Abstract

This research conducted to explain the result from the role of Badan Perencanaan Pembangunan Daerah (BAPPEDA) Semarang Regency and participation of society in sanitation development implementation in Jambu Village, Semarang Regency. The purposes of the research are society welfare enhancement through a planned effort, do an evaluation of accountable region development plan, do an assesment of region development potential analyticaly, do coordination of integrated planning, and do administration BAPPEDA Semarang Regency. This research is helpful for monitoring and evaluating implementation of sanitation development plan in Jambu Village including to assure policy, program, and project are implemented accordance with the determinded plan, and also to obtain feedback from policy, program, and project that is done as well as in progress. This research used qualitative descriptive method which supported by quantitative data and particularly used mix method research focused on purposive sampling technique to explain the role of BAPPEDA and participation of society in sanitation development implementation. Source of data were primary and secondary data. Collection of the data used observation, interview, and literature review. The result shows that implementation of sanitation development in Jambu Village Semarang Regency has worked well. The positive effect of this policy has achieved proved by society utilize irrigation canal easily for daily life, perceive ‘gotong-royong’ to other society, and easily get clean water so they have assured health and well field watering. The exist of sanitation development program in Jambu Village is expected affect to better social-economic and physic condition for society thus farmer’s income will increase. Abstract

 Abstract The merger policy villages in Pekalongan, a State government efforts in governing effectively and efficiently. However, on the way the pros and cons of the public arising from the impact of the implementation of the policy, both in administrative issues as well as history. As his case that occurred in the village incorporation Landungsari and Noyontaan in Pekalongan, a conflict people who do not agree with the policies of the Pekalongan government.This study aims to determine the public perception of merging the village Landungsari and Noyontaan in Pekalongan. This study uses a quantitative method with a non-parametric approach. The use of this type of research can be pursued gives an overview of the public perception of the incorporation of the Village in the Landung sari Village and Noyontaan Village, in the implementation of data collection in the field, researchers get 99 respondents using multystage system of random sampling.According to the research found that the majority of the village Noyontaansari not agree with the merger of the villages of Pekalongan City because people Noyontaansari strongly objected to the name of the result of merging the village that did not involve the wider community in policy-making village incorporation. Later in the process can seem abrupt and without their dissemination to the public beforehand. In this case the community, its specialty Noyontaansari society wants the government to restore  their Village to original name, because the name is related to the history of their village.The conclusion that the authors get Noyontaansari Village are society consider merging the Village is not important because before and after unification are not many changes that occurred in the village Government bureaucracies, both in terms of effective and efficient services. Keywords: Policies, Perceptions, Effective, Efficient

Abstract

ABSTRACT Village owned enterprises or BUMDes is an enterprise in which all or most of the financial capital is owned by the village where the financial capital is directly comes from the wealth of the village itself which is separated to manage assets, services, and other exertion to increase the welfare of society. ’’BUMDes Tirta Mandiri Desa Ponggok’’ is one of an advanced  enterprise which gives a real contribution for the village economic development, the village infrastructure development, social aid and financial capital. There are two implementation control of Bumdes Tirta Mandiri, those are internal control and external control. Internal control is organized by ’’Badan Pengawas’’ whereas external control is organized by ’’Bapermas’’.The research method that is used is qualitative research. The data were collected by observation, interview, and literary review as the data collecting technique. The informants of this research are the Director of BUMDes Tirta Mandiri Desa Ponggok, ’’Badan Pengawas Tirta Mandiri Desa Ponggok’’, the Village Head of Ponggok, the Head of BPD Desa Ponggok, the Head of Bapermas Klaten.The result of this research showed that the election process of the supervisors affect the supervisors’ work since it influential a supervisor’s quality. The implementation control by ’’Badan Pengawas’’ is organized objectively because ’’Badan Pengawas” use its standard that is tool administration, besides that, the implementation control is organized periodically which is arranged in the annual work program. However, there is a problem in the implementation control, the problem is the coordination between ’’Badan Pengawas’’ and BUMDes management are stymied by the adjusting of the meeting time, therefore, it hasn’t run optimally, since ’’Bapermas’’ only plays a role in the beginning of the election and as a facilitator in the provincial government program. The recommendation for BUMDes Management are organizing the training and the orientation towards ’’Badan Pengawas” and need to create a framework coordination for ”Bapermas” as the Vice-Regent in order to increase the role of BUMDes Tirta Mandiri’s monitoring and evaluation, although BUMDes Tirta Mandiri is categorized as a independent BUMDes and need to arrange the technical rules of monitoring and evaluation. Abstract

