Abstract

This research is based on utilization of nutritious plant diversity by people to be used as Indonesian traditional herbal medicine called Jamu. Along with development of technology, industry of herbal medicine start to popping up, but not as fast as development of chemical medicine and foreign herbal medicine. However, developing of herbal medicine becoming moved down and hence government intervening is needed. The problem of this research is the role office of industry and commerce in advacing traditional herbal medicine industry at Semarang in regulation, budgets and program during 2014.The goal of the research is explaining role of the office of industry and commerce in advacing traditional herbal medicine industry at Semarang whitin aspects such as regulation, budgets and program. This research using qualitative-descriptive method with the type of data used are primary and secondary data through interviews and collectif document.The result shows that in advacing traditional herbal medicine industry at Semarang, office of industry and commerce at Semarang in aspect regulation making an industy cluster which is focusing on small and medium industry to joined in a clusters of herbal medicine in Semarang. In budget aspect, to advacing herbs medicine industry cluster has a limited budget. Its because they must share it with another clusters. In program aspect, there are some program such as taking and drinking herbs medicine movement, using land area for medication planting utilization, socialization to take herbal medicine movement. The programs are good, but has not been efficient due to small budget and murky regulation.Researcher suggess to review aspects of the regulation, budget and program in advacing traditional herbal medicine industry at Semarang in order to optimizing and advancing that herbal medicine industry in Semarang.Keywords: office of industry and commerce Semarang, herbal medicine, regulation, budget, program.

Abstract

Abstrack             Vendors is one of the people's livelihood Semarang. By looking at the socio-economic problems in urban communities, do not be surprised if the established competition of human resources to compete for jobs. consequently many urban communities that have a lower HR chose work as street vendors. Many of them trade by occupying land that is not its designation as a land trade, as a result of the dirty slum areas as well as traffic stalled because their shanties there who occupy basudewo shoulder of the road adjacent to BKB. With the parent program is normalization BKB Semarang, the street vendors have to be moved. However, after the program was realized, a new problem arises in part because the street vendors that have been provided by the city of Semarang does not correspond to their expectations and of the visitors or the public so that the merchandise was not sold and no income and caused unemployment. Thus this study aims to determine the level of success of the program.             The purpose of this study was to identify the level of success of the relocation program PKL West Flood Canal . This study is a qualitative research method , the type of research used in this research is descriptive . Data taken from interviews, documentation and data from official documents Semarang city market .             By looking at the studies in the field and interviews , the success rate of the program can actually be said to be 70 % successful and the rest of emotion uncorrected used as the sustainability of this program which is still a question mark for a program should be made in order to alleviate a problem instead of a new problem . The second thing is the Semarang city government as a hands-off with the fact that the program is poorly managed and not try to find another alternative to solve the problems .             Enabling and inhibiting factors relocation process is Trader This trader is given continuously socialization and persuaded to be relocated by the city of Semarang and Central Java provincial government . Second , the merchants do not refuse to be relocated . Some solutions ditwarkan is providing another place that could be used as a place to sell , deliver events continuously by taking a location near the location of the relocated street vendors in order to bring in customers or the public . Keywords : Empowerment Kokrosono And Waru Street vendors

Abstract

Pakualam Ground is communal land that is regulated under Law No. 3 Year 1950 on the Establishment of the Special Region of Yogyakarta that land sector into domestic affairs and obligations of the Government of Yogyakarta Special Region (DIY). So that Law No. 5, 1960 (Basic Agrarian Law) does not apply fully in Yogyakarta. As owner of the land Pakualaman Ground, Paku Alam has not been recognized as a legal entity in Indonesian positive law so it is entitled to a certificate as evidence of ownership of land. This resulted the certainty about the location and boundaries of the land becomes less clear. So frequently lead to land dispute, such as mutual claims of land ownership Paku Alam Ground.This study aims to identify the factors causing land dispute and the role of Kulon Progo District Land Office to resolve land dispute in Karangwun village. The research method used is qualitative. Analysis techniques using analysis interactive models of Miles and Huberman with analysis in the form of data collection, data presentation, data reduction and then drawing conclusions / verificationBased on research that has been done, it is known that factors causing land dispute in Karangwuni village is the disorganized land administration in the past are boundary Paku Alam Ground. The second factor is the conflict of data related to different perceptions about the land boundary. Kulon Progo District Land Office plays a role in conducting an inventory of land and issuance of certificates. It can be concluded that the Kulon Progo District Land Office role in the settlement of land dispute in the village Karangwuni.Keywords : Land disputes, Paku Alam Ground, Role

