Abstract

Stunting is a nutritional problem that is a priority health problem that must be addressed immediately at this time. Reducing stunting rates needs to be done early so that the impact does not continue in the long term, so handling it requires collaboration between stakeholders. In Kelurahan Tanjung Mas, although the program has been implemented, the stunting rate still shows an increase. So, it is still a question of how the role played by stakeholders in the acceleration program to reduce stunting in Tanjung Mas Village. The purpose of this study is to identify and analyze the role of stakeholders in the accelerated stunting reduction program in Tanjung Mas Village, Semarang City and to analyze the supporting or inhibiting factors. This research uses qualitative research methods with data collection techniques through observation, interviews, documentation, and literature study. The theory used in this research is the theory of stakeholder roles by Nugoroho. The results showed that the stakeholders in the stunting reduction acceleration program in Tanjung Mas Village, Semarang City are the Health Office, Puskesmas, Kelurahan, Posyandu, Community and Private. These stakeholders carry out roles that are divided into five, namely policy creator, implementor, coordinator, facilitator, and accelerator. The supporting factors of the stunting reduction acceleration program in Tanjung Mas Village are values and communication. The inhibiting factors in accelerating stunting reduction in Tanjung Mas Village are ineffective communication and limited policy resources. The recommendations given are to increase communication between stakeholders and involve relevant stakeholders in the policy formulation process.

Abstract

Sedino Mesti Dadi (SEMEDI) service innovation is an easy, cheap and fast population administration service. The SEMEDI innovation was successfully appointed as a national pilot innovation by the Indonesian Ministry of Home Affairs. The SEMEDI innovation at the Sragen Regency Population and Civil Registry Office is diffused and disseminated so that people receive and use services. The spread and adoption of innovation are factors that influence adopters in accepting/rejecting innovation. This study aims to describe and analyze the process of innovation diffusion and the factors that shape the diffusion of SEMEDI service innovations. This study uses a qualitative descriptive research method. Data collection techniques used are interviews, documentation, and document studies. The results of the study show the history of the formation of SEMEDI innovation due to the practice of brokering in administrative services. The innovation diffusion process is analyzed through 4 elements, namely innovation, communication channels, time period, and social system. SEMEDI's innovation has met the characteristics of innovation. Communication channels used in spreading SEMEDI innovations are interpersonal communication and mass media. SEMEDI's innovation goes through 4 stages of innovation decisions, namely the knowledge stage, the decision-making stage, the implementation stage, and the confirmation stage. The types of SEMEDI innovation adopters are innovators (innovators) are heads of departments and heads of departments, early adopters are section heads, the early majority are employees, the late majority are visitors to Disdukcapil Sragen Regency, and groups kolot (laggard) is Calo. SEMEDI's innovation diffusion process is supported by forming factors that support the spread of innovation in a sustainable manner, namely Knowledge of Innovation and Reinvention factors, External Accountability factors, and Organizational Structure factors.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pembangunan kepariwisataan di wisata Air Alam Muncul dengan mengacu pada Perda Kab. Semarang No. 8 Tahun 2019 dan mengidentifikasi faktor implementasi menggunakan teori Van Meter dan Van Horn. Metode penelitian yang digunakan yaitu deskriptif kualitatif dan alat analisis software Atlas.ti. Hasil penelitian yaitu implementasi kebijakan pembangunan kepariwisataan di wisata Air Alam Muncul meliputi pembangunan prasarana umum, fasilitas umum, dan fasilitas wisata ditemukan permasalahan pada keterbatasan anggaran dan keterbatasan lahan untuk melakukan pengembangan. Pada pembangunan aksesibilitas wisatawan meliputi penyediaan dan pengembangan sistem transportasi berupa angkutan umum, serta penyediaan dan pengembangan sarana penunjang transportasi. Terdapat permasalahan dalam penggunaan transportasi publik karena masih ada desa/kelurahan yang tidak dapat diakses dan belum adanya kerja sama lebih lanjut dengan implementor lain. Faktor penghambat yaitu sumber daya, sikap para pelaksana, dan lingkungan sosial, ekonomi, politik. Rekomendasi peneliti yaitu implementator membentuk skala prioritas pembangunan dan menerapkan sikap sense of urgency sehingga anggaran yang terbatas dapat dimanfaatkan secara optimal, memperluas kerja sama dengan perusahaan swasta untuk efisiensi anggaran dan dengan Dinas Perhubungan Provinsi Jawa Tengah untuk memperluas jalur Bus Trans Jateng.

