Abstract

As seen by level of poverty case that has been related to dropout number in DKI Jakarta, accordingly local government of DKI Jakarta on December 2012 has released their new program called by Kartu Jakarta Pintar which is one of Personal Education Funding Aid. With this policies, the the Government of Jakarta give an access for those who can not get their education at least until Senior High School or Vocational School as DKI Jakarta citizen. The aid is fully supported by the national income of DKI Jakarta. Principally, the aim of Kartu Jakarta Pintar’s program is considered as an effort to increase the society especially students who comes from needy family to complete 12 years compulsory education in DKI Jakarta.The purpose of this research aim is to find out implementation of KJP policies in the High School and Vocational School level especially in Southern Jakarta in 2013-2014 and also to find out the obstacle and proponent factors from this policy The type of this research is descriptive research. Method of this research is qualitative and data collecting technique use interview and document analysis.The evaluation result of policies shows that: KJP policy for Senior High School and Vocational School in period 2013-2014 have not succeeded yet. In 2013-2014 this program is considered not success. Due to it was found much discrepancy between normative goal and empiric situation in society. The discrepancy happened because of obstacle in implementation of KJP. The factors that become an obstacle in KJP Program in Southern Jakarta for example : (1)the lack of human resource and financial to support KJP Program for period 2013-2014, (2) the selection process of KJP receiver base on SKTM involved some of student misunderstanding as incompetent receiver even though they already had SKTM, (3) the distribution of KJP funding in 2013-2014 sustained a delay due to there were many school still propose KJP program out of the school record and it2caused double account problems, (4) lack of observation for this program either from the school or Education Service.The writer recommend are: (1) The role of observer institute should be improve to monitor and evaluate KJP Program either from Education Service, School or even the society to minimize the distortion of this program, (2) the government needs to increase budget for KJP Program due to the necessity of education will be increase from time to time, (3) the school should be make direct observe (home visit) in order to process the data collection of KJP receiver.Key words: Policy, Evaluation, Kartu Jakarta Pintar (KJP)PENDAHULUAN

Abstract

In order to reduce the amount of waste that goes to landfill Jatibarang, Semarang City Government appointed Ward Pleburan to implement community-based waste management system. Waste management system requires a connection between the theory of the best waste management, proper legal basis and clear policies that can be handled properly, effectively and efficiently. Not only that, waste management, especially those involving the public, can not be separated from the role of government, the private sector itself. Community-based waste management activities in the Ward Pleburan is expected to empower also open employment opportunities for the surrounding community. The research method used in this study is a qualitative method. The data in this study come from interviews with respondents and the data obtained from these reports, books, journals, magazines, and so on. The data was then compiled with the stages of examining the data obtained from the field, analyzing the data and information and then draw conclusions and verification. Thus generating descriptive data to portray a community-based waste management systems in Ward Pleburan Southern District of Semarang, Semarang City. Based on the research conducted, community-based waste management in Ward Pleburan using the principle of the 3Rs (reduce, reuce, recycle) by involving the community. Government's role as regulator, facilitator and dynamic, the role of the public looks to the participation in this activity, and the role of the private sector can be seen with the financial assistance and infrastructure as a manifestation of their CSR. Community-based waste management in Ward Pleburan not optimal due to unresolved obstacles still facing such difficulties marketing products processed garbage, lack of funds as capital activities, lack of control and supervision of the government, as well as the characteristics of communities that are divided into two groups, namely the middle class which tend to be less participative up because I was busy outside the home and the middle class are more atusias down in this activity because it has more free time at home. Abstract

A political party is one of the agents in a system called democracy. The success of a party to run a democratic system we can see through the political recruitment function. PDI-P is one of the major parties in Central Java, which has a mass base a lot. Vacancy that occurs in the DPD PDIP must immediately be filled again by the political elite recruiting a new chairman to replace.             This study used a descriptive study in which the analysis here will explain an object, phenomenon, or social background terejawantahkan research objectives in narrative writing. Research location in the city of Semarang where DPD PDIP located. Vacancy in the position of chairman of DPD PDIP become a matter of considerable interest to study, vacancy that occurs during the approaching election of the Governor of Central Java raises recruitment patterns of the political elite as well as the system used in the election of the chairman of PDI struggle to fill vacant positions.             Through this study the authors tried to describe how the patterns of recruitment conducted by PDI-P to replace the Chairman of the Council, both for five-year periods as well as filling vacant positions as last occurred in 2013. Then the researchers here also to answer how the system is performed by the Chairman of the PDI PDI Struggle for the five-year period and filling vacant positions.

