Abstract

This study aims to analyse the effect of land certification on increasing land economic value through legal certainty, using a literature review method. Land certification, as a process of granting legal documents, provides legal certainty over land ownership, which in turn contributes to increasing land economic value. Through a literature review of various previous studies, it was found that legal certainty reduces the risk of disputes and increases market and financial institution confidence, so that certified land tends to have higher prices, better liquidity, and wider access to financing. These findings underscore the importance of land certification as a strategic instrument in strengthening land governance and promoting local and national economic growth. This study recommends accelerating and expanding land certification programmes as an effective policy measure in creating legal certainty and sustainable economic value of land.

Abstract

This study examines the economic implications of extending Land Use Rights (HGU) and Building Use Rights (HGB) on long-term investment in Indonesia through a literature review. The focus of the study is on the legality and security of doing business, which are crucial factors in creating legal certainty and a stable investment climate. The research method used is a literature review with sources such as legislation, scientific journals, and government reports. The results of the study indicate that the extension of HGU and HGB can increase the attractiveness of long-term investment by providing more stable land ownership guarantees and easier access to financing. However, challenges such as the potential for land monopolies, complex bureaucracy, and the risk of land conflicts and legal violations need to be addressed through management reforms that include digitalisation of services, simplification of procedures, and harmonisation of regulations. The success of these policies depends heavily on the synergy between legal certainty, good governance, and the protection of local community rights to support inclusive and sustainable economic development in Indonesia.

Abstract

The extension of Land Use Rights (HGU) and Building Use Rights (HGB) is an important mechanism in the Indonesian land system that contributes to ensuring legal certainty for investors. This study aims to examine the role of HGU and HGB extension regulations and their impact on legal certainty, which in turn affects investment decisions. The method used is a literature review with two main discussions, namely regulatory analysis and economic review. The results of the study indicate that clear and structured regulations on the extension of rights provide a strong legal basis for investors to utilise land in the long term. From an economic perspective, the certainty of the extension system can increase investment interest, facilitate access to financing, and encourage growth in strategic sectors. However, challenges in implementation, such as complex administrative procedures and inter-agency coordination issues, remain obstacles that need to be addressed. This study underscores the importance of regulatory harmonisation, procedural simplification, and the utilisation of digital technology in enhancing legal certainty and the investment climate in Indonesia.

Abstract

This study aims to examine the role of land certification in providing certainty of land rights and its implications for improving access to capital and economic welfare of the community. Through a literature review, this study examines various literature discussing the relationship between land ownership legality, ease of access to credit through land certificate collateral, and the resulting socio-economic impacts. The findings indicate that land certification is an important instrument in strengthening legal certainty, which in turn opens up broader opportunities for the community, particularly farmers and micro, small, and medium-sized enterprises, to obtain formal business capital. This ease of access to capital contributes significantly to increased productivity, asset value, and economic welfare of certificate holders. However, there are administrative and social barriers that need to be addressed to ensure that the benefits of land certification are felt optimally and inclusively. This study provides important recommendations for the government and stakeholders in developing policies that support the effective and sustainable implementation of land certification.

Abstract

This study discusses the optimisation of land asset utilisation by local governments as a strategic effort to increase local revenue (PAD) from an economic perspective. Using a literature review method, this study examines the concepts, theories, and practices of effective and efficient land asset management, including supporting factors and obstacles encountered in its implementation. The findings indicate that planned, transparent land asset management that leverages information technology can increase the economic value of land and local revenue in a sustainable manner. Additionally, the role of public-private partnerships and adaptive regulations are key to successfully optimising land assets. This study provides policy recommendations that can serve as a basis for local governments in developing innovative and accountable land asset management mechanisms to promote economic growth and community welfare.

