Abstract

Korupsi sudah menjadi parasit negeri ini. Hampir semua lembaga terjangkiti virus bernama korupsi, termasuk DPRD. Partai politik, sebagai satu-satunya pintu masuk para politikus di DPRD memainkan peran yang amat penting. Partai Keadilan Sekahtera (PKS) dipilih sebagai objek penelitian. Alasannya adalah partai itu oleh berbagai sumber dicitrakan sebagai partai yang bersih dari korupsi. Penelitian ini menggunakan metode kuantitatif yakni untuk mengetahui sejauh mana pengaruh antara nilai-nilai yang ditransfer oleh keluarga, partai politik dan lingkungan DPRD terhadap perilaku bersih dari korupsi di Fraksi PKS. Sampel dipilih dengan model cluster sampling, berdasarkan jumlah kasus korupsi yang ada di DPRD se-Jawa Tengah. Jawa Tengah dipilih sebagai lokasi penelitian oleh karena provinsi ini memiliki angka korupsi yang cukup tinggi yakni pada tahun 2008 terdapat sekitar 350 kasus korupsi. Ada delapan DPRD yang dijadikan sampel. Delapan DPRD itu merepresentasikan jumlah kasus korupsi dari kategori rendah, sedang hingga tinggi. Selanjutnya hasil penelitian diolah dengan analisis regresi berganda (multiple regression). Tujuannya adalah untuk mengetahui tingkat pengaruh tiga variabel independen terhadap satu variabel dependen. Selanjutnya dari ketiga variabel independen tersebut dicari variabel mana yang paling berpengaruh terhadap variabel dependen.

Abstract

Nowdays, handling of HIV/AIDS is not only concerned with health problems, but also we have to deal with social matters. Community empowerment is a new approach to handle the problem of HIV and AIDS and to eliminate discrimination against people with AIDS. An empowerment of people care for AIDS is called Warga Peduli AIDS Kelurahan Peterongan. By the presence of Warga Peduli AIDS Kelurahan Peterongan, there will be no discrimination against people with AIDS and residents who have highly risked of HIV contagion could be financially independent. Through this research, writer explains the process of community empowerment by a group of Warga Peduli AIDS Kelurahan Peterongan and explains the support and inhibitors factors of process of empowerment by a group of Warga Peduli AIDS Kelurahan Peterongan. In this research writer uses interview and study documentation method to get data. Result shows no discrimination toward people with AIDS and people who have highly risked of HIV contagion. The support factors of empowerment by a group of Warga Peduli AIDS Kelurahan Peterongan are the financial support of governments and NGO’s, better communication and easy access to information. While the barrier factors are lack of knowledge, lack of education and lack of funding sources. Additionally, the government should provides larger budget for the suistainability of the empowernment of Warga Peduli AIDS Kelurahan Peterongan. On the other side the members of Warga Peduli AIDS Kelurahan Peterongan should be more creative to solve every problem they have. Abstract

Reasons behind the author in writing this paper that in 2010 the government of Tegal have relocated street vendors in the Poci Park, Tegal, the street vendors were relocated to the field of PJKA which is right in front of the Poci Park. The relocation was based on Regulation No. 3 of 2008 on Street Vendors settings. However, in implementation the policy arise problems, which the place that the vendor selling now was deemed unfit. This is because the shanties of thevendors which mostly semi-permanent is not well ordered, no access roads to the buyer and the absence of electricity in there. The situation is exacerbated by the condition of access roads muddy if it rains. This affects the level of income the vendors who were increasingly losing. Some even forced to sell their shanties. The condition also is encouraging vendors to be selling back in the old place, it also encourages local governments to re-right the situation by confiscating merchandise and carts where they are selling. It also raises a variety of perceptions among the traders about the application of the policies.The purpose of this study was to determine the level of knowledge and perception of Street Vendors to the policy of restructuring the Poci Park area, Tegal. This study uses descriptive type is the type of research that aims to depict or describe the symptoms and analyze the symptoms, using a quantitative approach.The results showed that the level of knowledge the street vendors on policy restructuring the Poci Park area of Tegal is still lacking, it is because not involve street vendors during the making of policy. The perception of street vendors towards restructuring policies the Poci Park area of Tegal is the city government considered carelessly in relocating the street vendors.Keywords: Perception, Policy, street vendors

