Abstract

This research aims to observe what role conducted by Polda Jateng against terrorism issue.Terrorism is one of the trasnational crime which has frightening effects.Central Java is oneof the province which has a many cases of terrorism from 2009 until 2014. Polda Jateng isan institution that has a role inlaw enforcement andcombating terrorism.This research usesqualitative method with necessary type of descriptive. The data were collected from bothprimary and secondary sources to describe every single roles conducted by Polda Jateng.The result shows that Polda Jateng has a role to preserve the crime scene in everyprosecution case of terrorism.

Abstract

Indonesia’s marine fisheries become targets of fishery crime because of the abundant fisheriesand marine resources. One of the fishery crimes that occurred is the practice of IllegalUnreported Unregulated (IUU) Fishing which mostly conducted by foreign vessels comingfrom neighboring countries such as Thailand. Indonesia seeks to cooperate with Thailand toaddress the practice of IUU fishing in Indonesian waters because of the losses incurres as aresult of IUU Fishing. One way to do is to establish bilateral agreements in the form of aMemorandum of Understanding on Fisheries Cooperation that took place in 2002-2006. Thecooperation has ended, and both countries are seeking to carry out a new partnership in 2013.But in fact the signing of the agreement has been delayed. The problem that arises is what thefactors that cause delay such cooperation are. This research aims to determine the factors thatled to postponement of the signing agreement. This research found that the Indonesia-Thailand cooperation has been delayed because there are some obstacles in the process ofsigning the agreement document such as factor the counter draft from each party and factor ofThailand political instability.

Abstract

Tobacco issue has become world’s attention in 1990. The issues that arise due to tobaccoconsumption become the background of international tobacco control regimes establishment,called Framework Convention on Tobacco Control, in 2005. In 2001, a tobacco controlalliance also established in Southeast Asia, it is called Southeast Asia Tobacco ControlAlliance. Malaysia is a country that faces high illegal cigarette trade, they are kreteksmuggling and illicit white. Illegal cigarette trade has harmed Malaysia in social, economy,and health. After the establishment of Framework Convention on Tobacco Control, SoutheastAsia Tobacco Control Alliance has a function as the main pillar of tobacco control inSoutheast Asia. Southeast Asia Tobacco Control Alliance has a duty as an implementationcatalyst of the Framework Convention on Tobacco Control in Southeast Asia. Southeast AsiaTobacco Control Alliance encourages the Southeast Asian countries to make policies inaccordance with the Framework Convention on Tobacco Control and to overcome all theexisting tobacco issues to achieve the common goal. The purpose of this study are to identifyand explain the effectiveness of Southeast Asia Tobacco Control Alliance in handling illegalcigarette trade in Malaysia in 2010-2012. The type of this research is explanative. This studyis analyzed by using qualitative data analysis techniques and theory of international regimes.The result of the research shows that Southeast Asia Tobacco Control Alliance as the mainpillar of tobacco control in Southeast Asia is not effective in handling illegal cigarettes inMalaysia in 2010-2012.

Abstract

This research aims to determine the cause of increasing illegal timber trade from Indonesiato China within 2010-2015. During that time, both countries established bilateralcooperation through Memorandum of Understanding Between the Ministry of Forestry ofthe Republic of Indonesia and the State Forestry Administration of the People’s ofRepublic of China Concerning the Cooperation in the Field of Forestry which was signedon September 15th, 2010. This is a qualitative research, using explanation. This researchused neorealist theory. As the consequences this research showed that the cause ofgrowing in illegal timber trade from Indonesia to China is weak supervision in borderregions and law enforcement against criminal acts of forestry in Indonesia. Besides, Chinais not seriously implement the MoU. This situation occurs because China got relative gainsless than Indonesia.

Abstract

Foreign aid as one of the most prominent instrument on foreign policy, defined as nationalinterest by Australia, particularly to protect their national security from any foreign or thirdpartythreats. Australia’s foreign aid began since 2004 to madrasah in Indonesia, after teroristattack happened in five consecutive year (2001-2005) in Indonesia with a target of statehoodAustralian simbolic. It was later found that the terorist group is affiliated with radical Islamicgroup named Jamaah Islamiyah, with madrasah as their educational background. It’s impactedin Australia’s askance point of view on madrasah as a place where Islam radical was taught.Through the Education Sector Support Program (ESSP), given by Australia to 1500 madrasahwich was selected, is not not only to improve madrasah accreditation, but also to proveAustralia’s interest to protecting their nationality.

Abstract

Darfur is part of Sudan it is divided into three regions which is Western, North, and South Darfur. In early 2003, Darfur has a dark history that began when the two parties, SLA (Sudan Liberation Army) and JEM (Justice and Equality Movement) joined together and formed a movement militarization of politics to carry out a common purpose, which is to fight against the Janjaweed, including to stop political and economic marginalization that occur, and protecting their communities from ethnic cleansing. This kind of conflict often involving children to an armed group. This situation should receive special attention from the international community. For this reason, Government of Sudan should cooperate with UNICEF as the most relevant institutions to address this problem. The aim of this cooperation is to protect the basic rights of children as it has been written in the CRC. The purpose of this study to determine the role of UNICEF in addressing recruitment of child soldiers in Darfur and also to identify cooperation and challenges that UNICEF faced during their duties from period 2003-2005.

Abstract

The deforestations and forest degradations in Indonesia have a global impact as they havebeen held responsible in increasing the amount of world carbon emissions. Thegovernment of Indonesia actively participates in many efforts combating the problem, oneof which materialiazed throughthe initiation of bilateral cooperation between Norway andIndonesia under the scheme of REDD+ (Reducing from Deforestations and ForestDegradations), where Norway plays role as donor and Indonesia becomes the recipientcountry.This particular cooperation could be well explained by utilizing the approach ofConstrutivism. Following the constructivists’ stand point, the Norwegian action in givingdonor to Indonesia isseen inseparable from Norway’s identity as a ‘green actor’ whoincludes environment as one of the primacies among her foreign policy priorities.
