Abstract

Innovation is one of the important aspects in improving the quality of public services. As innovations were issued by the government bureau, government expected people would appease with the public services. In order to improve services quality in transportation sectors, the local government of Semarang launched e-ticketing feature in Bus Rapid Transit (BRT) Trans Semarang.Aim of this study are to find out the service innovation process in BRT Trans Semarang, discover supporting and opposing factors in service innovation implementation of BRT Trans Semarang.Materials and data were collected through depth interview with informants and observed. Theory of this study are based on Mulgan’s innovation process theory, which are generating possibilities, incubating and prototyping, replicating and scaling up, analyzing and learning.Supporting and opposing theory of service innovation in public sectors by Albury and Clark. Results of this study showed service innovation processes (generating possibilities, incubating and prototyping, replicating and scaling up, dan analyzing and learning) have been in progress by General Service Departement of BRT Trans Semarang. Supporting factors in e-ticketing service innovation are political push, pressure for economy and improved efficiency, and pressure for improved service quality. In the other hand, there are opposing factors in service innovation of e-ticketing included over-reliance on high performers, availability of technology, cultural or organizational constraints, no rewards or incentives, short-term planning and budget, and culture ofrisk aversion. Suggestion from the author are included necessity in recruitment of IT expert staffs and reduce operator workload, adjunct technology supporting the implementation of service innovation and e-ticketing machines, establishment of a special team that handles the implementation of the innovation, granting staff an award, cooperationwith external parties in funding e-ticketing machines,and disciplining staffs who are still difficult in learning and using the features of e-ticketing machines.

Abstract

Their decentralization gives local authorities to set their own financial management in a transparent and accountable according to the principles of good governance. This study was conducted to analyze the transparency and accountability of financial management, analyze the factors driving and inhibiting transparency and accountability of financial management in Pati regency DPPKAD with descriptive qualitative method. Data collected through interviews with informants and observations. This study uses the theory Djalil transparency of the legal framework, public access, inspection by the audit institution, early warning systems and community involvement. Warsito accountability theory of the political aspects, financial aspects, community satisfaction, consistency of office, the satisfaction of the apparatus, according to the rules of service. Theory factors driving and inhibiting transparency of Wiharto as well as driving and inhibiting accountability of Warsito. The results showed symptoms such as transparency of the legal framework, institutions examination, early warning systems have been met, the obstacles that the unavailability of public access through the internet, lack of public enthusiasm. There are symptoms of accountability obstacles that delayed absorption. The driving factor of transparency that is the function accuracy, clarity of rules, competition healthy environment, factors driving patterns of leadership accountability, freedom of the press, the role of stakeholders. Factors that still hamper the transparency that is overlapping rules, while inhibiting factor accountability does not impede financial management DPPKAD Pati regency. There are some suggestions that can be done such as training web management to support public access, dissemination to the public to attract enthusiasm, sanctions to SKPD that is behind schedule in sequestration budget, conduct competency-based training, provide rewards in particular, review the task function Bapermasdes and Governance to address regulatory overlap.

Abstract

Semarang City is the capital of Central Java province that not separated from social issues, for example is the problem of street chidren. In order to handle the problem of street Children in Semarang city, Social Department of Youth and Sports commit various activities to prevent and control the number of street children. Handling problem of street children by the Social Department of Youth and Sports in Semarang City done by field with social welfare problems.The focus and goals in this study is to formulate the strategy to handling the problem of street children that happen in Semarang City. This study is using qualitative descriptive through interviews, literature, and document, and also SWOT analysis (Strength, Weakness, Opportunities, Threats) that used for analyze.The results obtained that handling problem of street Children by the Social Department of Youth and Sports in Semarang city is not maximized. Where there still an obstacles such as deficieny of human resources,minimum budget, insufficient infrastructure, the habit of society that hard to be change and the absence of regulation of mayor. By analyzing the internal environment and the external environment we can got the strategies that will test by litmus test to determine the level of strategical from these issues. Based on these results, It is reccomended for the strategic issues that has formulated can help Social Service of Youth and Sports of Semarang city for handling the problem of street children. This is done to improve the handling of children street problem in Semarang City.

