Abstract

Kota Semarang sendiri telah memiliki Master Plan untuk menerapkan Smart City yang bertajuk “Semarang Hebat”. Master Plan tersebut tertuang dalam Perwal no 26 tahun 2018. Penelitian ini bertujuan untuk 1) mengetahui implementasi masterplan Smart City di Kota Semarang dalam studi kasus pelaksanaan Adminduk berbasis Android di Kecamatan Pedurungan. 2) mengetahui perkembangan Adminduk berbasis mobile di Kota Semarang dinilai belum optimal Berdasarkan hasil penelitian diketahui bahwa 1) Implementasi smartcity kota semarang pelaksanaan adminduk berbasis android, aplikasi ini sudah berjalan baik akan tetapi masih dirasa kurang efektif terutama penggunaannya yang masih sering eror, serta kualitas pelayanan yang masih perlu ditingkatkan. 2) Perkembangan Adminduk Berbasis Mobile Di Kota Semarang Dinilai Belum Optimal. Secara umum penggunaan aplikasi ini sudah memiliki landasan program dan sistem yang baik, namun masih perlu menemukan stategi komunikasi yang cerdas serta partispasi dari masyarakat

Abstract

ABSTRACT Various ways are carried out by government agencies so that an effective and efficient service system can be achieved, one of them is by creating innovation. The Semarang Regency Population and Civil Registry Office created an innovative House-to-House Certificate to make it easier for the community to obtain a birth certificate, whose application can now be done in the District. In AJI ARUM's innovation, the Semarang Regency Population and Civil Registry Office collaborated with PT Pos Indonesia to deliver the birth certificate to the applicant's address, the documents obtained were Birth Certificate, new KK and KIA. This study aims to determine the implementation of AJI ARUM's innovation at the Population and Civil Registry Office of Semarang Regency and Kaliwungu District, as well as the factors that are inhibiting the implementation of these innovations. This study uses the theory of innovation characteristics according to M. Rogers which includes relative advantages, compability, complexity, triability and observability. The obstacles faced in the implementation of AJI ARUM's innovations are the lack of enthusiasm of the community in arranging birth certificates and the lack of public understanding of the importance of population administration.

Abstract

The sister city cooperation policy between Semarang City and Brisbane City is a policy that has been running for 25 years (as of 2018). This policy has a problem in the form of no output generated even though it has been running for 25 years. However, in 2018 the sister city cooperation policy by the Semarang City Government and the Brisbane City Government was decided to continue until 2023 with the signing of a Memorandum of Understanding agreed by both parties. Based on these explanations, this study aims to find out why the sister city cooperation policy was continued even though there was no output generated from this collaboration for 25 years. This study uses qualitative research methods with data sources derived from interviews with informants determined through snowball sampling with the Subdivision of Inter-Institution Cooperation Sub-District of Semarang City as the key informant. The results showed that there was a policy change that occurred in this sister city cooperation policy, namely the regulation that was used as the legal basis for implementing sister city cooperation and the field of cooperation that was mutually agreed upon by the Semarang City Government and the Brisbane City Government. It was also found that there were factors causing the continuing sister cooperation policy between the two cities which included internal factors and external factors. The internal factor in question is the initiative of the Semarang City Government to continue this policy for various reasons. While the external factor is an appeal from the Central Government to optimize sister city cooperation that already exists as a result of new regulations. In addition, there was no urgency to stop this collaboration because it tended to benefit the City of Semarang. The policy changes that occurred did not make the implementation run optimally so that it did not affect the development of Semarang. But the sister city cooperation has a role as an intermediary with Toyama which has an impact on the development vision of Semarang regarding the city pays attention to the environment through the cooperation of gas fuel conversion on BRT Semarang.

