Abstract

Health services is a concept that used in providing health services to the community. Regional Public Hospital Ketileng Semarang as a government agency in charge of providing health services is always required to work optimally in serving the community. The service is called quality if it has met the indicators that used as a barometer of the extent to which the service has done well. This study aims to determine the quality of health services in Regional Public Hospital Ketileng Semarang through service activities, inhibiting factors of service, and the driving factors of service from internal customer’s perspective (staffs) as well as through the five dimensions of service quality ( ServQual ) from Parasuraman In this study, the researcher use a qualitative method with descriptive approach. A qualitative approach with in-depth interviews toward 6 informants with election technique by accidental sampling. The results showed that from the five dimensions of service quality that described by Parasuraman, that is tangible, realibility, responsiveness, assurance, and empathy, only assurance dimension that can be said to have been carried out properly The advice that given is (1 ) increasing the number of employees in serving ( 2 ) closer scrutiny for employees ( 3 ) provide information as simple as possible in order to be understood by all patients ( 4 ) time of service is adapted with the patient visits.

Abstract

The old area in Semarang is one of assets the city of Semarang and a number of the building worth of the high historical. The condition is currently very poor, so it needs special development and management of governmment in doing conservation and revitalization to revive the area. Revitalization area program the old city Semarang proposed by the government the city of Semarang based on the bylaw year 2003 on spatial planning buildings and environments area the old city Semarang. The local regulations in question is an effort to produce guidelines in developing and managing the old city Semarang be a tourist attraction that can be enjoyed within the city of Semarang. This research should be conducted based on the existing problems in the management and the development of its old city Semarang. Problems arise in the form of what factors be a barrier in development and management of old town area to get into an area of tourism in Semarang city. The purpose of this research is to describe the process of management the development of its old city Semarang as a tourist attraction and analyzing the factors an impediment to the case for the government city of Semarang in the development of tourism old town area Semarang. Efforts to answers questions and the purpose of this research by the use of the theory of public administration, public management, public organization and public policy, management and tourism. The writing of this analysis uses the technique of qualitative data descriptive. Based on the results of this research that there are still several problems that is situated on the weakness of coordination between the relevant SKPD that was one of factors that hampers in development and management of old town area Semarang. In addition there are some forms of market not according to rule areas which have been made municipalities to enhance old town area Semarang.

Abstract

The most important stage in a process of public policy is policy implementation. One of the government programs to reduce poverty in the villages on the basis of community empowerment is PNPM Mandiri. Activity Management Unit (UPK) is one of the most important component in the success of PNPM Rural destination. But over PNPM Rural in Sub Source, former Secretary of the District of Sumber stumble UPK corruption cases women‟s credit funds (SPP). As a result of this case is the amount of arrears by a group of women beneficiaries SPP funds. The purpose of this study is to investigate the implementation of PNPM Rural in District Related resources on UPK District of Sumber and to identify factors driving and inhibiting factors of implementation. The theory used is the implementation of the theory of George Edwards III. This research is a qualitative descriptive study.Informants in this study is the Chairman of the Supervisory Board UPK District of Sumber, Chairman and Treasurer UPK District of Sumber and Chairman of user groups women‟s credit fund. This research data collection techniques are not structured interviews, observation, documentation and triangulation of data sources. To analyze the data using domain analysis to analyze the general picture of the research object. The result showed that the implementation of Rural seen in District Sumber of policies considered good accuracy, precision of execution is considered less good, the precision of the target is considered good, the environment is considered good accuracy and precision of the process is considered less good. While driving factor is the implementation of communication and resources.While limiting factor is the implementation of dispotion, beraucratic structures and the level of commitment of the target group.

