Abstract

This paper aims to examine sustainable waste management policies in Sleman Regency based on the types a distributive, regulative, and redistributive policies. Meanwhile, the method used in this research is descriptive qualitative. The research results show that the waste management policy in Sleman Regency, when viewed from the types of policies, namely distributive, regulative, and redistributive, is based on Local Regulation No. 6 of 2023 concerning the policies of Waste Management, has regulated waste management systematically and sustainably, including reducing waste at the source. For disruptive policies, various infrastructure facilities and infrastructure have been built for waste management and to encourage active community participation. Meanwhile, for redistributive policies, the Sleman local government has regulated it in Local Regulation No. 9 of 2018 concerning Retribution for Waste, where, in this regulation, the amount and sanctions for the community and business actors, and agencies are regulated. This research concludes that sustainable management policies based on existing policies have been regulated in a systematic and sustainable manner, but there needs to be internal strengthening related to efforts to encourage better waste awareness and community participation by conducting widespread outreach and campaigns.

Abstract

In an increasingly complex multidimensional threat environment, defense strategies can no longer rely solely on military approaches. This study aims to assess Indonesia’s readiness in implementing the Total Defense System (TDS) to address hybrid threats such as cyberattacks, disinformation, climate change, economic crises, and global pandemics. Using a comparative literature review approach, this study draws from Scopus-indexed scientific publications and relevant national policy documents, focusing on lessons from countries like Singapore, Finland, Sweden, and Switzerland. The findings reveal several major challenges, including weak inter-sectoral coordination, limited cyber defense infrastructure, and low civilian participation in national preparedness. Nonetheless, strategic opportunities exist through military modernization, enhanced digital institutional capacity, and increased civil involvement. This study recommends strengthening digital literacy, reforming cybersecurity regulations, and promoting economic resilience as key components of an adaptive and sustainable TDS policy integration

Abstract

This study aims to analyze Jakarta citizens' e-participation in e-government initiatives through the SIMONAS application to achieve transparency and efficiency in managing public aspirations at the Jakarta Provincial Parliament (DPRD). Using a descriptive qualitative method, this study evaluates the working mechanisms, challenges, and impacts of implementation based on theories of transparency and digital government efficiency. The results indicate that the SIMONAS application has improved public information openness online and integrated internal workflows between departments. The transparency of e-participation management is proven to increase public trust, evidenced by the resolution of aspirations by the DPRD. This implementation reflects the DPRD's political commitment to accommodating public input for regional policies. However, challenges such as low consistency in data updates and overlapping responsibilities were identified. Overall, SIMONAS strengthens the legitimacy and performance of the Jakarta DPRD, although managerial improvements remain necessary for long-term system optimization

Abstract

Surabaya is the second largest metropolitan city in Indonesia. This has given rise to several new problems, one of which concerns health. Health services at Surabaya community health centers have experienced several problems, such as long queues and limited public access to service information. Therefore, the Surabaya City government has implemented an innovation called E-Health. The goal is to eliminate long queues at public health centers. However, in its implementation, E-Health still faces obstacles, such as a lack of public awareness of E-Health and significant disparities in the use of E-Health among public health centers. Therefore, this study aims to determine whether there is an influence between the Technology Acceptance Model (TAM) on the use of E-Health at the Sawah Pulo Community Health Center in Surabaya. The method used in this study is descriptive quantitative. The results of this study are that out of 8 hypotheses, two hypotheses are rejected: POL has no significant effect on MD and I has no significant effect on MD. Meanwhile, 6 hypotheses were accepted, namely PT had a significant effect on MD, KPT had a significant effect on KPT, KF had a significant effect on KMT, KC had a significant effect on KMT, K had a significant effect on KMT and KMT had a significant effect on MD

Abstract

This study analyses the campaign strategies and internal evaluation of the Partai Bulan Bintang/PBB in Aceh as a representation of Islamic parties within the local political context. Aceh, with its special autonomy status and the implementation of Islamic law (sharia), theoretically provides opportunities for Islamic parties to gain electoral support. However, election results indicate that PBB has been unable to dominate and tends to lose competitiveness against both national and local parties. Employing a qualitative case study approach, this research is based on in-depth interviews with party officials, legislative candidates, campaign teams, and academics. The findings reveal that PBB’s campaign planning remains focused on formal documents and religious symbols, while the internalization of local values and cadre development has not been optimized. Campaign messages predominantly emphasize sharia issues, strengthening the party’s religious image but limiting its appeal to rational voters. Direct interactions and religious gatherings (pengajian) emerged as the most effective communication channels, whereas the use of social media remains minimal. Internal evaluation highlights key weaknesses, including limited financial resources, weak cadre development, and insufficient support from religious leaders. These findings underscore the need for a balance between traditional and digital strategies, alongside stronger internal consolidation, to enhance PBB’s electoral competitiveness in Aceh

