Abstract

International Telecommunication Union (ITU) is an organization founded in 1865 with thegoal of developing the technology and Informatics. Indonesia is one country that has anoffice member of ITU since 1984 as a coordination center in the Southeast Asia regionworking together to develop and secure ICT in the countries of Southeast Asia. Thisresearch seeks to analyze the role of ITU in combatting cyber crime rate in Indonesia in2011 - 2013, at which time the level of criminal activity in Indonesia cyber crime hasincreased. By using the method descriptive study, researchers found that the ITU has beeninstrumental in making every effort to develop and secure ICT in Indonesia, but there arefactors that make cyber crime in Indonesia has increased in 2011 - 2013. However afterfurther testing through a variety of data and a pooled analysis, the researchers concludedthat there are barriers that keep cyber crime in Indonesia increased despite the ITU hasbeen instrumental in Indonesia.

Abstract

Relations between Russia and America had been established for 209 years, started from1807. Relations between Russia and America most filled with disharmony rather thanharmony. Rivality on two states was seen on the Cold War. The bipolar phenomenon doesnot only happen for politic gain in blocs of nations between Russia and America, but mostlikely a refection to some characteristic of nation. This reasearch will explain why Russiajoin UN Global Counter-Terrorism Strategy that known as respond to 9/11. Using rationalchoice theory, this research was found that Russia puts forward the principle of rational toface the threat of terrorist groups in their country. In needs to know the movement ofinternational network from Basayev group, make Russia participate in the global counterterrorismregime formed by the United Nations. Some adjustments shown that the FederalLaw No.35-Fz had replace the Federal Law 130-Fz 1998 before as a counter-terrorism lawsince 2006. The changes of strategy does not only reflect the rationality of an actor, butalso sovereignity of a state.

Abstract

Crystalline methamphetamine, also known in Indonesia as sabu, is a kind of illegal drugthat is currently getting high demand in Indonesia. Based on the information from BNNand UNODC the number of drug use and trafficking of crystalline methamphetamine inIndonesia is really high. Indonesia in this position really need UNODC recommendationsto overcome this new kind of drug. Based on the background, this research’s purpose is toshow how Indonesian Government's implementing partnership with UNODC against illicitdrug trafficking crystalline methamphetamine in Indonesia in 2007-2013. If we look at thetheme and the topic, The purpose of this research is to evaluate the process of cooperationbetween the Indonesian government and UNODC against drug trafficking of crystallinemethamphetamine in Indonesia from 2007 to 2013. Cooperation between the two sides hasbeen running well if we see the increasing number of arrested person which wassuccessfully carried out by Indonesian law enforcement in 2007-2013. crystallinemethamphetamine crime still exist in Indonesia nowadays, though due to several factors,such as the type of the drug itself that is easy to manufacture and materials that can bereplaced with other materials and tools manufacture that can be easily found, place-makingwhich can be done in a small laboratory, a geographical location of Indonesia, and thecontrol problem of the Indonesian law enforcement.

Abstract

Association of South East Asian Nations (ASEAN) has a role to address drug trafficking inits area, thus formed a special agency to deal with this problem through a forum namedASEAN Senior Official on Drugs Matters (ASOD). ASOD, in cooperation with China,India, Laos, Myanmar, and Thailand announced Declaration of Chiang Rai, which focuseson opium production and trafficking in the Golden Triangle area. The declaration itselfreflects a common interest to control drug trafficking between Laos, Myanmar, andThailand. Based on this common interest, this research is developed to know theimplementation of Chiang Rai Declaration as a form their cooperation. Using liberalinstitutional theory, this research finds that cooperation between Laos, Myanmar, andThailand based on Declaration of Chiang Rai is implemented to address trafficking.Declaration Chiang Rai programs make Laos, Myanmar, and Thailand can collaborate toaddress opium trafficking more seriously. This research also finds that this cooperation isbased on the fact that those three countries have the same purpose, that is to maintain thestability in South East Asia.

Abstract

The vast growth of the environmentalist and animal rights movement during the 20thcentury has posed radicalization within it. Being labeled as the most active radical animalrights group in the United States, Animal Liberation Front (ALF) has emerged as the mostserious domestic terrorist threat in the country. In 1990, ALF created a series of attackscalled “Operation Bite Back”, through which it imposed threats and showed how this actof eco-terrorism is perpetrated. The purpose of this research is to give explanatory answerto why ALF chose the method of eco-terrorism in Operation Bite Back. By using ResourceMobilization theory, the result of this research is that the ALF’s cell-formedorganizational structure and its leaderless resistance strategy give its members chances tobecome the key players and conduct their own attacks. In this case, Rod Coronado becamethe main variable of the eco-terrorist attacks. The analysis of this case has proven therationaliy of the actor in deciding the method and how internal and external factors areinterconnected and mobilized, making it highly significant to the formation of movements.

Abstract

Ukraine is a former Soviet country located in the Eastern Europe with strategicgeographical and geopolitical advantage as the country directly borders Asia and Europe.During 1990, due to poverty and law employment, many Ukrainian women migrated andthus created a market for human trafficking. Ukraine is placed the 2nd tier watch by the USbecause the Ukrainian government does not follow the minimum standard for reducinghuman trafficking although significant effort has been made to adhere to the minimumstandard stated. IOM is an NGO that has become Ukrainian’s biggest partner in combatinghuman trafficking. Since 2000, the IOM office in Ukraine has been the center to give helpto the victims of human trafficking. This research aim to take a closer look at the humantrafficking cases in Ukraine. Case studies and interviews have been a method used tounderstand the role of IOM in overcoming such cases from 2010 to 2014. The study foundthat IOM has played a big part I helping Ukrainian government combatting humantrafficking, in that organization has helped reducing victims and increasing regulation from2010 to 2014.

Abstract

Ethics is one of the important factors that could affect the pattern of a country's policies.South Sudan civil war occuring in 2013 has enforced its residents to flee to theneighboring countries. Ethiopia, which is a country bordering South Sudan has long had anopen border policy for refugees looking for security. For a developing country, hostingrefugees may provide economic and social burdens, but these burdens do not affectEthiopia to close its borders for refugees. Through Ethiopia’s Refugee Proclamation No.409/2004, Ethiopia with its all limitations has been committed to upholding public interest,that is to continue opening its borders for refugees under any circumstances.
