Abstract

Innovation is one of the important aspects in improving the quality of public services. As innovations were issued by the government bureau, government expected people would appease with the public services. In order to improve services quality in transportation sectors, the local government of Semarang launched e-ticketing feature in Bus Rapid Transit (BRT) Trans Semarang.Aim of this study are to find out the service innovation process in BRT Trans Semarang, discover supporting and opposing factors in service innovation implementation of BRT Trans Semarang.Materials and data were collected through depth interview with informants and observed. Theory of this study are based on Mulgan’s innovation process theory, which are generating possibilities, incubating and prototyping, replicating and scaling up, analyzing and learning.Supporting and opposing theory of service innovation in public sectors by Albury and Clark. Results of this study showed service innovation processes (generating possibilities, incubating and prototyping, replicating and scaling up, dan analyzing and learning) have been in progress by General Service Departement of BRT Trans Semarang. Supporting factors in e-ticketing service innovation are political push, pressure for economy and improved efficiency, and pressure for improved service quality. In the other hand, there are opposing factors in service innovation of e-ticketing included over-reliance on high performers, availability of technology, cultural or organizational constraints, no rewards or incentives, short-term planning and budget, and culture ofrisk aversion. Suggestion from the author are included necessity in recruitment of IT expert staffs and reduce operator workload, adjunct technology supporting the implementation of service innovation and e-ticketing machines, establishment of a special team that handles the implementation of the innovation, granting staff an award, cooperationwith external parties in funding e-ticketing machines,and disciplining staffs who are still difficult in learning and using the features of e-ticketing machines.

Abstract

The Balikpapan City Government has made various efforts to reduce the volume of single-use plastic use. This study aims to examine various opportunities and challenges faced by the Balikpapan City Government in an effort to limit waste, especially single-use plastic waste. This type of research uses descriptive qualitative research with purposive informant selection techniques, data collection techniques in the form of observation, in-depth interviews, documentation and literature studies along with data analysis techniques using triangulation methods. The results of the study show that in the implementation of the policy of limiting single-use waste, there are internal opportunities and external opportunities in addition, resulting in factors that become internal challenges and external challenges. The recommendations given are for regencies/cities that have not issued a policy on banning single-use plastic products/packaging, it is recommended to make local regulations, then efforts are needed to improve supervision in order to minimize elements who still ignore existing regional regulations.

Abstract

Their decentralization gives local authorities to set their own financial management in a transparent and accountable according to the principles of good governance. This study was conducted to analyze the transparency and accountability of financial management, analyze the factors driving and inhibiting transparency and accountability of financial management in Pati regency DPPKAD with descriptive qualitative method. Data collected through interviews with informants and observations. This study uses the theory Djalil transparency of the legal framework, public access, inspection by the audit institution, early warning systems and community involvement. Warsito accountability theory of the political aspects, financial aspects, community satisfaction, consistency of office, the satisfaction of the apparatus, according to the rules of service. Theory factors driving and inhibiting transparency of Wiharto as well as driving and inhibiting accountability of Warsito. The results showed symptoms such as transparency of the legal framework, institutions examination, early warning systems have been met, the obstacles that the unavailability of public access through the internet, lack of public enthusiasm. There are symptoms of accountability obstacles that delayed absorption. The driving factor of transparency that is the function accuracy, clarity of rules, competition healthy environment, factors driving patterns of leadership accountability, freedom of the press, the role of stakeholders. Factors that still hamper the transparency that is overlapping rules, while inhibiting factor accountability does not impede financial management DPPKAD Pati regency. There are some suggestions that can be done such as training web management to support public access, dissemination to the public to attract enthusiasm, sanctions to SKPD that is behind schedule in sequestration budget, conduct competency-based training, provide rewards in particular, review the task function Bapermasdes and Governance to address regulatory overlap.

Abstract

Semarang City is the capital of Central Java province that not separated from social issues, for example is the problem of street chidren. In order to handle the problem of street Children in Semarang city, Social Department of Youth and Sports commit various activities to prevent and control the number of street children. Handling problem of street children by the Social Department of Youth and Sports in Semarang City done by field with social welfare problems.The focus and goals in this study is to formulate the strategy to handling the problem of street children that happen in Semarang City. This study is using qualitative descriptive through interviews, literature, and document, and also SWOT analysis (Strength, Weakness, Opportunities, Threats) that used for analyze.The results obtained that handling problem of street Children by the Social Department of Youth and Sports in Semarang city is not maximized. Where there still an obstacles such as deficieny of human resources,minimum budget, insufficient infrastructure, the habit of society that hard to be change and the absence of regulation of mayor. By analyzing the internal environment and the external environment we can got the strategies that will test by litmus test to determine the level of strategical from these issues. Based on these results, It is reccomended for the strategic issues that has formulated can help Social Service of Youth and Sports of Semarang city for handling the problem of street children. This is done to improve the handling of children street problem in Semarang City.