Abstract

Smoking is bad for human health , so as to hinder development in the health sector. This became the basis the regional government of Semarang city to make a policy governing concerning Limited Smoking Area As stated in the regulation of Semarang no. 3 year 2013. The purpose of this research is to know and to analyze the implementation of the regulation of Semarang no. 3 year 2013. To discuss concerning Limited Smoking Area regulation as well as the factors that influence on the based on the monitoring regulation of Semarang no. 3 year 2013. The method used in this research are deskriptive is a procedure to provide the data or information about m a qualitative studies, data obtained from the interview observation, and archive institute.Research results that are relevant to the problem via reduksi m a qualitative analysis, surveyed the data in accordance with the basic research and mengkerucut to focus on the main issues on the answer to this. The research results show that in the implementation regulations the implementation of this policy is considered to be quite successful however still less than optimal nevertheless there are some positive change that is felt by officials in station good tawang itself and by passengers who are at the station tawang Based the research result, There are obstacles that found supposed to be repaired as soon as possible , found a supporter of the implementation of has to be defended .Clarification on the city Semarang establishment of regulation concerning the region Limited Smoking Area as well as from the notification conducted through the media need to maintained if needs to be improved

Abstract

Issues regarding the education and growth process of children into a very complex social problems. This study aimed to describe the implementation of development policies national character in the SMKN 7 Semarang and impacts arising from the implementation. Design of this research is qualitative descriptive. The results showed that the integration of the values of the foundation of the nation's character has been pretty well according to indicators of class and school.

Abstract

Indonesia has very high potential of disaster. Semarang city is one of the cities in Indonesia, which has high potential of disaster. Badan Penanggulangan Bencana Daerah (BPBD) Semarang is government institution which is responsible to overcome or manage disaster that happen in Semarang City, but the achievement of the performance is still volatile. The purpose of the research to analyze the performance and the supporting and obstructing factor that influence the performance of Badan Penanggulangan Bencana Daerah (BPBD) Semarang. This type of research is descriptive qualitative. Techniques used in selecting informants with the snowball technique. Source of data in this research are primary data and secondary data. Data collection techniques are interviews, observation, documentation, and literature. In this research used triangulation technique for analyzing the data obtained. The performance of BPBD Semarang city has been able to say good but not optimal. Productivity in BPBD Semarang city has been good, with the efforts to increase productivity. But is still constrained by its dependence on another institution in disaster management. Responsiveness BPBD Semarang city is good at recognizing and accepting the aspirations of society. Accountability BPBD Semarang city has been good, with transparency and accountability that has been done. Factors supporting the performance of Badan Penanggulangan Bencana Daerah (BPBD) Semarang is a factor of a good team in the coordination and support among employees. Cultural organizations in BPBD Semarang city was already in accordance with the dimensions of performance, namely performance, teamwork, and loyalty work. Leadership in BPBD Semarang city was already implementing openness in decision-making and for good guidance and direction from the leadership to employees. Factors obstructing the performance of BPBD Semarang city is still not the reward for employee performance and still dependence on third parties in disaster management. Based on the research, The performance of BPBD Semarang City is very good but not optimum yet. There are some recommendation that the writer give to optimize the employee performance such as giving reward to the employee for certain achievement and doing innovation in managing disaster in order to not depending on another institution.

Abstract

One of poverty reduction program in Semarang is independent food program. This program is implemented in village where most society are poor. It began in 2010, and the village that implemented this program are Wates Village in Ngaliyan sub district and Wonolopo Village in Mijen sub district. This research used descriptive qualitative methods. Selection of informants used purposive sampling. Implementation of the program is observed through the implementation model of George C. Edward and Van Meter and Van Horn. The factors that affect the implementation of independent food program are communication, resources, dispotition, standards, and objectives. Based on the result of research, the implementation of the independent food program to reduction poverty in Semarang not going well, because there is deficiency. First, the lack of understanding Mekar 3 goats group cause the goats die. Second, the lack of human resources from Ketahanan Pangan office to control independent food program in Semarang only did by three persons. Third, lumbung pangan group not fully doing by the poor society as the program target. The suggestion that given are: (1) Need to socialize and intensive assistance to each group. (2) Increase employee for Ketahanan Pangan office. (3) Increase commitment and seriousness of Ketahanan Pangan office with food self-group. (4) training routine for the groups.

