Abstract

The reason why the writer focuses on this study is the political of Tionghoa in a structure of political party in kota Semarang period 2009 until 2014 there is an interesting phenomenon because Tionghoa joining in a political activities. Another condition, which tend to better in condition.The purpose of this study is that the writer would like to catch and to explain elite politics behavior of Tionhoa about the existence of this ethnic in managing Gerindra Party and PDI-P in Semarang. Beside, the writer would like to see the whether there is a correlation between political background of Tionghoa, its contribution and function in a political party, and also the problem found in organizing internal or external party of gerindra or PDI-P in SemarangThe method user by the writer is qualitative research, in term of snow ball method and structural interview guide as one of the technique in collecting data. The Writer gave his general poin of view as the result of the whole content of questionarries and analyzing interviewing as a method based on someone’s interpretation that give a real description of elite politic behaovior of Tionghoa in Semarang at this present reformation eraThe result of this study showed that Tionghoa elite politic joining in political party is a sociological base a the leader of those parties, family and friends support. The joining of political actor of tionghoa in social activity is still low. Tionghoa political actors in political structure are tend to economical side. Tionghoa polical actors should be able to see that politic is not only as someone’s side job but also a kind of serious duty and long term oriented to develop its potential function seriously when choosing the actors from their strategically position.Key word : elit Politic, Tionghoa, political party, political structure, gerindra and PDI-P

Abstract

The attendance of national project’s plan of cement factory construction in Sukolilo, Pati, causes pro-contra reaction in a group of civil servant and in the society that located in the near with the factory location, limestone and clay soil mining. This research is to analyze the conflict between the company and society toward the politic, economic, social, cultural and environment impact that may arise caused by the cement factory construction.This research uses descriptive analysis approach, to illustrate a conflict phenomenon, and aimed to explain it specifically. In collecting data, the writer uses qualitative method by deepen interview. In choosing the informant the writer uses snowball technique or continually asking the information to the people that has interviewed or contacted before until the writer gets enough information.The result of this research shows that the conflict arise caused by the differences of opinion between pro and contra group toward the construction of cement factory’s plan in Sukolilo region, as one of the regions that prioritized in having the raw materials for cement with a good quality. Because of it, the investor interested to exploit the karst soil that contained in Kendeng mountain. In that conflict, not only caused by among the group of society and project initiator but also with the Pati government.Each of the attitude from pro or contra group is influenced by social, politic, economy and culture aspects. The contra group’s attitude appears because of the anxiety about the uncertainty of economy impact like work opportunity, business chance, and prosperity. Besides that environment issue become an important reason, the anxiety of water source missing, sound pollution (noisiness) and also air pollution that have an influence to the health. For it, the natural resource usage that managed by districtgovernment must do in fair and harmonious way. If not, conflict will be happen. In sociocultural way, the society don’t want a transition that influencing social and cultural systems. While, pro group will give support to the investor continuously so that the investor can build cement factory in Sukolilo sub-district that aimed to use Kendeng mountain’s karst soil as the cement raw materials and also can give a job opening to the citizens who live arround the applicant of factory, so that the positive impact from the region construction can make the prosperous society.Keywords: Conflict, Region Construction, Impact

Abstract

In this study, researchers wanted to know how tourism development policy efforts and the arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro as a site of pilgrimage tourism and heritage sites Demak kingdom imposed by local government Demak, and has the objective to know how tourism development policy efforts and arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro is by Demak Regency. The study focused on policies owned by the government bureaucracy which is the vehicle of regional heads towards the expected results for the whole policy area in which these policies were later implemented by the concerned agencies namely the Department of Tourism and Culture of Demak District.In this study, using qualitative research methods of descriptive research that describes the properties of an individual, symptoms, circumstances, a phenomenon that can be words, pictures, and not a number. The goal is to solve a problem, said, analyze, classify and compare to the conclusion later. This study attempts to analyze how tourism development policy and arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro period of 2007 conducted by the District Demak government. The results of research conducted on tourism development policies and structuring the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro can be concluded that the policy process is already well under development, although still lacking and the stage of the development and evaluation of tourism management Demak Mosque and the Tomb of the Sultanate of Demak Bintoro own. while the policy arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro not run well because of some problems and irregularities arise that appear after the relocation of the arrangement of tourist area, thus causing potential will not be optimal, not on target and expectations.Advice can be given is the government supposed to be more consistency maintenance and relocation of the post patrol arrangement is not a tourist area that requires more than just discipline the officer, but a careful and strategic arrangementsKeywords: Policy, Tourism Development, Structuring tourist area.

