Abstract

ABSTRACT Integrated waste management in Pedurungan Kidul Village is an activity of community empowerment process in an effort to make waste management run optimally. This study aims to identify and analyze the process of community empowerment in integrated waste management in the Pedurungan Kidul Village, Semarang City. The research method used is a qualitative approach with technical taxonomic analysis. The data collection techniques are by observation, interview and documentation. The results showed that the process of community empowerment in integrated waste management in the Pedurungan Kidul Kelurahan of Semarang City through 3 processes that must be carried out include Awareness, Capacitance and Empowerment. Awareness Stage is by doing motivation. Where motivation activities in awareness activities are carried out by way of socializing, deliberation and coaching the importance of managing waste that can be of sale value. Then the capacity building step is done through mentoring. Guidance activities are carried out through training in utilization of organic and inorganic waste processing. Then the final process in empowerment is done by Enrichment, where the empowerment is done through a facilitator by providing resource assistance to actively participate in making handicrafts processed inorganic and organic waste. However, in the process of community empowerment in integrated waste management in the Semarang City Pedurungan Kidul Village there are still obstacles encountered in the process of awareness and capacity building, where the constraint in the awareness process is the lack of socialization regarding awareness of clean and healthy living. Then the obstacle in the capacity building stage is the lack of role of the Department of the Environment in providing training in waste management. The advice that can be given is to increase awareness about clean and healthy living awareness in waste disposal behavior and waste management and the local government is expected to further enhance its role and coordinate with other stakeholders.

Abstract

ABSTRACT Regulation of Thematic Village program was formed to deal with poverty in the city of Semarang, but there are some problems related to communication interwoven among stakeholders in this implementation. This research aims to analyze the communication between stakeholders in implementing the policy of thematic village program in the Rejomulyo Semarang, This research will focused on Stakeholders Communication and implementation of the thematic village program in Rejomulyo Semarang. The method of research used is a qualitative descriptive approach with purposive sampling informant determination technique. The results of the study showed, communication conducted by the Government of Semarang in the form of socialization of thematic village planning followed by representatives of all kelurahan and sub-districts in Semarang, workshops and FGD, while PT PLN did direct communication by discussion on the CSR that will be implemented in Kampung Batik Rejomulyo village. Then the Polines academics is to offer assistance to the Chairman RW 002 by means of door to door and coordination meeting attended by some residents and local community figures. But in the implementation there are some obstacles include: the uncertainty of communication done by one of stakeholders in communicating the assistance that will be given to residents of Batik village that raises mis-interpretation, Then there was inconnection between the government and academics. Advice that can be given by researchers is: it is necessary to increase awareness between stakeholders in the cooperation of intensive communication between stakeholders in order to minimize understanding of the communication Performed by the stakeholders.

Abstract

ABSTRACT Tourism is a priority sector in Indonesia's development. In 2016, the city of Semarang was became city with the highest tourism index. Even so, tourism promotion in Semarang City isn’t optimal. In 2012 the Semarang City Government established the Semarang City Tourism Promotion Board (BP2KS) which is a government mandate in Mayor Regulation No. 2 of 2012 concerning the Tourism Promotion Board. The purpose of this study is to evaluate the policy of Mayor Regulation Number 2 of 2012 articles 3 and 4 concerning BP2KS through the evaluation criteria of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. This study uses a qualitative-descriptive approach with data collection techniques through observation, interviews, and documentation. The results of this study indicate that Semarang Mayor Regulation Number 2 of 2012 articles 3 and 4 concerning the main tasks and functions of BP2KS are not optimal. Based on the results of the evaluation, of the five tasks, BP2KS has not carried out efforts to increase foreign tourists, conduct research, as well as fundraising outside of government funding which although it has been done but has not been sustainable. BP2KS also has not yet carried out its functions as an optimal government partner. This is influenced by several inhibiting factors such as limited resources and the intensity of communication between BP2KS and the government that have not been carried out optimally. In this study, the authors suggest regular coordination between the government and BP2KS, increased involvement of BP2KS in tourism promotion, adequate comparative studies to see the effectiveness and efficiency of the ideal budget.

