Abstract

The enactment of Law No. 6 of 2014 concerning Villages became a new spiritfor democracy in the village, which in article 58 paragraph 1 discussed the representation ofwomen in the Village Consultative. Women's participation in village development, especiallyin the policy making process is still very low, where women are still stuck in private matters.In this study using qualitative research, Data collection uses in-depth interviews,uninvolved observation and documentation, and data analysis uses the Creswell data analysisstage.The results of this study indicate on the comparison of the roles of women BPDmembers in village development in the villages of Gunung Tumpeng and Pillow Village,shows that the difference in the number of women BPD members is also one of the factorsthat is less than the maximum activeness of women BPD members in the village developmentprocess, seen from Gunung Tumpeng Village where the majority of BPD members are malemen who make women BPD members less active.The advice given is based on an explanation of the analysis of the role of women inBPD in village development in the villages of Gunung Tumpeng and Bantal villages bymaximizing the participation of BPD Perempuan members, holding special hearings onwomen's issues in the village because new ideas and mental courage in delivering suggestionsare needed. The role of BPD women members is not only related to empowerment, but alsophysical development, and the protection of women and children so that there is no moreomission of acts of violence against women and children.Key Words: BPD, Villages, Development, Women, Participation

Abstract

Since the election of the Regional Head was held directly, there were many circlesbusinessman or family of entrepreneurs who have joined in enlivening the electoral competitionthe direct. In central Java, Brebes Regency is one of the regions that isThe Regent is from a businessman family. Is the Regent who comes from a familyDoes the entrepreneur cause a conflict of interest? Is the businessman family nottrying to influence policies in the regions that will benefit his business? ResearchThis aims to find out and describe the influence of the family for the Regentcome from a family environment.This research uses descriptive qualitative research method with approachcase study. Researchers obtain research data through primary sources conducted withusing interview and observation methods and secondary data obtained throughcollecting data from documents and report data from related agencies.The results of this study show that the role of the "Dewi Sri" family in influencingBrebes Regency Government policy is no longer dominant. Idza Priyanti's husband is onat the beginning of his leadership period as Regent of Brebes his dominance was very visiblethe policy made by Idza Priyanti does not currently show anyintervention in the policy made. This is because Idza Priyanti has been a long timecoveted by the Corruption Eradication Commission due to many policies madeare collusive and nepotistic that benefit himself or his family. other than thatthe principles of good governance were also carried out in the period of the Idza Priyanti Governmentat present, so practices such as policy interventions are carried out by her husbanditself does not happen again.Keyword: The role of the family "Dewi Sri", Influencing Policy

Abstract

The Semarang Barito market relocation policy 2018 is the action of SemarangCity governor to overcome the problem caused by usages of the riverbank of theEast Flood Canal (BKT) by Barito Market traders, which consists of thenarrowing of the river flow, sedimentation, risk of flooding, seedy view, andincreasing number of illegal buildings as shelter as well as a place of business.The relocation is intended to free the riverbank of BKT as well as moving andmanaging Barito market traders to the Barito Baru Penggaron market.The author employed the descriptive qualitative method with the technique ofcollecting data through interviews, literature, and documentation. The author used the theory of policy assessment from William N. Dunn to evaluate the relocation policy of the Semarang City Barito market in 2018 with a case study of the Barito Market relocation to the Barito Baru Penggaron market according to five evaluation indicators to improve the performance and increase the support for the relocation policy.Based on indicators of adequacy, equity, responsiveness, and accuracy, therelocation policy of the Barito market has been implemented and has met thetarget based on objectives and results, even though some traders are lesssupportive and dissatisfied with their relocation. This has an impact on tradersactivities at the Barito Baru Penggaron market.The author recommends for the Semarang City Governor, both the SemarangCity Trade Office and other Regional Organizations (OPD) to make properpreparations based on the previously planned agenda, to plan the budget for allactivities before and after the implementation for building and managing themarket and traders, also to create an evaluation for relocation policy of Semarang Barito market for future policy.Keywords : Policy Evaluation, Relocation, Traders, Barito Market, Barito Baru Penggaron Market