Abstract

This study is based on the growing phenomenon of regional expansion rolling after the reform in Indonesia. Where this is a manifestation of democratization that has been formed a lot of New Autonomous Region (NAR). However, there are still a lot of controversy in this regard. Including the public services that is still far from good. In fact, the public service is one of the objectives of regional expansion in improving the welfare of society. Meranti Islands District is a NAR expansion result, which was inaugurated in 2009 and was chosen as a focus area of research. Therefore, the focus of the problem in this research is the public service field of population administration before and after becoming a NAR along with the constraints encountered in service after becoming a NAR.This study aims to clarify the public service in Meranti Islands regency of Riau Province population administration, before and after becoming a NAR and obstacles faced in the public service in Meranti Islands regency of Riau Province population administration after becoming NAR. The method used is descriptive qualitative which will present the data in accordance with the findings and facts on the field.The results showed that the regional division in Meranti Islands District is based on the aspirations of the people that have been developed previously. After becoming a NAR, the Government had stints in accordance with the applicable rules but still was some obstacles appeared in the population administration public service. Issue like this should be in the government's attention on regional expansion's goal, which is public service improvement could be achieved considering the control range of the government has been more narrow.Keywords: Region Expansion, NAR, Public Services

Abstract

This writing is due to explain about how politics analysis related to the proposition of the district expansion of Simalungun, North Sumatera and factors influenced the process of expanding the District. The Method of this research is Descriptive Qualitatif. Technique of collecting data is by using direct observation to the object observed, which the researcher will do an interview to the informan related to the research being observed. Population of the Research are the Manager of Expantion Preparation Agency to District Simalungun, Special Agency of House of Representatives in District Simalungun, Component Secretary of House of Represntative in District Simalungun and Jurnalism.The Result of the Research will show that the political Process about the expansion plan, consist of some steps, such as collecting and filtering people's aspiration, designing the Agency of Expansion's Plan, Align of Agreement to the related Agency (executive and judicative) regional and  central area. Furtherly, to the political dynamic and political negitiation in level of district, province and central which may effect to the delaying the District Expansion, North Sumatera. Key Word: District Expansion, Political Dynamic

Abstract

Local wisdom be considered as the identity that determines the dignity a society in their community. In other words, an embodiment which is manifested through the way of life, behavior, and knowledge of activities performed by the local people to answer problems in fulfilling the life, and maintain their cultural matters. .This concept of these is a philosophy in every motion public life in Tabanan, including in political life. This research aims to determine the role of local knowledge in the government to achieving good governance in order to reduce the rate of corruption in Tabanan by explain the implementation of local knowledge on public policy and its actualization in the practice of government.This research uses the method of qualitative study, with data collection method through the interviews and literature. The data sources used in this reseach was primary and secondary data which reviewed and analyzed by descriptive approach.The results of this research is the values of local wisdom in tabanan are the basis of the principles of public life, including in the governance aspect. Parameters that indicate the values of local wisdom in Tabanan government contained on accountability, transparency and public participation. That point was characteristic in efforts to achieve good governance in Tabanan. Some empirical manifestations of local wisdom contained in the actualization of governance practices in achieving good governance in order to reduce the rate of corruption include making the procurement of goods and services policy in an accountable and transparent and make a model of electronic transactions and the transparency of budget management so that people can participate oversee groove in and out of government funds.There needs to be planting the thought of democracy based on ethics and morality in order to end the political taboo in most societies tabanan. .The form of relation the village community pakraman with village administration agency as an extension “hand” the country better have been decentralized than centralized as a form of recognition of the diversity of the village which has the right to manage themselves. Semarang city having broad areas 373,70 kilometers2 .With long coastlinewhich reached 13.6 kilometers, Therefore coastal areas in the city ofsemarang very has the potential to areas in additional or reclaimed that indoing in marina beach .In accordance with regional regulation which prevailat that number 8 years 2004 about layout of semarang city , marina area thatwill be reclaimed are allocated for the area building that support functionhousing .To education for example , sports , health and recreation .So , aimedas the area that support the common interests .The purpose of this research is to give evaluation or an assessment of policythe purpose of reclaiming the marina beach which accounted for target , aperiod of time the implementation of the , a budget and assessing how outputand outcome of these policies reclaiming the extent that was already carriedout .This research writer do research evaluation with the qualitative method. Thedata collected directly from the or source that deals with this research,obtained through direct interview with respondents.The interviewsconducted with a decisive manner of key person. Informants selected canprovide information that is relevant by research this is the associated withthe policy of reklamsi the coast of semarang, among others of bapeda,environmental board, of the city of semarang agency, works agency umun orbina marga, department of water resources management, among collegecompetent and community figures.Based on the research done reclamation are believed to have match to be thesolution the availability of land occupancy .This is supported to the city2semarang having long coastlines reached 13.6 kilometers , therefore coastalareas within the city of semarang potential to addition areas or reclaimed .Recommendations policy the planned reclamation, marina this is still feasibleto continue with a need of a revision of agreement policy itself , as a period oftime the implementation of the 75 year , and area on the agreement of 200ha ,or result reclamation , should be used for development tourism , industry andpublic facilities as the residential focus in the the city of semarang still asparse population .Keywords: evaluation , policy , reclamation
