Abstract

This research proposes an Inclusive Cost Control (CCI) framework to address fiscal decentralization failures in reducing Indonesia's regional economic disparities. Although authority delegation aims to enhance efficiency, budget allocation ineffectiveness and low productive spending remain structural challenges. Utilizing a Systematic Literature Review and Barro’s growth model analysis, this study integrates Cost Accounting systems with Performance-Based Budgeting within the Public Financial Management framework. Findings indicate that the CCI strategy enables local governments to rationalize non-critical operational costs to protect physical and human capital investments. CCI implementation is projected to increase public service effectiveness by 25% and infrastructure quality by 30%. By optimizing Value for Money, CCI serves as a strategic policy instrument to ensure pro-equity productive spending allocations. In conclusion, transitioning from short-term cost-cutting to structural cost control is vital to minimize the trade-off between fiscal efficiency and regional equity for the achievement of inclusive, fair, and sustainable regional economic development.

Abstract

This research examines the strategic position of Moke, a traditional beverage from East Nusa Tenggara, within the framework of gastronomy and creative economy. Employing a qualitative descriptive approach with the Miles and Huberman model, the study analyzes Moke’s sociocultural significance and economic efficiency. Results indicate that Moke functions as a vital instrument of social cohesion and ethnic identity in Sikka Regency. From a microeconomic perspective, the industry demonstrates high feasibility with an R/C ratio of 3.5, following Alfred Weber’s resource-oriented location theory. Furthermore, innovations like Moke Triple highlight the potential for modernization through standardization and creative branding. Nationally, the food and beverage sector remains a resilient GDP contributor, growing by 5.9% in 2024. This study concludes that integrating cultural preservation with digital transformation and robust regional regulations is essential for elevating Moke into a globally competitive creative commodity. Strategic government support is crucial for optimizing this local asset for strengthening.

Abstract

This research investigates management and sustainability strategies of credit counter MSMEs in Maumere, Sikka Regency, amid digital disruption. Utilizing a qualitative descriptive method with a case study approach, data were gathered through triangulation involving in-depth interviews, observation, and documentation. Findings indicate that sustainability is integratively driven by human capital, specifically the owner's technical informatics background, which facilitates specialized repair services and operational efficiency. Furthermore, implementing the SERVQUAL model fosters customer loyalty, while strategic location selection optimizes daily market demand. Risk management is executed through income diversification, including hardware repairs and accessory sales, providing financial resilience against market fluctuations. These micro-level strategies significantly contribute to regional economic stability, particularly as stabilizers for Sikka's Gross Regional Domestic Product (GRDP). However, structural challenges regarding formalization via the OSS-RBA system and digital literacy persist. Consequently, synergy between human capital investment and technological adaptation remains vital for MSME resilience in the Society 5.0 era.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) represent a fundamental pillar of Indonesia's economic stability. This descriptive qualitative study analyzes the operational resilience strategies of "Kios Baru" in Maumere, Sikka Regency, which commenced operations in late 2025. Data were collected through field observations and in-depth interviews with the business owner. Research findings indicate that extensive service duration of 15 hours daily and flexible independent management serve as primary determinants of business success. With an average daily income of Rp300,000, this enterprise significantly enhances the owner's household welfare while strengthening local economic circulation. Beyond temporal accessibility, relational advantages achieved through strong personal interaction prove effective in navigating competition from franchised modern retail. Macroscopically, the resilience of traditional grocery kiosks functions as a crucial national economic buffer to achieve the 5% GDP growth target. This study concludes that digital transformation and government policy support are essential for ensuring micro-enterprise sustainability within competitive ecosystems.
