Kebijakan pengelolaan sampah merupakan upaya dari pemerintah untuk menyediakan failitas berupa pelayanan serta pengelolaan pada sampah kepada masyarakat disetiap daerahnya. Penelitian ini memiliki tujuan untuk menganalisis pada impleentasi kebijakan pengelolaan sampah di Kecamatan Cepu, menganalisis faktor penghambat serta faktor pendorong dalam pelaksanaan kebijakan pengelolaan sampah di Kecamatan Cepu. Metode penelilitan ini menggunakan deskriptif kualitatif. Sumber data pada peneliian ini menggunakan data primer yaitu wawancara dengan narasumber serta data sekunder diperoleh dari sumber lainnya. Implementasi Kebijakan pengelolaan sampah di Kecamatan Cepu diatur dalam Peraturan Daerah Nomor 1 Tahun 2021 tentang Perubahan Atas Peraturan Daerah Nomor 1 Tahun 2011 Tentang Pengelolaan Sampah, diperoleh bahwa dalam implementasi kebijakan pengelolaan sampah di Kecamatan Cepu belum sepenuhnya berjalan dengan baik. terdapat kendala pada sumber daya yaitu sumber daya anggaran yang terbatas sehingga mengakibatkan pada terbatasnya sarana dan prasarana yang tersedia serta berdampak juga pada sumber daya manusia serta kesadaran akan kebersihan lingkungan pada masyarakat juga masih minim karena masih ditemukannya masyarakat yang tidak menjaga kebersihan lingkungan dan sampahnya. Rekomendasi pada penelitian ini yaitu Dinas Lingkungan Hidup meningkatkan sosialisasi tentang kebersihan lingkungan dan sampah baik pada masyarakat serta kepada sekolah – sekolah serta meningkatkan anggaran untuk penyediaan fasilitas dan teknologi pengelolaan sampah yang mendukung aktivitas pengelolaan sampah yang berbasis teknologi.

The government has the responsibility to protect its people from everything. This has prompted the government to issue regulations on children, such as the Ministry of Home Affairs Regulation No. 2/2016 on Child Identity Cards, which aims to improve data collection, protection, and the constitutional rights of citizens. Semarang is one of the cities that implemented KIA, but it has not been able to reach all children. This research uses descriptive qualitative method, and the research location is Semarang City Population and Civil Registration Office. This study aims to analyze the effectiveness of the implementation of the KIA program and the factors that hinder the effectiveness of KIA implementation by combining 3 expert theories according to Makmur (2011), Duncan (2009), and Budiani (2017), namely: accuracy of objectives, accuracy of targets, adaptation and program socialization. In the indicator of accuracy of objectives, it is still not effective because the main objective of KIA, namely to increase the protection and fulfillment of children's constitutional rights as citizens and improve public services for children, is still considered less than optimal. The target accuracy indicator is still not effective because the achievement of the KIA ownership target in 2023 is still far from the target that has been set. In the adaptation indicator, the Population and Civil Registration Office of Semarang City has also carried out various strategies and collaborations to increase KIA ownership. The socialization of the program is said to be.

This research examines how the implementation of e-government policies carried out by the Semarang City Education Office. This research was conducted using a qualitative descriptive method, by collecting data through interviews and direct observation both at the Semarang City Education Office and on social media used by officers to disseminate public information. The results obtained are the factors related to policy implementation, namely Communication Factors, Resources, Disposition and Bureaucratic Structure, only there are obstacles in the resource factor, namely the lack of PPID staff who are implementers of the policy, apart from that the supporting facilities have not been fulfilled . Even though the number of staff is inadequate, implementers have expertise in implementing these policies, namely being able to operate websites and social media as a means of disseminating public information. This is one of the supports for the successful implementation of the policies carried out.

