Abstract

ABSTRACT This research was conducted with the aim that, to find out how Non -Governmental Organization ( NGO ) Committee of Inquiry Corruption and Collusion Nepotisne Central Java ( Central Java KP2KKN ), as an institution concerned in the eradication of corruption in the roles and functions of supervision, in addition to the also to know what are the factors supporting and inhibiting. This study focused on the period in 2012, the year in which there is something interesting, because an increase in the number of significant cases of corruption is so high in Central Java , when compared with previous years.This study uses qualitative descriptive refer - analitif, with data collection techniques using purposive sampling is taking on a data source with a certain consideration. The subjects in this study were all agency workers KP2KKN Central Java. While the collection and analysis of these data refer to interviews, observation, documentation , and data processing are obtained.These results indicate that KP2KKN Central Java in 2012 had engaged in the prevention of corruption act, monitoring, and to advocate against several alleged cases of corruption and that amounts to 215. While the cause of the significant increase in the number of cases in 2012 were caused by unresolved legal proceedings some cases from the previous year, then the legal process runs in 2012. Meanwhile it in carrying out its role as an anti -corruption NGO, they are have several obstacles, both internal and external organization. But there are several factors supporting the institution to survive.In the fight against corruption requires commitment and cooperation between Central Java KP2KKN with law enforcement agencies, such as police, prosecutors, courts, and correctional institutions in order to obtain optimal results in combating corruption. As they should be implemented in Article 13 of UNCAC, that "the State shall promote the active participation of individuals and groups outside the public sector, such as civil society, non- governmental organizations and community -based organizations, in anti - corruption activities”. Because these institutions are the state institutions should cooperate with NGOs like KP2KKN Central Java.Keywords : NGO, Monitoring, Corruption.

Abstract

Eradicating poverty is one of the main case in Indonesian lifelihood. Sincethe independence day of Indonesia's republic. The exertions to increased life'squality and eradicating poverty always efforted by them till this recent time. Itsthroughed by PNPM urban private. Based on empowerement which has purposesas sustaiable development and can be synergized through societies withinpoverty's problem solving. This research is limited by limitation space and alsofactors which can be called as obstacle of implementation in Wonogiri regency.Particularly in Bulusulur village. This research uses descriptive qualitative bycollege data technique through interview. Its name preferencing informanpurposive sampling.The result of roll loan giving program PNPM urban private towards smalland medium enterprises in Bulusulur village, Wonogiri district, Wonogiri regencyshowed that this program was able to reached the purposes and targets throughedstandart dimension and policy's goal, implementation sources, communication,implementor agency characterictics, implementor disposition, and environmentalcondition towards sosial,economy and politics. The loan giving program has beenassisted the lowest societies in giving loan modal towards the small enterprisesand also assisted to improved the family's income. Yet in this case is still facedmany obstacles. Such as the less of loan or KSM within giving back of loan, andthere's no an available ingredients in that surrounding.Recomendation.this research is expected to be able keep along andincrease the same program, and build closer relationship between implementor,all target communities and founding the other new enterprises.Keywords : Program impelementation, Loan Revolving, Small and MediumEnterprises, Village of Bulusulur.

Abstract

AbstractRecently there have been many student actions that occured in Indonesia as student political attitude toward social and political condition as well as policies set by the government. One of the policies that was recently refused by the students was the policy to reduce fuel subdidy. It is interesting to know that students gave a lot of attention in this matter. Most students have tried to find out about this policy, followed the process of the production of the policy, and gave their opinion about the policy. This matter has drawn a lot of attention form students because fuel itself is one of society basic needs. Therefore, from this fact, the writer was interested to find out more about student perception towards the government policy to reduce the fuel subdidy in reality.Based on the result of the research, according to students from Faculty of Social and Politics majoring in govenrment, the government had done the right thing by cutting the budget for fuel subsidy through reducing fuel subsidy. They considered that fuel subsidy itself was not really gave the benefit for medium low class society and it was also not exactly benefited the medium low society instead it was the medium high class society who was benefited for this. However, still according to them, the government had also made mistake with this policy to reduce fuel subdidy because this policy was not followed by a good plan to overcome the impact that it had caused that finally ended up with bad impact for middle low society.Keywords: Policy to reduce fuel subsidy, Student Perception

Abstract

Implementation of discipline in the Bureau of Personnel, Central Java Regional Secretariat seen that there are still employees who do not carry out their duties according to established standards. In addition there's also an employee who came late, lack of discipline, playing games, eating his lunch before the specified hours, go home before work, and many employees were chatting during working hours, in addition to employees who often went out of the office during working hours for personal gain, so the effect on the performance of employees in the Bureau of Personnel Secretariat of Central Java province.Organization and Personnel Bureau has the function as in Article 194, among others, the task of policy formulation pelaksanaann area in the field of organization and staffing, and staffing, coaching and facilities in the field of local governance and staffing organization. The method used in this research is descriptive / qualitative qualitative outline of the implementation of the work discipline. The data collection was done by in-depth interviews to several informants representative and obtained documentation.The results of this study show that implementation of the discipline of civil servants under Regulation 53 of 2010 on the Organisation and Personnel Bureau is still considered quite necessary improvements, in terms of discipline comply with working hours is still not good, the sanctions imposed on the Bureau Orpeg it is still not up to the right target. It is based are still many employees who violate discipline and barriers that exist towards discipline in this Orpeg Bureau is a lack of awareness of each employee other than the individual or sanctions given also that the half-formed restrain discipline.Recommendations can be taken the following steps to implementation constraints Discipline Rule 53 of 2010 regarding the government's need for socialization to discipline employees, to make changes in the discipline necessary to re reshuffle the available sanctions in violation kedisiplian and well intesnsif approach between superiors and subordinates in order to create a conducive working atmosphere. Keywords: Implementation, PNS Discipline.

