Abstract

Work quality is about doing the work and results of the work. Likewise with the government's  work quality, success or failure the government to solve the existing problems in the region will influence the public perceptions of work quality of local governments, especially in the work quality of walikota. This research is analysed public perception toward work quality of Walikota Semarang Hendrar Prihadi year period 2010 – 2015. The method used in this research is quantitative. The research location in Semarang by taking five districts, namely Semarang Selatan, Semarang Tengah, Genuk, Gunungpati and Ngaliyan. The sampling technique in this research is propability Sampling Area. Teknic analysis used kuantitatif method for distribute answer in frequency from responden and described perception from research responden.             The research results show that the public perception of government work quality of  Semarang City led by Walikota Hendrar Prihadi has gone well, the aspect of public service, law, infrastructure development, and the environment already been good. Yet people still expect an increase in the development of public facilities more equitable, as well as the handling of floods that still occur in some areas of the City of Semarang. Suggestions in this research was the Walikota Semarang is expected to improve the quality of work through the achievement of targets and objectives to be achieved and is expected to pay more attention to the public and can accept criticism about the quality of the work to improve the social welfare on the City of Semarang.

Abstract

Electability can be sized for the participants in the legislative election strategy to do to win elections more effectively and efficiently. The current electability becomes the most important factor for political parties and candidates in the competition for seats in parliament. Electability is measured by how much of a political party or candidates chosen by voters, but in determining the choice voters will have their own perception and assessment against a political party or candidate. Political culture , the level of political participation and voting behavior be the determining factor of a political party or candidate shall be elected by the voters or even not selected. So that voters become a major actor in the legislative elections. Purpose of this study was to determine and describe electability political parties and candidates in the Central Java provincial assembly constituency 1 (Unggaran , Kendal , Semarang and Salatiga) for the legislative elections of 2014 (viewed from the perspective of voters view). Sampling method in this study using a multistage random sampling with a sample of 400 respondents consisting of the voters who have registered as voters for the legislative elections of 2014 remain. The analysis technique used in this study is a descriptive analysis , frequencies analysis and crosstab analysis. The result show that the public has an ideal candidate criteria based perspective view of voters and political parties electability is not directly proportional to the electability candidates.

Abstract: Analisis Proses Pengawasan Dalam Pengelolaan Dana Desa Untuk Pembangunan Infrastruktur Desa Pacar Kecamatan Tirto Kabupaten Pekalongan Tahun 2018. Proses pengawasan pengelolaan dana desa dilakukan oleh masyarakat belum berjalan sesuai dengan semestinya. Dari tiga aspek penting dalam pengawasan yaitu: pengambilan keputusan penggunaan dana desa, pelaksanaan penggunaan dana desa dan pengawasan dana desa. Ada dua aspek yang masih berjalan dengan semestinya. Tahap pengambilan keputusan penggunaan dana desa masih belum terlaksana dengan baik terutama pada Aspek Kesesuiaan Prosedur Penyusunan Perencanaan Dana Desa karena kepala desa tidak membuat surat keputusan tentang Petugas Teknis Pelaksana Dana Desa (PTPD) tapi hanya melakukan penunjukan langsung kepada sekertaris desa dan kepala urusan Keuangan, dan tahap penggunaan dana desa yakni pada aspek pelaksanaan musyawarah dan pelaksanaan kegiatan lapangan pembangunan desa . pelaksanaan musyawarah desa dan pembangunan desa yang sering kali bersamaan dengan waktu kerja menjadi alasan utama ketidakikut sertaan masyarakat Pada tahap pengawasan semua sudah berjalan dengan semestinya, laporan spj dan lpj setiap kegiatan dan penggunaan dana desa telah di buat oleh pemerintah desa setiap kali dana desa digunakan. Laporan spj dan lpj menjadi bukti bahwa penggunaan dana desa tidak digunakan untuk kepentingan pribadi sehingga tingakat penyalahgunaan dana desa bisa diminimkan

Abstract

Industrial development is not simply about the significant contributions for national economic growth , but also provide more jobs for the unemployment rate in Indonesia. Especially in Semarang, industrial development in the Semarang City hit by the problems that Perda No. 14 Tahun 2011 about to the regional landscaping plan Semarang City 2011-2031 which in it is because the management of the area set Simongan a mixture of investments from the industry and settlement be residential compound.In this research, researchers used a method of qualitative data will produce a descriptive. To obtain the purpose of research data sources in accordance, researchers using a technique purpose of sampling to do an interview with The Planning and Regional Development of Semarang City, The Office of Town Planning and Housing the Semarang City, House of Representatives of Semarang City, The Industry Simongan Semarang, Workers and People who live in the area of Simongan Semarang.The research results show that the arrangement Simongan area must be done for a long time because the area was not a Simongan the Industrial Park, designation but the area of settlement goods and services trading. See the Simongan area along the Kaligarang’s river was also considered less ideal as an industrial park for because in worried about will have an impact on a river that pollution which a brook Kaligarang be used as a source of springs in the Semarang City.The scientists, in definition the spatial planning should be on all agreement includes minorities. So it makes the spatial planning is not only the relevant authorities. Abstract

