Abstract

Implementation of the e-parking program on Jalan Depok, Semarang City faces several challenges. This starts with the large number of private vehicles which affects the parking sector. Depok Road itself was also affected because this road is a trade road and is crossed by 3 golden roads. Apart from that, illegal parking lots that do not officially deposit fees are also an obstacle in optimizing parking fee revenues. This research aims to look at the implementation of the eparking program on Jalan Depok, Semarang City and also the factors that influence the program implementation process. This research method is descriptive qualitative with data collection techniques through interviews, documentation and observation. The sampling technique is purposive sampling and data validity through source triangulation. Data analysis techniques are carried out by reducing data, presenting data, and drawing conclusions. The results of this research were analyzed through organization, interpretation, and application based on Jones' theory. Fulfillment of organizational aspects such as standards and procedures needs to be optimized. Interpretation of the program is still limited in the community, even though there has been socialization. In the application, parking levy income has increased, but has not yet reached the PAD target. Supporting factors include adequate budget resources, while inhibiting factors involve a lack of public outreach and understanding, as well as obstacles in the bureaucratic structure. The recommendations of this research are the expansion and consistency of socialization through face-to-face meetings and social media, coaching for jukirs, regular training to increase understanding, and updating regulations and SOPs. Periodic evaluation is needed to improve program effectiveness.

Abstract

This research aims to analyze the implementation of tourism development policies at Pasir Putih Wates Beach by referring to the District Regulation. Rembang No. 12 of 2019. This research also identifies factors that influence policy implementation. Factors influencing policy implementation are presented by comparing four theories according to Van Horn and Van Metter, Edward III, Marilee Girdle and Mazmanian and Paul. The research method used is descriptive qualitative. Implementation of tourism development policies at Pasir Putih Wates Beach includes the development of public infrastructure, public facilities and tourism facilities. This research found problems in the implementation of District Regulations. Rembang No. 12 of 2019 covers the issue of budget limitations and management quality. The implementation of developing tourist accessibility for Pasir Putih Beach is not yet optimal because the management has not provided and has not developed a transportation system in the form of public transportation and supporting transportation facilities. Factors inhibiting the implementation of Pasir Putih Beach tourism development policies in Rembang Regency include standards and targets, resources and communication between organizations. The researcher's recommendation is that the management of Pasir Putih Wates Beach needs to collaborate with the private sector; Pasir Putih Sand Beach managers need to increase training so that the quality of managers increases; Pasir Putih Sand Beach management needs to collaborate with the Transportation Department to expand transportation routes to tourist attractions in Rembang Regency.

Abstract

Semarang city is one of the cities that has great potential in the tourism sector. Various types of tourism are offered, one of which is cultural and historical tourism. Semarang Old City Museum is one of the historical tourist destinations in Semarang City. The development of the Semarang Old City Museum is still said to have not gone well allegedly because the collaboration between the government, the private sector, and the community has not been optimal. This research aims to describe the stages of the collaborative governance process and the factors that influence the collaborative governance process in the development of the Semarang Old City Museum attraction. In this study, researchers used qualitative research methods with data collection techniques through interviews, observations, and documentations. The results of this study indicate that the collaborative governance process in the development of the Semarang Old City Museum can be said to be sufficient because the five stages of the collaborative process still have aspects that need to be improved and there are three factors that have not gone well, namely membership, communication, and resource factors. The researcher provides suggestions to improve the collaborative process and improve communication and collaboration resources so that the development of the Semarang Old City Museum can run optimally.

Abstract

Manajemen pengaduan masyarakat dibutuhkan untuk menanggapi keluhan- keluhan yang terjadi di dalam penyelenggaraan pelayanan publik. Dalam keberjalanan penyelenggaraan pelayanan publik tentunya dibutuhkan pengaduan masyarakat sebagai bentuk refleksi pelayanan publik yang telah terlaksana dan diberikan kepada masyarakat. Dinas Komunikasi dan Informatika Kota Tegal menyeidakan pelayanan pengaduan untuk masyarakat Kota Tegal dengan menggunakan aplikasi SP4N Lapor. Namun, dalam pelaksanaannya terdapat beberapa kendala seperti responsivitas admin SP4N Lapor, sosialisasi yang kurang inklusif, dan terjadinya error pada aplikasi. Penelitian ini bertujuan untuk menganalisis manajemen pengaduan masyarakat Kota Tegal melalaui aplikasi SP4N Lapor serta mengidentifikasi faktor – faktor yang berkontribusi pada pelaksanaan pengelolaan pengaduan masyarakat Kota Tegal melalui aplikasi SP4N Lapor. Penelitian ini menggunakan teori manajemen oleh George R. Terry. Penelitian ini menggunakan metode kualitatif dengan analisis deskriptif. Hasil penelitian menunjukkan bahwa dari segi planning Dinas Komunikasi dan Informatika Kota Tegal sudah melakukan upaya rencana aksi, akan tetapi penyelenggaraan sosialisasi belum sampai kepada masyarakat. Organizing juga sudah dilakukan dengan memiliki steruktur organisasi dan pembagian wewenang yang diatur dalam peraturan Wali Kota Tegal. Actuating sudah dilaksanakan dengan memberikan tindak lanjut kepada pengaduan yang masuk, akan tetapi terkendala jika terdapat pengaduan tentang infrastruktut. Dari segi controlling, setiap di penghujung tahun, kinerja Dinas Komunikasi dan Informatika Kota Tegal mendapatkan evaluasi dari pihak Pemeintah Provinsi dalam bentuk laporan capaian kinerja. Faktor yang berkontribusi antara lain seperti man yaitu menunjukkan SDM yang memiliki komitmen yang kurang, money menunjukkan anggaran yang dimiliki terbatas, method yang menunjukkan metode yang digunakan ialah koordinasi dengan OPD melalui whatsapp. Rekomendasi yang diberikan ialah meningkatkan kompetensi SDM, memberikan pemberitahuan ketika terjadi error pada aplikasi, melakukan sosialisasi secara inklusif.

