Abstract

Objective: This study aims to assess the role of Value-Added Tax (VAT) in the fiscal policy of Uzbekistan, focusing on its contribution to state budget revenues, comparing it with VAT systems in Italy and the Russian Federation, and identifying strategies for improving VAT administration through reforms and digital technologies. Methods: A comparative analysis was conducted using quantitative methods, analyzing VAT data from Uzbekistan, Italy, and the Russian Federation from 2017 to 2023. Key indicators such as the share of VAT in budget revenues and tax elasticity were used to evaluate the dynamic effectiveness of VAT collection. Data sources included government reports and international financial institutions. Results: The results show that Uzbekistan’s VAT revenue share in the budget is higher than that of Italy and Russia, with notable fluctuations across the years. Uzbekistan's systemic reforms have emphasized modernizing tax systems and reducing the shadow economy, leading to a more efficient tax collection process through digital technologies. Novelty: The study highlights the importance of VAT reforms in Uzbekistan, proposing a strategic framework to modernize VAT administration, including improved tax rates, legal procedures, and inter-budgetary distributions. This research contributes new insights into optimizing VAT systems in transitional economies, particularly in the context of digitalization and tax efficiency.

Abstract

Objective: This study aims to explore the role of entrepreneurship, specifically social entrepreneurship, in fostering economic and social development, particularly in Uzbekistan. It examines the dual impact of entrepreneurship on economic growth and social welfare, focusing on job creation, poverty reduction, and innovation. Methods: The research distinguishes between two primary models of entrepreneurship: traditional and innovative. Traditional entrepreneurship is characterized by resource efficiency and conventional management methods, while innovative entrepreneurship emphasizes creativity, technological adoption, and new solutions. Data from Uzbekistan's small business sector, government initiatives, and social entrepreneurship laws were analyzed to assess their impact on economic and social outcomes. Results: The study found that entrepreneurship, especially in small businesses, has significantly contributed to Uzbekistan's economic growth, creating jobs and fostering competition. Despite challenges, such as the COVID-19 pandemic, the government’s support for micro-businesses has led to increased entrepreneurial activity. Social entrepreneurship, particularly in vulnerable sectors, is gaining prominence, with legal frameworks supporting its growth. Novelty: This research highlights the emerging significance of social entrepreneurship in Uzbekistan, offering a fresh perspective on its potential to address social issues. It introduces the concept of a legal framework for social enterprises, which reinvest profits into social causes, marking a new phase in the country’s socio-economic development.

Abstract

Objective: This study aims to address the persistent challenges in poultry farming feed management, particularly the inefficiency caused by reliance on manual feeding methods that often result in overfeeding or underfeeding. Method: A library research approach was employed to explore, analyze, and synthesize scientific literature relevant to feed management strategies, automation, and technological applications in poultry farming. Results: The study proposes a conceptual design for a feed management system utilizing automation and digital recording technologies to regulate the amount and timing of feed delivery with greater precision. This system has the potential to reduce feed waste by up to 20% and improve overall operational efficiency. Furthermore, the proposed development strategy leverages sensor data and real-time feed consumption monitoring to enhance productivity. The effectiveness of the system is determined by three interrelated factors: technology quality, farmers’ managerial capabilities, and environmental conditions within poultry houses. Novelty: The study offers an integrative framework combining technological innovation, data-driven decision-making, and environmental management—presenting a novel, cost-efficient solution suitable for small- to medium-scale poultry farms seeking sustainable productivity improvements.