Abstract

It cannot be denied that as time goes by, technology is increasing and ultimately affecting progress in various fields, one of which is the health sector. Improving the quality of health has an impact on increasing the number of elderly people in Indonesia, one of which is in Semarang City, the city with the largest population in Central Java. Elderly Friendly Cities are a solution to provide a better life for the elderly to live their lives. The purpose of this study is to describe and analyze the development of Semarang City government policies in realizing an Elderly Friendly City. To answer the problems and objectives of this study, the four conditions for an Elderly Friendly City according to WHO are used, combined with William Dunn's theory in analyzing the factors that influence the establishment of an Elderly Friendly City using a qualitative descriptive research method. In collecting data through interviews, documentation, and literature related to the title taken. The selected informants included: Bappeda, Social Service, Health Office, Central Java BKKBN, Population Control and Family Planning Office, and the elderly in Semarang City. The results of the study show that the realization of an Elderly Friendly City in Semarang City is not fully optimal. It is suggested that there is a big commitment from each executor to support the realization of an Elderly Friendly City both in providing a budget, providing local regulations, to awareness to create an Elderly Friendly City. It takes good communication coordination to support success

Abstract

Green Open Space public parks are important to provide in the city area because as a center of physical fitness and fitness for sports facilities, natural recreation, and beautifying the environment. Therefore it is important to maintain and maintain the park environment so as not to experience a decrease in the quality of the park and maintain the quality of the environment that is already good. Maintenance in public parks in Duren Sawit Subdistrict is the responsibility of the East Jakarta Parks and Urban Forest Service. This study aims to analyze the responsibilities of the Park and Urban Forest Service Tribe according to Cooper which consists of objective and subjective responsibility and analyze the supporting and inhibiting factors for the responsibilty of the Park and Urban Forest Service Tribe in maintaining public parks in Duren Sawit District. The research method used is descriptive qualitative with data collection techniques, namely observation, interviews, and documentation. The results showed that the responsibilty of the Parks and Urban Forests Service in maintaining public parks was still not optimal because there were factors, namely the lack of the number of park maintenance workers, the lack of the number and quality of work equipment was not sufficient, the budget to carry out park maintenance was still insufficient, this was due to facilities in several parks that were still damaged due to the actions of less responsible residents, but on the other hand there were still a small number of residents who cared about maintaining the park.

Abstract

The implementation of the SAKTI (Institution Level Financial Application System) improve financial quality has not been fully optimized at KPPN Klaten. This research will examine how policy communication in the implementation of SAKTI at KPPN Klaten, and the driving factors and inhibiting factors that influence policy communication SAKTI at KPPN Klaten. The research method uses qualitative methods. The results of the study show that the transmission has been carried out by KPPN Klaten as the leading sector for the implementation of SAKTI in Klaten and Boyolali Regencies. The clarity of information transmission is not optimal due to the limited face-to-face meetings and the complexity of the modules at SAKTI. Consistency is not optimal because there is a change in information, but this is resolved by KPPN Klaten by continuing communication. The driving factors for SAKTI implementation communication are the credibility of the communicator, the existence of a legal basis for SAKTI implementation, as well as various communication channels. The inhibiting factors for SAKTI implementation communication are the limited number of SAKTI trainers and the implementation budget for SAKTI implementation support activities, the distance between the satker offices and KPPN Klaten, the quality of the work units, complex modules, and changes in SAKTI application information. The suggestion from this research is to increase the number of SAKTI trainers, and create a publication and information division so that communication channels about SAKTI can be maximized.

Abstract

The government is obliged to present a quality education to all its people without exception as a form or function of public service. In Law Number 20 of 2003 concerning the National Education System (UU SISDIKNAS) stipulates that every Indonesian citizen has the right and obligation to obtain educational services through the government's Compulsory Schooling program for 12 years. But in fact, until now there are still many regions in Indonesia which are considered to have low quality education, one of the areas with low quality education is Sukabumi Regency. The Sukabumi Regency Government certainly cannot run alone without the support or cooperation of other parties. Various institutions must collaborate with each other to improve the quality of education, namely collaboration between the government, the private sector, academia, the community, and the media in an effort to improve the quality of education in the District. This study uses conclusions from planning theories originating from Blackman with a qualitative descriptive approach assisted by the use of ATLAS.ti software to analyze the research results. The data collection techniques used were observation, documentation, and interviews with key informants, namely the head of the administrative division of the Education Office of West Java Province region 5. The results showed that there were 5 actors involved in efforts to improve the quality of education in Sukabumi Regency, but collaborative efforts were still has not run optimally because there is no continuation of the program from secondary actors, so that in order for the efforts to be carried out to run effectively, the government feels the need to cooperate formally with secondary actors.