Abstract

ABSTRACT The authority of secondary education of High School/Vocational High School in the Regency/city today has turned into the authority of the provincial government. The aims of this research was to analyze the policy implementation of government affairs division of high school/vocational high school secondary education In Bekasi City, West Java Province. This research also identifying and analyzing the determining factors of the success of this policy. The theory used in this research is Merille's. S. Grindle implementation theory consist of Content of policy and Context of policy. The data collection techniques used in this research was observation, interviews, and documentation. The Informant selection of this research was using purposive sampling technique. The results showed that the policy implementation of the government affairs division secondary education has not run optimally. The availability of resources used is limited and the absence of a breakthrough education program that is in accordance with the expectations of society makes this policy has not been able to produce meaningful benefits for the school, teachers, students, nor for the parents of students. The determining factor of the success of this policy implementation are: the type of benefits, degrees of change, location, decision making, resources used, and as well as the strategy of the actors involved. The advice provided is governor need to make a local regulations or rules of the governor that concern about the allocation of budgets for education, the welfare of honorary teachers, as well as the limitation of tuition fees for parents of students.

Abstract

Abstrak Peraturan Daerah Kota Semarang No. 5 Tahun 2012 tentang perikanan mengatur bahwa, setiap orang dilarang melakukan penangkapan ikan/pembudidayaan ikan dengan alat yang dapat merusak ekosistem laut, namun 72,5% dari nelayan di Desa Tambaklorok masih mnggunakan alat tangkap tidak ramah lingkungan. Tujuan dari penelitian ini adalah bagaimana konteks kebijakan penggunaan alat tangkap ramah lingkungan di Desa Tambaklorok yang akan dilihat dari kinerja implementasinya dan faktor yang mempengaruhinya. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan subyek penelitian (1) Kelompok Jabatan Fungsional I Dinas Perikanan Kota Semarang, (2) Kelompok Jabatan Fungsional II Dinas Perikanan Kota Semarang, (3) Ketua forum KUB Tambaklorok, (4) Koordinator lapangan Tambaklorok, (5)Ketua koperasi Tambaklorok, dan (6) Masyarakat nelayan. Teknik pengumpulan data yang digunakan adalah teknik observasi partisipasn,wawancara mendalam, dan dokumentasi. Hasilnya, implementasi kebijakan penggunaan alat tangkap ramah lingkungan di Desa Tambaklorok masih kurang maksimal, adapun factor yang mempengaruhinya adalah karakter lembaga dan penguasa juga kepatuhan dan daya tanggap yang sudah baik, namun dari faktor kondisi sosial dan ekonomi masih kurang.

Abstract

ABSTRACT The rapid growth of population in Semarang City is the main target of entrepreneurs to promote goods and services by using billboard as a promotional media. The problem of organizing billboards in Semarang City is the number of billboards installed illegally, thus damaging the visual quality of the city. One of the efforts is the implementation of supervision in billboard arrangement conduct by the Departement of Spatial Planning (Distaru) Semarang City. The purpose of this research is to describe how the implementation of supervision carried out by the implementers based on the regulations, then to identifying the factors that affect the implementation of supervision policies in billboards arrangement. This research uses descriptive qualitative research method with data collecting technique through interview, observation, and documentation. The results showed that Dinas Spatial Planning Semarang City had tried to implement the policy, even supervision of the implementation of the billboards as an effort to arrangement the billboards had been carried out according to the procedure, but the criteria for the location of the billboard placement stipulating that the billboards could only be posted on private land were considered difficult for the billboard organizers. In this implementation of arrangement billboard policy, there are still many obstacles, such as: 1) Lack of human and financial resources; 2) Lack of public awareness; 3)Lack of coordinating between the implementing agencies with the target group; and 4) Lack of socialization. Suggestions that can be given are to increase the amount of human and financial resources, improve coordinating between implementing agencies and the target group, and reinforce sanctions against violators in organizing billboards.

Abstract

Abstract Health insurance program for people with disabilities is a solution to solve problems faced by people with disabilities. Because they are vulnerable to disease and health costs are quite high with their low income. In the implementation, it was seen that there was a discrepancy in the recipient of the program, which should have been all covered, but in reality there were still persons with disabilities who had not received health insurance. The purpose of this study is to analyze the suitability of the program for disability in terms of benefits, and to know the obstacles in implementing the program. The research method uses descriptive qualitative methods and data collection techniques using informants taken purposively. Data analysis using the Triangulation Method. The results showed that the suitability of the program with the target group showed positive results in accordance with the needs of persons with disabilities, while the suitability of the program with the implementing organization showed less than optimal due to incomplete data collection and the suitability of the target group with the implementing organization showed the same thing, the conditions set still unclear. Constraints for implementing the program are still lacking in human resources and clarity of administrative procedures. The advice given by researchers is that the Social Service needs to improve the quality and quantity of human resources and evaluate the health insurance program for people with disabilities.