Abstract

This research is aimed at getting the overview about the land procurement mecanism and the negotiation process for building of Ungaran – Bawen toll roads. This building of Ungaran – Bawen toll roads includes 9 (nine) village : Beji, Karangjati, Wringin Putih, Ngempon, Klepu, Derekan, Lemahireng, Kandangan, and Bawen. This construction project is planned will take 11,95 Km.From the result taken, shown that the problem that delayed the compensation issued for this project is the amount of the compensation itself. The process begun by the dealing for the location by the Central Java Governor by His decision No. 620/13/2005. later by the Major of Semarang Regency Decision No. 593.05/241 concerning The Officer Appointing for The Implementation of the Land-Obtaining for Public Interest of Semarang Regency. Mechanism of land in the construction of toll roads Ungaran – Bawen consisting of 4 (four) the process, namely planning, preparation, implementation ant the delivery of result. The steps up to the compensation payment are socializing, settling ROW, measuring, inventorying building and plant, publishing the measurement result, price discussing, compensating, land-right, releasing and certificating. Here the negotiations be vital processes in the implementation of the determination of the compensation. Even though negotiations has been done there are still people who do not agree with the amount of compensation being offered, until finally P2T take the final step is to conduct consignation, namely by depositing compensation to justice.Keywords : Negotiation, Compensation

Abstract

ABSTRACTOne of the Government steps to fulfill the society needs in health sector is by making JKN program. RSUD Muntilan is Magelang Regency hospital that’s classified to be type C hospital which has facilities in medical specialist ability and becomes reference hospital in Magelang Regency and surounding. RSUD Muntilan always tries to give best service for all patients. But, in fact there are complaints from the patients who’s in JKN Program. Those complaints such as service procedures that aren’t flexible and slow respons due to patients needs.This research is done to know the service quality of JKN Program thats given to the in house patients class III in RSUD Muntilan. The indicator for service quality of JKN are reliability, responsiveness, assurance, emphaty, and tangible. This research is descriptive research with quantitative analytical to describe the service quality of JKN. The tecnic used for collecting data used quesioner given to the patients. Data proceed using Importance and Performance Analysis (IPA) which is patients expectation measurement thats linked to hospital service capability. This will be value of IPA used to count the value of analysis satisfaction index (CSI). So we can get the value of patients satisfaction level due to the service quality.The result show the service quality of JKN program that given by RSUD Muntilan Magelang regency is well done. We can know it from the CSI result that show the satisfaction level up to 83,80 %. The indicator with the highest hope level according to the patients is reliability (4,81%) while the indicator lowest hope level is tangible (4,47 %). But in assesment show that reliability has the lowest point among others (4,15). Patients themeselves haven’t gutten satisfied enough with the service especially the fast and exact service and direct service procedure. Based on the compapibility between expectation and the reliability it becomes the major priority in sevice quality improvement.2Key words : Service Quality, National Health Assurance Program (JKN),Reliability, Responsiveness, Assurance, Emphaty, Tangible

Abstract

A political party is one of the agents in a system called democracy. The success of a party to run a democratic system we can see through the political recruitment function. PDI-P is one of the major parties in Central Java, which has a mass base a lot. Vacancy that occurs in the DPD PDIP must immediately be filled again by the political elite recruiting a new chairman to replace.             This study used a descriptive study in which the analysis here will explain an object, phenomenon, or social background terejawantahkan research objectives in narrative writing. Research location in the city of Semarang where DPD PDIP located. Vacancy in the position of chairman of DPD PDIP become a matter of considerable interest to study, vacancy that occurs during the approaching election of the Governor of Central Java raises recruitment patterns of the political elite as well as the system used in the election of the chairman of PDI struggle to fill vacant positions.             Through this study the authors tried to describe how the patterns of recruitment conducted by PDI-P to replace the Chairman of the Council, both for five-year periods as well as filling vacant positions as last occurred in 2013. Then the researchers here also to answer how the system is performed by the Chairman of the PDI PDI Struggle for the five-year period and filling vacant positions.

