Abstract

This study discusses government policies related to the political economy of tobacco inTemanggung. Policies related to the FCTC agenda, PP 109/2012 and policies on loosening oftobacco imports are very difficult for farmers to cause social protests because they create a crisisthat threatens farmers social welfare. History records that the emergence of social protestmovements from the peasantry in opposing the domination of power and the policies of theauthorities became a force that cannot be underestimated. Social protest in Temanggung bornsince 80s. Starting from the endless of pros cons tobacco issue, this condition is heightenedwhen the government makes a PP 109/2012 which potentially threaten the survival of thetobacco farmers. Farmers move.This study uses qualitative methods. Researchers used purposive sampling method with thenumber of respondents 15 respondents and uses interview techniques to obtain in-depth data.From this study, it was found that the factor levels of economic status, education level, tenurestatus, political interest and political efficacy significantly influence participation rates oftobacco farmers in social protest. The social protest of tobacco farmers in Temanggung was ableto make the government re- reviewing the rules that have been made previously. This isevidenced by the inclusion of RUU Pertembakauan on Legislation 2013 although until now theBill has not yet been ratified into law.Keywords: Policies, Economic Crisis and Social Protest

Abstract

Since the election of the Regional Head was held directly, there were many circlesbusinessman or family of entrepreneurs who have joined in enlivening the electoral competitionthe direct. In central Java, Brebes Regency is one of the regions that isThe Regent is from a businessman family. Is the Regent who comes from a familyDoes the entrepreneur cause a conflict of interest? Is the businessman family nottrying to influence policies in the regions that will benefit his business? ResearchThis aims to find out and describe the influence of the family for the Regentcome from a family environment.This research uses descriptive qualitative research method with approachcase study. Researchers obtain research data through primary sources conducted withusing interview and observation methods and secondary data obtained throughcollecting data from documents and report data from related agencies.The results of this study show that the role of the "Dewi Sri" family in influencingBrebes Regency Government policy is no longer dominant. Idza Priyanti's husband is onat the beginning of his leadership period as Regent of Brebes his dominance was very visiblethe policy made by Idza Priyanti does not currently show anyintervention in the policy made. Abstract

Government efforts in realizing Good Governance can be realized throughan integrated Electronic Government for Good Governance from the level ofregional government to the center. It is intended that the information andcommunication technology infrastructure that will be built can be utilizedmaximally to coordinate with all agencies, both at central and regional levels.The implementation of good governance in Demak Regency is realized throughthe application of E-Planning where in its application there are many obstaclesThe research method used is descriptive qualitative data collectiontechniques such as interviews and documentation. The data obtained were thenanalyzed using Triangulation Methods, Theory and Data Sources.The results of the research related to the implementation of e-planning inDemak Regency are the implementation of Regional Regulation No. 2 of 2018which is a follow-up of efforts to integrate the use of information technology ingovernment activities, especially those relating to development planning. Theimplementation process is modeling from a similar program in Batang District. Inthis case the E-Planning Application that is run is still in the web presence stagebecause when viewed in its application the E-Planning website does not provideinteractive space for the community. The process of initiation, provision ofinstruments, outreach and preparation has been carried out, but in itsimplementation there are still a number of problems including servers that areoften error with limited network capacity, over capacity access, causing operators  to wait for a while to be able to log in, limited human resources qualified in the  field of programming, there are still many proposals that are not accommodated properly. However, with all the problems faced by the Demak Regency government efforts so far it has been considered to be quite responsive in solving problems and both technical and non-technical obstacles encountered in implementing E-Planning can be seen from 3 aspects including TechnologyAspect, when there is an error on the server, the response of the Demak Regency government is quite fast only a few moments have been handled and the response is fast. Then in the bureaucratic or technical aspects, When input is carried out within a scope of Bappeda, the Demak Regency Government increases the capacity of the internet network at a certain time so that it is expected to minimize errors when input. Then when an urgent problem occurs but the Demak Regency government cannot handle it by itself, the Demak Regency Government inates with the Batang Regency to find solutions to the problems faced. In the aspect of Human Resources, Bappeda Litbang does not immediately release the operator independently but if there is a problem or the operator does not understand Bappeda continues to provide technical guidance in accordance with what is expected.Keywords: Good Governance, E-Government, Implementation