Abstract

This study will provide an overview of how the Semarang City Government inrealizing multisectoral-based coordination of public services where there are many sectors and elements in it. This research will also show the sustainability of multi-sectoral coordination carried out by the Semarang City Government on the Call Center 112 services through various forms of coordination In seeking data, the authors conducted a participatory observation study  directly on this service, and also conducted interviews as primary data to the leaders and operators and volunteers involved in this service. Then it will be analyzed through the theory of the role of government according to Fuady and Gunarsa (2010) which divides the role of government into 2 namely facilitators and coordinators, then the writer takes the role of government as executor Whereas in knowing the continuity of coordination that occurs, the writer takes the theory of the form of coordination form that was sparked by Syafiie (2011) 3 which expressed 3 forms of coordination namely horizontal, vertical, and functional as well as the theory of Handayaningrat (in Mahfud 2015) which expressed the form of internal and external coordination The Semarang City Government plays its role in the continuation of coordination in this service, whereby all of these roles are carried out so that the multi-sectoral coordination that is realized becomes ideal, from the existence of such coordination, forming continued coordination which leads to cooperation between elements that have equal or hierarchical positions.Keywords: The role of government, Coordination, Multi – sectoral, Call Center 112

Abstract

This research aims to explain how Migrant Workers Care Village works and how the program can strengthen Community Development in Nyerot village, Kec. Jonggat Kab. Lombok Tengah NTB. The method used in this study is a qualitative method with a case study approach, which is an approach to deepen a unique case. The results of the Strengthening of Community Development in the Nyerot village were marked by the increased awareness of the community and the Nyerot village government on PMI issues in the village through their participation in the Desbumi program. In addition, it was also strengthened by joint actions among community members in solving their own problems through the establishment of Nyerot village regulation no. 4 of 2015 concerning the protection of the Nyerot village PMI and the emergence of independence in the community through economic empowerment and the use of local community resources as subjects in the implementation of the Desbumi program.Keywords: Community Development, Desbumi, Indonesia Migrant Worker

Abstract

One Stop Service (OSS) is one of the governments policy to give amenity ifservice to public. The purpose of one stop service in investment licensing is toprovide convenience for the public, particularly for the entrepreneurs or investorsto obtaining a business licence which is expected to be able to interest theenthusiasm of investors. One stop service in every regency is applied bt one stopservice agency. Majalengka is one if regency which one stop service withDPMPTSP of Majalengka Regency as executor.One stop service is the activity of licensing and non-licensing which itsmanagement process starts from the application stage until the document ispublished in one place. In One Stop Service, the head of the PTSP is delegated theauthority to sign the entry permit, this means simplifying the services.Simplification of service is an effort to increase the time, procedure, and cost oflicensing and non licensing. Licensing is the granting of legality to a certainperson or business actor/activity, either in the form of a license or a sign of business list. One Stop Service (PTSP) is expected to cut the time and cost neened to manage licensing. The purpose of this study is to evaluate the achievement of the objectives of One Stop Service licensing system at the DPMPTSP of Majalengka Regency. The research method used is descriptive research type with qualitative approach. This study also obtained from interviews, observations, and reindorced with documentation in accordance with the focus of the problem of One Stop Service (OSS) at the investment, the research is located in Majalengka regency, while the research site is at the DPMPTSP in Majalengka regency. Based on the results of research and discussion, it can be concluded ; First, One Stop Service policy towards investment in Majalengka Regency born to provide service in the field of licensing with the motto CERIA (Fast, Effectif, Responsif, Inovatif and Credible) through one door (One Stop Service) second. The resources in system one stop service at the investment and licensing agency of Majalengka Regency has been well, include human resource, facility resource, and authority signing licensing. Third, Disposition of staff in system one stop service is be well. Fourth, The evaluation results in system one stop service policy in Majalengka, although the benefits are already keenly felt, but there are still some problems faced. Fifth, as an effort Majalengka Regency Local Government to address these issues, is necessary to formulate strategic policies to realize the ideal model of the future policy of One Stop Service which according to the times.Keywords: Public Service, One Stop Service, Investment Licensing