AbstractThis study analyzes the phenomenon of regional head candidates win elected throughindependent pathways in the election of regional heads in East Lampung District in the year2010, kadidat winner is elected to partner Satono-erwin that in fact they are a couple thatcarried through the non-party or often we call independent in the general election in 2010 alone,in Lampung, as many as 10 districts / cities in sequence hold pilbup / pilwali. The elections in2010 opened new opportunities for players who prefer to use an independent candidate when theimpenetrable political party lines as most political parties already have a candidate. What is thechance that an individual candidate or more popularly called "independents" that?In this study, researchers using a qualitative approach that will generate data descriptif. Thisstudy was conducted in East Lampung district, the data obtained through observation,interviews, the voting public, a successful team of camp Satono, local political observers, customshop seklaigus stores and religion, society, and some data obtained from documents related tothe topic this study.The strategy used in the election heads East Lampung district in 2010 that deliversSatono Erwin re-elected for the second time in the form of the election campaign, jejang career,mass mobilization, social capital, development and empowerment of communities throughprograms that pro-people and communication politics. Success in making the strategy deliver thecouple elected with less of the vote 237.251 or 47.72% of the vote to beat a couple YusranAmirullah Bambang Imam Santoso, S. Sos with the acquisition of 172.869 or 34.77% of the voteand couples Hi. Noverman Subing, SH,. MM and couples Ir. Hj. Abstract

Public information disclosure is one of the spirits of good governance. To embodypublic information disclosure required a balanced engagement betweengovernment and civil society. The involvement of civil society becomes animportant element, because it may contribute to assist and oversees theimplementation of public information disclosure.Dinas Pendidikan Kota Semarang is the agency that has fairly complexinstitutional structure. Information technology to support the provision of publicinformation services owned by the Dinas Pendidikan Kota Semarang quiteadvanced compared to other agencies. But it is ironically the strengtheningimplementation of public information disclosure in its environment less than themaximum.To support Dinas Pendidikan Kota Semarang embodies public informationdisclosure, requires the involvement of civil society elements. The involvement ofcivil society becomes an important element, because it may contribute to assistand oversees the implementation of public disclosure in Dinas Pendidikan KotaSemarang. NGO Pattiro Semarang to be partner of the government to implementand simultaneously escorting public information disclosure. In addition NGOvisions also aims to promote the establishment of good governance, one of whichis public information disclosure.This research uses descriptive qualitative research method. The data collectiontechnique uses documentation studies and interviews to Semarang Pattiro activistsas key informants, as well as PPID Dinas Pendidikan Kota Semarang assupporting informant.The results of the study suggested that the role of Pattiro Semarang is realizedthrough SIAP II program and strengthening public information disclosurecooperates with USAID and GIZ. After the program, the implementation forms ofpublic information disclosure have some progress such as the PPID, SOPformation of public information services, public information categorization, anddevelopment of a public information service system. In carrying out its role,Pattiro Semarang has supporting factors. They are the experience awakened a longcollaboration with Dinas Pendidikan, Pattiro Semarang relationship intelligence toother NGOs, and good image as an independent NGO in the eyes of thegovernment. While the major obstacles were the lack of public awareness of theright to obtain public information and the minimum commitment budget of DinasPendidikan to strengthen public information disclosure.2Keywords: Public information disclosure, NGO, Pattiro Semarang, DinasPendidikan

Abstract

                                        ABSTRACTThis Research was done with background that making of Public InformationOpenness Rights (UU KIP) was one of efforts to grant citizen’s rights on public informationand to optimize control of public to government thatalso encouraging Good Governance.Based on the reason the implementation of UU KIP need to be optimized in order to createtransparent, accountable, and participatory government as principals of Good Governance.On the Semarang City Government, the implementation of UU KIP has not yet runoptimaly. Because of that, in this research will reviewing many problems related to theimplementation of UU KIP, perceived problems, and supporting factors on DPKAD,Bappeda and Dinas Pendidikan KotaSemarang as SKPD whose have strategic and centralroles on development planning, budgeting, and education.This research was using qualitative research methodology refers on analyticdescriptive research. The subjects of this research were any involved groups on theimplementation of UU KIP on Bappeda, DPKAD, and Dinas Pendidikan Kota Semarang.Data collections through observations, interviews, documentations, literature studies, andthen analyzed through data reduction technique, data presentation, and verification/concluding.The Result of this research suggest that implementation of UU KIP and itssubordinate regulations, technically have not run effectively. Dinas Pendidikan is the mostready and perfect SKPD to implement UU KIP compared to Bappeda and DPKAD. Manyobstacles faced on implementation of UU KIP and its subordinate regulations were lack ofsocialization by public relation, in appropriate delegation on socialization, lack ofunderstanding on implementation of regulation by related officers, limitedness of personneland budget, and low level of participation and people’s understanding on UU KIP.To support the succeed of implementation of UU KIP were needed many factors, itwere optimized socialization so related officers get complete comprehension aboutregulation, personel and budget adjustment, and people’s understanding on UU KIP. Thusrecommendations of this research were importance of reviewing on local regulation relatedto public information openness, more detailed and comprehensive ruling regulations onoperational of UU KIP as District Regulation and people’s comprehension andconsciousness on UU KIP and the rights of public information need to be pushed and raised.Keywords: implementation, public information openness, good governance