Abstract

This research is to find out why pragmatism occurs in internal regeneration in the Golkar Party DPP which is the object of this research in carrying out the party's cadre. The method used in this research is descriptive qualitative method, which is trying to describe and interpret what happened. Based on the results found in the field research, it is explained that the pragmatism that occurs in the internal regeneration of the Golkar Party DPP is caused by many related factors, since the Election system in Indonesia uses the Open Proportional System, the Golkar Party tends to be pragmatic, ie, views its cadres and prospective cadres from how likely they are to be able to bring the Golkar Party won votes and influence from the community. In this case those who are considered pragmatically are classified as ADP (Activists, Blue Blood, and Entrepreneurs) These 3 groups are considered to be more beneficial to the Golkar Party than other cadres.Keywords: Political Parties, Recruitment, Cadreization

Abstract

KontraS as civil society (organization) has done advocacies for Munir murder case for nine years. Any efforts have been done by using advocacy strategies such as case investigation, legal assistance, demonstration, and making opinion in mass media. But those efforts seem like hit a great wall: government's willing to handle and reveal Murnir murder case. KontraS's efforts should be continue to reveal Murnir murder case by keep the solidarity with other civil society. Then, KontraS should make issue expansion for Murnir murder case such as relating the case with human rights defender and ntelligent regulations draft to keep society to still remember for this case.Keywords: KontraS, civil society, Munir, human rights

Abstract

Kendal Port is a transfer of passenger and crossing sea port activities in the Port of Tanjung Emas Semarang, from the function, role and administration of the Kendal Port are under the auspices of the Port of Tanjung Emas Semarang. The development of Kendal Port into a commercial port utilizes the potential of the strategic location of the Kendal Regency, which is mainly close to Semarang City. This research discusses the role of the Kendal District Government in the development of the Kendal Port. The purpose of this research is to describe more deeply the role of the Kendal District Government in the development of the Kendal Port. This research uses descriptive qualitative research methods with data collection techniques through interviews, documentation, and literature review conducted to relevant informants. The results of this research are describing various findings in the field related to the role of the Regional Government of Kendal Regency in the development of Kendal Port, namely the construction of various main and supporting infrastructure facilities at the port, the budgeting of the Kendal APBD, Central Java APBD, and the State Budget, the existence of a development cooperation plan between the Regional Government Kendal Regency with BUMN, and public participation that strongly supports to port development, as well as the various benefits obtained by the Kendal District Government and the Kendal society.

Abstract

One of the issues that must be considered in the study population are enviromental problems. Increasing number of people will have implications for the more challenging enviromental problems. Of various problems concerning enviromental health in the society, along with the many cases of waste management are detrimental to society and the enviromental. Waste pollution cases occur in many large cities, one in Tegal regency.Tegal district is the center of industry, including industrial centers are located in the district know Adiwerna. Knowing the typical food Tegal regency. Many craftsmen know in the district Adiwerna impact also on the quality of waste management know, because managemant waste know who carried out in the district entrepreneurs Adiwerna very doubt about. So that existence of questionable enviromental agencies and ultimately the role and function of enviromental oversight is not optimal. The background of the problem arises of how the analysis of waste management tahu, and how supervision by government enviromental agencies, especially in deadling with waste management knows and enviromental oversight funciton in waste. Method management research is a qualitative research method is descriptive with data collection techniques include observation, interview and literature. Waste managementin the district know Adiwerna experiencing various problems so that the implementation of waste management tofu. In the district Adiwerna not optimal. There are several factors that cause is not optimal waste management in the district tofuAdiwerna. These factors include inadequate waste management oversight conduceted enviromental agencies, both preventive and represive control. So we need a new construction. Abstract