Indonesia as a democratic country puts the supreme power on people's hands by holding elections to choose candidates for the leader. Of 269 simultaneous elections held in 2015, one of the interesting local elections are elections Rembang. Rembang’s local leader election be attractive because candidates who advanced through independent pathways emerged as the winner defeating another pair of candidates backed by the major parties.The method used is a qualitative approach to data collection techniques are in-depth interviews. Informants in this study are H. Abdul Hafidz as a candidate who won the election Rembang 2015, Pair candidates Abdul Hafidz-Bayu Andriyanto’s team, Pair candidates Hamzah Fatoni-Ridwan’s team, Pair candidates Sunarto-Kuntum Khairu Basa’s team, Regional general election commitee, Election supervisory committee.These results indicate that there are four factors that influence the election of candidates Abdul Hafiz-Bayu Andriyanto advanced through individual lines can emerge as winners beat another candidates pair who supported the major parties. First, Abdul Hafidz figure already strong in Rembang, because of its track record as a member of third period parliament and incumbent. Second, the strength of the political machine possessed, as though advancing through independent channels, but there are three political parties PPP, Nasdem, and PAN are supporting a successful team despite not officially registered at the Commission as a party supporter. Third, the strategy adopted by successful teams effective in reaching people both constituents and non-participants, provide vision and mission as well as a good program, and in addition the pair advanced through independent channels are also benefited by being able to campaign at the time of collecting evidence of support as required by the Commission before another pair of candidates can campaign. Fourth, the economic capital of the pair is superior to the other candidate pairs, economic capital is then used to make money politics given the characteristics of voters in Rembang pragmatic.Keywords : Local Leaders Election, Independent Candidates, the winning of Independent Candidates

Abstract

Social problem is an action which is inappropriate with mores in society and it can be harmful for many people. Social problem happens as there is a deviation in society and if there is no resolution to solve it, it will not create a piece in society. One of social problems in Kendal is prostitution. Prostitution is difficult to be solved, and in order to stop PSK is needed preventive, curative, and repressive steps. These steps are expected to decrease the growth of prostitution. The research method used in this study is qualitative approach which uses observation, interview, and library research to collect the data. The participants in this research are Kasi Penegakan Perda Satuan Polisi Pamong Praja Kendal regency, Kasi social service of rehabilitation in Kendal regency, leader of prostitution community in Alaska, and coordinator of peer educator in prostitution community in Alaska. The result of this research shows that in order to press the growth of prostitution in Kendal regency based on regional rules in Kendal regency number 10 year 2008 about the rehabilitation of prostitution, the implementation in Kendal regency is not effective yet as the implementation still gets policing movement. The rest of movements are conducted by social service in Central Java province. If prostitute cannot fulfill the punishment, the prostitute will be released by paying tax to the administrator. The recommendation which can be done for Kendal regency is increasing the quality of human resource in regional united worker (SKPD) which relates to implementation of regulation in Kendal regency number 10 year 2008 about the rehabilitation of prostitution and increasing the communication and coordination among regional united worker (SKPD). Abstract