Abstract

The deportation of Indonesian Migrant Workers (PMI) from Malaysia causes complex physical, psychological, and economic issues. This study aims to examine the management of deported PMI in Batam City by BP3MI Riau Islands. This research employed a descriptive qualitative method with data collection through interviews, observation, and documentation. Data analysis involved reduction, display, and conclusion drawing based on the UNDP (1994) Human Security theory covering seven indicators. The results indicate that the management of PMI proceeds reasonably well. Personal, community, and political security are implemented through structured repatriation systems, identity verification, socialization of legal procedures, and identification of illegal brokers. Food, health, and environmental security are ensured through food provision, a tiered medical referral system, and adequate sanitation. However, economic security remains limited to meeting basic needs. This study concludes that while basic protection is fulfilled, economic empowerment aspects require further improvement.

Abstract

Agricultural land in this era is getting smaller, especially in urban areas. This happens because there has been a change in the function of agricultural land into settlements or industries. Therefore, one of the ways adopted by the Surabaya City Government to be able to meet food needs amid the increasingly narrow agricultural land, one of which is the Urban Farming Program. However, the agricultural program carried out in the Kosagrha Lestari farmer group still faces problems such as low community participation. Therefore, it is necessary to see how community participation in urban farming programs. The purpose of this research is to find out, describe and analyze how community participation in urban farming programs as a step to maintain food security in Surabaya City. This research used descriptive qualitative method. Data collection techniques used observation, interviews, and documentation. The results of research show that community participation in urban agriculture Kosagrha Lestari has been going well, although not all people are involved, especially in food security in Medokan Ayu Village.

Abstract

This study aims to analyze the role of the Instagram account @kompastv as a medium supporting democracy in shaping the political awareness of Generation Z through a discursive analysis of user interactions. Using a netnographic approach and critical discourse analysis, this study examines visual content such as reels, carousels, and news clips that present the chronology of political issues, direct quotes, and credible information context, thereby fulfilling the cognitive, affective, and integrative needs of young audiences according to the Uses and Gratifications theory. The results show that @kompastv functions as a digital public space that encourages discussion and the exchange of political ideas, as well as contributes to enhancing political literacy and awareness among Generation Z. Nevertheless, challenges such as misinformation and polarization are still found in user interactions. With Instagram users aged 18–34 making up 61%, this account plays a role in bridging the political information gap

Abstract

Sustainable rural tourism relies heavily on the role of local leadership and the quality of governance in managing environmental, social, and economic resources. This study examines how local leaders in JatimulyoTourism Village, Kulonprogo, exercise governance functions to promote sustainable tourism practices while facing various institutional and community challenges. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis involving village leaders, tourism managers, and community groups. The findings show that local leadership plays a central role in building collaborative networks among stakeholders and in fostering community participation. However, governance implementation remains constrained by limited institutional capacity, uneven coordination among local actors, and the absence of long-term strategic planning. The study concludes that strengthening adaptive and participatory governance is crucial to ensure that rural tourism contributes to sustainability and local empowerment. This research provides practical insights for policymakers in designing governance models for sustainable tourism development in rural Indonesia.

Abstract

The province of DKI Jakarta faces the challenge of a high open unemployment rate, which is among the six highest nationally. This study aims to describe and analyze the implementation of collaborative governance in addressing this issue by the DKI Jakarta Provincial Manpower, Transmigration, and Energy Office in collaboration with the Indonesian Employers Association (Apindo) and the Chamber of Commerce and Industry of DKI Jakarta. Using a descriptive qualitative method with data collection techniques of observation, interviews, and documentation, this study is analyzed through the collaborative process framework by Ansell and Gash. The results indicate that this tripartite collaboration has been effective, characterized by: (1) productive face-to-face dialogue through regular forums and hybrid communication; (2) strong trust-building among stakeholders; (3) high commitment to the process, evidenced by resource allocation; (4) a shared understanding of the root cause of skill mismatch; and (5) significant intermediate outcomes, including a downward trend in unemployment, increased labor absorption, and the realization of programs such as industry-based training and Job Loss Insurance. These findings confirm that the collaborative governance approach is an effective strategy for tackling open unemployment in metropolitan areas