Abstract

ABSTRACT Waste in Tegalsari's Randu Kuning TPA is increasing every year. The more problems there are, the more garbage problems that continue to grow. The purpose of this research is to study and analyze the implementation of Regional Regulation No. 3 of 2016 in waste management in the Randu Kuning TPA, Tegalsari Batang Regency and the supporting and inhibiting factors that apply waste management in the Rals Kuning Tegal Tegalsari Batang Regency. The method used in this study uses a qualitative descriptive type. The analysis technique used is qualitative analysis. The results of the study stating the approval of Perda policy No. 3 of 2016 related to waste management in Tegalsari Randu Kuning TPA Batang Regency viewed from S. Grindle implementation theory, namely the contents of the policy of group interests, types of benefits, gender, choices to be sought, according to needs, Policy implementation, and resources used) and the policy environment (authority, interests and strategies of the actors involved, priority institutions and authorities, and the level of difficulty and response of implementers) of the phenomenon concluded as the implementation of Perda policy No. 3 Year 2016 concerning Waste Management in Tegalari Randu Kuning TPA Batang District cannot be approved with the aim and benefits of the local regulation not yet being approved by the community and implementing the policy. Constraints in the implementation of Perda policy No. 3 of 2016 concerning Waste Management in Tegalsari Randu Kuning TPA Batang Regency include socialization by related institutions or offices, improving facilities and infrastructure, staff supporting offer solutions in improving waste in TPA, hoping the community cares, officers TPA has difficulty finding garbage buyers, and the lack of strict punishment for violators of local regulations

Abstract

Abstract The existence of community empowerment in the Menari Tourism Village was an initiation by the local community and there is no support from the government and even Pokdarwis was an independent formation of the community. This is not suitable with Law Number 23 of 2014 concerning Regional Government article 12 paragraph 2 which states that one of the mandatory non-basic government affairs is the implementation of community empowerment. This study aims to analyze the efforts of community empowerment conducted by Menari Village’s Pokdarwis and the factors that influence it. The method used is a qualitative method with data collection techniques, namely interviews and literature study, data validity using triangulation techniques. The results showed that the effort to empower the community was not only carried out by Pokdarwis but there were also other parties involved. The parties involved included: Ngrawan Village Government, Tourism Office, Astra Company, and Sultan Agung University. Community empowerment efforts undertaken by these parties include the development of human resources; the development of the Dancing Village through marketing and partnership relations; and management of the physical environment. Supporting factors: a massive initiator's invitation, people's enthusiasm for change, the concept of local wisdom, and a willingness to explore. Inhibiting factors: quality of human resources, lack of government support, and jealousy of other hamlets. The recommendation that can be given in this study is that the government can legalize the Menari Village’s Pokdarwis so that its tasks and functions can be maximized properly

Abstract

The sister city cooperation policy between Semarang City and Brisbane City is a policy that has been running for 25 years (as of 2018). This policy has a problem in the form of no output generated even though it has been running for 25 years. However, in 2018 the sister city cooperation policy by the Semarang City Government and the Brisbane City Government was decided to continue until 2023 with the signing of a Memorandum of Understanding agreed by both parties. Based on these explanations, this study aims to find out why the sister city cooperation policy was continued even though there was no output generated from this collaboration for 25 years. This study uses qualitative research methods with data sources derived from interviews with informants determined through snowball sampling with the Subdivision of Inter-Institution Cooperation Sub-District of Semarang City as the key informant. The results showed that there was a policy change that occurred in this sister city cooperation policy, namely the regulation that was used as the legal basis for implementing sister city cooperation and the field of cooperation that was mutually agreed upon by the Semarang City Government and the Brisbane City Government. It was also found that there were factors causing the continuing sister cooperation policy between the two cities which included internal factors and external factors. The internal factor in question is the initiative of the Semarang City Government to continue this policy for various reasons. While the external factor is an appeal from the Central Government to optimize sister city cooperation that already exists as a result of new regulations. In addition, there was no urgency to stop this collaboration because it tended to benefit the City of Semarang. The policy changes that occurred did not make the implementation run optimally so that it did not affect the development of Semarang. But the sister city cooperation has a role as an intermediary with Toyama which has an impact on the development vision of Semarang regarding the city pays attention to the environment through the cooperation of gas fuel conversion on BRT Semarang.
