Abstract

Abstrak Bali bersandar pada kebudayaan dalam menjaga posisinya sebagai sebuah destinasi wisata. Kebudayaan dalam konteks ini termasuk praktek-praktek terkait tradisi dan arsitektur. Sebagai salah satu wujud arsitektur, rumah tradisional Bali seringkali menjadi sasaran transformasi dalam rangka mengakomodasi bermacam-macam aktivitas kepariwisataan. Praktek-praktek yang seperti ini telah memodifikasi konteks, ruang-ruang di dalam rumah, serta pada akhirnya wujud rumah tinggal secara keseluruhan. Sehingga praktek-praktek keruangan tradisional yang didasari filosofi Tri Hita Kharana pada level domestik juga dipengaruhi. Fenomena ini memunculkan isu-isu yang mengusik terkait bagaimana keduanya bisa diwadahi dalam satu kesatuan keruangan rumah tinggal - yang merupakan fokus bahasan dari artikel ini. Adapun metode yang dipakai dalam menginvestigasi topik ini termasuk kajian terhadap bangunan-bangunan dan ruang-ruang dalam rumah tinggal, dan interview dengan para penghuni untuk menstudi bagaimana mereka telah mengakomodasi perubahan-perubahan yang ada.Kata kunci: Kebudayaan, rumah tradisional Bali, transformasi AbstractBali relies on its culture to maintain its position as a tourist destination. This includes traditional practices as well as architecture. But the traditional Balinese house is frequently transformed in order to accommodate tourism activities. Such practices have modified the context, internal spaces and form of dwellings as a whole. Thus traditional domestic practices based on the philosophy of Tri Hita Kharana are also affected. This phenomenon raises the vexed issue as to how both can coexist within the same spatial envelope, which is the subject of this paper. The method of investigation includes an examination of buildings and spaces as well as interviews with occupants as to how they accommodate such change. Abstract

As part of the built environment, human settlements are not singularly about physical forms. They also offer a much deeper denotation to non-physical elements. Physical formations often deliver messages reflecting values and meanings that are invisible, but well imbedded within. Taking these circumstances as its context of study, this paper concentrates on how social systems are represented in the spatial settings of a human settlement and its built forms. It chooses Trunyan Village as its case study. This is one among many Bali Aga settlements found in Bali Island, which is located on the shore of Lake Batur. As the case of other Bali Aga communities, Trunyan offers a pre-Majapahit civilization. Using qualitative approaches, this study reveals that the overall physical layout of this settlement is governed by a concept of luan-teben (upstream-downstream) and a specific concept of north, east, south, and west that has no bearing to cardinal compass points. North-south orientation is held in a more prominent manner than that of east-west. They believe that north (hulu/luan) is where the mountain stands (referred to Abang Mountain which stands on the eastern side of this village. South direction (teben) is where water lays (referred to Lake Batur, which lays to the west side of Trunyan). Spatial formation of homes within this settlement is an expression of a virilocal kinship, in which marriages between members of a clan (dadia) is a must. Homes of families that belong to one dadia will be placed in a tight zone. They therefore live in a close distance from one family to another. Abstract

Timbrah is one of many Bali Aga villages located in the Karangasem Regency of Bali. The Village is not only recognized for its distinctive traditions but also for its unique physical attributes. Spatial layout of Timbrah settlement is characterized by the existence of narrow lanes from where homes are accessed. In its objectives to identify spatial pattern of this village and critical spots from where changes potentially begin in the future, this study is conducted using qualitative approaches within a reach of a descriptive research. Data collection was carried out by doing on-site observation, interviews and literature study. Informants were assigned guided by purposive and snowball sampling method. Analysis was started by verifying all data collected throughout data collection stage, which was then continued by a content analysis process. This study finds that the linier pattern of Timbrah's settlement adheres to a north to south axe with Bale Agung placed in the middle. This Bale Agung is a unifying structure, used intensively in communed manners by Timbrah's community members, and central to the functioning of the village as a whole. This study summarizes that the entire spatial structure is a reflection of socio-cultural conception, people way of interacting, as well as a deep understanding of the environment Timbrah Community lives in. Abstract