Abstract

Landslides occur in areas that exist in Indonesia, one in Central Java province. Purworejo Regency is a regency in Central Java province frequent landslides. In order to deal with the problem of landslides in Purworejo, Regional Disaster Management Agency (BPBD) Purworejo perform various disaster relief efforts including mitigation efforts. The focus and goal of this study is to formulate mitigation strategies landslides. Using the method of SWOT analysis (Strength, Weakness, Opportunities, Threats) analysis of existing strategic environment in disaster mitigation efforts landslides. This study uses qualitative descriptive type with collecting data through interviews, literature, and study the document. Informants were taken by investigators is BPBDs Purworejo. The results obtained that disaster mitigation land by BPBDs Purworejo not maximized. In practice there is no contingency plan documents landslides are used as a reference for action. The quality and quantity of human resources were inadequate. In addition, the low public knowledge and attitudes of society are apathetic towards mitigation efforts landslides hamper the implementation of mitigation efforts landslides in Purworejo. By analyzing the internal and external environment are obtained strategies are then tested using a litmus test to measure the level kestrategisan existing program based on the scores. Based on these results, it is suggested that the strategic programs that have been formulated can be implemented and applied consistently by BPBDs Purworejo. This is done to improvements in the implementation of disaster mitigation efforts landslides in Purworejo.

Abstract

The condition of the Karang Mumus River has been decreased from the water quality and physical condition of the river This situation has become the main focus of the government in an effort to restore the function and environment of the river as a source of meeting water needs in East Kalimantan. Community service activities aim to provide examples to the community through activities to restore the area around the river by sowing tree seeds that will be planted along the riverbanks with the Karang Mumus River Trash Pickup Movement Community which initiated the movement to save the river from ecological crisis. The method of approach is observation by discussing and interviewing information from environmental activists about SeSuKaMu, then analyzed descriptively. Community service activities such as the SeSuKaMu reforestation restoration carried out by the Community Service Team of the FISIP UNMUL Bachelor of Public Administration Study Program together with community resulted in outcomes in the form of the formation of environmental awareness and increasing community education on the importance of river conservation through activities to reforest the riverbank area and sowing tree seeds.

Abstract

Currently, the world is experiencing an era of disruption. This encourages changes in public sector business processes that impact old business models that must be adapted to the times, so service ideology must also follow the technological era. This study aimed to analyze the effectiveness of using an online registration application at the Kantor Imigrasi Kelas I TPI Samarinda. The method used in this study uses a qualitative descriptive approach with observation, interviews, and documents techniques. It uses the Mary de Chesnay Qualitative Data analysis model with the stages of data collection, raw data description, data reduction, data categorization, and constructing categorical relationships. The results showed that the implementation of APAPO at the Kantor Imigrasi Kelas 1 TPI Samarinda has been running effectively. This is illustrated by the absence of queues, the quota of passport applicants at APAPO provided is always available, and there is no brokering practice. APAPO outreach has been held through social media such as Instagram, Facebook, Twitter, and on print media in the form of newspapers, brochures, pamphlets, banners, and display screens. The existence of APAPO at the Kantor Imigrasi Kelas 1 TPI Samarinda really helps the community be more effective in making passports and becomes more efficient because it saves time and costs compared to before using the offline queue. Another finding that is no less important is that there are inhibiting factors in applying APAPO. At the same time, the obstacles are network quality constraints, applications that sometimes error, websites that cannot be reached to register online, and APAPO, which can only be uploaded via mobile phones with the Android system and literacy. Digital society is still low.