Abstract

This study aims to analyse the effect of land certification on asset value and economic welfare through an economic literature review. Land certification as an instrument for legalising land ownership provides legal certainty that increases the economic value of land and opens up access to various formal financial services for the community. Literature review indicates that secure land ownership through certification can stimulate investment, reduce agrarian conflicts, and promote local economic growth and social stability. However, the success of land certification in improving community economic welfare is highly dependent on the implementation context, supporting policies, and the inclusiveness of access to certificates. This study provides recommendations for integrating land certification programmes with supporting policies to maximise sustainable social and economic benefits. Thus, land certification not only increases asset value but also becomes the foundation for community economic empowerment.

Abstract

This study discusses the relationship between land tenure security and investment attractiveness in large-scale plantation sectors from an economic perspective using a literature review method. Legal certainty regarding land tenure is a key determinant in shaping a stable investment climate, given the long-term, capital-intensive nature of plantation investments and the relatively long payback period required. The literature review findings indicate that certainty regarding the duration of land use rights not only reduces legal and social uncertainty risks but also enhances investor confidence and promotes efficiency in resource management. On the other hand, investment attractiveness is also significantly influenced by economic factors such as commodity price stability, infrastructure availability, government policy incentives, value chain integration, and compliance with environmental sustainability and social responsibility principles (ESG). The findings of this study emphasise the importance of synergy between legal policies and economic strategies so that large-scale plantation investments can provide optimal benefits for national economic development, environmental protection, and community welfare.

Abstract

The transformation of land services through the implementation of electronic land certificates in Indonesia opens up significant opportunities for improving access to bank credit for micro and small enterprises (MSEs). This study aims to analyse the opportunities and challenges of utilising electronic land certificates as collateral for MSE loans using a literature review method. Data were obtained from government regulations, banking provisions, academic studies, official reports, and relevant news articles. The analysis results indicate that the digitisation of land certificates offers several opportunities, including enhanced legal certainty, accelerated verification processes, administrative efficiency, strengthened financial inclusion, and the creation of more competitive credit products. However, its implementation also faces real challenges such as limited digital literacy, uneven technological infrastructure, data security risks, public scepticism towards digital documents, and the unpreparedness of some banking institutions. This study emphasises that the successful utilisation of electronic land certificates as an instrument to improve SME access to credit requires strong regulatory support, adequate technological infrastructure, and sustainable socialisation and assistance programmes.

Abstract

Access to capital is a crucial factor for business growth and sustainability, especially in the Micro, Small and Medium Enterprises (MSME) sector, which often faces obstacles in obtaining financing from formal financial institutions. Land certificates, as proof of legal ownership and having a relatively stable economic value, play a strategic role as collateral for bank loans, which can increase banks' confidence in lending. This study aims to analyse the role of land certificates as collateral in supporting access to capital and its impact on business investment. The method used is library research with a descriptive-qualitative approach, using data sources from academic literature, legislation, financial institution reports, and relevant previous research results. The analysis results indicate that the use of land certificates as collateral can expand access to capital for business actors, enable financing with more competitive amounts and tenors, and encourage an increase in productive investment such as the acquisition of fixed assets, increased production capacity, and market development. However, its effectiveness is influenced by external factors such as economic conditions, land disputes, and the level of legal and financial literacy. Optimising the role of land certificates requires policy support, improved business management capacity, and synergy among stakeholders so that the benefits can be felt in a sustainable manner.

Abstract

This study aims to analyse the function of Land Title Certificates as collateral for bank loans and their role in expanding access to capital and encouraging business investment. Through a literature review, this study identifies that land certificates have legal force that provides certainty for creditors, while also serving as an important instrument for debtors to obtain financing. Land certificates not only serve as proof of legal ownership but also as a means of converting illiquid assets into productive business capital. The use of land certificates as collateral for credit has proven to enhance financial inclusion, promote the development of micro, small, and medium enterprises (MSMEs), and accelerate investment across various sectors of the economy. However, the optimisation of this function depends on policy support, the acceleration of land certification programmes, the integration of land information systems with financial institutions, and the improvement of financial literacy among the public. The results of this study are expected to provide strategic recommendations for the government, banks, and business actors in maximising the role of land certificates as a driver of inclusive and sustainable economic growth.