Abstract

Health is a basic human need. Therefore, the government has an obligation to fulfill the needs of public health services. One form of government effort in providing quality health services to the community is through the Community Health Center (Puskesmas). However, the services provided by Puskesmas still have various problems, namely there are still many community complaints related to infrastructure facilities at Puskesmas, timeliness of services, and the attitudes and behavior of Puskesmas officers. In this case, some facts in the field found that the Jatibening Baru Health Center still does not have binding regulations related to the implementation of quality services. This study analyzes the quality of service of the Jatibening Baru Puskesmas, especially in the General & Elderly Poly Service, using conclusions from service quality theories derived from Zeithaml, Pasaruman, and Berry and analyzes factors that hinder service quality using conclusions from the theory of factors affecting service quality derived from Moenir using a qualitative descriptive approach. The data collection techniques used were observation, documentation, and interviews. The results showed that the quality of the Jatibening Baru Health Center was still not optimal in the dimensions of tangible, reliability, responsiveness, and assurance. This condition is motivated by several factors that still hamper related to awareness factors, organizational factors, income factors, ability and skill factors, and service facility factors. Researchers provide recommendations to answer the research problems that have been analyzed, namely by improving the dimensions that are still not optimal.

Abstract

The government and Pokdarwis Gendewa formulated and implemented a branding strategy as an alternative to increase tourist visits to Sojiwan Temple. The objectives of this study are, first, to describe and analyze the branding strategy to increase tourist visits to Sojiwan Temple. Second, describe and analyze the driving and inhibiting factors of branding strategies to increase tourist visits to Sojiwan Temple. This research uses qualitative methods with descriptive analysis accompanied by relevant supporting evidence. This research was conducted at the Central Java-DIY Region X Cultural Preservation Center; Klaten Regency Tourism, Culture, Youth and Sports Office; and at Kebondalem Kidul Village Hall. The results of this study are the branding strategy of Sojiwan Temple tourism through image formation by creating a slogan/tagline, namely sanjiwana, then the slogan is communicated through social media and cultural festivals. Supporting factors for the Sojiwan Temple tourism branding strategy are clear regulations, the government's vision and mission, clear targets and objectives, and an agreement through the MoU. The inhibiting factor of the branding strategy is the lack of communication between the government and related parties. The recommendations given are to create a visual design (logo) based on the tagline as the identity of Sojiwan Temple tourism, create personal social media so that branding communication is more effective, and collaboration between the government and related parties so that the implementation of branding can be done well.

Abstract

Website Vaksinasi COVID-19 Kota Semarang Terintegrasi (VICTORI) merupakan layanan publik yang diinisiasi oleh Dinas Kesehatan Kota Semarang yang memungkinkan warga Kota Semarang untuk melakukan pendaftaran untuk memperoleh vaksinasi di berbagai lokasi vaksinasi Kota Semarang. Namun demikian, masih terdapat beberapa masalah dengan implementasi Website Victori, seperti server yang lamban sehingga membuat pengguna menunggu lama dan tidak dapat mengakses situs web karena mengalami penolakan akses. Penelitian ini bertujuan untuk menganalisis faktor-faktor dalam implementasi Website Victori di Dinas Kesehatan Kota Semarang. Penelitian ini menggunakan Teori Indrajit tentang 3 Elemen Sukses Penerapan E-government (2016). Metode penelitian yang digunakan yaitu kualitatif dengan analisis deskriptif. Hasil penelitian menunjukkan bahwa pada elemen support, Dinas Kesehatan telah memberikan dukungan dalam hal anggaran dana dan tenaga , pengembangan website, serta sosialisasi kepada masyarakat. Pada elemen capacity, masih terdapat kendala yakni dalam penyediaan hosting dan domain website serta kendala pada sistem yang error. Kemudian, pada elemen value, Website Victori memberi manfaat kepada Dinas Kesehatan dalam hal efisiensi pengelolaan data vaksinasi serta memberikan manfaat kepada masyarakat hal pendaftaran vaksinasi dan penyediaan informasi seputar vaksinasi. Dari analisis yang telah dilakukan berdasarkan teori dan fenomena di lapangan, ditemukan faktor pendorong yakni kerja sama antar organisasi dan upaya sosialisasi yang menyeluruh, serta faktor penghambat yakni gangguan jaringan dan sistem error pada Website Victori. Rekomendasi yang dapat diberikan yakni memastikan keberlanjutan dukungan anggaran dan tenaga, pemeliharaan dan pembaharuan website serta melakukan evaluasi terhadap keluhan masyarakat.