Abstract

Semarang City Government through Perda No. 8 of 2008 on the medium -term Development Plan (RPJMD ) Semarang for years 2010-2015 regulates the provision of Bus Rapid Transit Trans Semarang number 4 corridor . Bus Rapid Transit service availability Trans Semarang as the responsibility for the fulfillment of the infrastructure by the Government of Semarang in terms of mass transportation in the city of Semarang . Trans Semarang BRT corridor I Mangkang majors - Penggaron already underway in October 2010.Tujuan of BRT Trans Semarang itself which is to parse the numbers congestion and reduce the number of accidents in the city of Semarang . Evaluation is needed in this policy to determine the extent of implementation of the Bus Rapid Transit policy is to provide benefits for the citizens in the city of Semarang by using the criteria of evaluation criteria William M Dunn . Namely : effectiveness , efficiency , adequacy , grading , responsiveness , accuracy . Policy implementation Bus Rapid Transit corridor Trans Semarang I where in the evaluation criteria , 5 of them are still considered not good and the result is not in accordance with the original plan that is based on effectiveness , efficiency , adequacy , grading , responsiveness and accuracy of the activity . There are various obstacles in its implementation such as the quality and quantity of the main means BRT bus fleet itself , then the main means lack of care and support and also the lack of cooperation of compact between parties related too. Overall the number of assessments have not been good in the evaluation criteria , the implementation of the Trans Semarang BRT corridor which I have been running since October 2010 has yet to be declared successful . The recommendation for this program such as increasing the number of bus fleet to improve the quality and quantity of the implementation of the BRT itself , , BLU UPTD Terminal Mangkang and PT Trans Semarang.

Abstract

The aim of this research is to analyze the level of quality of service, to analyze people’s satisfaction and to analyze public satisfaction index about Water Supply Company in the southern branch office of Semarang. This research uses qualitative descriptive method. The source of the data in this study is a questionnaire with the number of respondents 150 people which are selected by using accidental sampling method. Based on the results seen from 14 dimensions of community satisfaction (IKM) are service procedures, service requirements, clarity of service officer, disciplinary care of service officer, the responsibilityof service officer, the ability of service officer, speed of service, justice to get the service, friendliness of service officer, reasonableness of the service charge, certainty of service schedule, environmental comfort and environmental safety. It is showed that the service performance of Water Supply Company in the southern branch office of Semarang is ‘Good’, this is seen from the public Satisfaction Index value of 2.95 with conversion value of 73,6. From these percentages seen that all units of the average quality of service is good. The conlcusion of this research is the values of IKM index from 14 dimensions of community satisfaction is the average of all elements is good. The Suggestion can be given thatthere are several service dimensions that urged to promptly repaired, such as a service requirements and service schedule certainty in Water Supply Company in the southern branch office of Semarang.

Abstract

The organizational structure is a hierarchical arrangement of organizations ranging from the lower level to the upper level. In each hierarchical division of labor are complex and require specialized expertise in each task execution. BPBDs structure Central Java province has advantages in the job descriptions of the structure of the organization. Human resources have yet to be appropriate competencies for the organization's needs, the emergence of a dispute between the employees and the workload between field uneven. Results of the study aims to describe and analyze the institutional organization and organizational design BPBDs Central Java Province. This type of research used qualitative descriptive data analysis using taxonomic analysis techniques. Selection informant by purposive sampling that later developed through snowball sampling. Data collection techniques used were observation, interviews, documentation and literature. Based on this research, organizational strategy realized in accordance with the target effectively and efficiently manage resources. BPBDs Central Java province has a flat organizational structure, with the advantages of the structure of the job descriptions. Extensive networks reflected on the steering element. Functional organization has not materialized yet being filled with functional groups. As a learning organization, BPBDs Central Java Province continues to improve the quality of employees and freedom emergence of collective aspirations. In terms of organizational design, structural configurations according to the Regional Disaster Management Agency of Central Java province is a simple structure and the structure of professional bureaucracy. Institutional organization BPBDs Central Java Province is still in institutional strengthening. Expected to BPBDs Central Java province to do to optimize the budget to improve the competence of personnel resources and infrastructure, consider filling the functional position, and initiate meetings on the middle line, in order to create a pattern of horizontal communication with the operating core.
