Abstract

Regional Income is an areas income earned by local regulations in accordance with the legislation. Fluctuations in tax revenues indicate a problem in the implementation of development. The purpose of this study was to analyze management and Local Revenue enhancement strategy Semarang through advertisement tax and the factors that influence the acceptance of advertisement tax in Semarang. This study analyzes management of advertisement tax and factors that influence the government revenue in Semarang. The method used in this research is descriptive qualitative method. Data collection techniques used in this study by the method of field studies (interviews, observation and documentation) sampling method informant used purposive random sampling. Analysis of the data used is to use a SWOT analysis to determine the strengths, weaknesses, opportunities and threats in the advertisement tax collection. Results from the study showed that the planning concept is still weak and analyzing the potential, challenges and constraints in the management of the to increase advertisement tax. The strategies carried out in terms of intensification taxation namely simplification of administrative processes and stronger law enforcement are required. The etending taxation are increasing tax amount and taxed objects.

Abstract

Asset or property is one of the potential areas to increase revenue so it can reduce dependence on subsidies from the central government. Therefore, local governments demanded to managing local asset in a professional, transparent, accountable, efficient, and effective. The planning process in asset management have more than the other management functions. Good planning is needed in the management assets to avoid waste in asset management related to a field that is wide enough, so need to think carefully about alternatives for decisions about the limited resources ownership.The reasearch used a descriptive qualitative method that lovated on the Departement of Revenue, Finance and Regional Assets. and focus on Process Optimization Analysis of Regional Asset Management Planning in the City of Salatiga. There were two data sources such primary and secondary. Its instruments used as research instrument, interview guide, and informant. The way how to determine its technique that applied purpisive sampling while collecting data using interview, observation, and library reasearch to get the whole data. Afterwards this analysis technicques using of qualitative data, with stage writing memos, coding, categorizing, display, and archive analytical.There were three phenomena which observed on this study, that is optimization of the regional asset management, asset management planning process, and indicators of asset management planning process optimization. From the research, that the optimization of the regional asset management is nor optimal, views of not compliance aspects in the implementation of regional wealth nmanagement. In the planning process has not running well because the stage not in accordance with the time schedule specified in the Standard Operating Procedure. Whereas, the indicator optimization of regional asset management planning process has not been in accordance with principle of legal certainty, the principle of accountability and principle of value.

Abstract

Ayo Wisata ke Semarang is a government program that aims to increase tourist visits to Semarang. Through this program, the government relied on three potential Semarang city tourism, religious tourism, cultural and culinary.Program which began in 2011 it contains strategic activities the government and the city of semarang tourist events . This program has a primary target increased by 1,834,886 tourists visiting in 2012. This research aims to know the implementation of the program in 2012 and how its achievement. This research was analyzed with a model monitoring Peter Rossi and using qualitative research type.This research uses descriptive qualitative research type. The research results obtained by conducting interviews to the actors involved in the programme, namely the Government of the city of Semarang, businessmen, tourists and tourist community. Researchers also spread a questionnaire to determine the level of satisfaction of tourists to tour the city of Semarang.From the results of the analysis, it can be concluded that the government reach all target the program in 2012 that have been determined. Tourists felt quite satisfied with the Semarang city tourism. The program also fosters enthusiasm some tourism businesses like T-shirt souvenirs. Promotion programs in a variety of media is a major factor in the success of this programs. Through Balanced Scorecard measurement tool, the program is achieving success of 83,69%.