The problem of the high number of people working in the agricultural sector (40,635,997 people) as well as the sector that has the highest percentage of poor households (51.33%) can be overcome by community empowerment through Social Forestry. Community empowerment of the Kaliwungu Nature Tourism Forest Farmer Group (KTH) through the Social Forestry Program by the West Java Provincial Forestry Service is an effort to improve community welfare through the use of access to state forest and land management in accordance with the principles of sustainability. This research aims to analyze the success of forest farmers group in West Java is being empowered through the Social Forestry Program and the factors that hinder the empowerment. The research method used is descriptive qualitative with data collection techniques. This research uses the theory of empowerment success expressed by Wrihatnolo and Dwijowijoto which can be seen through indicators of access, participation, control, and welfare. In identifying the factors inhibiting the implementation of empowerment, the theory expressed by Arsiyah is used. The results show that the access indicator is good, but participation, control, and welfare need more work. Community participation is still minimal, so participation is low. Control is not complete because most people only meet with administrators. Welfare cannot rely only on gardens and tourism. Factors that prevent empowerment include limited resources, management, marketing, and support from others. Suggestions include having online meetings, creating new tourist attractions, and teaching farmers management and marketing skills.

Semarang city is one of the cities that has great potential in the tourism sector. Various types of tourism are offered, one of which is cultural and historical tourism. Semarang Old City Museum is one of the historical tourist destinations in Semarang City. The development of the Semarang Old City Museum is still said to have not gone well allegedly because the collaboration between the government, the private sector, and the community has not been optimal. This research aims to describe the stages of the collaborative governance process and the factors that influence the collaborative governance process in the development of the Semarang Old City Museum attraction. In this study, researchers used qualitative research methods with data collection techniques through interviews, observations, and documentations. The results of this study indicate that the collaborative governance process in the development of the Semarang Old City Museum can be said to be sufficient because the five stages of the collaborative process still have aspects that need to be improved and there are three factors that have not gone well, namely membership, communication, and resource factors. The researcher provides suggestions to improve the collaborative process and improve communication and collaboration resources so that the development of the Semarang Old City Museum can run optimally.

Effective and efficient traffic law enforcement is the main focus in improving public services in urban areas. One of the efforts taken is the implementation of Electronic Traffic Law Enforcement (E-TLE) by the Central Java Regional Police Traffic Directorate (Ditlantas Polda) in Semarang City. This study aims to analyze the optimization of public services through the implementation of E-TLE in traffic law enforcement in the region and identify success factors in this optimization. Study findings show that the implementation of E-TLE has increased the efficiency of law enforcement, accelerated action against violations, and reduced traffic accidents. Apart from that, public services also benefit from this system because the law enforcement process is faster and more transparent, increasing public trust in the police. The results of this research contribute to the understanding of the importance of technology in improving public services and the effectiveness of traffic law enforcement in metropolitan cities. Next steps could include expanding the E-TLE network and increasing public awareness of the importance of complying with traffic rules to create a safer and more orderly environment for all road users.

The Semarang City Government has established the Rumah Duta Revolusi Mental to address violence against children, but The number of child violence in Semarang City in 2020 was 71 cases, in 2021 it increased to 80 cases, an increase of 12% and in 2022 there were 136 cases or an increase of 70%. This research aims to analyze the effectiveness of the RDRM in preventing cases of child violence and bullying in Semarang City and analyzes the supporting factors that inhibit the effectiveness of the RDRM. The method used is a descriptive qualitative method. Data collection techniques through interviews, observation, documentation and literature study. The findings, namely achieving goals, integration and adaptation, show that on the prevention side, RDRM has not been effective in preventing violence and bullying because psychoeducation services have not been optimal, while on the treatment side RDRM has been said to be effective as proven by the number of clients who have been treated. Inhibiting and supporting factors the effectiveness of RDRM are organizational characteristics, environmental characteristics, employee characteristics and practical and management capabilities. The conclusion is that the prevention of violence and bullying carried out by RDRM organizing institutions has not been effective, while the handling of violence and bullying has been effective. Therefore, the recommendation is to disseminate information on internship recruitment regularly and open internships for students from the computer science category to help manage social media.

This research aims to determine the effectiveness of the program for handling and preventing acts of violence against children in Wonogiri Regency, as well as analyzing the factors that hinder the effectiveness of the program for handling and preventing acts of violence against children. This research use desciptive qualitative approach. Data collection techniques through interviews, observation and documentation. The research results show that the program for handling and preventing acts of violence against children in Wonogiri Regency is not fully effective. This can be seen from the goal which cannot be said to have been achieved because there are still cases of violence. Then we still encounter obstacles such as employees who are less committed to carrying out their duties, lacking facilities and infrastructure, and community culture that is difficult to change.