Abstract

AbstractThis research exemines the fiscal gap of the Revenue-Sharing on oil andgas resources exploitation in Block Cepu which located between two provinces ofCentral Java and East Java. The asessment used in this research is juridicalnormative method where using the law of Undang-Undang Nomor 33 Tahun2004 Tentang Tentang Perimbangan Keuangan Antara Pemerintah Pusat danPemerintah daerah and Peraturan Pemerintah Nomor 55 Tahun 2005 TentangDana Perimbangan as an approach. Regional Autonomy grants an opportunity forLocal Government to flourish each area. Because of this growth, can not beavoided, the resources generated by Local Government have different quantityand quality. The same thing occured in Block Cepu where the oil and gasresources is located between two provinces of Central Java and East java. Thefiscal gap arises when Blora regency, Central Java does not obtain the Revenue-Sharing because of the exploitation is located in Banyu Urip, Bojonegoro, EastJava but Blora has 34,66% of the oil and gas resources.Based on the research results, Blora regency does not abtain theRevenue-Sharing because of clash with the law Undang-Undang Nomor 33 Tahun2004 which states that the beneficiary of Revenue-Sharing is producing areaswhere the oil and gas are exploited and another regency are located in oneprovince.Keywords: Fiscal Gap, Revenue-Sharing

Abstract

This research describes the role of Indonesia as mediator Thailand-Cambodia border conflict while Indonesia as ASEAN Chair 2011. Conflict between Thailand and Cambodia a few years ago made ​​the other members of ASEAN advise both parties to resolve their conflict, because being bother  cooperation among ASEAN countries. Therefore, in order not expand, this conflict should be resolve. A failure of bilateral coopration in order to conflict resolution making interference by ASEAN and the UN. A decision had been delegated by United Nations to ASEAN to resolve this conflict. The Government of Indonesia as mediator had helped both meet and negotiate in Indonesia. Indonesia has offered a solution, but it has not been done because it is still awaiting approval from the cabinet and parliament Thailand. After mediation by Indonesia, relations between Thailand-Cambodia have already better, and also boundary conditions have been conducive. Although it has not achieve a peace agreement.

Abstract

Procurement System in Tegal has implemented e-Procurement system. In the e-Procurement system of the whole process starting from the announcement of the auction, bidding, selection, until the announcement of the winner will be made online via the website (website). Internet access by the broader community, particularly in the construction business has made e-Procurement is flexibly applied and became a necessity for modern government. e-Procurement is believed to be an instrument for good governance and improved public services because it will increase cost efficiency, effectiveness, faster cycle times, improve government accountability. From the provider of construction services, the success in participating in the auction system soon is one of the factors determining survival.Of these problems can be answered with a descriptive qualitative research data collection techniques such as observation, interviews (interviews), and literature. Techniques of data analysis done by data reduction, organization and interpretation of data.This paper is the result of studies to recognize the characteristics of the implementation of e-Procurement program money is currently in the Department of Economic Development and Regional Secretary Tegal conclusions that can be drawn from this study regarding the implementation of an electronic auction system held in Government lingungan Tegal. Some problems were encountered, the recommendations can be delivered the lack of control of IT human resources, the availability of internet connections are limited. While the government is lack of human resources, There is improvement of the system that causes Audited interfere with the comfort of the e-Procurement system services to a standstill, most of the procurement committee still have not mastered the application of e-Procurement. And from the government's even harder training and development providers LPSE electronic goods, infrastructure improvements mainly problems of e-Procurement system is experiencing technical problems and technical center network.Keywords: e-Procurement, Manufacturers , Procurement of goods and services.

Abstract

One of the most crucial issues to be solved by the government of Indonesia is the problem of corruption. This is because the longer the corruption in Indonesia increasingly difficult to overcome. This is because corruption carried out in a systematic and organized from the bottom level to the level of officials. As happened in Tegal regency, corruption fund development projects Slawi city ring road, known as Jalingkos made by former Tegal Regent Agus Riyanto, Edy Prayitno, and Budi Haryono worth 3.4 Billion. Corruption is a neat eventually be leaked by a number of activists who are members of NGOs GMTB (tegal Unite People movement). . The results showed that the Agus Riyanto, Edy Prayitno, and Budi Haryono has proven corrupt jalingkos project development funds for their personal interests respectively. Law enforcement on the case jalingkos assessed later and said selective loggingAgus Riyanto was sentenced 5 years 6 months in jail, pay a fine of USD 200 million with a substitute punishment for one year in jail and pay compensation amounting to Rp 1.4 billion, or imprisonment for three years, Edy Prayitno was sentenced 5 years 6 months in prison and a fine of Rp 200 million and reimbursement of compensation amounting to Rp 1,494,410,000, Budi Haryono sentenced to 4 years in prison plus a fine of Rp 200 million and cash compensation of Rp 747,205,000.Keywords: Analysis of case, Corruption, Development Project Slawi Town Ring Road (Jalingkos).

