Abstract

This research uses qualitative research methods. This study will describe and analyze the implementation of the programme in the region of Poor Rice Village Pudakpayung, Kecamatan Banyumanik, Semarang and its determinants of success that influenced them. This policy refers to government regulation Number 68 in 2002 about food security. Data collection techniques are in use through interviews, observation and documentation of information. The theory used is public policy implementation theory of George c. Edawrds III. The results of this research show that the implementation of the programme, Poor Neighborhood in an area of Rice Pudakpayung, Kecamatan Banyumanik, Semarang city is still less than optimal. Indicators are considered still lacking such a policy has not been an effort on target, the acceptance of the rice community that does not correspond to the number of supposed, the availability of resources is still lacking, target recipients who are not on target. The advice given was the necessity held repeated logging to collect socio-economic data, it is necessary diadakanya a profound communication in each line, the extension of poor rice, improve the quality of the rice distributed Government, needs to be fixed in the grant of facilities that have been provided, need to be added to his personnel in helping poor rice distribution.

Abstract

Police Civil Service Unit (Satpol PP) is the fundamental duty of local governments to enforce local laws, organizing public order and public tranquility. If it is associated with municipal police Organizational Performance Blora, performance assessment carried out in connection with the work being done, namely to enforce the regulations in dealing with street vendors (PKL). The purpose of this study is to describe how the performance of municipal police Blora. Researchers used five dimensions of performance by Dwiyanto to determine the performance of Police Civil Service Unit (Satpol PP) Blora region. The method used was a case study with a qualitative approach. Data collection techniques used were interviews, observation, and study documentation. The results of the field show for Productivity, minimal number of personnel and the budget led to productivity is not going well. Dimensions of service quality is quite good which the services rendered in the form of policing has been implemented as planned, as well as coordination with relevant parties has been running well. Aspiration street vendors to get the relocation has not been able to be realized by the municipal police in cooperation with the relevant parties is also the basis why responsivity be no good. Responsibility pretty good views of the enforcement of regulations in the application of the sanction. Management of websites are still not optimal create municipal police accountability to the community becomes less good, and less increase the interest of public participation in monitoring their performance. Based on the research that has been done, the researchers concluded that the performance of Police Civil Service Unit (Satpol PP) is felt not maximized in dealing with street vendors because of five dimensions used as a benchmark still more numerous dimensions that has not gone well.

Abstract

Their decentralization gives local authorities to set their own financial management in a transparent and accountable according to the principles of good governance. This study was conducted to analyze the transparency and accountability of financial management, analyze the factors driving and inhibiting transparency and accountability of financial management in Pati regency DPPKAD with descriptive qualitative method. Data collected through interviews with informants and observations. This study uses the theory Djalil transparency of the legal framework, public access, inspection by the audit institution, early warning systems and community involvement. Warsito accountability theory of the political aspects, financial aspects, community satisfaction, consistency of office, the satisfaction of the apparatus, according to the rules of service. Theory factors driving and inhibiting transparency of Wiharto as well as driving and inhibiting accountability of Warsito. The results showed symptoms such as transparency of the legal framework, institutions examination, early warning systems have been met, the obstacles that the unavailability of public access through the internet, lack of public enthusiasm. There are symptoms of accountability obstacles that delayed absorption. The driving factor of transparency that is the function accuracy, clarity of rules, competition healthy environment, factors driving patterns of leadership accountability, freedom of the press, the role of stakeholders. Factors that still hamper the transparency that is overlapping rules, while inhibiting factor accountability does not impede financial management DPPKAD Pati regency. There are some suggestions that can be done such as training web management to support public access, dissemination to the public to attract enthusiasm, sanctions to SKPD that is behind schedule in sequestration budget, conduct competency-based training, provide rewards in particular, review the task function Bapermasdes and Governance to address regulatory overlap.

Abstract

Dengue Hemorrhagic Fever is the one of the most endemic disease in Indonesia. One of the biggest city in Indonesia, Semarang, turn out to be the one of the most dengue fever patient every years.. In Peraturan Walikota Kota Semarang No. 27B Tahun 2012 tentang Petunjuk Pelaksanaan Peraturan Daerah No. 5 Tahun 2010, it explained that control of Dengue Hemorrhagic Fever involving society, Local Government and Public Health Office which is represented with Health Surveillance Dengue Hemorrhagic Fever Officer. Tembalang district is the one of the most dengue fever cases on Semarang Disctrict on 2014 and 2015. The existence of Health Surveillance Dengue Hemorrhagic Fever Officer in Tembalang District didn’t completely control the disease of dengue fever on that district. The result of the research will show that work performance of Health Surveillance Dengue Hemorrhagic Fever Officer on Tembalang District need to improved to be better. One of the aspect need to be improved is work quality aspect, work quantity and using time at work. From this research, there are reccomendation to add training for Health Surveillance Dengue Hemorrhagic Fever Officer. Training needed to improve work quality of Health Surveillance Dengue Hemorrhagic Fever Officer, determine quantity needed of Health Surveillance Dengue Hemorrhagic Fever Officer in each region so that it would improve work quantity of Health Surveillance Dengue Hemorrhagic Fever Officer. Furthermore, there was a need to apply presence system and monthly report to minimalyze mistake, and improving cooperation with various parties

