It has been suggested that foreign aid can bring positive impact on economic development. However, in developing countries, such as Indonesia, the impacts of foreign aid program are mainly seen temporary. Instead, foreign aid has contributed to the growing of the real debt burdens. Abstract

Innovation is one of the important issues that are becoming a concern in the public sector. Various forms of public service innovation have been developed in order to provide a better quality of service to the community. Nevertheless, the application of innovation in the public sector often faces big challenges. Furthermore, these challenges ultimately hamper the process of transforming good ideas into innovation. By studying about the process of innovation and its challenges, we find that succesfull innovations in the public sector depend on organizational commitment and stakeholders commitment.

Abstract

The management and organisation of street vendors in Bandung City Government is regulated through the Local Government Act of Bandung City Number 4 Year 2011. The implementation of this local government act, however, is unsuccesful due to internal factor from the street vendors themselves as well as external factors such as the buyers.  Both street vendors and the buyers showed non-compliance behaviors toward the regulation implementation. Using qualitative research design, this research showed evidence that factors such as (1) lack of incentives and heavy sanctions; (2) problem of monitoring; (3) lack of resources; (4) lack of autonomy; (5) lack of information and (6) belief and values. The results suggest a design for reshape and redesign the public policy in the management and organisation of street vendors. It highlights six aspects need to be done; (1) the involvement of ‘street level bureaucrats’; (2) consistent law enforcement; (3) incentive for compliance behaviour; (4) regards the cost and risk bear by the street vendors in the evaluation and re-designing of the policy; (5) the capacity development of the street vendors association and (6) developing a model for an effective information dissemination

Abstract

The objective of this study is to analyze the efficiency and affectivity of direct spending budgeting of Satuan Kerja Perangkat Daerah (SKPD) of Banda Aceh city to identify factors that determine their efficiency and affectivity. It is a descriptive and explorative study that used both primary and secondary data. The data was collected from Laporan Realisasi Anggaran (LRA) of the studied SKPD between 2009 and 2013. Following that, questionnaires that identified factors that affect the efficiency and affectivity of direct spending budgeting were distributed to 76 respondents who play an important role in budgeting process in their SKPD. This study found that the studied SKPD have a relatively high efficiency and effectiveness, but these figures were varied across SKPD and period of observation. In addition, this study also uncovered that planning issues were the most frequent problems that causes low efficiency and effectiveness of direct spending budgeting in the studied SKPD.

Abstract

This study examines the link between satisfaction and the ability of employers bargaining / negotiating with vulnerability migrant women domestic workers in the workplace employer. The study was conducted in Lembah Kelang Selangor Malaysia region, with a sample of 150 respondent employers who employ migrant female domestic workers from Indonesia and 150 female migrant domestic workers from Indonesia who was working in Malaysia. The results show significant relationship between work performance and ability to satisfy employers' bargaining/negotiating PRT. However, a negative relationship shows between satisfaction and the ability of employers bargaining / negotiating with vulnerability migrant women domestic workers in the workplace employer. An attempt to reduce vulnerability employers of domestic workers in the workplace is not enough with strengthening the legal and political protection. Important and strategic factor carried forward with efforts to increase domestic job performance itself

Abstract

This study examines the link between students satisfaction and thei commitment study at Faculty of Economic and Business Brawijaya University.  This study applied an explanatory research using 360 students as respondent. The results show certainty, empathy, reliability, responsiveness, tangible simultaneously relate to students’ commitment. Certainty, empathy, reliability, responsiveness, tangible simultaneously also assosiated with recommendation. Certainty, empathy, reliability, responsiveness, tangible related to commitments and recommendations. Certainty is the most important variable explaining students commitment and recommendations

Abstract

The study aims to analyze positive influence of internal marketing implementation in boosting educational personnel satisfaction, the positive influence of satisfaction improve the performance of staff, the positive effect of the implementation of internal marketing improve the performance of educators in FEB UB Malang. Population 103 staff, testing three hypotheses with Structural Model PLS. Implementation of internal marketing directly affect significantly increase the satisfaction of educators. Satisfaction educators effect but not significantly improve the performance of educators. Internal marketing effect, but did not significantly improve the performance of educators.

Abstract

Regions urban slums emerge as one of the impact of the lack of success of development in urban settlements and urban land constraints. This study aims is to identify the characteristics of a slum area, determine the priority areas for improving the quality of infrastructure in the slum areas, and provide recommendations on the strategy of improving the quality of infrastructure slum areas in Malang Municipal. The results showed that based on the assessment of the areas where research was conducted, there are 11 (eleven) classification of slum areas and five (5) priority areas for improving the quality of infrastructure in slum areas. From the result of the SWOT analysis, the recommendation strategy for improving the quality of infrastructure in the slum areas, are: planning improvement of the quality of infrastructure in the slum areas in a comprehensive manner; improve the coordination and synchronization of programs and activities; involve the community in the planning process; improve coordination and synergies with relevant institutions in the spatial use in the city area along in the border areas and riverbanks; increase socialization as an effort to increase understanding and awareness for the public; and to seek opportunities for cooperation with the private sector in improving the quality of infrastructure of the slums.

Abstract

Indonesian bureaucracy issues were patched through bureaucratic reform program which is a requirement of post-crisis economic reforms in 1997. Bappenas insists that other areas of reform will not run properly without first reforming the government bureaucracy. Bureaucratic reforms launched by the government it is still not able to fix the bureaucratic culture, is particularly pressing bureaucracy tends to corrupt behavior. Source bureaucratic disease can basically identified two loci, namely internal and external (Irawati, 2012). Internally, the incidence of corrupt behavior within the bureaucracy is also due to weak internal control systems. Therefore the necessary tools to change the bureaucratic apparatus spirituality as the prevention and eradication of corruption. This is where the future will be a mystic governance tools to Overcome corruption. Sufi governance solution offered is to rely on a true monotheism. Because of monotheism is true then the bureaucrats in charge of serving the community will carry out their duties in a comprehensive manner; as which ones have been listed in the code of ethics of the bureaucracy, and he will always see the task as a trust rather than a means to accumulate wealth and depriving the people it serves.

Abstract

Violence against women and children is deemed as violation of human right and could widely end up affected to the society. This research aims to examine planning of protection for women and children victims in BPPM Province of DIY, implementation of protection for women and children victims in P2TPA RDU Province of DIY, and factors of implementation of protection for women and children victims in P2TPA RDU Province of DIY. Qualitative research approach is used to explore what and how planning and implementation of women and children protection have been conducted. The findings show RKA planning of P2TPA RDU conforms rules of requirements of good planning according to Darwin's (2006), however it does not follow the rule of coordination and participation character. Planning of protection for women and children as violence victim has been implemented and ran well in general. Influenced factors for implementation of protection for women and children as violence victim in P2TPA RDU Provice of DIY, such as communication, resources, disposition, and structure of bureaucracy are running well although not optimum yet.