Abstract

School Operational Assistance Fund is a central government assistance to all schools Elementary and Junior High School, including the Open High School, High School, Vocational High School and The Independent Learning Activities held by the community, both public and private in all provinces in Indonesia. With the School Operational Assistance program funding, schools are required ability to be able to plan, implement and evaluate and be accountable for the management of the educational costs transparent to the public and the government.The study, titled Process Implementation of School Operational Assistance (BOS) at SMK Negeri 7 Semaarang City aims to determine the process of implementation of the BOS program at SMK Negeri 7 Semarang. In addition, to know the various problems that arise in implementing the Operational School in SMK Negeri 7 Semarang. This study uses a mixed method research with data collection through interviews and questionnaires.Based on the results of the study showed that the level of effectiveness of the implementation process of the School Operational Assistance (BOS) at SMK Negeri 7 of Semarang is influenced by several factors, factors Human Resources (HR), communication, attitudes implementing and coordinating factor. The problems that must be faced by schools is their failure to provide socialization of BOS to parents, the failure in the manufacture of LPJ, as well as ignorance of the teachers of the operational guidelines BOS policy guidelines. These constraints can occur because BOS Program is a new program so that schools need time to adapt and get used to all regulatory guidelines elaborate guidelines.

Abstract

Indonesian political parties are institutions that considered an institution withmodern democratic system. Therefore, political parties are obliged to conductrecruitment for Legislative Candidates, mostly party cadres that would be placed inParliament. Partai Demokrasi Indonesia Perjuangan (PDI Perjuangan) prior to theelection of 2014 has a policy of recruiting Candidate Legislatif through a mechanismeand more rigorous process according to Letter of Decree No.: 061 / TAP / DPP / III /2013. Thus, it can be expected to form best representatives in 2014 election, at anylevel of national Parliament, Provincial and City / District.This study aims to determine the pattern of recruitment conducted by PDIPerjuangan in Semarang. The method used in this study is qualitative method. Thedata is collected by in-depth interview to several representative in formants anddocumentation. Analyzes of the data based on the interview.The result showsd that the recruitment pattern of legislative candidate for2014 election conducted by the DPC PDI Perjuangan Semarang was bya on ordersDPP. Based on party rules that have been listed in the Letter of Decree No: 061 / TAP/ DPP / III / 2013. The regulation stated that the recruitment pattern of legislativecandidates must go through the process of registration, networking, administrationtest (psychological, and understanding of party ideology), screening as well asassignments.It can be concluded, that the members of legislative candidates must followthe rules of the party in the recruitment process. Start of the registration process,networking and filtering. While the constraints experienced by DPC PDI Perjuanganin recruiting members of the legislature are in the process of screening for adiscussion of this process is difficult for the parties to determine the names of thecandidates according to the criteria of the party.Keywords: Party Regulation, Registration, Networking, Filtering, Determination

Abstract

AbstractThis study analyzes the phenomenon of regional head candidates win elected throughindependent pathways in the election of regional heads in East Lampung District in the year2010, kadidat winner is elected to partner Satono-erwin that in fact they are a couple thatcarried through the non-party or often we call independent in the general election in 2010 alone,in Lampung, as many as 10 districts / cities in sequence hold pilbup / pilwali. The elections in2010 opened new opportunities for players who prefer to use an independent candidate when theimpenetrable political party lines as most political parties already have a candidate. What is thechance that an individual candidate or more popularly called "independents" that?In this study, researchers using a qualitative approach that will generate data descriptif. Thisstudy was conducted in East Lampung district, the data obtained through observation,interviews, the voting public, a successful team of camp Satono, local political observers, customshop seklaigus stores and religion, society, and some data obtained from documents related tothe topic this study.The strategy used in the election heads East Lampung district in 2010 that deliversSatono Erwin re-elected for the second time in the form of the election campaign, jejang career,mass mobilization, social capital, development and empowerment of communities throughprograms that pro-people and communication politics. Success in making the strategy deliver thecouple elected with less of the vote 237.251 or 47.72% of the vote to beat a couple YusranAmirullah Bambang Imam Santoso, S. Sos with the acquisition of 172.869 or 34.77% of the voteand couples Hi. Noverman Subing, SH,. MM and couples Ir. Hj. Abstract

ABSTRACTWater as a fundamental requirement for life, should be met in terms ofquantity, quality, affordable, and continuous. But there are still many Indonesianpeople who do not get adequate water, especially low-income people in rural areasand suburbs. Pamsimas is one of the government's flagship program in theprovision of clean water and sanitation to rural and suburban communitiesthrough community-based approaches. This research uses descriptive qualitativemethod of data collection through interview techniques, with purposive samplingmethod of selecting informants.Research results in the participation rate Pamsimas (Water Supply andSanitation Community-Based) in the village of DemakBanjarsari includes 3components. First, program planning; second, the implementation of the program;Third, after the implementation of the program. The three components areinterrelated with one another that can not be separated in order to achieveoutcomes on the role of community in implementing BanjarsariPamsimas in thevillage. Approach or policy to encourage society in the implementation ofPamsimas (Water Supply and Community-Based Sanitasi) has strategies andprinciples consist of: community empowerment and local institutionaldevelopment; improvement of health and hygiene behaviors and sanitationservices; drinking water supply and public sanitation, grants local socio-economicdevelopment; and support the implementation and project management. Theapproach taken is based on: a community-based, participatory, responsive,masyarajat access for all, gender equality, pro poor, sustainability, transparencyand accountability, value-based.Recommendations, the study is expected to maintain and developprograms Pamismas in the village because it is very beneficial to the localcommunity. Abstract

