Abstract

AbstractTourism is one of the activities that support the economy and a potential source of income for a region. Tourism spots / recreations are a symbol of the presence of tourism activity itself. Semarang city has some attractions that are able to be a mainstay and a place for people to unwind. Among the tourism spots which become the mainstay of Semarang is the Wildlife Park of Semarang. Semarang Wildlife Park offers amusement or recreation that is able to attract the attention of the public to always re-visit the place. Public interest to always return to the Wildlife Park Semarang must be followed by the performance of the staff of the Wildlife Park to always provide the best service to the community.The method used by the author is a qualitative research method with descriptive analytic approach. Used data collection technique is data triangulation consisting of interviews, observation and documentation. The data analysis technique used by the author is an interactive analysis technique which is supported by the documents that author gets in the locus of research.Research conducted by the author is the analysis of the performance of employees in Wildlife Park of Semarang. The author found a lack of good governance in the management of Semarang Wildlife Park, one of the reason is the performance of the staff of the Wildlife Park which is still less than satisfactory. This can occur due to several factors such as inhibiting the lack of facilities and infrastructure support, as well as the lack of cash injection from the Government ofSemarang which can be an important element in improving the management of Semarang Wildlife Park itself, and the absence of the wildlife conservation license due to its management should not be from government agencies but must go through the local company. Conclusion of a study conducted by the author that the presence of Wildlife Park of Semarang contributes substantially to the Local Revenue of Semarang, but on the other hand the performance of employees of Wildlife Park of Semarang still insatisfactory in service delivery due to several factors such as lack of inhibiting one quality of human resources contained in the Wildlife Park of Semarang. The author recommends that with the proliferation of creative economic activities that can provide a positive injection to the scope of the Semarang Wildlife Park itself as well as the search for a third party or partner from the private sector are able to fund and develope Semarang Wildlife Park to be able to compete with Wildlife Park in other cities. Abstract

Penelitian ini dilakukan untuk menjelaskan mengenai implementasi Perda Nomor 11 Tahun 2000 tentang Penataan Pedagang Kaki Lima yang dilakukan oleh Pemerintah Kota Semarang dan Dinas Pasar Kota Semarang. Tujuan dari Program ini adalah terwujudnya pasar yang aman, nyaman, tertib, bersih dan sehat dengan mewujudkan kondisi pasar/ PKL yang tertib, mewujudkan manajemen pasar/PKL yang baik, mewujudkan pertumbuhan perpasaran/PKL yang efisien dan produktif..Guna menjelaskan pertanggungjawaban implementasi Perda Nomor 11 Tahun 2000 Penataan Pedagang Kaki Lima di Kota Semarang, maka peneliti menggunakan metode penelitian kualitatif yang bersifat deskriftif, untuk melakukan eksplorasi terhadap implementasi Perda Nomor 11 Tahun 2000 tentang Pedagang Kaki Lima di Kota Semarang. Subyek penelitian ini adalah Dinas Pasar Kota Semarang serta penjual/pemilik lapak/kios di Pleburan, Mugassari dan Wonodri. Adapun metode pengumpulan data berupa wawancara, observasi, meneliti dokumen, dan kuisioner dengan menggunakan sistem random.Hasil penelitian menjelaskan bahwa , implementasi Perda Nomor 11 Tahun 2000 tentang penataan Pedagang Kaki Limadi Kota Semarang bersama Dinas Pasar Kota telah menegaskan adanya kepentingan-kepentingan yang membawa pengaruh terhadap proses pembuatan hingga pelaksanaan kebijakan tersebut. Sumber daya yang kurang memadai, baik sumber daya manusia maupun finansial mempengaruhi kinerja aparat pemerintah menjadi kurang maksimal sehingga tujuan kebijakan belum tercapai sepenuhnya. Adapun kesadaran PKL untuk mematuhi peraturan tersebut juga masih rendah. Perlu adanya penyadaran dan upaya sosialisasi program-program dan kebijakan turunan dari aparat pemerintah kepada para PKL sehingga dapat terjalin komunikasi dua arah yang diharapkan dapat menunjang keberhasilan kebijakan.Kata kunci: implementasi, kebijakan publik, pedagang kaki lima (PKL)

Abstract

General Election of Mayor and Deputy Mayor of Tangerang which took place on August 31, 2013 followed by five pairs of candidates contesting for the seat of Mayor and Vice Mayor. These five pairs of candidates are competing is Harry Mulya Zein-Iskandar, Abdul Syukur-Hilmi Fuad, Dedy Gumelar-Suratno Abu Bakar, Ahmad Marju Kodri-Gatot Suprijanto, and Arief R. Wismansyah-Sachrudin.Number of (DPT) Permanent Voters List Tangerang were 1,161,855 people and the number of valid votes on election day amounted to as much as 726 351. While the number of polling stations (TPS) as many as 2,921 polling stations spread over 104 villages. In the election of 2013 yesterday Tangerang victories achieved by the pair number 5 by a vote as much as 48.01%, followed by pair number 2 by a vote 26.34%, then the pair number 3 by a vote 17.10%, while the pair number 1 and 4 respectively to get the vote by 6.43% and 2.12% .Good cooperation between the winning team, volunteers, and political parties for couples Arief R. Wismansyah-Sachrudin become one of the success factors. Political strategies and political marketing are applied also proved successful and brought the couple occupying the Mayor and Deputy Mayor of the period 2013-2018.Local elections is pentokohan event. In addition to a solid team, and the popularity of the candidate figure greatly affect the success of a candidate in winning the political battle.Keywords : General Election , Political Strategy , Marketing Politics , Tangerang .

