puskesmas Kepanjen Malang District. Issues that exist in this research is how the pattern of discretion occurs and how its impact on BPJS-Kesehatan policy implementation in the Puskesmas Kepanjen. Discretion occur at managerial levels, the changing patterns of communication and coordination by the Office of BPJS-Kesehatan, Public Health Service of Malang Regency and Puskesmas Kepanjen. There are several steps that can be taken to overcome such discretion. First the capitation system changes; strengthening and centralizing the BPJS-Kesehatan database; and the regulations that health centers can manage a budget independently.

Abstract

Decentralization, which is framed by Act 23 of 2014, aimed at improving public services corridor. Nevertheless, in the present state of local government in Indonesia, there is a paradox in empirical conditions. The area that was originally predicated as having the best public services, which is indicated by accepting autonomy award, it turns out the following year decline, not grow or stagnate. Only 16 percent of it is making progress in the public service. This article assumes that there are two conditions as the cause, that are: (1) Ambiguous will be the concept of innovation, (2) the organization's internal environment, especially the leadership of the head region. Therefore, the direction that should be done is not "how to realizethe innovation of public service" but rather "how to realize innovative publicservices".

Abstract

This paper examines spatial planning and consistency between planning and field condition facts. The author collected the data from Observations, interviews, and documentation. Results: Findings showed that spatial planning at Kepanjen Urban Areas is relevant to the ninth principles of spatial planning in accordance with the Law on Spatial Planning and also control results (licensing) and the nine aspects of the control system to see the consistency of the implementation of Kepanjen Urban Area 2014-2034. The results indicate that spatial planning of Kepanjen Urban Area is relevant with the nine principles of spatial planning but there has been no form of partnership in planning. There is consistency in the implementation of Kepanjen Urban Area 2014-2034 in 12 suburbs/villages.

Abstract

Generally, Financial and Business Management Unit (UPKu) is an unit based on local economic empowerment management that partner with village government. The research aims to describe and analyze the capacity building strategy of Financial and Management Unit (UPKu). The study applied interactive model of data analysis from Seidel. The result of the study showed that the strategy to gain capacity of UPKu conducted through three ways, namely human resource development, rural potential development and infrastructure development. Result of research showed that inadequate of fund and capacity of human resources that still low are the problems faced in implementation the strategy.

Abstract

Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR) in Indonesia is still high. The central government and the local governments charged jointly conduct various innovative efforts of health. As an example of Puskesmas Gucialit Lumajang in addressing the issue of high maternal and infant mortality in the region through Program breakthrough husband standby. The results showed that the standby husband breakthrough innovation has been implemented properly. Many services provided, quality of service is better, and showed the declining trend in maternal and infant mortality in the region Gucialit. Program breakthrough husband standby innovation success capable of being expanded into a container that is wider in 2013 through a program dear mother and child.