AbstractIndonesian population growth is very significant in every year raises technical issues related to the experience of recording demographic data irregularities and inaccuracies. Various problems arise such us double KTP because of easier to make ID Card. By leveraging the internet and technology development as a breakthrough in realizing e-government, the government's was created elektronic identity cards (e-KTP) program which is based on the Decree of the President of the Republic of Indonesia Number 26 Year 2009 on the application of National Identity Card-Based Population By National Identification Number. Electronic ID card program was implemented in 2011 and is targeted for completion in 2012 is an effort to create an orderly administration through the Population Administration Information System (SIAK). From this, the authors would like to discuss about how to evaluate the implementation of e-ID card program in Tegal regency in realize e-government, if successful, less successful or unsuccessful and appropriate goals or not, then identify the driving factors of implementation, and is there any obstacles that occur during the implementation process.This research is an evaluative approach using qualitative and quantitative techniques of interviews, questionnaires, observation, and documentation. Sources of data obtained from primary data through interviews with key informants or persons, questionnaires with respondents executive group (tenaga operator e-KTP) and target groups (communities), observations by looking at the implementation of e-ID in the field. While secondary data from research documents related circuitry. Data analysis techniques with data reduction, tabulation, triangulation, and data verification.The survey results revealed a weakness in input and process indicators. E-KTP program based modern technology is not matched by the capacity of human resources who are competent so difficulty when faced with a disturbance in the computer and networking systems as well as their responsibility to serve the citizens in a timely fashion is not done. Socialization training to the candidates so that the operator is not notified in advance that the communication is not clear. Then the constraints associated with both the equipment and the technical problems in the recording process of the electronic ID card and the level of public awareness is low. However, the electronic ID card can be done in Tegal regency due to good coordination between agencies that are responsible for this program.Implementation of e-ID cards in less successful district look to the realization of electronic ID cards compulsory that only reaches 67.88%. Input and process of implementation of electronik ID card is not weak produce maximum outputs. Therefore, it is necessary to improve the quality of electronic ID equipment and internet networks as well as human resources who are competent in realizing e-government.

Abstract

In legislative election many political parties faces the some problem, theexistence of female representation. The existence of 30% quota system and zyppersystem makes all political parties focusing on preparing their femalerepresentative even more.In this research, the writer used qualitative method which focuse onrecruitment of female representative in DPC PPP in Semarang. The result ofshows that the recruitment by DPC PPP in Semarang resulting femalerepresentative who are not to join the election itself.DPC PPP in Semarang is one of the representative of legislative election2014 in Semarang City. To prepare its female legislative representative DPC PPPin Semarang has already held a recruitment which is followed by its femalerepresentatives. The result of the recruitment is DPC PPP in Semarang can fulfillboth rules mentioned before in legislative election 2014.Most of them join the elections because of the encouragement frompolitical parties staffs. In this year election, DPC PPP in Semarang itselft lacks offemale representative. Therefore, political staffs encourages its femalerepresentative to join the legislative election 2014. The recruitment process forfemale representative done by DPC PPP in Semarang can make this partiessuccesfully join in election. Abstract

Penelitian ini dilakukan untuk menjelaskan mengenai implementasi kebijakan penanganan limbah batik di Kota Pekalongan yang dilakukan oleh Kantor Lingkungan Hidup Kota Pekalongan. Kebijakan ini dilatar belakangi oleh perkembangan industri batik yang maju dan semakin banyak jumlahnya sehingga secara otomatis dapat menyebabkan pencemaran lingkungan yang diakibatkan oleh limbah batik dan diterbitkannya Peraturan Daerah Kota Pekalongan Nomor 3 Tahun 2010 Tentang Perlindungan dan Pengelolaan Lingkungan Hidup. Tujuan dari kebijakan ini adalah terciptanya bentuk pengendalian lingkungan akibat limbah batik yang dibuang sembarangan sehingga dapat terwujud kelestarian lingkungan hidup agar di masa mendatang setidaknya mengalami penurunan pencemaran limbah batik.Guna menjelasakan implementasi kebijakan penanganan limbah batik di Kota Pekalongan, maka digunakan metode mixed (antara metode kualitatif dan metode kuantitatif). Subjek dalam penelitian ini adalah pemerintah yang diwakili oleh KLH, Dinas Kesehatan, pengusaha batik dan masyarakat. Adapun metode pengumpulan data adalah melalui wawancara, observasi, meneliti dokumen dan kuesioner yang dilakukan dengan pemilihan responden menggunakan purposive sampling dan random sampling.Hasil penelitian menunjukkan bahwa hingga akhir tahun 2011 implementasi kebijakan penanganan limbah batik di Kota Pekalongan telah berjalan dengan kurang baik. Kebijakan ini sebenarnya dapat memberikan manfaat yang besar bagi terciptanya kelestarian lingkungan hidup sekitar. Akan tetapi dalam pelaksanaan kebijakan terdapat hambatan-hambatan seperti jumlah limbah batik semakin meningkat seiring berkembangnya industri, masuknya limbah batik yang berasal dari Kabupaten Pekalongan, biaya untuk penanganan limbah batik membutuhkan biaya yang sangat besar. Sementara itu baik dari pengusaha batik maupun masyarakat menyatakan setuju apabila kebijakan penanganan limbah batik di Kota Pekalongan sangat perlu dilanjutkan karena mempunyai tujuan yang baik untuk mencapai kesejahteraan masyarakat melalui penanganan limbah batik yang sudah mencemari sungai di Kota PekalonganRekomendasi untuk penelitian mendatang, diperlukan peningkatan anggaran untuk pembangunan Instalasi Pengolahan Air Limbah (IPAL), perlu ada evaluasi atau melakukan jejak pendapat mengenai pelaksanaan kebijakan ini kepada masyarakat, agar mengetahui bagaimana yang dirasakan dan diharapkan oleh masyarakat, Pemerintah Kota Pekalongan perlu membangun lokasi industri batik dalam satu tempat yang berada di wilayah pinggiran kota yang dapat menampung seluruh pengusaha batik.Kata kunci : implementasi kebijakan, penanganan limbah batik, lingkungan hidup.