Abstract

Landslides occur in areas that exist in Indonesia, one in Central Java province. Purworejo Regency is a regency in Central Java province frequent landslides. In order to deal with the problem of landslides in Purworejo, Regional Disaster Management Agency (BPBD) Purworejo perform various disaster relief efforts including mitigation efforts. The focus and goal of this study is to formulate mitigation strategies landslides. Using the method of SWOT analysis (Strength, Weakness, Opportunities, Threats) analysis of existing strategic environment in disaster mitigation efforts landslides. This study uses qualitative descriptive type with collecting data through interviews, literature, and study the document. Informants were taken by investigators is BPBDs Purworejo. The results obtained that disaster mitigation land by BPBDs Purworejo not maximized. In practice there is no contingency plan documents landslides are used as a reference for action. The quality and quantity of human resources were inadequate. In addition, the low public knowledge and attitudes of society are apathetic towards mitigation efforts landslides hamper the implementation of mitigation efforts landslides in Purworejo. By analyzing the internal and external environment are obtained strategies are then tested using a litmus test to measure the level kestrategisan existing program based on the scores. Based on these results, it is suggested that the strategic programs that have been formulated can be implemented and applied consistently by BPBDs Purworejo. This is done to improvements in the implementation of disaster mitigation efforts landslides in Purworejo.

Abstract

The application of e-government to an area referred to Legislation No. 32 in 2004 the legitimacy of territory administration. Hence, the construction of a government that is supposed to have transparent joint controls in order for a government to be built to run with public interests. In this case the e-government would appear to be an alternative to doing well, especially in the service sector. Therefore e-government development efforts in the City of Tegal are required in support of smart city in the City of Tegal. The study aims to analyze development based on three successful e-government elements in the city's tegal government as well as factors that determine e-government readiness levels in the city's tegal. The kind of research is qualitative desktop research with information-selection techniques, data collection techniques of observation, in-depth interviews, documentation and library studies and data analysis techniques of data reduction, presentation of data and drawing conclusions. Studies obtained that in the application of the e-government in terms of the quality of human resources are adequate, and then the administration is well executed. But in the process there is still a shortage which makes the implementation less maximum. Which is in a regulatory way, infrastructure, nor the lack of human resource.

Abstract

Flooding in Samarinda City is a problem that never ends every year. Based on Law Number 24 of 2007 concerning Disaster Management, the implementation of disaster management in situations of potential disaster includes: preparedness, early warning, and disaster mitigation. This study aims to analyze the stages of flood disaster mitigation in Samarinda City based on Law Number 24 of 2007 concerning Disaster Management. This type of research uses qualitative descriptive research with informant selection through purporsive techniques. Data collection techniques through observation, in-depth interviews, documentation and literature study and data analysis techniques using the triangulation method. The results showed that the efforts made by the BPBD of Samarinda City in disaster mitigation were mapping disaster-prone areas, monitoring in disaster-prone areas, socializing and disseminating information as well as coordinating with local governments and conducting education and training. The inhibiting factors in disaster mitigation are budget constraints, weak regulations, limited human resources in disaster management and low levels of public awareness.

Abstract

Stunting is a condition of failure to thrive caused by nutritional problems. Indonesia has set a strategy for accelerating stunting reduction that focuses on several priority areas for the highest stunting cases, including East Kalimantan, which is ranked the 14th highest stunting case. This study aims to determine the supporting and inhibiting factors in the policy to accelerate the decline and prevent stunting prevention in North Penajam Paser Regency. The type of research used is descriptive qualitative with data collection techniques through observation, interviews, documentation and literature studies as well as analytical techniques using interactive models. Based on the results of the study, it was found that the supporting factors were the support from the government and the private sector through the corporate social responsibility (CSR) program, the support for increasing the capacity of human resources, the availability of operational support facilities and infrastructure and the placement of Posyandu officers and cadres in each village/kelurahan was adequate and the inhibiting factors were: lack of coordination between stakeholders causing cross-sectoral egos, inadequate budgets, public perception of stunting which is considered normal because children are in healthy condition, training is only carried out for community cadres, the COVID-19 pandemic has resulted in schools closing and health facilities being limited.

Abstract

The problem of plastic waste confronts the Balikpapan City government in implementing regulations and innovations that are continuously updated in reducing plastic waste management in Balikpapan City. This is done because the community and business actors are still dominant who ignore environmental conditions and applicable regulations. This study aims to analyze the innovation efforts to reduce plastic waste, as well as to describe the inhibiting factors for plastic waste reduction innovation at the Balikapapan City Environmental Service. The type of research is descriptive qualitative research with data collection techniques, library techniques and field techniques with observation, interviews, documentation and focus group discussions (FGD) along with data analysis techniques in the form of data condensation, data presentation and drawing conclusions and verification. The results showed that the policy innovation for reducing single-use plastic waste was carried out through several stages, namely generating opportunities through several Regional Regulations and Mayor Regulations there was a positive trend of changes in community behavior. Developing and Designing with the participation and involvement of the community in the realization of the implementation of innovation in reducing plastic products/packaging. Replicating and appointing through socialization and the issuance of local regulations have an impact on the growth of public awareness. Analyzing and learning there are positive changes but they are running slowly due to the Covid-19 pandemic in the implementation process which is not optimal. And found three factors inhibiting the innovation process, namely, pressure and burden, dealing with failure, and organizational arrangements

Abstract

North Penajam Paser Regency is a locus of stunting area which is ranked 2nd highest in East Kalimantan Province with a score of 27.3. This study aims to find out the forms of cross-sectoral collaboration in interventions to prevent and reduce stunting in North Penajam Paser Regency which is expected to reduce the number of stunting cases. The type of research used is descriptive qualitative with data analysis techniques through observation, interviews, documentation and literature studies. Based on the results of the research, the program has run optimally so far, although it has not made any major changes in its handling. This is influenced by various constraints and obstacles such as cross-sectoral egos, insufficient budget, and people's mindset towards stunting making its implementation less effective in efforts to prevent and reduce stunting in North Penajam Paser Regency.
