Polluted insulators at high voltages has acquired considerable importance with the rise of voltage transmission lines. The contamination may lead to flashover voltage. As a result, flashover voltage could lead to service outage and affects negatively the reliability of the power system. This paper presents a dynamic model of ac 50Hz flashover voltages of polluted hydrophobic polymer insulators. The models are constructed using the regression tree method, artificial neural network (ANN), and adaptive neuro-fuzzy (ANFIS). For this purpose, more than 2000 different experimental testing conditions were used to generate a training set. The study of the ac flashover voltages depends on silicone rubber (SiR) percentage content in ethylene propylene diene monomer (EPDM) rubber. Besides, water conductivity (μS/cm), number of droplets on the surface, and volume of water droplet (ml) are considered. The regression tree model is obtained and the performance of the proposed system with other intelligence methods is compa ed. It can be concluded that the performance of the least squares regression tree model outperforms the other intelligence methods, which gives the proposed model better generalization ability.

Electrical power system is growing rapidly with the current increasing demand. One of many important issues being faced in power system is the voltage instability. With that being said, this work investigates the voltage stability indices with contingency analysis used in order to determine the voltage stability of the network system. These approaches are used to detect and avoid voltage instability in the distribution network. The behavior of the distribution network is determined based on the contingency analysis. STATCOM is injected into selected buses in the distribution network of the system to determine the system’s stability during the contingency condition. Distributed generation (DG) is utilized to enhance the network stability. Different scenarios have been assumed in order to test the proposed technique under different conditions. The work has been implemented in Digsilent power factory environment. The proposed technique has been tested on IEEE 30 bus system. Promising results have been obtained with respect to previous published literature, in term of identifying the weak buses and enhancing the overall stability of the network.

Underwater sensor network is an emerging technology due to its numerous applications in aqueous environments. However, limitations of these networks include limited bandwidth, high propagation delays and power constraints. Hence, new routing protocols must be designed specifically for USN. Opportunistic routing offers a promising method to overcome these limitations. The proposed protocol is a novel energy-efficient void avoidance opportunistic routing algorithm. The protocol deals with the issue of void holes during transmission while reducing energy consumption and keeping the packet delivery ratio at a satisfactory level. To evaluate the performance, two common metrics have been used for routing protocols in USNs; energy consumption and packet delivery ratio. Simulations were carried out in ns2 with Aqua-Sim. The performance of the proposed routing protocol is compared to VAPR. The performance evaluation of EEVA-OR indicate its benefit as compared to VAPR in terms of void detection, energy consumption and packet delivery ratio.

Global climate change is an issue that is enough to grab the attention of the world community. This is mainly because of the impact it has on human life. The impact that is felt also occurs in waters on the South Kalimantan region. This is of course can disrupt the productivity of fish in the marine waters of South Kalimantan. This study aims to make fish catch production prediction models based on climate change in the South Kalimantan Province because the amount of productivity of marine fish has fluctuated. This study uses climate data as input and fish production as output which is divided into two, namely training and testing data. Then the prediction is conducted using Backpropagation method combined with Particle Swarm Optimization method. The results of the study produced a prediction model with RMSE of 0.0909 with a combination of parameters used, namely, C1: 2, C2: 2, w: 0.7, learning rate: 0.5, Momentum: 0.1, Particles: 5, and epoch: 500. While the model used when predicting testing data produces RMSE of 0.1448.

We present a new image compression method to improve visual perception of the decompressed images and achieve higher image compression ratio. This method balances between the compression rate and image quality by compressing the essential parts of the image-edges. The key subject/edge is of more significance than background/non-edge image. Taking into consideration the value of image components and the effect of smoothness in image compression, this method classifies the image components as edge or non-edge. Low-quality lossy compression is applied to non-edge components whereas high-quality lossy compression is applied to edge components. Outcomes show that our suggested method is efficient in terms of compression ratio, bits per-pixel and peak signal to noise ratio.

Behaviors coordination is one of keypoints in behavior based robotics. Subsumption architecture and motor schema are example of their methods. In order to study their characteristics, experiments in physical robot are needed to be done. It can be concluded from experiment result that the first method gives quick, robust but non smooth response. Meanwhile the latter gives slower but smoother response and it is tending to reach target faster. Learning behavior improve robot’s performance in handling uncertainty. Q learning is popular reinforcement learning method that has been used in robot learning because it is simple, convergent and off policy. The learning rate of Q affects robot’s performance in learning phase. Q learning algorithm is implemented in subsumption architecture of physical robot. As the result, robot succeeds to do autonomous navigation task although it has some limitations in relation with sensor placement and characteristic.

This paper discusses the framework of IT (Information Technology) governance in the public sector organizations and the factors that contribute to the implementation of IT governance in the province of Gorontalo, Indonesia. The problem that occurs is the absence of such a framework which can provide the basis, functions and limits for the efficient use of IT resources, IT strategic alignment and the management of risk in public organizations. Descriptive approach used to identify the processes and the factors that contribute to the implementation of IT governance. This study shows that the form of the IT governance framework ensuring success is related to achieving organizational goals, strategic alignment, resource management, and risk management in the Indonesian public sector, especially to the province of Gorontalo. The strategic role of IT governance can be an effective solution for making more consistent and transparent decisions about strategies and IT investments in public sectors.

A solar thermal technology which is also known as concentrating solar power (CSP) uses thermal energy from the sun to generate electricity. The electricity generation from solar thermal can be produced with four technologies of concentrating solar systems which are parabolic trough, linear Fresnel reflector, solar tower, and parabolic dish-Stirling engine system. This paper reviews the parabolic dish-stirling based on CSP technology by taking into account the performance, the global performance, site for parabolic dish and levelized cost of energy (LCOE). Generally, the parabolic dish applications have barriers in terms of the technology and the high capital cost compared to the others CSP technologies.

This paper used region growing segmentation technique to segment the Discrete Cosines (DC) image. The classic problem of content Based image retrieval (CBIR) is the lack of accuracy in matching between image query and image in the database. By using region growing technique on DC image,it reduced the number of image regions indexed. The proposed of recursive region growing is not new technique but its application on DC images to build indexing keys is quite new and not yet presented by many authors. The experimental results show that the proposed methods on segmented images present good precision which are higher than 0.60 on all classes. So, it could be concluded that region growing segmented based CBIR more efficient compared to DC images in term of their precision 0.59 and 0.75, respectively. Moreover, DC based CBIR can save time and simplify algorithm compared to DCT images. The most significant finding from this work is instead of using 64 DCT coefficients this research only used 1/64 coefficients which is DC coefficient.

The coronary heart disease is one of desease leading to the sudden death. This is the reason why online monitoring system is urgently needed to monitor the patients with coronary heart disease. This paper proposse the system with an algorithm which is developed from signal identification of ST elevation. The medical record in this system is measured by a new wireless ECG development and followed Zigbee standard. If the system detects the possibility of disturbance in cardiac function, then soon, an alarm signal is send to the server at the hospital, in order that an intensive first aid can be given immediately. Based on the testing results, the level of success of an online monitoring system is possible to reach 100% if the patient does not make any moving around. It is expected that the application of this system will reduce the sudden death for patients at hospital with coronary heart disease.