Pada tahun 2007 muncul program pemberdayaan masyarakat yaitu PNPM-MPd(Program Nasional Pemberdayaan Masyarakat Mandiri Perdesaan). Untuk melaksanakankegiatan pada lokasi program maka dibentuklah UPK (Unit Pengelola Kegiatan) yangmerupakan salah satu pelaku PNPM-MPd di tingkat Kecamatan.Berkaitan dengan hal tersebut pada tanggal 2 Mei 2011, Unit Pengelola Kegiatan (UPK)Kecamatan Wonosalam Kabupaten Demak yang difasilitasi oleh Program NasionalPemberdayaan Masyarakat-Mandiri Pedesaan (PNPM-MPd) terpilih sebagai UPK terbaiktingkat nasional tahun 2011 dalam anugerah “SIKOMPAK Award” yang diselenggarakan olehKementrian Dalam Negeri Republik Indonesia. Penghargaan ini diberikan Dalam rangkamemberikan apresiasi kepada pelaku pembangunan dan insan pemberdayaan masyarakat, yangdinilai terbaik secara nasional.Penelitian ini bertujuan untuk mengetahui inovasi yang dilaksanakan oleh UPKKecamatan Wonosalam dalam melaksanakan PNPM-MPd. Mengingat semua pelaku memilikipedoman umum pelaksanaan yang sama yaitu PTO (Petunjuk Teknis Operasional) PNPM-MPd.Bagaimana pelaksanaan inovasi tersebut dan siapa saja yang terlibat dalam pelaksanaan inovasidi UPK Kecamatan Wonosalam juga akan diungkap dalam penelitian ini, termasuk kendalakendalayang menghambat terjadinya inovasi serta solusi yang ditempuh oleh UPK KecamatanWonosalam. Peran pemerintah Kabupaten Demak juga akan dilihat dari peran Tim KoordinasiPNPM-MPd Kabupaten.Penelitian ini menggunakan metode studi kasus intrinsik yangmerupakan salah satu model penelitian kualitatif dimana peneliti ingin mengetahui fenomenaterpilihnya UPK Kecamatan Wonosalam sebagai UPK terbaik tingkat nasional dan kekhususanapa yang dimiliki oleh UPK Kecamatan Wonosalam dibandingkan dengan UPK lain yang ada diseluruh Indonesia. Dalam pengambilan narasumber dilakukan dengan cara purposefull samplingmerupakan teknik sampling yang berdasarkan kepada ciri-ciri yang dimilliki oleh subjek yangdipilih karena sesuai dengan tujuan penelitian sehingga menghasilkan gambaran inovasi dalampelaksanaan PNPM-MPd oleh UPK Kecamatan Wonosalam.Hasil penelitian ini menggunakan cara triangulasi data yang menunjukan bahwa terdapatdua bentuk inovasi yang terjadi di UPK Kecamatan Wonosalam yaitu pembinaan kelompok danpenekanan angka tunggakan yang merupakan hasil insiatif dari masyarakat KecamatanWonosalam. Inovasi ini juga mendapatkan dukungan penuh dari pemerintah Kabupaten Demakmelalui Tim Koordinasi PNPM-MPd Kabupaten Demak.

Abstract

Traffic accidents are a global public health  problem that is faced by all countries in the world,  especially developing countries.  This is certainly the high number of accidents  caused by many factors, either because of human  error (human error), technical errors, and nature. In  Indonesia, the biggest cause of accidents caused by human error, which reached 90%. When you  look at these facts, it should have the potential for a  reduced number of accidents, due to human error  factor is a factor that can be prevented by humans.The presence of PT JasaRaharja (Persero) as  insurance Indonesian Society, provide protection  to the public During the period of 54 years, PT JasaRaharja (Persero) is able to be a friend of the community. The main function of implementing and supporting the government's policy program in the field of national economic development, especially to improve the welfare of the people through the implementation of social insurance in accordance with JasaRaharjathe tagline "insurance Indonesian Community". The company looked at the sustainability of the company's business is realized by improving the quality of care and social insurance benefits to meet the needs of an increasingly complex and varied. The Company believes the increase in quality of service and increased insurance benefits can add value to the lives and welfare of the community in the face of various socio-economic risks.During the period of 54 years, PT JasaRaharja (Persero) is able to be a friend of the community. Abstract

This study analyzed the number of industries , especially those engaged in the field of garment that are emerging and growing in Kab. Semarang industry district. The number of industrial companies that grow and flourish in the Kab. Semarang has a very large number of workers to be employed in the production process . Seeing the number of workers employed by the dominance of female labor is then raises a question , how is the company 's in the garment Kab. Semarang to employ more women than men ? , But it also impacts among female workers who work and other impacts of the presence of the industrial area . Impact on women workers and people who work in the industrial area that is able to split my time between family , community and social environment around them In this study , researchersused a qualitative approach that will generate descriptive data . This research was conducted in Semarang regency , Central Java . The data in this study was obtained through interviews , observation , and documentation . The key informant interviews were conducted by female workers who are working in PT . Unggaran Sari Garmen , exposure of the company HDR , DINSOSNAKERTRANS as the party of government regulations governing the company with its workforce and the general public . While the documentation of data obtained from personal documentation taken around the industrial area , and is equipped documentation Semarang District Central Bureau of Statistics . The company employs more women in the production process because of the reason that women workers working more thorough, diligent , diligent , deft , and it is not owned by the labor of men , . Another impact to the surrounding community is the number of people around who use land around the industrial area to trading activity , transportation activity , making boarding building for many workers and surrounding communities are employed in the garmen industry is thus indirectly also reduce the unemployment rate in the Kab. Semarang. The existence of this industry region also makes the biggest contributor to revenue in the Kab. Semarang is then in one after another in the agricultural sector . The impact of such congestion around the existing industrial area , ranging loss of customs that place is replaced by migrants make one of the negative impacts of the industrial area.