ABSTRACTThis thesis entitled "Political Recruitment Analyse: Studies on New MemberRecruitment of DPC PDI Perjuangan Semarang Year 2012-2013". Rina Martini, M.Sc.Political parties play an important role in the future leaders prints. It can besaid that good or bad depending on the quality of the party's leader in conducting therecruitment and education of members. PDI-Perjuangan is a big party and have abroad mass base. Greatness name PDI-Perjuangan penetrating through to areas suchas in Central Java, including in the city of Semarang. This is the background forresearchers to determine how the PDI-Perjuangan is able to obtain a high level ofelectability and also has many members.This study uses qualitative research methods with case studies. The studydesign used is the descriptive type of analytical data collection through interviewswith a number of informants that functionaries of PDI-Perjuangan cadres Semarangand examine any documents.Researchers analyzed all the phenomena of the background in the recruitmentprocess of the PDI-Perjuangan, including Sukarno heritages are attached to theChairman of the PDI-Perjuangan. PDI-Perjuangan does not implement a particularstrategy in recruiting members, that's a fact. Through this study the authors alsodescribe any factors supporting and inhibiting PDI perjuangan in recruit newmembers. Both of these factors would greatly affect the recruitment and imaging ofthe party as the “wong cilik” party's.PDI-Perjuangan should be more selective in recruiting members because ofperceived recruitment process is very important for future leaders prints. PDI-P isalso necessary to change the paradigm of the concept of leadership has MegawatiSoekarno breeds. Cadre too dependent on their leaders so that the leader decision isan absolute. AbstrakImplementasi PengembanganKawasan Kota Lama Sebagai Tujuan WisataKota SemarangKawasan Kota Lama merupakan peninggalan bersejarah dari jaman kolonialisme Belanda. Kawasan ini memiliki potensi sebagai kawasan wisata, terdapat banyak keunikan yang ditunjukkan oleh tempat ini bukan hanya karena tempat tersebut memiliki nilai seni namun juga dari tiap bangunan mempunyai cerita sejarahnya masing-masing dan juga wilayah tersebut seperti menyerupai kawasan eropa, ini dikarenakan pada masanya tempat ini merupakan pusat pemerintahan Belanda. Namun seiring perkembangan zaman kota lama semakin terbengkalai tidak terawat, Kondisi memprihatinkan kota lama ini disebabkan oleh banyak faktor antara lain karena dari berbagai stokeholder misalnya pihak pemerintah yang belum mampu mengembangkan serta melestarikan, belum adanya investor yang tertarik untuk berinvestasi untuk kota lama, dari segi masyarakat juga terlihat kepedulian yang masih rendah. Faktor lain seperti masalah klasik yakni kondisi rusaknya jalan serta masalah banjir yang masih belum terselesaikan. Kurangya fasilitas yang memadai juga menjadi perhatian yang perlu ditangani. Metode yang digunakan dalam penelitian ini adalah metode deskripsi analisis. Abstract

Gender Responsive Planning and Budgeting (PPRG) is planning and budgetingarranged by considering four aspects: access, participation, control, and benefits which areconducted equitably between women and men. Through Permendagri No. 67 in 2011, PPRGbecomes one of the tools to improve gender equality and justice in implementing the gendermainstreaming (PUG) strategy in a region.This study was conducted to determine the role of Regent Widya Kandi Susanti inplanning and budgeting the gender responsive local budgets. It also describes variousproblems in the field such as enabling and inhabiting factors both from within and fromoutside, so that the influence of women as the head of a region in gender responsive planningand budgeting to implement gender mainstreaming in Kendal Regency is known. The methodof the study used was qualitative description. Primary data source was gathered throughinterview using purposive sampling technique, while secondary data were obtained fromdocument, archive and other sources relating to the study. The analysis used qualitative dataanalysis technique by reducing data, presenting data, and drawing conclusion or verification.The research result shows that Regent Widya Kandi Susanti’s commitment in reducinggender discrepancy is written in the vision and mission of Kendal Regency RPJMD and whomore of a role in the implementing PPRG in Kendal Regency are PUG teams. The obstaclesin implementing PPRG in Kendal Regency is the existence of official rotation which is toofast, the absence of regional regulation on the implementing PPRG and the lack of publicofficial knowledge regarding gender causes PPRG has not been implemented effectively ineach SKPD, and gender responsive budget allocation in Kendal Regency Budgets year 2011-2013 remains neutral.Recommendations that can be given are Kendal Regency Government should givecommitment and support through local regulations to assure the implementation of genderresponsive budget in planning, budgeting, monitoring, and evaluating activities. Publicofficials also need to obtain gender responsive budget training sustainably in developing theappropriate understanding regarding gender responsive budget.

