Abstract

Population administration services as a compulsory service, given the population data can be obtained from the service that is used as material for policy making in the development of a region. The substance of population administration is in the form of population registration and civil registration, one of which is the birth certificate. The data shows the realization of the birth certificate ownership that has not yet reached it is target. This assumption is caused by the civil servants work motivation and civil servants ability on the performance of Birth Certificates making services in the Population and Civil Registry Office of Semarang Regency. This study uses a quantitative approach. Data collection techniques used in this study used a questionnaire with 51 respondents. Then the method used for data analysis is multiple linear regression analysis. The results showed that there was an influence between the civil servants work motivation and civil servants ability on the performance of the birth certificate making services in the Population and Civil Registry Office of Semarang Regency.

Abstract

The lateness of Kumendung village in sending draft of village regulation about Village Revenue and Expenditure Budget and the report of the realization about implementation of the Village Revenue and Expenditure Budget are the background in this study. The purpose of this study is to analyze the management of Village Revenue and Expenditure Budget in Kumendung village. In addition, it also to analyze the supporting and the inhibiting factors in managing the Village Revenue and Expenditure Budget in Kumendung village. The method used is a qualitative research method with descriptive approach. The results showed that planning, implementation, administration, reporting, and accountability of Village Revenue and Expenditure Budgets were not running well. Mainly in the administration, reporting, and accountability activities which are often delayed. The inhibiting factors in the management of Village Revenue and Expenditure Budget in Kumendung village is the inaccurate supervision by the Head Village of Kumendung village, and the low coordination between village government and village institutions. While the supporting factor is the good communication in the village government and the effective leadership style of the Head Village of Kumendung village. The recommendation which given are the need for change of focus in controlling by the Head Village of Kumendung village, improvement of the coordination system, and giving more intensive coaching and assistance to village official.

Abstract

Desa Wisata Wonolopo merupakan desa wisata yang terdapat di Kelurahan Wonolopo Kota Semarang. Kelurahan Wonolopo sebagai Desa Wisata yang ditetapkan pada Surat Keputusan Walikota Nomor 556/407 tahun 2012. Dengan ditetapkannya Kelurahan Wonolopo sebagai Desa Wisata ini diharapkan dapat memberikan peluang pada masyarakat untuk memanfaatkan porensi-potensi yang ada untuk mendukung untuk keberlangsungan kegiatan pariwisata. Tujuan penelitian ini adalah menganalisis bagaimana pengembangan pariwisata berkelanjutan di Desa Wisata Wonolopo menggunakan enam komponen pengembangan pariwisata yaitu Attraction, Accessibilities, Amenities, Acomodation, Activity, dan Ancillary service serta untuk mengidentifikasi dan menganalisis faktor pendukung dan penghambat dalam pengembangan pariwisata di Desa Wisata Wonolopo. Metode penelitian menggunakan pendekatan deskriptif kualitatif. Teknik penentuan informan menggunakan teknik purposive. Teknik pengumpulan data menggunakan teknik wawancara,observasi dan dokumentasi. Hasil penelitian menunjukkan pengembangan pariwisata di Desa Wisata Wonolopo belum optimal, masih ada yang perlu di perbaiki dari masing-masing komponen tersebut.

Abstract

Pemberdayaan masyarakat di Desa Kulurejo melalui dana desa masih belum maksimal, hal ini dikarenakan persentase penggunaan dana desa untuk kegiatan pemberdayaan masyarakat hanya mencapai 7% dari himbauan 30%, kemudian terdapat 2 subbidang yang belum dilaksanakan secara maksimal. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelaksanaan pemberdayaan masyarakat melalui dana desa dengan pendekatan tahap pemberdayaan masyarakat yaitu tahap penyadaran, pengkapasitasan, dan pendayagunaan. Penelitian ini merupakan penelitian kualitatif. Hasil penelitian menunjukan bahwa pelaksanaan pemberdayaan masyarakat melalui dana desa belum maksimal dikarenakan upaya penyadaran yang tidak optimal dengan warga yang masih mementingkan pembangunan infrastruktur, kegiatan yang tidak berkelanjutan dalam tahap pengkapasitasan, dan kemampuan IT masyarakat yang masih terbatas. Hal ini dipengaruhi oleh terbatasnya pengoperasian teknologi, keterbatasan jumlah sumber daya manusia yang mendampingi kegiatan pemberdayaan masyarakat dan komunikasi yang masih kurang intens. Faktor yang mendukung kegiatan pemberdayaan masyarakat melalui dana desa sendiri diantaranya adalah mulai diterapkannya teknologi dalam kegiatan, kepemimpinan yang baik, komunikasi yang mengedepankan budaya masyarakat, dan partisipasi masyarakat yang baik. Saran yang dapat diberikan adalah: penambahan intensitas pelatihan IT bagi masyarakat dan perangkat desa, penambahan jumlah petugas desa untuk mendampingi masyarakat, dan peningkatan komunikasi dengan masyarakat.