Abstract

As the foundation of national education, universities play a major role in forming graduates who are knowledgeable, skilled, competent and skilled. As a study program with A accreditation, the FISIP UNMUL Public Administration Study Program requires students to complete their studies as soon as possible. Students experience obstacles in the thesis guidance process which causes students to graduate not on time. This study aims to analyze and identify the factors of delays in the thesis guidance process of students of the Public Administration Study Program of FISIP UNMUL using the Fishbone diagram and determine the priority of the problem using the USG (Urgency, Seriousness, and Growth) scoring method through a Likert interval scale. The results showed that the problems of delays in the thesis guidance process of students of the Public Administration Study Program of FISIP UNMUL include: Man, students who are passive in the guidance process; Method, there is no new method in the thesis guidance process; Machine, there is no roadmap of research issues for students; Material, thesis writing guidelines that have not been understood by students. The actualization of providing motivation and a thesis writing guide pocket book, coaching clinic activities, making weekly progress reports and issue catalog roadmaps by dividing two concentration classes with the latest issues are efforts to optimize the thesis guidance process of FISIP UNMUL Public Administration students.

Abstract

Kegiatan Pengabdian Kepada Masyarakat yang dilaksanakan oleh Tim Pengabdian Program Studi S1 Administrasi Publik Fisipol Universitas Mulawarman. mengacu kepada pemberdayaan masyarakat dalam pecegahan Covid-19 di Kota Balikpapan. Salah satu wilayah yang memiliki tingkat Pasien Dalam Pengawasan (PDP) dan terkonfrrmasi positif paling banyak ialah Kecamatan Balikpapan Selatan. Hal ini dilatarbelakangi oleh kurangnya tingkat kepatuhan dan keterlibatan masyarakat dalam menerapkan kebijakan Social Distancing, serta kerangnya pemahaman masayarakat terhadap protokol kesehatan dalam rangka pencegahan penyebaran Covid-19 yang mengakibatkan masih tingginya penyebaran kasus Covid-19 di Kecamatan Balikpapan Selatan, sehingga Kota Balikpapan mendapat predikat menjadi kawasan Zona Merah. Melalui kebijakan serta peraturan yang dikeluarkan oleh Pemerintah Kota Balikpapan yang tertuang pada penerbitan Surat Edaran (SE) serta PERWALI. Upaya yang dapat dilakukan Tim Pengabdian Program Studi S1 Administrasi Publik Fisipol Universitas Mulawarmanbekerjasama dengan Tim SATGAS Covid-19 Kota Balikpapan dalam melaksanakan kegiatan Pengabdian Kepada Masyarakat berupa pemberian sosialisasi kepada masyarakat serta ikut membantu penertiban pelanggar protokol kesehatan Covid-19. Sosialisasi yang dilaksanakan oleh Pemerintah Kota Balikpapan berkolaborasi dengan Tim Pengabdian Program Studi S1 Administrasi Publik Fisipol Universitas Mulawarman berupa pemberian bantuan masker serta ikut dalam penertiban pelanggaran protokol Covid-19 di salah satu titik Kecamatan Balikpapan Selatan.

Abstract

Sungai Karang Mumus merupakan salah satu sungai di Kota Samarinda yang mengalami pencemaran yang diakibatkan oleh banyak faktor yaitu perilaku masyarakat yang masih membuang sampah ke sungai juga faktor iklim pasang surut yang mengakibatkan adanya sampah kiriman. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk mengatasi permasalahan tersebut dengan menggalakan kegiatan memungut sampah bersama Kelompok Gerakan Memungut Sehelai Sampah Sungai Karang Mumus (GMSS-SKM). Metode pendekatan yang dilakukan yaitu dengan melakukan observasi dan wawancara dengan informan tentang asal mula komunitas didirikan dan bagaimana bentuk pengelolaan lingkungan yang dilakukan di Sungai Karang Mumus. Kegiatan ini menyasar mahasiswa dan alumni sebagai bagian dari civitas akademika sekaligus masyarakat setempat. Kegiatan ini menghasilkan luaran berupa terbentuknya kepedulian lingkungan dan juga meningkatkan edukasi masyarakat akan pentingnya menjaga kebersihan lingkungan sekitar. Kegiatan pengabdian kepada masyarakat ini diharapkan dapat meningkatkan kepedulian mahasiswa dan alumni sebagai bagian dari civitas akademika dan masyarakat sekitar Sungai Karang Mumus.
