Abstract

This study analyzes the effectiveness of the Siwaslih Application in supervising the 2024 local election in Bantul Regency. Siwaslih is a digital innovation developed by the Election Supervisory Agency (Bawaslu) to enhance transparency, data accuracy, and the speed of supervisory reporting. The research employs a descriptive qualitative approach, collecting primary data through interviews with commissioners, sub-district supervisors, village supervisors, polling station supervisors, and operators in Bambanglipuro and Banguntapan Districts, as well as secondary data from official documents and Bawaslu reports. The findings indicate that Siwaslih is relatively effective in supporting election supervision by enabling real-time reporting from polling stations, accelerating communication, reducing manual workloads, and improving transparency. Its effectiveness is reflected in supervisory efficiency at scale, the accuracy of hierarchical reporting, and the ease of use of a smartphone-based application. However, the study also identifies challenges related to limited digital literacy, uneven internet connectivity, and technical shortcomings, including documentation quality and the absence of offline features. Overall, the Siwaslih Application is effective but requires further feature development and capacity building to optimize digital election supervision.

Abstract

This study aims to analyze the role of public governance in promoting Pacu Jalur as an effort to increase the competitiveness of cultural tourism in Riau Province. The Pacu Jalur tradition, as a cultural heritage of the Kuantan Singingi community, has high historical and social value and has become an icon of regional cultural tourism. However, the management and promotion of this activity still face various obstacles, such as limited coordination between agencies, infrastructure support, and consistency in promotional programs. This study uses a descriptive qualitative approach with a literature study method, namely examining policy documents, government reports, and scientific literature related to governance and cultural tourism. The theory used in this study is collaborative governance by Ansell and Gash. The results of the study show that the principles of public governance that emphasize transparency, collaboration, and participation are an important basis for strengthening the promotion of Pacu Jalur. The active role of the local government together with the community is a major factor in maintaining the sustainability of activities and strengthening the cultural image of Riau at the national level.

Abstract

This study aims to analyze the implementation of smart branding by the "PESONA BUAYA" program in facilitating the registration of Business Identification Numbers (NIB) for Micro, Small, and Medium Enterprises (MSMEs) in Surabaya. This research employs a descriptive qualitative method using the Smart Branding Theory which focuses on three dimensions: trade, investment, and creativity. Smart branding is considered a crucial strategy for positively impacting business legality, which in turn can drive local economic growth. The data analysis technique used in this study follows the approach of Miles & Huberman (2015) to explore how smart branding positively influences the number of registered NIBs, with a particular focus on business branding. The findings of this study indicate that the "PESONA BUAYA" program significantly facilitates the legal registration process for businesses, leading to a positive increase in the number of NIBs in Surabaya, as evidenced by the continuous yearly growth in registration data. The results of this research are expected to contribute to the development of effective branding strategies in the context of public service and MSME empowerment.

Abstract

The Online Single Submission system was launched as a major reform to streamline business licensing in Indonesia, particularly for Micro, Small, and Medium Enterprises. However, this promise of efficiency clashes with the challenging realities of its implementation. Through a Systematic Literature Review, this study uncovers the root causes of these issues by mapping the key factors determining the success and failure of the OSS. The analysis covers 21 relevant Scopus-indexed articles, utilizing the PRISMA framework to ensure a systematic and transparent review process. The synthesis of findings reveals a central paradox: while the OSS is conceptually a breakthrough, its implementation is paralyzed by governance issues. Three main obstacles consistently emerge: poor integration of data and authority among government agencies, bureaucratic resistance driven by sectoral egos, and low digital literacy among MSMEs, the system's primary target users. This study concludes that the source of the OSS's failure lies not in its technological sophistication, but rather in the fragile interplay between policy, institutions, and user capacity. Therefore, the success of future reforms depends on a genuine commitment to improving governance, not merely on refining the digital platform.