West Java Province is one of the provinces in Indonesia which is very prone to flood. In its strategic plan, The Provincial Government with Ministry of Public Works has made a retention pool in Baleendah Sub-District, Bandung District. Since 2017, the pool with the total area of ??6.9 Ha turned out to be only 5.7 Ha of which are used to accommodate water runoff from The Citarum River, and the rest is used as restoration land. However, the retention pool has not been able to accommodate the overflowing water, as a result, the flood continued to occur and became an annual subscription for society in Baleendah. This condition is the background of this research. The research is conducted using the descriptive-qualitative approach, by observing and digging up information about the conditions of houses in the research location those are often flooded. This study found a model of flood-friendly houses with the concept of local wisdom of Sundanese traditional architecture. The results of the study are: 1) The concept of a flood-friendly house with a Sundanese traditional architecture approach in the form of imah panggung; 2) A flood-friendly house design which includes: house plan, house façade design, roof model design, and structure-construction design based on the local wisdom of Sundanese traditional architecture; 3) Maquette as a model of the flood-friendly house for The Cieunteung village society. These results of the study were proposed by the local government in the effort to anticipate the bigger impact of flood, beside the main response to the existence of a retention pool. Keywords: home design model; friendly to floods; Sundanese traditional architecture Abstrak Provinsi Jawa Barat adalah salah satu provinsi di Indonesia yang sangat rawan terjadinya bencana banjir. Dalam rencana strategisnya, pemerintah provinsi bersama Kementerian Pekerjaan Umum telah membuat kolam retensi di Kecamatan Baleendah Kabupaten Bandung. Sejak tahun 2017, kolam dengan luas total 6,9 Ha itu ternyata hanya 5,7 Ha diantaranya yang difungsikan untuk menampung limpasan air dari Sungai Citarum dan sisanya dimanfaatkan sebagai lahan restorasi. Kolam retensi tersebut ternyata tetap saja tidak mampu menampung luapan air yang banyak, akibatnya banjir tetap terjadi dan menjadi langganan tahunan bagi masyarakat di Baleendah. Kondisi inilah yang melatarbelakangi dilakukannya penelitian ini. Metoda penelitian menggunakan pendekatan deskriptif-kualitatif, dengan cara mengobservasi dan menggali informasi tentang kondisi rumah-rumah penduduk di lokasi penelitian yang sering terendam banjir. Penelitian ini menemukan model rumah yang ramah terhadap banjir dengan konsep kearifan lokal arsitektur tradisional Sunda. Hasil penelitian berupa: 1) Konsep rumah ramah banjir dengan pendekatan arsitektur tradisional Sunda berupa imah panggung; 2) Desain rumah yang ramah terhadap banjir yang meliputi: rancangan denah lantai rumah, rancangan bentuk tampak rumah, rancangan model atap rumah, dan rancangan struktur-konstruksi rumah yang bersumber pada kearifan lokal arsitektur tradisional Sunda; 3) Maket sebagai model rumah ramah banjir bagi masyarakat Kampung Cieunteung. Hasi-hasil tersebut menjadi usulan bagi pemerintah setempat dalam upaya antisipasi dampak banjir yang lebih luas lagi, disamping keberadaan kolam retensi sebagai penanggulangan utamanya. Abstract

Abstract The mosque is the sacred building of Moslems and its architectural design is influenced by its environment. As a result, mosques in every area have a unique morphology. In South-East Asia roofs tend to be layered as in Indonesia. As such, many debates occur as to its origins. Three basic theories exist. Firstly, the design may be affected by peripheral elements, such as Malabar. Secondly, Javanese mosques have affected Indonesian style, even in Asia. Thirdly, local wisdom is an essential element in Mosque design. The study reveals local cultures have affected the morphology of the mosque in Denpasar. For instance, it can be identified through the concept of open space; the use of wantilan and bale; colours of building performance, ornaments, and interior decorations. Qualitative methodology is used in data analysis. Furthermore, the study discoveres that an understanding of the hadist plays an important role in th ecreation of mosque morphology in Denpasar. Keywords: mosque, morphology, culture, environment, hadist Abstrak Masjid merupakan bangunan suci umat Islam yang tampilan arsitekturalnya dipengaruhi oleh lingkungan, sehingga tiap daerah memiliki morfologi masjid yang berbeda-beda. Salah satu morfologi masjid yang mewakili Asia Tenggara adalah masjid beratap tumpang yang banyak ditemukan di Indonesia. Namun demikian, terdapat banyak perdebatan mengenai asal-usul tipologi masjid tersebut. Beberapa penelitian morfologi masjid di Indonesia menunjukkan tiga teori dasar mengenai asal-usul bentuk masjid di Indonesia. Pertama, masjid di Indonesia dipengaruhi oleh arsitektur dari luar, seperti Malabar. Kedua, arsitektur masjid di Indonesia, bahkan di  Asia, dipengaruhi oleh arsitektur masjid Jawa; sedangkan ketiga, arsitektur masjid lahir dari kearifan lokal setempat. Studi ini mengungkapkan bahwa budaya lokal Kota Denpasar mempengaruhi morfologi masjid, seperti konsep ruang terbuka, penggunaan bentuk bale dan wantilan, warna, dan ragam hias. Metode kualitatif deskriptif digunakan untuk mengeksplorasi data dan menganalisisnya. Studi ini juga mengungkapkan bahwa pemahaman terhadap hadist berperan penting dalam menciptakan morfologi masjid di Denpasar. Kata kunci: masjid, morfologi, budaya, lingkungan, hadist