Abstract

Konflik merupakan fenomena yang selalu ada dalam kehidupan manusia. Tidak bisadipungkiri bahwa konflik dapat terjadi baik pada tataran individu maupun dalamkelompok di dalam masyarakat. Salah satu konflik yang telah terjadi dan sampai saat inimasih berlangsung yaitu konflik antara warga dengan TNI AD di Desa SetrojenarKecamatan Buluspesantren Kabupaten Kebumen. Fenomena konflik tersebut mencapaititik klimaks pada tanggal 16 April 2011. Seharusnya sebagai warga dan TNI dapathidup rukun secara bersamaan. Namun fenomena konflik tersebut terjadi mustahil kalautidak ada penyebabnya. Sebagai langkah awal dalam mencapai tujuan pemecahankonflik, ada baiknya untuk bisa mengetahu faktor determinan atau faktor utama yangmenyebabkan konflik tersebut terjadi. Dengan demikian dapat diketahui kunci darikonflik tersebut sehingga upaya penangannya dapat diketahui secara baik

Abstract

AbstractWaste matter in the city of Semarang is an issue that never ends, where is the garbage there will always be for man is still alive. All the activity and human activity never detached and always produces waste. The waste problem in the city of Semarang will be more worried about handling if not be taken seriously. This on land because of carelessness final disposal place at Jatibarang’s landfills more narrow and already full. Even the volume of waste in the flue to this place from year to year experienced significant improvement that is to ride about 10 percent. Semarang City Government has made a policy to resolve the issue that is in the form of Regional Regulations No. 6/2012 about waste management in the city of Semarang.The purpose of this research is to know the implementation of Regional Regulation No. 6/2012 about waste management in the city of Semarang, and supporting factor or factor impediment to the implementation. The methods used in this study is a qualitative approach is descriptive-analytic. There are two indicators in the implementation of waste management, there are management of waste and waste utilization.The implementation of the waste management in Semarang city is still considered less properly, especially the management at Jatibarang’s landfill. Requires support from all parties within petrification deal with waste matter that2has no end. The support of government, privat, and society in encouraging wastemanagement activities are needed in implementing the mandate of regionalregulation No. 6/2012, As well as awareness of the self about the importance ofhealthy environment externalities on the self each.Supporting factors in implementation of waste management in the city ofsemarang are the presence of facilities and infrastructure every year, cooperationbetween state corporations, private and society. While factors impediment toimplementation are communication the lack of space at tpa jatibarang, weatherfactor, and infrastructure of unbalanced production with the rubbish every day.Keywords: Implementation, Regional Regulation, Waste Management.

Abstract

In implementation of Government in Indonesian, region given a chance and freedom for organize the extensive of region autonomy, which it is included in section 18 and verse 5 of UUD 1945. From awarding the authority, the low level of bureaucrat given a chance for take the initiative and explore them creativity. Therefore the main problem of realization autonomy region is upgrading the quality of human power and agency. We need human power which qualified and professional. Qualified and professional human power depends on process of recruitment bureaucracy elite. Therefore the formulation of problem in this research is “How is the process of recruitment bureaucracy elite in area of Central Java Provincial Secretariat and what is the factor affecting.”            The direction of this research is to detect how is process of recruitment bureaucracy elite in area of Central Java Pronvicial Secretariat and what is the factor affecting of process recruitment. The research method is descriptive qualitative. Primary source data retrieved from interview and secondary data from document, archieve, and the other source which it is still connect with research. Analysis technique using qualitative data with analyst in form essay, depiction, and drawing the conclusion of indication research.            From the result of research, showing that process of recruitment bureaucracy elite in area of Central Java Pronvicial Secretariat using auction of position system or open promotion system. It was first time perfomed in Central Java. The result of this system judged can fixing the situation of our bureaucracy because a few of good governance idea which it is include idea of transpiration, accountability, obey the law, and participation of the citizen. Besides the advantage of open promotion system is recruitment system that puts meritocracy people on front.            This recruitment system have to done truly and full of concistency, so that the result not useless. Also required commitment, courage, and provide a leadership in Indonesian, in particular the leadership of leaders such as, Governor, Regent, or Mayor in order to apply the punishment for all of the agency which make a mistake in the process recruitment.Keywords: recruitmen, Elite, Bureaucracy

Abstract

ABSTRACTIONHealth program is the flagship program of the couple Mundjirin and Warnadi. Health programs are favored free treatment at health centers and classrooms III general hospitals. This study uses qualitative methods research that produces descriptive data described with words written and spoken by the people as well as observations of behavior to determine how the realization of campaign promises the couples Mundijirin and Warnadi in elections of regional heads Semarang district 2010. The results showed that the campaign promises of health programs in the form of Semarang regency regent free health programs truly realized.Keywords : Campaign Promises, Health Programs, The Realization