Stunting merupakan kondisi terhambatnya pertumbuhan fisik anak pada periode 1.000 Hari Pertama Kehidupan (HPK) akibat kekurangan gizi kronik dalam jangka waktu yang panjang. Di Kelurahan Bandarhajo penyebab tingginya angka stunting karena kurangnya asupan nutrisi yang diterima anak dan minimnya pengetahuan orang tua mengenai kebutuhan gizi anak. Upaya penurunan stunting di Kota Semarang, Pemerintah mengeluarkan regulasi melalui Peraturan Walikota No. 27 Tahun 2022 tentang Percepatan Penurunan Stunting di Kota Semarang dan menjadi pedoman dalam penelitian ini. Tujuan dari penelitian ini menganalisis proses implementasi kebijakan dan faktor pendorong serta penghambat pelaksanaan program PMT di Kelurahan Bandarhajo. Penelitian ini menggunakan metode deskriptif – kualitatif dengan pengumpulan data melalui kegiatan observasi, wawancara, dan dokumentasi. Teori yang digunakan untuk menjabarkan faktor pendorong dan penghambat pelaksanaan kebijakan dengan menggunakan teori implementasi kebijakan melalui pendekatan top-down. Hasil penelitian menunjukkan bahwa pelaksanaan PMT berjalan optimal dan memberikan dampak positif bagi penurunan angka stunting di Kelurahan Bandarhajo. Hal tersebut didukung dari banyak stakeholder baik instansi maupun LSM yang berkontribusi melalui PMT sejak tahun 2021. Penurunan angka stunting semula 104 anak pada tahun 2021 menjadi 44 anak pada tahun 2023 dilihat dari data operasi timbangnya. Keberhasilan pelaksanaan kebijakan ini didukung faktor pendukung yang meliputi ketersediaan dan kualitas tenaga pelaksana yang kompeten, tersedianya anggaran dana dari Pemerintah untuk program PMT, komunikasi yang baik antar pelaksana, dan adanya disposisi implementor yang baik. Akan tetapi, peneliti menemukan beberapa faktor penghambat, di antaranya terbatasnya kuantitas tenaga pelaksana yang menjadi kader stunting dan pengasuh di Rumah Pelita, adanya tumpang tindih tugas dan peran antar kader stunting dengan anggota TPPS, tidak tersedianya dana insentif untuk kader serta beberapa sikap dari kelompok penerima sasaran menunjukkan penolakan.

Website Vaksinasi COVID-19 Kota Semarang Terintegrasi (VICTORI) merupakan layanan publik yang diinisiasi oleh Dinas Kesehatan Kota Semarang yang memungkinkan warga Kota Semarang untuk melakukan pendaftaran untuk memperoleh vaksinasi di berbagai lokasi vaksinasi Kota Semarang. Namun demikian, masih terdapat beberapa masalah dengan implementasi Website Victori, seperti server yang lamban sehingga membuat pengguna menunggu lama dan tidak dapat mengakses situs web karena mengalami penolakan akses. Penelitian ini bertujuan untuk menganalisis faktor-faktor dalam implementasi Website Victori di Dinas Kesehatan Kota Semarang. Penelitian ini menggunakan Teori Indrajit tentang 3 Elemen Sukses Penerapan E-government (2016). Metode penelitian yang digunakan yaitu kualitatif dengan analisis deskriptif. Hasil penelitian menunjukkan bahwa pada elemen support, Dinas Kesehatan telah memberikan dukungan dalam hal anggaran dana dan tenaga , pengembangan website, serta sosialisasi kepada masyarakat. Pada elemen capacity, masih terdapat kendala yakni dalam penyediaan hosting dan domain website serta kendala pada sistem yang error. Kemudian, pada elemen value, Website Victori memberi manfaat kepada Dinas Kesehatan dalam hal efisiensi pengelolaan data vaksinasi serta memberikan manfaat kepada masyarakat hal pendaftaran vaksinasi dan penyediaan informasi seputar vaksinasi. Dari analisis yang telah dilakukan berdasarkan teori dan fenomena di lapangan, ditemukan faktor pendorong yakni kerja sama antar organisasi dan upaya sosialisasi yang menyeluruh, serta faktor penghambat yakni gangguan jaringan dan sistem error pada Website Victori. Rekomendasi yang dapat diberikan yakni memastikan keberlanjutan dukungan anggaran dan tenaga, pemeliharaan dan pembaharuan website serta melakukan evaluasi terhadap keluhan masyarakat.