Abstract

In Ruang we address issues of form and urban space, leaving the economists to ponder the larger issues of democracy and equality in a rapidly fracturing social environment. This raises the problematic of urban form, its representations, symbolism and practices. The conservation of traditional values and norms imply the conservation of those environments that support them. Since conservation means retaining building form without its prior content, the actual fabric and processes of urban conservation are also thrown into the market place. Conservation on any scale also threatens the urban land market since large areas are then removed from trading (or is all history up for sale?) So do we proceed with adaptation, regulated change, conservation or sterilisation (preservation)? Today the identity of a place is not merely about localities, but is, in many occasions, more about image making to support the creation of a modern urban living environment. Over the last forty years, the use of iconic buildings to generate capital has become more and more frequent, from Sydney Opera House and the Pompidou Centre, to the new Guggenheim Bilbao. These are iconic structures whose prime function is not to give identity to neighbourhoods, but to source capital through tourism and to boost local industry. Here there is a crossover from high technology to local icons. For example Frank Gehry used technology from the American space program to design shapes and forms, as well as technology focussed on the properties of materials. But such buildings fall again into the arena of capital rather than community development. So what is happening on the other side of the coin? There is no doubt that social change is also accelerating in many countries and it is also clear that where we cannot hold capital accumulation and globalisation accountable for many adaptations from gender equality, new housing forms based on the disintegration of the nuclear family, the idea of a universal wage to counter automation, the generation of new communities that wish to live ‘off the grid’, and a phenomenon we might call ‘micro-communities of resistance’ to state neo-corporatism and the abuse of technology. At the level of design and urban form, the Charter of the New Urbanism, now sweeping Europe, and North America, with intrusions in Malaysia, China and other countries appears to have merit. Its agenda is community based planning and design, using a process of natural selection to generate urban density, with urban and architectural forms that reflect history and proven value in use. While the New Urbanism is theoretically weak, it sources two major thinkers namely Patrick Geddes and Ian McHarg, who were both concerned with the relationship between the natural environment and human habitation. Importantly, the New Urbanism deals with the tricky problem of transformation that links past formal languages with new uses. Something that we can all learn from.