Abstract

Kota Semarang merupakan ibukota Provinsi Jawa Tengah yang memiliki sejumlah besar pedagang kaki lima. Wilayah Penelitian ini adalah tentang PKL di Tlogosari Semarang yang berada di bantaran sungai Jembatan 1 dan 2. PKL mengambil badan jalan sehingga menyebabkan kemacetan, serta mempengaruhi pula kebersihan dan nilai estetika sekitar kawasan Tlogosari. PKL di jembatan 1 dan 2 ini juga dapat dikatakan illegal karena mereka tidak mendapatkan perijinan dari pihak Kelurahan Tlogosari. Penelitian ini menggunakan metode penelitian kualitatif deskriptif, dengan teknik pengumpulan data menggabungkan antara wawancara, observasi, dokumentasi dan studi pustaka. Penelitian ini menggambarkan bagaimana Peraturan Daerah No. 11 Tahun 2000 Tentang Pengaturan dan Pembinaan Pedagang Kaki Lima di Kawasan Tlogosari Semarang. Pemerintah Kota Semarang menyediakan lahan baru di Pasar Suryokusumo yang telah diresmikan bulan Maret 2016 untuk mengatasi PKL liar di Jembatan 1 dan 2 Tlogosari, dikatakan belum tepat sasaran mengingat PKL malah justru kembali menempati Jembatan 1 dan 2. Selain itu, PKL di Tlogosari kurang mengetahui detailnya isi dari Perda No 11 Tahun 2000 tentang Pengaturan dan Pembinaan PKL, sehingga tidak heran jika para PKL masih melanggar peraturan yang sudah ada. Diharapkan Pemerintah Kota Semarang segera menangani masalah pengaturan dan pembinaan PKL di Tlogosari agar tidak semakin meluas.

Abstract

Implementation of modern minimarket store structuring policy in Semarang City is one of the efforts made by the government in confronting the proliferation of establishments minimarket. Implementor of this policy is the Integrated Licensing Service Agency of Semarang and the Department of Industry and Trade of Semarang. The purpose of this research is to describe and analyze how the implementation of modern minimarket store structuring policy and to describe and analyze what are the factors that drive and impede the modern minimarket store structuring policy. Effectiveness of policy implementation process seen from five factors: appropriateness of the policy, the accuracy of the executor, the target accuracy, precision and accuracy of the support environment. Key factors driving and inhibiting the use of the theory of George C. Edwards III, communication, resources, disposition and bureaucratic structure. This research used a qualitative approach with descriptive type, which aims to illustrate how the process of policy implementation arrangement modern shops conducted in depth by looking at the facts that exist. Analysis techniques to acquire data through observation, interviews and document research. Drawing conclusions through interactive analysis belongs to Miles and Huberman to perform data reduction and data presentation. The results of research that is modern minimarket store planning policy in the city of Semarang has been running well, but there are still some things that have not been in accordance with existing regulations. Inhibiting factors of this policy is the lack of budget, facilities and infrastructure.

Abstract

Penanganan sampah merupakan salah satu upaya yang dilakukan Pemerintah Kota Semarang untuk mengelola sampah di Kota Semarang. Implementor kebijakan ini adalah Dinas Kebersihan dan Pertamanan Kota Semarang. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis bagaimana Pemerintah Daerah Kota Semarang mengimplementasikan penanganan sampah di TPA Jatibarang berdasarkan Perda Nomor 6 Tahun 2012. Penelitian ini menggunakan pendekatan kualitatif dengan tipe penelitian deskriptif. Teknik analisis untuk mendapatkan data melalui observasi, wawancara dan dokumentasi. Penelitian ini melihat lima fenomena dalam implementasi, yaitu pewadahan dan pemilahan sampah, pengumpulan sampah, pengangkutan sampah, pengolahan sampah, dan pemrosesan akhir sampah. Pewadahan dan pemilahan sampah menjadi tanggung jawab rumah tangga untuk sadar dan peduli terhadap sampah organik dan anorganik. Pengumpulan sampah dikelola masyarakat di lingkup Rukun Warga. Pengangkutan sampah hingga pemrosesan Akhir menjadi tanggung jawab Dinas Kebersihan dan Pertamanan berdasarkan prosedur dan kelengkapan sarana prasarana pengangkutan sampah ke TPA Jatibarang dengan truk sampah hingga pemrosesan sampah menjadi gas metan dan pupuk organik. Berdasarkan teori George C. Edwards III faktor pendorong implementasi ini yaitu komunikasi, disposisi dan struktur birokrasi, sedangkan faktor penghambat adalah sumber daya. Pemerintah Daerah Kota Semarang telah melaksanakan penanganan sampah berdasarkan Perda Nomor 6 Tahun 2012, namun implementasi belum maksimal karena dukungan sumber daya sarana prasarana dan anggaran masih terbatas. Oleh karena itu, diperlukan pemberdayaan sumber daya manusia, pengelolaan anggaran untuk sarana prasarana penanganan sampah, serta dukungan dan kerjasama dari Pemerintah, swasta, dan masyarakat.