Abstract

The development of Wonolopo Tourism Village has the aim of alleviating poverty, advancing community welfare. The development of the Wonolopo Tourism Village requires the participation of various actors. There were several stages that experienced problems related to the actor relationships within it. Shows that the actor network stages in the development of the Wonolopo Tourism Village are less than optimal. The aim of this research is to analyze the actor network stages in the development of the Wonolopo Tourism Village and analyze supporting and inhibiting factors. The method used in this research is descriptive qualitative. With data techniques through interviews, observation and documentation. The results of this research explain that there are actors who have different views. The impact of tourism village has not been felt by the entire village community. The actions by Disbudpar Kota Semarang as the main actor have not been implemented optimally by Pokdarwis Manggar Selaras. Supporting factors in developing the Wonolopo Tourism Village are the same values, regular meetings, and openness of information. Meanwhile, the inhibiting factors are the potential not being integrated with each other, differences in interests, lack of community participation, not considering the renewal of SK Walikota Nomor 556/407 Tahun 2012.

Abstract

The e-Simpel innovation is an online-based population document service and is useful in making it easier for people to process population documents. This research aims to analyze e-Simpel innovation and identify the factors driving and inhibiting innovation in improving population services at the Grobogan Regency Population and Civil Registration Department. This research uses the theory of innovation attributes according to Everett M. Rogers, namely relative advantage, suitability, complexity, possibility of being tried, and ease of observation. Meanwhile, according to Harrington Emerson, the driving and inhibiting factors are Man, Money, Materials, Machine, Methods. The research method used is a qualitative descriptive method with data collection techniques through interviews, observation and documentation. The results of research on the implementation of e-Simpel innovation can be seen from the benefits felt by the community in the form of comfort and satisfaction. Judging from the suitability of community needs, values and norms, and in accordance with previous services. Judging from the possibilities, it can be observed in the form of an easy mechanism and cost and time efficiency. The complexity attribute is server problems and low community participation. Judging from the possibilities of being tried, socialization has not yet spread widely. Apart from that, there are driving factors in the form of employees and infrastructure. Meanwhile, inhibiting factors include budget, technology and procedures. In improving e-Simpel innovation, it is recommended that management simplify the process of using e-Simpel, carry out application maintenance and carry out massive outreach.

Abstract

Ketahanan Pangan yang merupakan strategi Sustainable Development Goals (SDG’S) dapat diwujudkan melalui urban farming atau pertanian perkotaan. Upaya pengelolaan urban farming di Kota Semarang berdasarkan Peraturan Walikota Semarang Nomor 24 Tahun 2021 tentang Gerakan Pembudayaan Pertanian Perkotaan di Kota Semarang. Peraturan tersebut menjadi pedoman stakeholders dalam menjalankan perannya dalam pengelolaan urban farming di Kota Semarang termasuk di Kelurahan Sampangan yang melibatkan berbagai stakeholders. Penelitian ini bertujuan untuk menganalisis peran stakeholders dan faktor pendukung dan faktor penghambat peran stakeholders dalam pengelolaan urban farming di Kelurahan Sampangan, Kota Semarang. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui kegiatan observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa setiap stakeholders mempunyai tugas dan fungsi dalam pengelolaan urban farming di Kelurahan Sampangan yang terdiri dari stakeholders pemerintah (Dinas Pertanian Kota Semarang dan Kelurahan Sampangan), bisnis (PT. Bank BRI Regional Office Kota Semarang), masyarakat (KWT Puspitasari, PKK RW 03 Kelurahan Sampangan, RW 03 Kelurahan Sampangan), akademisi (Universitas Negeri Semarang), dan media massa (Jawapos Radar Semarang). Peran stakeholders dalam penelitian ini terdiri dari: policy creator, koordinator, fasilitator, implementor, dan akselerator. Kesimpulan dari penelitian ini adalah masih ditemukan peran antar stakeholders yang belum optimal sehingga menghambat pengelolaan urban farming di Kelurahan Sampangan. Saran dari penelitian ini adalah stakeholders meningkatkan komunikasi agar tidak terjadi kesalahan penafsiran informasi, menambah jumlah tenaga Penyuluh Pertanian Lapangan Kecamatan, mengajak dan merangkul wanita usia muda, meningkatkan kerja sama dengan media massa, serta mengoptimalkan pemenuhan fasilitas urban farming.