Abstract

Bali partially owes its reputation to the existence of the thousand temples it has scattered across its territory. Its unique culture evolves around the ritual and symbolic significances that each temple is believed to possess. The area surrounding each temple is recognized as a sacred zone whose scale varies from one temple to another depending on its importance. Bali's Provincial Regulation Number 16, year 2009 has clearly delineated this zone as an undeveloped area; a protected territory and to be measured in relation to a specific region, measured by taking a specific radius and circumference using the temple as the central pivot. This study evaluates how this regulation has been violated, especially in the case of Dang Kahyangan temples located in a touristy area of South Kuta District. The protected zone of both temples stretches in theory, to a radius of 2 km. In practice, things are radically different. The research suggests that violations have taken place in various forms. The breaches are a consequence of many conditions including the lack of initiative to implement then police the regulation; the absence or elasticity of control over development; and public discontent due to the lack of compensation for development rights. Any such regulation without state compensation is unjust. This article also investigates the impacts such violations have, both negatively and positively. The article concludes with some recommendations as to how a balance can be achieved between such competing interests. Keywords: conserved zone; sacred zone; Dang Kahyangan temple; bhisama; land development Abstrak Bali memiliki kewajiban mempertahankan keberadaan kesucian ratusan pura yang tersebar di seluruh wilayahnya. Keunikan budayanya meliputi prosesi ritual dan makna simbolik yang dipercaya dimiliki oleh masing-masing pura tersebut. Kawasan sekitar pura dikenal sebagai kawasan suci yang memiliki variasi radius kesucian bergantung pada kepentingannya. Peraturan Daerah Provinsi Bali No. 16 tahun 2009 tentang Rencana Tata Ruang Wilayah Provinsi Bali telah mengatur perlindungan pada kawasan suci yang tidak boleh dibangun yaitu pada radius tertentu dengan pura sebagai titik pusatnya. Studi ini mengevaluasi bagaimana peraturan ini telah dilanggar, khususnya di kawasan sekitar pura Pura Dang Kahyangan di Kecamatan Kuta Selatan pada radius 2 km. Hasil penelitian menunjukkan bahwa terjadi pelanggaran terhadap Bhisama kesucian pura dalam bentuk kegiatan. Pelanggaran ini disebabkan adanya kebijakan pengembangan kawasan pariwisata di kawasan dengan radius kesucian pura dan kurangnya sosialisasi akan pentingnya radius kesucian pura dan tuntutan kebutuhan ekonomi. Studi ini juga menginvestigasi dampak positif maupun negatif dari berbagai macam pelanggaran tersebut. Simpulan dari studi ini adalah beberapa rekomendasi untuk menyeimbangkan antara hasil yang telah dicapai dengan berbagai hal yang relevan.

Abstract

Perumnas Monang Maning, Denpasar – Bali is an example of a state housing project in Indonesia that has gone through an unanticipated rapid development. Apart from retaining its initial function to shelter urban dwellers, this housing has been transformed into a potential commercial area. This phenomenon is clearly exhibited by its Gunung Rinjani Street Corridor, which is also taken as the locus of the study documented in this article. Discussion within the response to the following research questions: 1) what is the pattern of spatial utilization of houses which have dual function as a home and a place to conduct commercial activities; and 2) What are prominent spatial elements that have been adapted in order to accommodate this added function. This research applies qualitative-naturalistic approaches. Its findings demonstrate that the added function has brought changes to the overall layout of homes, both vertically and horizontally. These changes are then followed by the alteration of spatial elements that construct an adapted home to best accommodate the added commercial function and its extended activities.Keywords: pattern of spatial; business space; residential home; housing; Denpasar AbstrakDalam wilayah Kota Denpasar, Provinsi Bali, terdapat banyak perumahan yang dibangun pengembang sebagai upaya pemenuhan kebutuhan perumahan masyarakat kota ini. Salah satu perumahan yang mengalami perkembangan yang sangat pesat adalah Perumnas Monang Maning Denpasar. Perumahan ini telah berubah menjadi suatu area usaha dan bisnis yang sangat prospektif. Salah satu fenomena keruangan yang menarik untuk dijadikan materi penelitian adalah berkenaan dengan terjadinya perubahan pola pemanfaatan ruang pada rumah tinggal menjadi tempat usaha dalam penelitian ini. Berdasarkan latar belakang masalah tersebut, masalah-masalah yang dibahas dapat dirumuskan sebagai berikut: 1) bagaimanakah pola pemanfaatan ruang yang cenderung terjadi pada tempat tinggal yang difungsikan sebagai tempat usaha; dan 2) bagaimana wujud elemen pembentuk ruang usaha di rumah tinggal yang difungsikan sebagai tempat usaha. Penelitian ini bertujuan untuk menemukan pola kecenderungan perubahan keruangan serta wujud elemen pembentuk. Penelitian dilaksanakan dengan menerapkan metode penelitian kualitatif naturalistik. Dipilihnya metode naturalistik pada penelitian ini karena informannya bersifat heterogen, mengingat bahwa subjek penelitian di Perumnas Monang Maning ini terdiri dari beragam latar belakang sosial. Pada penelitian kualitatif ini, pemilihan responden dilakukan secara purposive. Hasil yang diperoleh menunjukkan bahwa adanya pola kecenderungan pemanfatan ruang secara horizontal dan vertikal pada rumah tinggal. Perubahan yang terjadi disertai dengan adanya perubahan elemen-elemen pembentuk ruang pada rumah tinggal yang dijadikan sebagai tempat usaha.Kata kunci: pola pemanfaatan; ruang usaha; rumah tinggal; perumahan; Denpasar