Abstract

Berkembangnya suatu kawasan wisata dapat memberikan dampak positif terhadap peningkatan kunjungan wisata. Desa Wisata Lerep merupakan salah satu Desa unggulan di Kabupaten Semarang yang memiliki beberapa destinasi wisata dan siap dikunjungi oleh wisatawan. Salah satu daya tarik utama Desa wisata Lerep adalah fokus pada pengembangan potensi wisata berbasis kearifan lokal. Tujuan dari penelitian ini adalah untuk mengetahui pengembangan yang dilakukan oleh pengelola Desa Wisata Lerep untuk meningkatkan kunjungan wisatawan. Metode penelitian yang digunakan yaitu penelitian kepustakaan atau library research. Analisis data yang digunakan yaitu kualitatif deskriptif berupa kalimat tertulis dan hasil perilaku yang diamati dari hasil penelitian yang dilakukan oleh peneliti sebelumnya. Hasil penelitian menunjukkan bahwa Pengembangan Desa Wisata Lerep untuk meningkatkan kunjungan wisata telah dilakukan melalui potensi alam, sosial, buatan, kuliner hingga budaya untuk diolah menjadi atraksi yang ditawarkan pada wisatawan. Adanya pengembangan Desa Wisata Lerep juga memiliki dampak meningkatkan kondisi daya tarik wisata, aksesibilitas, amenitas, ancillary, dan sosial budaya masyarakat. Hal ini dinilai dapat membantu wisatawan dalam menentukan keputusan berkunjung serta peran pelaku wisata lokal di Desa Wisata Lerep

Abstract

Penelitian ini bertujuan untuk memaparkan peran stakeholder dalam upaya menciptakan Kota Layak Anak di Kabupaten Demak. Hasil penelitian ini menunjukkkan bahwa terdapat 9 stakeholder yang terlibat dalam menciptakan Kota Layak Anak di Kabupaten Demak Yang pertama yaitu Dinas Sosial Perlindungan Perempuan dan Anak Kabupaten Demak, Dinas Kependudukan dan Catatan Sipil Kabupaten Demak, Dinas Kesehatan Kabupaten Demak, Dinas Pendidikan dan Kebudayaan Kabupaten Demak, Bappedalitbang Kabupaten Demak, Kemenag Kabupaten Demak, Polres Demak, Forum Anak Demak, dan Desa Tempel. Stakeholder dipetakan menjadi empat bagian, yaitu Players, dalam hal ini adalah Dinas Kesehatan, Dinas Kependudukan dan Catatan Sipil, Dinas Pendidikan dan Kebudayaan, Dinas Sosial P2PA, dan Bappedalitbang, dan Subject yaitu Kemenag, Forum Anak Demak, dan Desa Tempel, dan Unit PPA Polres Demak , untuk Contest Setter dan Crowd tidak ada dikarenakan tidak ada stakeholder yang masuk dalam kriteria tersebut. Untuk peran stakeholder dibagi menjadi lima macam yaitu Policy Creator, adalah Dinsos P2PA dan Bappedalitbang. Koordinator, adalah Bappedalitbang dan Dinsos P2PA. Implementer, adalah Dinsos P2PA, Dindukcapil, Dinas Kesehatan, Dinas Pendidikan dan Kebudayaan, Fasilitator, adalah Dinsos P2PA, Disdukcapil, Dinkes, Dinas Pendidikan dan Kebudayaan, dan yang terakhir yaitu Akselerator, adalah Kemenag, Unit PPA Polres Demak, Desa Tempe, Forum Anak Demak

Abstract

Kota Semarang memiliki luas 373,70 Km2, dan batasnya meliputi wilayah sekitarnya. Implementasi kebijakan bertujuan untuk membangun sistem yang terpadu dalam menangani kekerasan pada perempuan dan anak. Tujuan dari penelitian ini untuk mengetahui implementasi kebijakan yang dilakukan pelaksana kebijakan dalam menjalankan kebijakan perlindungan perempuan dan anak dari tindakan kekerasan berlokasi pada Kota Semarang.. Penelitian yang dilakukan menggunakan metode kualitatif dengan pendekatan deskriptif yang dilakukan dengan wawancara kepada informan yang dipilih berdasarkan teknik purposive sampling. Hasil penelitian menunjukan bahwa pelaksanaan kebijakan perlindungan perempuan dan anak dari kekerasan kota semarang sudah sesuai dengan Peraturan Daerah yang mengacu atas Nomor 5 Tahun 2016 Kota Semarang namun masih mengalami peningkatan tingkat kekerasan pada tahun 2022. Ada berbagai faktor yang dapat berkontribusi terhadap meningkatnya kekerasan terhadap perempuan di Semarang diantaranya faktor komunikasi (communication). sumber daya (resources), disposisi (disposition), struktur birokrasi (beurucratic structure) Adapun saran dari peneliti yaitu dengan menambahkan anggota dari bidang perlindungan perempuan sendiri agar setiap anggotanya dapat fokus melaksanakan tugas tanpa kewalahan. Selain itu juga diharapkan adanya kerja sama antara Dinas Pendidikan dan Pemerintah Kota untuk membantu masyarakat kecil dalam mendapatkan pendidikan yang baik, karena tingkat pendidikan yang rendah meningkatkan kemungkinan seseorang untuk menjadi pelaku kekerasan.