Abstract

Kota Semarang dengan layanan pengaduan Lapor Hendi merupakan salah satu kota dengan tingkat penyelesaian pengaduan masyarakat dengan 95,73% ketuntasan laporan dari total laporan sebanyak 12.019 laporan. Tujuan penelitian ini adalah menganalisis dimensi pelayanan publik dalam pengaduan masyarakat Lapor Hendi Kota Semarang menggunakan teori pelayanan publik berdasarkan pada, yaitu Kesederhanaan, Kejelasan, Kepastian Waktu, Sumber Daya Manusia, Sarana dan Prasarana, Keadilan, Komitmen, Keamanan, Kemudahan Akses, Pencatatan dan Pemulihan Layanan. Penelitian ini adalah penelitian deskriptif kualitatif. Hasil penelitian menunjukkan, pengelolaan pengaduan sudah cukup baik dengan pengenalan program yang efektif serta akses pengaduan berbagai kanal sosial media yang mempermudah masyarakat untuk melapor. Kecepatan dari program Lapor Hendi cukup baik sesuai dengan SOP yang ada namun masih ada kekurangan pada aspek sumber daya manusia pengelolaan sehingga masih adanya pengaduan yang belum terproses. Adanya pencatatan pengaduan yang dibuat berdasarkan kategori aduan serta adanya pemeriksaan dari Walikota Semarang untuk mengawasi OPD yang paling banyak pelaporannya. Diharapkan kedepannya Lapor Hendi dapat meningkatkan pelayanan publik dengan memaksimalkan personalia pegawai pengelola Lapor Hendi serta untuk pengaduan melalui sosial media bisa lebih memberikan keamanan akan privasi pelapor dan juga penindaklanjutan laporan pengaduan yang lebih baik lagi.

Abstract

he drug problem in Central Java is handled by the Central Java Provincial National Narcotics Agency (BNNP) through the Community Prevention and Empowerment Sector (P2M) with various preventive measures, such as: dissemination of information, advocacy, socializing drugs, empowering community participation (PSM) and empowering alternatives. (PA), as well as other supporting activities. The research method used by the author in this study is a qualitative method, which includes several aspects, namely: goal achievement, integration, and adaptation. The informants chosen by the authors in this study are : the Head of the Community Prevention and Empowerment Division, the Head of the Prevention Section, and the Head of the Community Empowerment Section. The results showed that the Effectiveness of the Prevention and Community Empowerment Sector was quite effective, although not optimal. The effectiveness of P2M can be seen from the aspects of effectiveness, namely: goal achievement, integration, and adaptation. Some of the obstacles faced are: P2M field human resources which are still lacking and limited to cover the entire area of Central Java which is so wide, the lack of a prevention fleet in the form of urine test trucks and drug prevention cars, and the annual budget that is obtained is insufficient to carry out a work design existing, causing the prevention and community empowerment process to not run optimally. It is recommended that the Community Prevention and Empowerment Sector be more innovative and active by conducting socialization through other media, such as: magazines, radio, regional television, or websites belonging to provincial offices, seeking and collaborating with relevant stakeholders as an effort to suppress the existing budget, and evaluate the results of the performance taken so that the steps in the Prevention and Community Empowerment Sector in the future can be better and optimal. Abstract

Marketing is often equated with branding. However, in fact, marketing and branding are two different concepts, although both of them are strongly related. Branding is an effort to build and communicate the identity and character of brand into society. Branding is not only applied toward product and service but also toward corporate, event, somebody (personal branding), and place. The process of branding is a new paradigm related with how a place must be managed in the future. Tourism branding is one of place brandings that is often discussed as the increasing of society’s awareness of tourism need. This study aims to discover the branding effectiveness in increasing tourist visitation in the Grand Maerakaca Central Java. The method of this study is qualitative descriptive method with questioner and interview as the collecting data techniques. The data collected method uses statistical tools in the form of a questionnaire to make it easier for researchers in the data collection process considering that the research was carried out at the time of the Covid-19 pandemic. This research subjects were taken as many as 100 people calculated based on the Slovin formula according to the number of visitors in 2018. The data sources used were primary data in the form of questionnaires and PT.PRPP internal data, while secondary data were in the form of legislation regarding tourism, Permen PAN RB, and Youth Service data. Sports and Tourism in Central Java Province. The analysis method uses the value of Community Satisfaction Survey accordance with the Regulation of the Minister of State for Administrative Reform and Reform of the Bureaucracy Number 14 Year 2017 with the evaluation framework of place branding effectiveness that is called City Brand Hexagon. The result of the study shows that place branding in Grand Maerakaca runs smoothly. It is because the Grand Maerakaca has a great attraction to be visited by society. Nevertheless, problem is found in The People indicator that is related with disclosure and employee’s friendliness. It is suggested to form Standard Operational Procedure in providing service and periodic performance evaluation