Abstract

Social Security Agency of Health (BPJS) is a State-Owned Enterprises were specially commissioned by the government to administer health care benefits for all Indonesian people. In order to meet public demand for Karanganyar, Hospital District. Karanganyar has a mission to provide quality health services and affordable by the community in accordance with Law No. 23 of 1999 concerning health services. In improving the health care needs of the community in accordance with the maximum of the need for Community Satisfaction Survey in the services provided Hospital District. Karanganyar against patients on BPJS especially hospitalization. The survey in accordance with the Regulation of the Minister of Administrative Reform and Bureaucratic Reform No. 16 of 2014 on Guidelines for Public Satisfaction Survey Of Public Service Operator. The regulation covers the nine elements of community satisfaction with services including the requirements, procedures, time of service, fees or tariffs, product specifications types of service, executive competence, executive behavior, notice of service and complaint handling suggestions and feedback. The purpose of this study was to determine the level of Community Satisfaction BPJS patients about the services provided by hospitals Karanganyar and elements that inhibit community satisfaction with services Karanganyar District Hospital. The method used is descriptive quantitative research methods. Meanwhile, to analyze the data using the average or mean, frequency distribution and graphs. The results of this study explains that the level of community satisfaction with services provided by the Hospital District. Karanganyar is good and the elements that hinder the satisfaction of the people earn less good score includes the procedures, time of service, product specifications types of service, executive competence, as well as implementing behavior. Based on these results, it is suggested that the District Hospital. Karanganyar maximize again in providing services as well as add Human Resources to make it faster and coordinated. And apply the principles of greetings, greetings and well groomed is one of support maximum performance in providing services.

Abstract

Developing Indonesia’s rular area is one of Indonesia’s priorities agenda. The goal is to improve rular communities economy and overcome the gap of national development. This can be realized by establish a BUMDes.In the reformation era, policy formulation should be based on governance. The problem is how the governance role actors in the policy formulation of BUMDes establisment process? This study purposeto determine role of state, society and private actor in the policy formulation of BUMDes establishment and create stategies of third actor. This research used a descriptive type-qualitative aproach. The result found that the actors in in policy formulation of BUMDes establisment show its role according with the governance perspective, altough not as ideal as expected. The village goverment role is to accountability every decision by a clear proof, design a concept of business unit and mobilize society and private actors. The role of society is participate and supervise every process of policy formulation process. The private role is attending a forum of policy formulation and cooperate with village goverment of BUMDes establishment.

Abstract

Performance appraisal is an activity carried out management / supervisors to assess and measure also evaluate the performance of employees for the work they do. Performance appraisal could be used to determine the weaknesses and strengths of employees. The weaknesses and strengths used as foundation to improve the weaknesses and strengthen the advantages in order to improve productivity and employee development. Performance appraisal is intended to determine the level of employee performance. This study was to describe how the level of employee performance at Balai Teknik Penyehatan Lingkungan Permukiman Surabaya and What the indicators which are the weak levels of employee performance appraisal at Balai Teknik Penyehatan Lingkungan Permukiman Surabaya with quantitative descriptive. The data analyze is used an average or mean, mode, median and frequency distribution and graphs. Informants in this study are civil servants of Balai Teknik Penyehatan Lingkungan Permukiman Surabaya and data collected through questionnaires, observation, and documentation to provide information about employee performance. The results of this study explains that the level of employee performance Balai Teknik Penyehatan Lingkungan Permukiman Surabaya are good and indicators that are weak and need to increase with the lowest average is an indicator of time, teamwork and some sub indicators are indicators of quantity and discipline. Based on these results, the performance level civil servants at Balai Teknik Penyehatan Lingkungan Permukiman Surabaya are good. There are some suggestions that can be done such as socialization of time management to all employees and also employee need more focus and concentration to their work, more understand the importance of teamwork with superiors, subordinates, colleagues and other organization, so that the work can be done properly and according to expectations of organization.