ABSTRACT This essay entitled "Implementation of the Civil Service Police Unit Performance In Enforcing Violations Local Regulation in Blora". Under the auspices of Drs. Priyono S, M.Si as a mentor I and Drs. Ghulam, S.Sos.M.Si as a mentor II. In this study, the authors brought the performance issue of satuan kerja perangkat daerah (SKPD) with a research focus onSatuan Polisi Pamong Praja (Satpol PP) in Blora, as well as the subject matter defined in this study were: 1). How well the Satuan Polisi Pamong Praja carry out their duties in enforcing peace and order in Blora? 2). How well the Satuan Polisi Pamong Praja in Blora carry out their duties without discrimination? 3. How good Satuan Polisi Pamong Prajaperformance to follow up the enforcement that have been carried out in accordance enforcement of legislation in Blora?This study aims to determine; 1) To determine the Satuan Polisi Pamong Praja performance carrying out their duties in enforcing peace and order in Blora; 2). To determine the Satuan Polisi Pamong Praja performance in Blora carrying out their duties without discrimination; and 3). To determine Satuan Polisi Pamong Praja performance on following up the enforcement that have been carried out in accordance enforcement of legislation in Blora. This research was conducted in the Office of the Satuan Polisi Pamong Praja in Blora. In this study, the theory used by the authors is the theory of performance appraisal belongs to Agus Dwiyanto (2006) which consists of the following five indicators of productivity, cauldron bags of service, responsiveness, responsibility and accountability. The method used in this research is descriptive quantitative method. The researcher’s technique used in data collection were questionnaires, interviews, observation and documentation. This study uses a sampling technique with area proportional random sampling method which is mean the data collection method takes a sample proportionately and randomly in each area with a population sample of 100 respondents. The data have been analyzed by using qualitative analysis. The results of this study showed that the Satuan Polisi Pamong Praja performance carrying out their duties in enforcing peace and order in Blora poorly because only reached 63,71%. This means that the performance of the Satuan Polisi Pamong Praja does not run well. It is known that there are three indicators have no good results, namely productivity, responsibility and accountability, while there are two indicators that get good results and thereare quality of service and responsiveness. This means that according to the performance of the Satuan Polisi Pamong Praja in Blora carrying out their duties without discrimination. As for the performance of Satuan Polisi Pamong Praja to follow up the enforcement that have been carried out in accordance of legislation enforcement in Blora, there are some things that must be addressed to improve the services performance and the quality of human resources, competencies and motivation, improved infrastructure, and further enhance the quality of the relationship of coordination with investigators Indonesian National Police (INP) and related agencies, and should always work in accordance with the rules and operational guidelines applicable, should also be more likely to disseminate to the public so that people know the role and function of Satuan Polisi Pamong Praja. Key Word : Performance, Satuan Polisi Pamong Praja, Local regulation violation

Abstract

Dewan Pewakilan Daerah (DPD) RI is a region represetative body that members of delgated of region and class in MPR were originally. The third amandment of UUD 1945 conclude that DPD was as members of MPR and parlement di second chambers. But constitution give legislative power just for DPR. DPD that a balances power for DPR have weak authority and make it just as a co-legislator of DPR..By this research, the writer want to explain how the probability of relationship  changed between two chamber (DPD and DPR) that capable of carrying the strengthening of DPD in political representation in Indonesia. The method used is the type of case study research.Base on interviews and study documentation, the relationship between DPD and DPR that capable of strengthen DPD is there are a parallel of  authotity, complementary and not for mutual competitions.  The way to make it happen is by the DPD strengthened by fiveth amandment of UUD 1945, change the recruitment system, and close down of MPR RI. With based on Structuration Theory by Anthony Giddens, showed that  structur constraint that constitutions and personal capability of DPD RI members,  can also provide an opportunity for strengthening of DPD. The opportunities are supported by the political dynamics of the external DPD such as PDI-P of the ruling party then and now, DPR and distruth of  political representatives, local communities and pathner PEMDA at the center of goverment,   to offer recruitment and space the existence of the party cadres, chairs led DPR / MPR's party winning the election , In addition factors that support are already  draf for fiveth amandment and there is a decision of MPR No.. 4 / MPR / 2014 about MPR’s  2009-2014 recommendations. Keyword: DPD, Strengthening, Structur