Abstract

The tourism industry is often seen as the answer to deal with economic problems. Economic hardship and unequal economic development will be considered resolved by the tourism industry. However, it should be realized that these activities also have a negative impact, one of which is environmental. Form the aspect of tourism activities and environmental sustainability is ecotourism. Wildlife Areas Mangkang Semarang City is a place that combines the concept of wildlife conservation education and the concept of tourism.This study used a qualitative descriptive method. The locus of this research in the area of Semarang Mangkang Wildlife Areas and Focus on Strategic Development of Ecotourism Wildlife Areas Semarang. The methods used to collect the data, namely: Documentation, Observation, Interview. Sources of data in this study using primary data and secondary data. Efforts to address the problem and the purpose of the study used the theory of strategic management using SWOT analysis tool, as well as the litmus test.Preformance of this research there were 5 observed phenomena, namely: Conditions Mangkang Wildlife Areas, Strategic Environmental, supporting factors and obstacles, Strategic Issues and Formulating Strategic Programs. The results of this study indicate that the Development Strategy of the Government of Semarang city is going well, but there are still some shortcomings such as Human Resources as a constraint, while the layout of the park is very strategic Wildlife Mangkang is one factor driving.

Abstract

Salah satu fungsi pengelolaan adalah fungsi actuating (penggerakan). Fungsi ini melibatkan kualitas, gaya, dan kekuasaan pemimpin serta kegiatan-kegiatan kepemimpinan seperti komunikasi, motivasi, dan disiplin. Fungsi actuating sering disebut dengan bermacam-macam nama, antara lain leading, directing, motivating, atau lainnya. Pertanian salak merupakan sumber mata pencaharian utama di Banjarnegara, namun hal ini belum ada strategi pengelolaan pertanian salak yang maksimal untuk menambah pendapatan masyarakat. Kurangnya pegawai penyuluh pertanian menjadikan kurang efektif pemerintah dalam melaksanakan strategi pemberdayaan masyarakat dalam pengolahan hasil pertanian yang ada, karena setiap penyuluh dapat membawahi lebih dari lima kelompok pertanian yang ada di Kecamatan Banjarnegara. Selain itu, kurangnya antusias masyarakat menjadi penghambat dalam pengelolaan pertanian salak di Kecamatan Banjarnegara, Kabupaten Banjarnegara. Dengan adanya UU 23 Tahun 2014 yang mengharuskan bahwa setiap kelompok pertanian mempunyai badan hukum untuk mendapatkan bantuan dari pemerintah menjadikan suatu alasan bagi kelompok untuk tidak mau membuat badan hukum tersebut karena membutuhkan biaya yang cukup besar dan terkadang bantuan yang didapatkan tidak sebanding dengan apa yang ia keluarkan sehingga kelompok enggan untuk membuat badan hukum tersebut

Abstract

Service is basically a given activity to assist, prepare and take care of, whether it be goods or services of one party to the other party. Public services are said to be satisfactory if the quality or the service can meet the needs and expectations of the community served. If people are not satisfied with the services provided, the service quality is certainly not qualified or not efficient. To be able to assess the extent to which the quality of public services provided, there needs to be criteria that indicate whether a given public service can be said to be qualified or not. There are five dimensions as a measure of quality of service according to Zeithaml,dkk. This research aims to analyze the quality of Askes service in General Hospital of Kudus Region and people's expectations about health care in this hospital. The locus of this study is the General Hospital of Kudus Region in outpatient and inpatient Askes. This research uses descriptive qualitative research method with 7 (seven) informant. Informants selected a patient or user Askes BPJS ex. Askes. The results of this research are quality of Askes service in the General Hospital of Kudus Region has not qualified because there are still many lacks. The health service is still not up to the expectations of society because there are a lot of complaints and expectations expressed by informants. Required periodic evaluation of health services provided so that the government knows what it lacks and what needs to be repaired.