Abstract

ABSTRACTIONSocial problems are mushrooming in various ways, such as the emergence of street children, vagrants and beggars, especially in big cities becoming the drivers of the formation of policies to alleviate these problems. As well as in the city, the government is required to resolve the social problems of this one with the issue the Regional Regulation No. 5 in 2014 are expected to be able to reduce Persons Social Welfare Society in the city of Semarang. Therefore, how the implementation of programs to alleviate the problems and solutions issued by the Social Service of Semarang in reducing the increase in street children, vagrants, beggars and how to deal with these constraints? This study aim is to give the illustration (description) regarding to the implementation of programs to alleviate social problems, constraints and solutions that provided by the Department of Social Welfare to overcome these obstacles. Data were collected through observation, in-depth interviews, documentation and related research. Qualitative data analysis techniques with analyzing in the form of description, depiction and conclusion on the symptoms studied.                                        From the research, it is known that the problem of street children and the alleviation programs is based on the Regional Regulation of Semarang No. 5 Year 2014. The aim that wanted to be achieved from this program is to provide social assistance, skills training and changed the way of people thinking with a social mindset, in order to live in proper life without having vagrancy or begging for economic demands, and to improve the quality and fairness, in order to improve their social welfare and alleviate social problems. From the discussion, it can be concluded: the alleviation of social problems in this program has been effective and efficient by the standards, objectives, characteristics of enforcement agencies, communication between the implementor, disposition implementor; but the resources, environmental conditions as well as the mindset of the persons which still become the obstacle of the alleviation of this social problem.With the problems of social welfare, in addition to already issued Regulation No. 5 In 2014, the government must implement and enforce these rules well and coordinate with other agencies or institutions concerned. Keywords: ProgramImplementation, Issues Street Children, Vagrants and Beggars, Regional Regulation No.5 In 2014

Abstract

abstractThis study aims to determine the strategy - what strategies are used byJepara regency government as a business and tourism development Kartini Beachbarriers - barriers experienced by any government in the development of businessKartini Beach attractions. Technical analysis of the data used is a qualitative descriptionas well as a SWOT analysis. The results showed that the strategy used bygovernment is (1) a strategy for regional development, (2) development strategyobject and appeal, (3) development of promotional strategies, and (4) strategiesdevelopment of facilities and infrastructure. Abstract

AbstractTroso weaving industry is one industry that is the mainstay of Jepara districtnow being developed to be the backbone of the economy in the region, especiallyin the district of Jepara. In the development of this troso woven Jepara DistrictGovernment through the Department of Trade and Industry in cooperation withthe private sector in this regard and ASEPHI UNISNU. Department of Industryand Trade in cooperation with UNISNU in terms of training, and also cooperatewith ASEPHI in terms of promotion and marketing.This study analyzed the cooperation between the Government of Jeparathrough the Department of Industry and Trade with UNISNU and ASEPHI trosostarted weaving in the development of this form of cooperation, theimplementation of the cooperation, the result of the collaboration, and the benefitsof cooperation are carried out. In conducting this study, researchers used aqualitative research method that will generate descriptive date. This research wasconducted in the district of Jepara. Researchers obtained data from documents,observations, and interviews.From these results, it was found that the form of cooperation carried out bythe Department of Industry and Trade with UNISNU is a design innovationtraining and motifs, and forms of cooperation conducted by the Department ofIndustry and Trade is an exhibition ASEPHI. The implementation of cooperationusing a feedback mechanism between the Department of Industry and Trade withUNISNU and ASEPHI, and coordination strategy using mutual adjustment. Theresults of this collaboration is done weaving troso HPI increased capacity,increased access to promotion and marketing, and the value of production andturnover of artisans and entrepreneurs increase. The troso weaving artisans andentrepreneurs also benefit from this cooperation is that they become more variedin making early design motifs, and also the area of marketing their products is alsoincreasingly widespread.Keywords: cooperation, development, Weaving Troso