Abstract

Abstract. One of the efforts to accelerate the development of the region/city is to establish cooperation, one of which is a Sister City partnership. This cooperation serves to overcome the problem by increasing bilateral and multilateral relations with utilizing an acceleration in the fields of science, technology and information, as well as the economy. Sister city cooperation is usually based on similar characteristics or similar conditions both regions/cities. The method used is a qualitative approach. With the data collection techniques used is to make observations (qualitative observations), qualitative interviews, collecting documents qualitative literature study and draw conclusions. Informants in this study is a Staff Section Cooperation Secretariat of Semarang and the Division Head of Spatial Planning and the Environment and Development Planning Agency of Semarang. The results showed that the reason for Semarang city government in cooperation sister city is because of the similarity of characteristics, have an attachment relationship with Beihai City as well as an interest in the work culture in China, one of the Beihai City. In the process of cooperation, in 2008 the MoU was signed, but after that there was no follow-up so that the cooperation stopped. As for the obstacles that led to the cooperation of the city government stalled Semarang is no initiative to make the idea of the idea of sustainability sister city program. While from the Beihai is none other than because of the policy of the leader at the time. Related to these findings, recommendations can be given is expected the two sides were able to overcome the obstacles that hinder cooperation during this sister city, such as giving the initiative in proposing or making the idea for the program and in giving further response so that communication and cooperation continue to run uninterrupted. Because if this cooperation run and managed then the benefits that can be by both cities will greatly impact the city of Semarang and Beihai own. Keywords: Cooperation, Sister City, Obstacle

Abstract

Pemilu adalah sarana pelaksanaan kedaulatan rakyat. Pada 9 Desember 2015 telah dilaksanakan Pemilihan Walikota dan Walikota Semarang yang diikuti oleh tiga pasangan calon. Pilwakot Semarang tahun 2015 dimenangkan oleh paslon nomor dua yaitu Hendi-Ita yang diusung oleh Partai PDI-P, Nasdem, dan Demokrat dengan perolehan suara sebanyak 320.273 suara. Masyarakat etnis Tionghoa sebagai salah satu kelompok minoritas rata-rata memiliki partisipasi politik yang rendah. Partisipasi pemilih etnis Tionghoa di Kelurahan Tawang Mas pada Pilwakot Semarang tahun 2015 hanya sebesar 58,24% . Permasalahan yang dikaji dalam penelitian ini adalah mengapa partisipasi pemilih Etnis Tionghoa di Kelurahan Tawang Mas rendah dan apa saja faktor yang menyebabkannya. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan teknik pengumpulan data yaitu wawancara, studi kepustakaan, dan dokumentasi. Hasil dari penelitian ini adalah rendahnya partisipasi etnis Tionghoa di Kelurahan Tawang Mas disebabkan oleh: 1) Ketidaktertarikan masyarakat terhadap Pilwakot; 2) Kejenuhan masyarakat; 3) dan Kurangnya sosialisasi Pemilu. Faktor internal yang menyebabkan rendahnya partisipasi etnis Tionghoa di Kelurahan Tawangmas pada Pilwakot Semarang yaitu: 1) Apatisme; 2) Kejenuhan terhadap Pemilu; 3) dan Kesibukan sehari-hari. Sedangkan faktor eksternalnya yaitu kurangnya sosialisasi Pemilu dan tidak terealisasinya program Pemerintah. Budaya Politik masyarakat etnis Tionghoa di Kelurahan Tawangmas adalah subjek-partisipan. Perilaku memilih etnis Tionghoa Kelurahan Tawang Mas dianalisis menggunakan pendekatan sosiologis dan psikologis. Motivasi memilih masyarakat etnis Tionghoa adalah Afektual-emosional.Kata Kunci : Partisipasi, Kelompok Minoritas, Etnis Tionghoa
