Abstract

Electricity is now become primary need that affect all of human activity. Based of the tendency of needs of electricity energy so large, so there is needed government role to fullfil society for it. Government Institution that responsible to provide electricity energy need is PT PLN (Persero) as public organization which is one of the government national corporate. One of electricity need provider is PT PLN(Persero) Semarang Central Rayon as the largest rayon in Semarang city. This research is based on problems of performance achievement from PT PLN (Persero) Semarang Central Rayon in 2014. This research aims to analyze the performance of PT PLN (Persero) Semarang Central Rayon and analyze factors that support and hinder the performance of PT PLN(Persero) Semarang Central Rayon as a provider of electrical energy needs. Assessment of the performance at PT PLN(Persero) Semarang Central Rayon are seen from responsiveness, responsibility, and accountability. Factors that affect the performance are seen from leadership, human resources and existing infrastructure. This research uses descriptive qualitative with the the subjects consists of four main informant. Based on result of research, the performance of PT PLN (Persero) Semarang Central Rayon is not optimal yet. So there are some suggestions that can be carried out to optimize its performance, such as utilizing GPS(Global Positioning Screen) application for technician to reach customer address. Establish procurement contract of goods with vendor . Renew contract system with framework contract system. Update the information data of perfomance display to optimize public transparency. Make a reward system directly from manager to the employees. Increase the quantity of employees by coordinating with PLN headquarter, and Providing facilities and infrastructure in order to increase organization performance.

Abstract

BPPT (Integrated License Service Cooperative) in Grobogan Regency is one of regional government cooperative in Grobogan, because of that BPPT the society is expected to get a lots of ease in public service, especially in administrative service about the license. Problems of the license service for BPPT are lack of the sufficiency facility and inappropriate time of the license letter publication with the obtain standard. This research and analyzes the license service quality, and dimensions thet support and hamper the service. This research user qualitative descriptive research. This research is based on five dimensions from the theory that is proposed by Zeihaml-Parasuraman-Berry, that are : Tangible, the unsufficiency facility. Reliability, inappropriate time of license letter publication. Responsiveness, perceptive capacity of the officials for applicant complaint. Assurance, friendliness and justice of the afficials. Emphaty, the officials’attention to the applicant. The license service for BPPT in Grobogan Regency is still less satisfy, becauses there is still a deficiency in any dimensions. Suggestion for the dimensions that hamper the license service are : add the unsufficiency facility, make a communication with the afficials.

Abstract

Welfare conditions of teachers and lecturers in Indonesia is one of the lowest in the world. When compared with neighboring countries, the salary of teachers in Indonesia is still relatively low compared to Malaysia, Thailand and Singapore. That condition is one of the causes of the poor quality of education in Indonesia. Based on data from The Learning Curve Pearson 2014, a rating agency's education, explained that Indonesia ranks 40th out of 40 countries with an index ranking and overall value that is minus 1.84. In order to improve the welfare of teachers and to improve the quality of education in Indonesia is carried out allowances and lecturers teaching profession. However, in the implementation of the policy there are still many problems. The purpose of research is to determine how perceptions of teachers and lecturers in Semarang on professional allowances of teachers and lecturers as well as the role of aspects of the experience and motivation of teachers and lecturers in shaping the perception of teachers and lecturers in Semarang on professional allowance for teachers and lecturers. Researchers used qualitative descriptive research methods. The results showed that the perception of teachers and lecturers in Semarang on professional allowances of teachers and lecturers are positive perception. Aspects of the experience and motivation of teachers and lecturers role in shaping perceptions about the benefits of teachers and lecturers and professors teaching profession. From this research can also be seen that in the implementation of professional allowance for teachers and lecturers there are problems such as late payment of professional allowance for teachers and lecturers.

Abstract

Motorcycle is one of risky transportation in traffic accident. This accident is caused by motorcycles aren’t equipped with special safety. Often the motorcyclist are also less attention of safety riding, with traffic violations that could harm other riders. The traffic policeman as a law enforcer seem slow in taking action againts the traffic violations. The aim of this research is to know how the implementation of law No. 22 of 2009 About Traffic and Road Transportation: (Special) for Motorcyclist in Semarang, by using phenomenons of implementation effectivity they are appropriateness of the police, implementor, target, and enviroment. Also to know about support and resistor factor by using implementation model George Edward III wich is mention four factors that influence the implementation they are communivation, resources, dispotition, and bureaucracy structure. This research is use descriptive qualitative research method. The result of this research shown the implementation of law No. 22 of 2009 About Traffic and Road Transportation: (Special) for Motorcyclist in Semarang has been going well and effective. This can be seen from the phenomenoms of implementation effectivity that can be reached. Although has been going effective its still have resistor factors. So needs adding some traffic policeman, budgeting, fasilities, information system, to over come the problem of traffic, enforcement of stict sanctions for traffic policeman that misuse authority.

Abstract

Each policy have purpose to solve existing problems that exist in society. The implementation of a policy, there are several factors as a determinant of the success of policy, one factor of them is available resources. The resources have an important role because a policy can’t be effective if the resources that they are not available. Another factor that may affect the implementation of a policy is communication. Good communication can support the successful implementation of policy. The purpose of this research is to know how great the correlation between resources and communication for Program Keluarga Harapan (PKH) implementation. The kind of this research was a quantitative and the respondents are associated to PKH implementation in Watukumpul sub-district. The method of collecting data in this research are questionnaires. Data analysis technique that used to answer the puspose of this research is multiple correlation coefficient. Based on the results of research, known that the available resources include in good categories. Correlation test showed that the resources have positive correlation with PKH implementation. The resources and communication together have significant correlation with PKH implementation.