Abstract

This study aims to evaluate the implementation of the Family Hope Program (PKH) in Balikpapan City using William N. Dunn’s six policy evaluation dimensions: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriate. This research employed a qualitative descriptive method through in-depth interviews, observations, and documentation involving beneficiary families and PKH facilitators. The findings show that the program is effective in improving access to education and encouraging regular school attendance among children. In terms of efficiency, the utilization of resources and coordination among facilitators run quite well, although delays in fund disbursement still occur. Regarding adequacy, PKH assistance helps meet basic educational needs, although it does not fully cover additional school expenses. From the equity aspect, the distribution of beneficiaries covers almost all neighborhood areas; however, some eligible children are still unregistered due to insufficient data updating. The responsiveness of facilitators is considered good, as shown by the prompt handling of complaints and the clear delivery of information. Nevertheless, issues related to appropriate remain, particularly concerning mistargeting and inconsistencies in beneficiary data. Overall, PKH has had a positive impact on access to education, but improvements are needed in data collection, targeting accuracy, and distribution mechanisms to ensure that the program runs more optimally and sustainably.

Abstract

Floods are the most common natural disasters in Indonesia and Malaysia, causing damage to property and infrastructure and disrupting the lives of millions of people every year. Indonesia experienced 11,501 flood events between 2015 and 2024, while Malaysia recorded 6,427 events during the same period. This study aims to examine flood mitigation approaches in Indonesia and Malaysia in achieving the Sustainable Development Goals (SDGs). The study uses a qualitative approach with descriptive analysis combined with the interactive model of Miles, Huberman, and Saldana. Primary data was obtained from interviews with disaster infrastructure experts from the University of Northern Malaysia, while secondary data came from policy documents, BNPB reports, and journal publications. The results of the study show that Indonesia and Malaysia apply an approach that combines structural and non-structural infrastructure in flood mitigation. An integrated framework through three pillars, namely structural and non-structural integration, technological innovation and local resources, and stakeholder involvement, is expected to strengthen the flood mitigation infrastructure of both countries

Abstract

This study analyzes the effects of social assistance budget realization, per capita income, and provincial minimum wage on poverty, open unemployment, and income inequality across 34 Indonesian provinces from 2018 to 2023. The research employs the Generalized Method of Moments (GMM) using panel data to address endogeneity and heteroskedasticity issues. Data were obtained from the Central Statistics Agency (BPS) and National Development Planning Agency (Bappenas). The results show that social assistance has a negative and significant impact on poverty and unemployment, but a positive and insignificant effect on inequality. Per capita income negatively affects poverty, positively influences unemployment, and has an insignificant negative impact on inequality, while provincial minimum wage significantly reduces unemployment but shows no significant effect on poverty and inequality. These findings indicate that fiscal social policies are effective in reducing poverty and unemployment but have limited impact on income disparity. Strengthening targeting accuracy and policy integration is essential to promote inclusive economic growth in Indonesia.

Abstract

This study analyzes the political campaign strategy of the National Campaign Team (TKN) “Fanta” through the movement Pemilihmuda.id in an attempt to win the Prabowo – Gibran pair in the 2024 presidential election. This movement represents a campaign innovation specifically designed to reach and optimize the potential of young voters, who will be the largest electoral group in the 2024 election. Through a hands-on approach-based approach and creative political communication, Pemilihmuda.id not only serves as a means of campaign but also as a participation space that offers direct benefits for the younger generation such as the delivery of aspirations that are directly monitored by TKN “Fanta”. This study uses descriptive qualitative methods through semi-structured interviews and secondary data to describe in depth the form of campaign strategies, communication patterns and their impact on increasing electoral support. The research findings show that community-based activities as well as emotional and participatory approaches are effective in building a positive image of Prabowo – Gibran among Generation Z. This strategy proved significant in strengthening the engagement of young voters while contributing to the couple's electoral victory

Abstract

This study aims to analyze productive, transparent, and equitable village asset management practices through a case study of the Sumber Kamulyan Village-Owned Enterprise (BUMDes) in Wunut Village, Klaten Regency. Wunut Village went viral due to its success in managing Umbul Pelem Waterpark, which generated village income that not only increased the Village Original Income (PADes), but was also distributed directly to residents through the Holiday Allowance (THR) program and other social programs. The research method used was qualitative with a case study approach, involving in-depth interviews, observation, and documentation studies. The results of the study show that the successful management of village assets is supported by village deliberation mechanisms, community participation, optimal empowerment of local workers, equitable management of Micro, Small and Medium Enterprises (MSMEs), as well as innovation in facilities and digital promotion. This management has a significant impact on community welfare and strengthens the economic independence of the village. This research shows that village asset management oriented towards the principles of participation, transparency, and distributive justice can be a model of best practice in community-based economic and social development.