Abstract

ABSTRACTCultural tourism can be interpreted as a form of Jakarta City Government responsibility in maintaining the sustainability of the local culture especially Betawi culture. Form of the responsible can be seen from the presence of the Betawi Cultural Village. As an industry, tourism requires the involvement of many actors in its management. The participation of the private and the public are not only seen as a booster in building a sustainable tourism but a fair share roles between government, private sector and community involvement in ensuring each actor to create a good service to the public in the tourism sector.This study aims to look at the partnership between government, private sector and communities in the management and development of the Betawi Cultural Village area. In this study, researchers used a qualitative research method with deskripstif approach to collecting data through observation, interviews and documentary studies. This research was conducted at the Department of Tourism and Culture of Jakarta and the Betawi Cultural Village. Interviews were conducted with actors involved in the network of partnerships and competent in their respective fieldsPartnership is a form of joint research agreement between two or more parties which aim to improve the ability of an organization in achieving its objectives. Based on research showing that partnership is created only in the goverment partnership, which is represented by Culture and Tourism Office of Jakarta with related Institution as a representative of Communities without the active involvement of private sector in the network. The role of private limited through the programs without the involvement of Corporate Social Responsibility in the preparation of regional programs. Lack of actor will weaken theperformance of networking, exchange resources become limited and impact on the lack of innovation and effectiveness of the network in program formulation.Strengthening the network is necessary to formulate tourism development policy is more sensible and purposeful. However, if the private sector can not be involved in this travel network, community-based tourism development model needs to be applied seriously for optimal results.

ABSTRACTStudy of Descriptive Analysis of Society Participation in Planning Development Transportation Infrastructure at Pedurungan District, Semarang 2013This research has aims to : 1) desribe dan analyze succesfull stage of Semarang City Government in accomodating social needs or social aspiration in Pedurungan District, Semarang City supposed to be the participate planning development; 2) describe and analyze synchronization of social proposal with realization2construction of transportation infrastructure.This research belongs to qualitative research aiming to describe in detail and deeply about society participation in development planning in Pedurungan District, Semarang City with some sample of area such as Plamongansari, Pedurungan Kidul, Tlogomulyo and Muktiharjokidul. Data collecting technique used in this research was structured interview and observation also document analyze. Data analysis consisting of data reduction, data display and data verification and conclusion drawing.From the research result, it can be concluded that :1. Eventhough society attendance in some sampling area in high level but the society that being active still in low level;2. The consistency level between planning, budgeting, realitating also synnchronize between bottom up planning and top down planning not yet worked well.3. Management transfer to third partnership that pointed by District SKPD makes a lot of society felt upset with the result because they not involved by government and just could be a supervisor.Therefore, it needs an optimization from government in participate development planning socialication to work well, an accomplishment in participative development planning, and an management transfer to society again.Keywords : Society Participation, Planning Development, Transportation Infrastructure.

Abstract

AbstractThis study aims to explain the role of the Village Consultative Board exercises oversight of the village chief in the village of the District Sarimulyo Ngawen Blora. Explaining how the supervision by the Village Board of the Village Government Consultative related to the case experienced by the village head Sarimulyo.The study is descriptive - analytical namely the type of research that aims to describe the symptoms as well analyze the symptoms using a qualitative approach. Subjects were Consultative Body (BPD) Sarimulyo Village, Village Government Sarimulyo, the village community resilience (LKMD) Sarimulyo Village, Community Leaders, Religious Leaders and representatives of villagers Sarimulyo specified. Data were collected by means of interviews, observation, documentation and analysis of literature relevant to this research.Based on the survey results revealed that the role of the Consultative Body (BPD) Sarimulyo village in performing their duties and functions are already well underway. Likewise Sarimulyo village government has been run in accordance with the Purposes and Functions available. However, in the course of the Village Head experiencing problems related to financial abuse village. These issues are a private matter Village head but a common problem for development in the village of Sarimulyo be hampered.Based on the case experienced by the village head can be seen that the performance is still not up to the village government as a violation of existing regulations. Neither the Village Consultative Board performance is not maximized, especially in terms of supervision. ABSTRACTThis research is motivated from local regulation policy (Government) Tegal DistrictNo. 10 of 2006 on the allocation of village funds (ADD), especially in the planning process,use, accountability and ADD are held in the District Adiwerna. ADD implementationcommenced in 2007 after the promulgation of the previous year. However, theimplementation of the ADD in 2010 to 2012 cases of acts of corruption, accountability hasnot carried out and planning the use of which has not been fully focused on the TegalRegulation No. 10 2006. The purpose of this study is to describe and analyze the planningprocess, the use and accountability of ADD, the role of the community in theimplementation, and the reasons of failure of accountability ADD in the villages located inthe District Adiwerna.This study is a qualitative research, data collection techniques by means ofinterviews, documentation, as well as literature. Results of the study was to determine theplanning process, use, accountability and results from the presence of ADD which isdirected by the District government through the preparation of technical guidelines, the roleof rural communities in the implementation of ADD every year and know the reasons offailure of ADD in District Adiwerna liability due to human resources (HR ) villagegovernment is still low.Keywords: Evaluation, Policy, Rural Fund Allocation, Regional Regulation

