Abstract

The problem of poverty in Indonesia is a national problem that requires long-term solutions. As part of the government's efforts, village heads are authorized to manage village funds from the APBN with the aim of reducing poverty in villages. However, there are still many poor people, including in Aceh Province. In 2021, the number of poor people in Aceh will reach 850,260 people, with the poverty percentage increasing by 0.25 points to 15.53 percent, or an increase of 16,020 people according to data from the Central Statistics Agency (BPS). In Aceh Jaya Regency, the percentage of poor people reached 13.23% even though this area received village funds for each village. This study aims to determine the role of village heads in overcoming poverty through the use of village funds. The research method uses a field approach with data collection techniques through interviews, documentation, and observation. The results of the study show that before realizing the budget, the village head prepares a village development program plan with the assistance team and community leaders. After the APBDes is approved, activities are carried out according to the plan agreed upon in the village meeting. In the implementation stage, the village head forms an Activity Implementation Team (TPK) to work on projects such as building roads and bridges, and decent housing. In the field of community economic empowerment, the village head in Aceh Jaya provides business capital and direct money to underprivileged residents. In addition, economic programs include clean water management and BUMDes businesses such as palm oil trading, where the profits are given to the poor, such as in Alu Pit village, Panga District. After the implementation is realized, the village head makes an accountability report to the local government. Then conduct an annual performance evaluation to assess the effectiveness and efficiency of the use of village funds, the results are used as a basis for improving and adjusting the activity plan for the following year

Abstract

Structural poverty experienced by underprivileged communities remains a complex social problem, characterized by limited access to jobs, skills, and markets. One strategic approach to addressing this issue is community empowerment through the development of a creative economy based on local potential. This study aims to describe the process of empowering underprivileged communities through creative economy activities, including program socialization, skills training, and product marketing. The study employed a qualitative method with a descriptive approach. Data were collected through participant observation, structured interviews, and documentation, then analyzed using qualitative descriptive analysis techniques with data triangulation to increase the validity of the findings. The theoretical foundation of this study rests on the theories of community empowerment, the creative economy, and local potential-based capacity development. The results show that program socialization plays a crucial role in increasing community awareness and participation in the potential of the creative economy, particularly in the utilization of household waste. Hands-on skills training has been shown to enhance participants' creativity, technical skills, and confidence in producing marketable products. Furthermore, marketing strategies through digital marketing and the use of e-commerce platforms such as Shopee contribute to expanding market reach and increasing product competitiveness, despite the ongoing constraints of limited internet access. Overall, this study confirms that the integration of socialization, skills training, and marketing is a key factor in encouraging economic independence and the sustainable empowerment of underprivileged communities through the creative economy.

Abstract

The unemployment rate in Indonesia, particularly among Generation Z, remains relatively high despite showing a decline between 2023 and 2024. A mismatch between workforce skills and industry needs, along with the dominance of the informal sector, are the main causes. This study examines the role of outsourcing, a system of delegating work to third parties, as a government strategy to reduce unemployment in Yogyakarta and its contribution to achieving the Sustainable Development Goal (SDG) 8: decent work and economic growth. Using a qualitative approach, the results indicate that outsourcing provides broader and more flexible employment access for young job seekers. Although it still faces criticism regarding job stability and labor protection, this mechanism has proven to support the creation of new jobs and promote inclusive economic growth. Abstract

Housing is one of the basic human needs, but there are still many people who do not have a decent place to live. This phenomenon reflects the gap in the fulfillment of basic needs, including in urban areas such as Cirebon City. This research aims to understand the subcultures formed in communities living in the cemetery area, including adaptation patterns and strategies developed in facing various life struggles. The research used a qualitative method with a rapid ethnographic approach, where researchers were directly involved through observation, interviews, and documentation for approximately six months at the research location, namely Kampung Katiasa, Harjamukti Village, Cirebon City. The results showed that the people in the Kampung Katiyasa area are the fifth generation to live in the Kemlaten Public Cemetery (TPU) area. The experience of living side by side with death gave birth to a new meaning to the concept of home and death itself. The community faces various struggles, such as inner struggles, land ownership conflicts, and difficulties in accessing the economy. To overcome this, they developed survival strategies, including not building new buildings, saving money to face the possibility of eviction, and avoiding activities in the cemetery area at certain times. These findings show that the people of Kampung Katiasa tend to use adaptive strategies in responding to social and economic conditions.