Abstract

Kebutuhan masyarakat terhadap kemudahan mobilitas serta kemajuan ekonomi semakin tinggi. Pemerintah perlu melakukan pembangunan infrastruktur yang bermanfaat serta memenuhi kebutuhan masyarakat. Jalur Pantura di Kota Semarang menjadi salah satu jalur perekonomian yang memiliki persoalan dengan Banjir Rob yang dapat menimbulkan kemacetan, kerusakan jalan, serta persoalan kesehatan masyarakat sekitar. Proyek Jalan Tol Semarang – Demak menjadi solusi mengatasi persoalan Jalur Pantura di Kota Semarang serta pemenuhan kebutuhan masyarakat terhadap kelancaran mobilitas. Pengadaan lahan merupakan salah satu tahap dalam pembangunan infrastruktur yang sering mengalami kendala antara pemerintah dengan masyarakat. Penelitian ini bertujuan mengetahui : (1) pengaruh komunikasi terhadap partisipasi masyarakat; (2) pengaruh kondisi sosial – ekonomi masyarakat terhadap partisipasi masyarakat; dan (3) pengaruh komunikasi dan kondisi sosial – ekonomi masyarakat terhadap partisipasi masyarakat. Penelitian ini menggunakan pendekatan kuantitaif eksplanatori. Populasi yang digunakan adalah masyarakat yang mengetahui informasi tentang pembangunan jalan tol di Kelurahan Terboyo Kulon. Hasil temuan penelitian menunjukkan adanya kekhawatiran dari masyarakat serta minimnya informasi di masyarakat yang berakibat tingkat partisipasi masyarakat yang rendah. Hasil perhitungan menunjukkan bahwa : (1) pengaruh Komunikasi terhadap Partisipasi Masyarakat sebesar 0.166; (2) pengaruh Kondisi Sosial – Ekonomi Masyarakat terhadap Partisipasi Masyarakat sebesar 0.246; (3) Komunikasi dan Kondisi Sosial – Ekonomi Masyarakat secara bersama mempengaruhi Partisipasi Masyarakat sebesar 0.986.

Abstract

Kabupaten Kebumen mempunyai potensi-potensi pariwisata yang harus terus dikembangkan agar dapat memberikan manfaat yang besar kepada Daerah melalui perencanaan, pengorganisasian, pengarahan, dan pengawasan yang baik. Pada realitasnya, objek wisata milik Pemkab. Kebumen terus mengalami penurunan kunjungan wisatawan. Adanya pandemi Covid-19 berdampak pada kunjungan wisatawan Kabupaten Kebumen mengalami penurunan. Tujuan dari penelitian ini adalah untuk mengetahui proses manajemen pariwisata serta faktor sumber daya yang mempengaruhi proses manajemen pariwisata. Metode penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa proses manajemen pariwisata Disparbud Kabupaten Kebumen di era Covid-19 belum berjalan dengan baik dari segi perencanaan dan pengawasan. Pada perencanaan, adanya refocusing anggaran mengakibatkan belanja modal untuk sektor pariwisata tidak dapat dilaksanakan dari pembangunan untuk pengembangan dan kegiatan event promosi yang telah direncanakan ditiadakan serta keterbatasan lahan. Pada pengawasan, ditemukan kotornya area pantai yang dikelola Disparbud Kabupaten Kebumen sehingga pengawasan yang dilakukan secara menyeluruh masih kurang baik. Faktor sumber daya yang mendukung yakni kualitas SDM yang memadai, tersedianya SOP dan kajian perencanaan pengembangan objek wisata, perubahan pola promosi menjadi reminding. Faktor penghambat yakni kuantitas pegawai belum mencukupi, minimnya anggaran, belum adanya kajian pengukuran hasil kegiatan event pariwisata, kotornya objek wisata khususnya area pantai yang dikelola, minimnya sarpras dalam promosi pariwisata serta kurang terawatnya permainan anak pada pantai yang dikelola, dan target sasaran promosi pariwisata masih bersifat regional dan belum mampu meluas hingga nasional.

Abstract

Mobile Samsat is a program in the UPPD Samsat of Temanggung Regenc y. Samsat aims to bring Motor Vehicle Tax payment services closer so as to increase local tax revenues. This study aims to analyze the effectiveness of the Mobile Samsat Program in UPPD Samsat, Temanggung Regenc y. The research method used is descriptive qualitative method with data collection techniques of obsewation, intewiews and documentation. Determination of subjects using purposive techniques and data validity using data source triangulation techniques. The effectiveness criteria used are adaptation, integration, member motivation, and production. In addition, it is seen from the factors that affect the effectiveness of the program, namely program characteristics, environmental characteristics, worker characteristics, and management policies and practices. The results of the srxdy show that the criteria for adaptation, integration, member motivation, and production have been running well but are still not effective because there are still several obstacles in one of the indicators in each of its characteristics. The inhibiting factor for the effectiveness of the Mobile Samsat is the program characteristics. As for the characteristics of workers, environmental characteristics as well as management policies and practices did not encounter any obstacles and have been implemented well. Suggestions that can be given by the author based on the obstacles that cause the ineffectiveness of the Mobile Samsat Program in the UPPD Samsat of Temanggung Regency are that officers are expected to be more friendly in providing sewices to the community, adding units of Mobile Samsat cars, and making payments for Mobile Samsat directly at the sub-district office.