This research discussed about how conflict seetlement beetwen employers and labours caused by the minimum wages increasement in Tangerang Municipality which was applied to all footwear industries, as labour intensive manufacture industry, finished through a bipartite negotiation process from companies decentralization trusted by goverment as a first procedure in industrial conflict resolution. The samples taken from two footwear companies in Tangerang. The researched used qualitative method to understand and describe not only how bipartite negotiation proceed and also know what are the consequences. The result had showed that there were differencies beetwen two companies on bipartite negotiaton had to do according their companies form and condition. Although reaching a mutual agreement beetwen the two parties. Actually the labours were in a very weak  position, because the consequences such as contract structure and working hour which they got, was designed only by one side the employers without passing over the proposal of those working changing to the labours. More over it didn’t discuss in bipartite negotiation in the same way as they discussed about the raising minimum wages. The management  main interest were to cover the profit deficit, to cover that production cost (unit labour cost) with labours productivity and the wages cost which depend on the labours educational background. The main workers interest was a job security.Key words: Industrial relation, Manpower Supervision, Labour.

Abstract

Demokrasi yang kuat dan sehat tidak hanya membutuhkan dunia politik (political society) yang kuat. Tentu saja, penting memiliki partai yang kuat, pemimpin yang kuat, dan pemerintahan yang kuat. Namun, demokrasi juga membutuhkan dunia masyarakat (civil society) yang juga sehat dan kuat. Sebagai salah satu penyangga kekuatan civil society Meski hasilnya belum seimbang sesuai dengan harapan publik. Potensi serta modal sosial jika dapat dimanfaatkan secara maksimal oleh GP Ansor tentu akan memiliki dampak yang amat besar bagi perkembangan kehidupan, baik dari segi sosial, ekonomi, budaya serta politik dalam tubuh Ansor maupun masyarakat secara luas sehingga mampu menjadi penggerak dalam penguatan civil society di Indonesia khususnya di Jepara. Tidak dapat dipungkiri keberadaan GP Ansor selama ini terkesan begitu kental dengan aroma politik. Hal ini memang karena aktivis Ansor banyak terlibat di ranah politik. Aktivis GP Ansor lebih tertarik menjadi politisi ketimbang sebagai penyangga gerakan civil society. Sayangnya, naluri politik tersebut belum berkorelasi positif terhadap usaha-usaha GP Ansor dalam turut memberikan pemahaman dalam membangun iklim demokrasi pada masyarakat.

Abstract

KERJASAMA ANTAR DAERAH DALAM PENGGELOLAAN AIR BERSIH (Studi Kasus di Kabupaten Semarang dan Kota Semarang) Adi Sofyan Prasetyo   Abstrak : Penelitian ini untuk menjelaskan mengenai kerjasama antar daerah dalam penggelolaan air bersih antara Kabupaten Semarang dengan Kota Semarang, Bagaimana kerjasama ini berlangsung,analisis hambatan dan potensi kerjasama ini. Juga sistem bagi hasil kerjasama ini serta bagaimana upaya dari kedua daerah jika terjadi konflik/masalah dalam kerjasama penggelolaan air ini. Penelitian ini bertipe deskriptif-analitis yaitu tipe penelitian yang bertujuan mendeskripsikan suatu gejala sekaligus menganalisa gejala tersebut menggunakan pendekatan kualitatif. Subjek penelitian ini adalah Pemerintah Kota Semarang, PDAM Kota Semarang, Pemerintah Kabupaten Semarang, PDAM Kabupaten Semarang. Adapun pengumpulan data adalah observasi, wawancara dan studi dokumentasi yang relevan dengan penelitian ini. Berdasarkan hasil penelitian, penggelolaan air bersih ini sudah berlangsung sejak zaman penjajahan Belanda, tetapi secara normatif dan legalitas kerjasama ini baru berlangsung pada tahun 2004. Kerjasama ini adalah dengan sistem bagi hasil, pihak Pemerintah Kota Semarang mengambil air di wilayah Kabupaten Semarang, dan pihak kabupaten mendapatkan Royalty atas pemanfaatan air oleh Kota Semarang. Dalam menghadapi masalah di kerjasama ini kedua daerah menggedepankan musyawarah untuk menyelesaikan masalah yang ada. Kata Kunci: Kerjasama, Pemerintah, penggelolaan. Abstract : This study describes the inter-regional cooperation in the management of water between the districts with the city semarang semarang. how this cooperation takes place, the analysis of the barriers and potential collaboration. also a system for the result of this collaboration and how the efforts of these two areas in the event of conflict / cooperation problems in water management. This type of research is descriptive-analytical type of research that aims to describe the symptoms as well as symptoms analyzed using a qualitative approach. This is a government research subjects Semarang, Semarang PDAM, District Government Semarang, Semarang PDAM. The data collection was observation, interview and documentation studies relevant to this research. based on the results of the research, water management has been going on since the days of the Dutch, but the normative and the legality of the new partnership took place in 2004. This collaboration is the sharing system, the Government took the water in the city of Semarang Semarang regency, and the District of Semarang getting royalties on the use of water by the city of Semarang. in the face of problems in promoting regional cooperation both meetings to resolve the issues. keywords: collaboration, government, management.