Abstract

Kepuasan kerja bagi seorang pegawai merupakan faktor yang amat penting karena kepuasan yang diperolehnya akan turut menentukan sikap positif terhadap pekerjaan. Adanya kompensasi, pengembangan karir dan motivasi yang tinggi akan mampu meningkatkan kepuasan kerja pegawai. Penelitian ini bertujuan untuk mengetahui pengaruh signifikan kompensasi, pengembangan karir, motivasi terhadap kepuasan kerja pada Dinas Penanaman Modal dan Pelayan Satu Pintu Provinsi Jawa Tengah. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan menggunakan alat analisi regresi linier berganda. Populasi dalam penelitian ini sebanyak 63 responden. Dengan menggunakan metode Sampling. Teknik pengumpulan data yang digunakan yaitu menggunakan kuesioner. Hasil penelitian menunjukkan bahwa variabel kompensasi berpengaruh positif dan signifikan terhadap kepuasan kerja dengan nilai koefisien sebesar 0,289 dan nilai sig. 0,031. Variabel pengembangan karir berpengaruh positif dan signifikan terhadap kepuasan kerja dengan nilai koefisien sebesar 0,361 dan sig. 0,026. Variabel motivasi kerja berpengaruh positif dan signifikan terhadap kepuasan kerja pegawai dengan nilai koefisien sebesar 0,244 dan sig. 0,038. Variabel kompensasi (X1), pengembangan karir (X2) dan motivasi kerja (X3) secara simultan memiliki pengaruh yang signifikan dan positif terhadap kepuasan kerja (Y) dengan nilai Sig. 0,000 lebih kecil daripada 0,05 dan Fhitung sebesar 38.748 lebih besar dibanding Ftabel (2.76).

Abstract

Tourism is important sector in foreign exchange income but it’s diversity is not followed by awareness of the tourist attractions of each region. One of the factors supporting the tourism appeal of region is the establishment of Tourism Information Center. Sidoarjo is the newest destination in East Java because there is a tourism of Sidoarjo Mud. Therefore, Department of Youth, Sport and Tourism Sidoarjo form a Tourism Information Center as an attraction for tourists to visit Sidoarjo. Use of management functions according to Donovan and Jackson assited the theoretical approach from Moenir by looking at inhibitory factors an orgnization such as the Tourism Information Center working method system became a benchmark. So that there are some indicators that are the point of the problem such as staffing indicators namely Tourism Information Center assignments that seem ovelapping, controlling several programs that must be improved make this raised in the research as a description of Tourism Information Center management. Both aspects can be the initial foundation for analyzing whether Tourism Information Center management is running properly. It’s necessary to then be reviewed in the form of a conclusion that there are several factors that hinder of Sidoarjo Tourism Information Center in it’s efforts to help manage tourism. Such as regulations that impede both organizational and performance, synergy with several supporting aspects and optimizing avalaible budgets. The conclusion can be the reference of Tourism Information Center to be more improvement in developing tourim and become a Tourism Information Center.

Abstract

This research aims to find out the correlation between employee ability, work motivation and organizational climate with the performance employee in the Dinas Pendidikan, Kebudayaan, dan Pemuda Olahraga in Semarang Regency. Respondents in this research is 51 employees of Dinas Pendidikan, Kebudayaan, dan Pemuda Olahraga in Semarang Regency. The data analysis method used Kendall Tau correlation coefficient to find out how much the correlation between each independent variables with dependent variables, Kendall concordance correlation to find out how much the correlation between all independent variables together with dependent variables, and the coefficient of determination to know how much the percentage of influence three independent variables on employee performance. The results of the research is show the conclusion that, 1) there is a positive and significant correlation between employee ability on employee performance (r = 0.619), 2) there is a positive and significant correlation between work motivation on employee performance (r = 0.578), 3) there is a positive and significant correlation between organizational climate on employee performance (r = 0.628), 4) there is a positive and significantly correlation between all employee ability, work motivation, and organizational climate together has correlation on employee performance by 0.883, and 5) employee ability, work motivation, and organizational climate has the correlation that affects employee performance by 74.9% is indicated by the coefficient of determination R2 = 0.749.