Abstract

The male family planning program is an alternative for people who cannot participate in the female family planning program and to overcome the problem of population explosion in Indonesia. The participation of men in Karanganyar Regency is quite good, which is above 5%, while in Jatipuro District it is quite low, which is below 5%. Departing from these problems, this research aims to evaluate and socio-cultural factors of the family planning program in the participation of men's methods in Jatipuro District, Karanganyar Regency. This research uses descriptive qualitative method with snowball sampling technique. The results of research that the role of government agencies in the success of the male family planning program was good can be seen from William Dunn's indicators, that is, effectiveness, efficiency, adequacy, equity, responsiveness and appropriateness. Community participation in Jatipuro Subdistrict, Karanganyar Regency itself is still minimal due to social factors in term of the perception and cultural factors in term of knowledge of the community to the role of family. Therefore, the male family planning program is considered not successful in achieving the goal of increasing male participation. The government should strive to promote through community activities such as wayang kulit, community service and others, try to make new breakthroughs in contraceptives and society especially men who have participated as agents of change in providing motivation to men who have not participated in the family planning program.

Abstract

Semarang Regency is one area that has great potential in the tourism sector. However, the development of tourism in Semarang Regency in the last 2 years can be have not been maximized. This happened because of the Covid-19 pandemic that entered Indonesia in early 2020. As a result, the targets of the tourism development policy in Semarang Regency could not be achieved, such as not achieving an increase in the number of tourist visits and increasing regional income in the tourism sector. This research aims to determine the implementation of policies in Semarang Regency, especially at the Palagan Ambarawa tourism object during the covid-19 pandemic, as well as analyze the factors that hinder the implementation of policies during the pandemic. This research uses a qualitative descriptive approach. Data collection techniques through interviews, observation, and documentation as well as using domain and taxonomy analysis. Based on the results of the study indicate that the implementation of tourism development policies in Semarang Regency at Palagan Ambarawa has not been fully implemented successfully. When viewed from the standards and policy objectives, tourism development in Palagan Ambarawa has not been achieved optimally. Then there are also several obstacles such as a lack of manpower, a lack of budget, and the Covid-19 pandemic that hinders the implementation of policies. The recommendation in this study is that the tourism office can collaborate with private companies in Semarang Regency, in order to get budget assistance in carrying out tourism development.

Abstract

Universal Health Coverage (UHC) is the government's effort to provide health service facilities to the community for free with premiums paid by the Regional Government through the Regional Budget. The research aims to analyze the implementation of the UHC policy, analyze the inhibiting and driving factors for the implementation of UHC in the city of Semarang. The research method uses descriptive qualitative. Source of data through interviews and documentation. The informant selection technique used purposive sampling. The implementation of UHC in the city of Semarang is regulated in Mayor Regulation Number 43 of 2017 concerning the Implementation of Health Insurance, the result is that the UHC program has not fully run well. There are problems at the Health Service UHC Service Counter experiencing a shortage of staff which results in an overlapping workload for officers and constraints on the automatic population verification data input due to the unstable website because there is no application that supports Dispendukcapil yet. Recommendations in the research are that the Health Office improves the quality and competence of employees and provides information and technology systems that support services to be more effective at UHC Service Counters and system or application innovations that integrate population data automatically with one NIK to register as UHC participants..

Abstract

Batang Regency is one of the areas in Central Java Province which has many places, one of which is the Ujungnegoro Beach tourist attraction which is also a conservation area. However, it can be said that the development of tourism in Ujungnegoro Beach has not been maximized, such as the Sapta Pesona program that has not been achieved as stated in the Decree of the Minister of Tourism, Post and Telecommunications Number: KM.5/UM.209/MPPT-89, namely in terms of cleanliness, beauty, coolness and memories, as well as management that is less than optimal, there are limitations in tourism development because these attractions are included in the conservation area. This study aims to determine the implementation of policies in the Ujungnegoro Coastal Park Conservation Area, as well as identify the influencing factors. This research use desciptive qualitative approach. Data collection techniques through interviews, observation, and documentation and using domain analysis. Based on the results of the research, it shows that the implementation of tourism development policies at Ujungnegoro Beach has not been fully implemented based on 5 accuracy by Riant Nugroho which has been described in the discussion where the accuracy of the policy has not been maximized. The recommendation in this study is that the tourism office can collaborate to increase the budget so that it can update infrastructure, carry out routine checks on infrastructure and maintain relationships between implementers.