Abstract

Retribution parkirng service at the edge of the public road is one of the pocket of local reveue receipts of Semarang. Policies parking of retribution collection services by public road set in Semarang City Regulation No.2 of 2012. Retribution parking services at the edge of the public road itself is the collection of retribution for service by the public treet parkirng is provide by the city of Semarang. Although the existing regulations governing the of retribution collection parking services at the edge of the public road Semarang, the target of retribution is not maximized. In addition, there are still illegal parking and illegal parking attendants. This study aims to determine how to implementation of the policy of retribution collection services by the public street parking Semarang also to know the driving factors and obstacles in the implementation of the polivy. The method use in this research is descriptive qualitative method. In this study the author used four appropriateness of the policy of Riant Nugroho to determine the effectiveness of policy implementation and implementation of Edwards III theory to determine the factors that effect the implementation of the policy. The results showed that the fact service retribution policy on public road flexible edge in the field so as to make the policy is weak and has not been able to overcome the problem of parking in the city of Semarang. The ammount of red tape involved and the limited resources especially supporting facilities for parking attendants become an obstacle to the implementation of policies in the edge of the parking service retribution public roads.

Abstract

Abundant potential of oil and gas in Bojonegoro Regency East Java is expected to provide benefits to the Bojonegoro society, especially for the local labor. Bojonegoro district government through Bojonegoro district regulation No.23 of 2011 about the acceleration of region economic growth in the implementation of exploration exploitation and processing oil and gas provide liability to oil and gas companies that run mining activities in Bojonegoro to use local labor. This research aims to describe the implementation of local regulation, especially regarding use of local labor based on five indicators, namely policy accuracy, implementer, target, environment, and process. This research uses descriptive qualitative research methods. Based on the research results, these regulations have been implemented since 2012, but the implementation still not maximum. The main resistor factor this local regulation still not maximum implemented is qualification of local labor in Bojonegoro, nowadays most of the labor in Bojonegoro is un-skilled, semi skill to professional skills is very limited number and unable meet the need of the oil and gass company. To improve local labor qualifications do training funded by CSR of oil and gas companies. Thus, recomendation that can be given is to be implementation of more intensive training for local labor, reformulated clear indicator of the success of implementation of local regulations, and punishment for companies that do not run properly the Regulation must be completely executed, as long as this punihment have not been implemented by the firm.

Abstract

This research began of interest in the phenomenon of the homeless and beggars the disease being social in semarang city, namely the city which is one of the big cities in indonesia with bears as the provincial capital. Complex development has left a little problem, namely poverty. Homeless and beggars is one shortcut undertaken a group of the community to earn a living with ease on behalf of poverty. Of course the job is not justified , because in addition to disturb public order, get money from mercy can be called around idly. The number of them in Semarang City has also increased even though the government has made various efforts. The number of homeless in 2011 are 29 people, they became up to 151 people in 2012. Beggars has also increased from 117 people in 2011, later became 500 people in 2012. Then what needs to be researched is how the strategy of handling of the homeless and beggars in Semarang City? This study investigates about strategy of handling homeless and beggars in Semarang City, identify things that block and supporter of handling, as well as strategic values that can be used as recommendations to devise a strategy. The research is descriptive qualitative research that uses a method of strategic management to express strategic issues intensively, deep, and comprehensive. Through SWOT Analysis and Litmust Test as an instrument for measuring the environment strategic in the identification of the barrier and supporters, and get the strategy required in handling of the homeless and beggars in Semarang City. The result showed that in handling beggars and homeless are still experiencing a few problems such as the quantity and the quality of human lacking human resources, limited rehabilitation institution facilities, the weak regulations, and others. The strategy which suggested is to optimize the use of human resources and the orphanage of rehabilitation there, through the existing budget can be maximized to improve the quality of human resources and other facilities like the rehabilitation porch and coaching against Gepeng related of the ability and skill. In the handling of a social issue should boost the public participation through many media recently, either the print media or audio visual media.

Abstract

Increasing population growth in Sub Banyumanik effect by increasing the amount of waste from year to year. Waste management system is needed to address the problems that arise as a result of waste overload. The aim of this study was to determine the condition of waste management, as well motivating factor inhibiting factor and waste management solutions in the District Banyumanik. The research method used is descriptive qualitative research methods. The results showed that the waste management in the city of Semarang, especially in Sub Banyumanik yet either. There are still obstacles that make waste management, especially at the stage of transporting waste from TPS to landfill and waste processing stage less running smoothly. Automaticaly the service quality provided to the public by the waste management officer can not be maximized. The writer suggests that the addition of waste management facilities and infrastructure in the form of TPS, the government together with the Institute of Public Social socializes The Waste Management System (3R) to the public periodically. The Department of Hygiene and Urban Landscapping of Semarang together with coordinator / Sub District Hygine officer of Banyumanik need to evaluate hygiene care facilities needs by adapted to the number and distribution of the population.

Abstract

The aims of this research are present the result of job information and the result of job analysis that are included job description and job specification. This research used qualitative research approach with descriptive-analysis method. Collected the data’s used questionnaire and depth interview with the actor that has examined. Theories that had used to answers the problems and the aims are public administration theories, management theories, and human resources management theories. Research instruments is the position that are, top manager, middle manager, data processor, and financial administrator. The result shows that every position has different job description and job specification. Job specification included requirements that must be filled by the employees to get the position. The result of job analysis shows that some of the positions have the requirements that should have filled by the employees. Job analysis is important to do in the government sector to know about job description and job specification of a position. Job description and job specification used to determine prospective employees that will be in that position. Employee must filled job specification that required.