Abstract

The regional head and deputy regional head directly for the first time for the district Holy. The process of the election of the Holy regent and deputy regent has taken place on April 12 2008 Everyone knows, that is the Holy city of clove cigarette industry, a place where there are thousands of factories large and small cigarettes which give employment to the inhabitants. More than a hundred thousand people working in this sector. Most of them are as cigarette workers. The interesting thing is that in the This election their voices became seizure, even one candidate targeting him main, the pair Mansour As'ad and Agus Darmawan. This study aims to determine and identify the dominant factors affecting voter behavior cigarette workers in the implementation of direct elections in the Holy district. The process of data collection conducted through literature review, interviews, direct observation, then manage and analyzing the data with the results of a descriptive qualitative techniques. Based on the results of the study concluded that the first of the factors that affect voter behavior in elections Holy cigarette workers in 2008, the first row is a factor interpreter campaign or the campaign team. It is heavily influenced by the attitude of cigarette workers who tend to be passive in political activities, most of them are women, most of the time is used to work and they tend to not want to engage the conflict so that their voices of people who depend on surrounding.The second factor is the political incentives or grants or whatever. It is very closely related with a pragmatic attitude, they lack confidence in whether the elections will bring changes to the future for the better. The third factor is the identification of a candidate, they will select candidates according to behavior is good news and want to come and visit the community down. The fourth factor is issue campaign or candidate's vision and mission. Vision Mission and campaign promises of candidates that are too long will not be read, remembered and understood by the workers, campaign promises are practical and can be billed if laterelected more hit. The fifth factor is party identification, candidate of major parties such as PDI-P, Golkar, PKB and PPP has an influence as well known but solid party factor is more prominent, for they how the party would govern if care is not just incompetent. The sixth factor is the pressure group or pressure groups. Most of them are women and the lower class workers, who extremely susceptible to mobilization and pressure. At first, researchers consider the most pressure groups is the dominant union because the union chairman has a target, it turns out the workers are not afraid of dreaded union not a union but the company owner, while the owner of the company committed to neutral. Pressure groups are more dominant is the surrounding non-Sabet liberate their thinking and determine their own choice. Abstract

Abstract :This is study about Evaluation of the Coral Reef Conservation Policyconducted by the Local Government of Polewali Mandar which began in 2005based on the policy of the central government through the Coral ReefRehabilitation and Management (Coral Reef Rehabilitation and ManagementProject) or COREMAP. The high degradation of coral reefs in Indonesia,especially in Polewali Mandar. Damage to coral reef decline in the impact offisheries production and reduced the income of fishermen. The data for this studywere collected using interviews, library research and documentation of relatedagencies and coastal communities. This study aims to determine how theimplementation of conservation policies and the extent to which the results of theimplementation of the policy runs after 7 years in implementing the goals of theindicators that have been defined previously.Keywords : policies, conservation, coral reefs

Abstract

ABSTRACTTubanan village is a village with a large number of the population in the district Kembang subdistrict of Jepara. Tubanan village is also famous for its PLTU Tanjung Jati B located in the Tubanan village. Many pros and cons with the existence of the PLTU Tanjung Jati B in the Tubanan village. The problems that occurs is hampered by land acquisition price of the land that does not comply with requests from the public. Of the problems that often occur in Tubanan village, a group of community building Non-Government Organizations (NGO) that aim to help and assist the public role in resolving cases.The purpose of this study to determine the role of Non-Government Organizations (NGO) in community development afterbuilding PLTU Tanjung Jati B in Tubanan village, Kembang districts. The method of this study used a qualitative descriptive approach-analytic.PLTU Tanjung Jati impacts both positive and negative. The community also affected by the environmental damage resulting from the operation PLTU Tanjung Jati B. In the case of course Non-Government Organizations big role and contribute in helping resolve problems that occur. Compagnie is a Non-Government Organization that is still active in the Tubanan village. This Non-Government Organization very active role for the community in solving a case. Besides development helps the community in a new job.The role of Non-Government Organizations in the Tubanan village inactive value. However, the need for improvement in terms of supervision of theNGO. So the need for cooperation by the Non-Government Organizations,community and village government in terms of solving a case.Key words : Non-Government Organization, Community Empowerment.