Abstract

Semarang Old City area is a heritage building that should be preserved its existence. His condition is dire. Actually, the government has been implementing conservation and development strategies to revitalize the area. But the strategy is done so that the state government is not unified the Old Town area no change at all. The problems arise: what are the factors enabling and constraining the strategy, and what strategies are used in the preservation and development of the Old Town area in order to be a cultural tourist area in the city of Semarang?Research purposes to describe what are the factors enabling and constraining the conservation strategy and the development of the Old City through the analysis of the strategic environment and to explain what strategy should be taken by the government in managing the Old Town area in order to be a cultural tourist area in the city of SemarangEfforts to address the problem and the purpose of the study used the theory of strategic management using SWOT analysis tool, as well as the litmus test. With descriptive qualitative research design.The results showed that the region lies in the cultural themed segments I and II themed segments on the tour is the Old Town area. For any form of preservation and development must be done in accordance with the regulations that have been made to daaerah Old City of Semarang, but the rules can not be implemented properly by the government. Lack of coordination between related SKPD be one of the factors inhibiting and berpotensinya as an area of cultural tourism is one of the supporters.Suggested the government should be able to restore coordination between SKPD related to the preservation and development of the Old Town area of Semarang.Keywords: Conservation

Abstract

The government is responsible for the implementation of the administration of the State, so it is demanded to improve the quality of public services so that the fulfillment of community needs can run well. One way for the government to improve the quality of public services is by creating more and more quality service. In an effort to improve public services in the field of health personnel licensing, the City of Semarang made an innovation called SINAKES Online. The purpose of this study is to analyze the relative dimensions of advantage in SINAKES Online. This study used the attributes of innovation and supporting factors and inhibitors of innovation in Rogers and Albury's public sector. The approach method that used in this study was descriptive qualitative, while data collection by observation, interview, and documentation. Data validity was done by triangulating data and sources. Data analysis was carried out by collecting data until drawing conclusions, while the determination of informants was done purposively. The results showed that in providing health personnel licensing services seen from the relative profit dimensions of innovation could be measured from economic value, social status, pleasure/satisfaction, and important components. In addition, SINAKES Online Innovation has supporting factors, namely, the desire to change for the better, the availability of facilities and infrastructure, and a supportive environment, but there are inhibiting factors; short-term budgeting and planning and dependence on high performers. The recommendations given are the need for budget allocation specifically for the development of SINAKES Online and the need for IT development training for employees by holding workshops.

Abstract

This research aims to reveal the Development of Entrepreneurial Orientation through Specific Critical Incident (SCI) Entrepreneurial Learning on Business Performance. This study use qualitative research design. The result shows that effect of entrepreneurial orientation on specific critical incident (SCI) entrepreneurial learning has a p-value of 0.002 where the value is less than 0.1 (0.002 < 0.1), so it can be concluded that hypothesis 1 of this study is acceptable or there is an influence of entrepreneurial orientation on specific critical incident (SCI) entrepreneurial learning at a real level of 10% with a parameter coefficient value of 0.466. This means that better entrepreneurial orientation is able to increase specific critical incidents of entrepreneurial learning in entrepreneurship for culinary business actors in South Kalimantan.

Abstract

Public services in Indonesia continue to strive to realize the concept of good governance, one of which is by implementing the digitization of the PBB program in electronic form (e-PBB). The Gunungpati District Government of Semarang City is one of the government agencies that intensifies this program to make it easier for its people to pay PBB, given that Gunungpati District is the sub-district with the lowest PBB income in 2019 in Semarang City. The purpose of this research is to describe and analyze how the implementation of tax payments using e-PBB, and to find out strategies that make it easier for people to make tax payments via e-PBB in Gunungpati District, so that there is no tax arrears. The study used a qualitative descriptive approach with primary and secondary data types obtained by literature review, observation, and field studies. The object of the research consisted of 2 government sources and 1 community resource, with the research location being Gunungpati District, Semarang City. The analytical method used is descriptive analytical. The results showed that the implementation of e-PBB in Gunungpati District used a management pattern of Organizing, Actuating, and Controlling. In addition, Gunungpati District has implemented several programs to provide convenience to the community in paying PBB-P2 and to pursue the target for PBB-P2 payments. This effort has partially fulfilled the application of the New Public Service paradigm.