Abstract

The Health Ministry in Semarang is health services levy exemption granted by the Government to the entire population of Semarang Regency that has Residents Sign Cards or a family card without exception. Health services levy exemption given is all there is in health services clinics in addition to hospitalization and health tests. The Health Ministry was held with the free highlights to the Ministry to the wider community in order to achieve optimal health degree movies, without neglecting the quality of service to individuals. The Ministry of health centers free start since 2008 and was held for almost 5 years of service free clinics has been going pretty well. In general there are no obstacles in the implementation of the health service means, obstacles that arise more comes from the State of the environment and the situation in each of the locations of clinics like each road conditions, weather conditions or outbreaks of disease.

Abstract

AbstractRed Onion is one commodity in the District of Bradford and is the largest production center in Indonesia. With onion potential is so great, is actually the ideal conditions for a positive impact on the realization of the welfare of the farmers in the district of Bradford, but seems still far from expectations when in reality there are many farmers who live in poverty. Therefore, the government must be able to function well where the local government authority to make policy areas to provide increased participation, and community empowerment initiatives aimed at improving the welfare of the people. Abstract

Kabupaten Ngawi merupakan salah satu daerah di Provinsi Jawa Timur yang telah melaksanakan Pemilhan Umum Kepala Daerah pada tahun 2010 yang lalu. Kemenangan mutlak pasangan Ir.Budi Sulistyono dan Ony Anwar,ST menarik untuk dicermati. Pertama, melihat latar belangkang figur calon sebagai Petahana, yang ingin melanjutkan kekeuasananya bersaing dengan lima pasangan calon diantara keempat pasangan calon bermacam-macam latar belakang profesi,Ratieh Sanggarwati merupakan mantan model terkenal,sedangkan sisanya ada yang berlatar belakang profesi sebagai pengusaha,birokrat,anggota DPRD dan ketua partai dll.Kemenangan pasangan Kanang-Ony tidak terlepas dari figurnya masing-masing, Kanang (Ir. Budi Sulistyono) merupakan mantan Wakil Bupati Ngawi dua periode,selain itu Kanang juga menjabat sebagai ketua DPC PDIP Kabupaten Ngawi, sedangkan sedangkan Ony Anwar dikenal sebagai putran dari dr.H.Harsono yang juga sebagai mantan Bupati Ngawi periode 2000-2005 dan 2005-2010.Kedua,pasangan Kanang dan Ony diusung oleh empat partai, PDIP, Golkar, PAN dan PKS. PDIP dan Golkar dalam pemilu legislatif 2009 yang lalu mendapatkan jatah kursi di DPRD delapan kursi,PAN mendapat 5 kursi dan PKS mendapat 3 kursi dari 45 lima kusri yang diperebutkan. Ketiga, Kabupaten Ngawi merupakan basis pendukung “Banteng” dan loyalis Golkar, dari dua pemilihan legislatif yang pernah digelar, PDIP selalu menjadi pemenang diikuti Golkar menempati urutan kedua.Dari ketiga alasan tersebut menarik untukmengetahui strategi politik yang diguanakan pasangan Kanang-Ony sehingga mampu menang mutlak di 18 kecamatan dari 19 kecamatan di Kabupaten Ngawi dengan perolehan suara mencapai 54,38 % suara dalam pemilukada Kabupaten Ngawi tahun 2010.Tujuan dari penelitian ini dimaksudkan untuk mengetahui apa saja strategi yang digunakan oleh pasangan Kanang-Ony sehingga dapat memperoleh suara mayoritas dalam Pemilukada Ngawi tahun 2012. Untuk memperkuat dan mencapai tujuan penelitian ini, peneliti menggunakan pendekatan kualitatif-deskriptif. Penggalian data dilakukan dengan wawancara mendalam dengan orang-orang yang dinilai mengetahui dan konsern terhadap pemilihan umum kepala daerah Ngawi tahun 2010 serta narasumber yang dianggap mengetahui, digunakan pula data dan dokumen untuk menunjang kelengkapan informasi yang dibutuhkan.Berdasarkan hasil penelitian, strategi yang digunakan pasangan,Kanang-Ony dapat diklsifikasikan dalam 2 strategi, pertama strategi internal Tim pasangan Kanang Ony terkait bagaimana dia membangun kekuatan tim pemenangan meliputi, Koalisi partai pengusung,Tim pemenangan yang solid. Kedua Strategi yang berkaitan dengan sisi eksternal Tim pemenangan yang meliputi mobilisasi organisasi-organisasi berpengaruh, rekruitmen tokoh tokoh penting,jaringan birokrasi dan bagaimana cara dia memelihara pemilih menjadi pengaruh besar dalam kemenangan yang diperoleh pasangan ini.Berpijak pada hasil penelitian maka, Sehingga kesimpulan utama yang dapat di generalisasikan dari penelitian ini adalah dalam konteks kemenangan calon kepala daerah dalam Pemilihan kepala daerah secara langsung. bahwa jaringan politik,kinerja Tim Pemenangan,platform partai serta pencitraan terhadap pasangan calon Kanan-Ony.Kata kunci: Strategi Pemenangan, Petahana dan PemilukadaAbstract