Abstract

Kebumen District has been given a number of primary rank in the category ofchildren's Worthy Regency (KLA), in 2019 Kabupaten Kebumen increased to the rank of Madya. Due to the increase in the ranking category in the year 2019 in Kebumen district as the child Worthy district, the research conducted by this researcher relates to the strategy used by the District government of Kebumen in Developing Kebumen District as a child-worthy district. This research became interesting to be researched due to the increase in the ranking category obtained by Kebumen District.The research uses qualitative, descriptive research methods, with data collectiontechniques through observation, interviews, and documentation studies. The subject in this research is: the Office of Community Empowerment and village and empowerment of women and child Protection, District DPRD Kebumen, children's Forum district, village head of the temple, head of Adikarso village, SMP N 2 Kebumen, Puskesmas Karanganyar, and society. The result of this research is describing the findings in the field that is in accordance with the strategic plan of community empowerment and village and empowerment of women and child protection of Kebumen district which is an increase in capacity Institutional and capacity building of child-friendly services that increase the establishment of the Village Child Forum, the establishment of child-friendly schools and the establishment of child friendly puskesmas. Its just that the increase is not accompanied by a variety of activities that can make both child-friendly schools, child-friendly puskesmas, and village childrens’s forums continue to be active. This shows that the increase is only a formality to be formed. From the results of this research, increased establishment of a village child forum, the establishment of child-friendly schools and the establishment of child friendly puskesmas should continue to be maximally enhanced not only formalities mere. In addition, there needs to be an effort to increase the amount of budget that is doing cooperation with private parties. Abstract

Kudus Regency has a public service effort that continues to be developed to provideeasy access for the community. One of the concepts of government management relating topolicy and development and followed by rapid technological development is theimplementation of services in the field of emergencies, namely the Emergency SingleNumber Service 112. This service is an integration between the central government throughthe Ministry of Communication and Information and the regencies / cities in Indonesia.Kudus Regency built this service under the name Garuda Unit 112. The task of this serviceis to receive telephone calls from the public regarding 24-hour emergency reports, so theresearch conducted by researchers was related to the implementation of realizing Garuda112 Service Unit innovations The method used was descriptive qualitative research methods, with data collection techniques through observation, interviews, and documentation studies. The subjects in this study were Kudus Regency Communication and Information Office, Regional Disaster Management Agency, Garuda Unit 112 Officers and the community. The focus in thisstudy was according to the theory of De Vreye: 1) Self Esteem, 2) Exceed expectation, 3)Recovery, 4) Vision, 5) Improve, 6) Care, 7) Empower.The research results obtained were: socialization is still minimal so that there arestill forms of complaints and many trial and error calls made by the community, thenetwork / application is often unstable,the characteristics or character possessed byoperators and Garuda Unit 112 officers are already good in serving the community butincoming reports are not all emergency reports.Keywords: Quality Dimensions of Emergency Service, Garuda Unit 112

Abstract

Government efforts in realizing Good Governance can be realized throughan integrated Electronic Government for Good Governance from the level ofregional government to the center. It is intended that the information andcommunication technology infrastructure that will be built can be utilizedmaximally to coordinate with all agencies, both at central and regional levels.The implementation of good governance in Demak Regency is realized throughthe application of E-Planning where in its application there are many obstaclesThe research method used is descriptive qualitative data collectiontechniques such as interviews and documentation. The data obtained were thenanalyzed using Triangulation Methods, Theory and Data Sources.The results of the research related to the implementation of e-planning inDemak Regency are the implementation of Regional Regulation No. 2 of 2018which is a follow-up of efforts to integrate the use of information technology ingovernment activities, especially those relating to development planning. Theimplementation process is modeling from a similar program in Batang District. Inthis case the E-Planning Application that is run is still in the web presence stagebecause when viewed in its application the E-Planning website does not provideinteractive space for the community. The process of initiation, provision ofinstruments, outreach and preparation has been carried out, but in itsimplementation there are still a number of problems including servers that areoften error with limited network capacity, over capacity access, causing operatorsto wait for a while to be able to log in, limited human resources qualified in thefield of programming, there are still many proposals that are not accommodatedproperly. However, with all the problems faced by the Demak Regencygovernment efforts so far it has been considered to be quite responsive in solvingproblems and both technical and non-technical obstacles encountered inimplementing E-Planning can be seen from 3 aspects including TechnologyAspect, when there is an error on the server, the response of the Demak Regencygovernment is quite fast only a few moments have been handled and the responseis fast. Then in the bureaucratic or technical aspects, When input is carried outwithin a scope of Bappeda, the Demak Regency Government increases thecapacity of the internet network at a certain time so that it is expected to minimizeerrors when input. Then when an urgent problem occurs but the Demak Regencygovernment cannot handle it by itself, the Demak Regency Government  coordinates with the Batang Regency to find solutions to the problems faced. In the aspect of Human Resources, Bappeda Litbang does not immediately release the operator independently but if there is a problem or the operator does not understand Bappeda continues to provide technical guidance in accordance with what is expected.Keywords: Good Governance, E-Government, Implementation
