Abstract

The aims of the research is to review the policy of increase locally derived revenue from local tax sector taken by the Local Revenue Office (DISPENDA) municipality of Ternate as one of the instruments to tackle the fiscal deficit in the fiscal year 2012- 2014. The method used in this study is a qualitative approach with descriptive analysis that aims to explore a phenomenon or social fact and then classified based on the clarifications performed by describing a number of variables relevant to the problem. The location was chosen as the object of this study is Local Revenue Office (DISPENDA) municipality of Ternate. The result showed the policy implemented by Local Revenue Office includes cross functional integration as an effort to maximize the availability of the tax authorities through actions combine several jobs into one job and formed coordinator of each local tax which is responsible for the management of the local taxes.Keywords: Fiscal Policy, PAD, and Local Taxes.

Abstract

This paper discusses the problems of public budgets, particularly in government spending. The discussion will be more emphasized on aspects of government and discussed about the issue of the effectiveness of public spending, especially in the case studies of Magetan district. This paper used qualitative descriptive method. The collection of data obtained through secondary data and analysis document. Data were analyzed with interactive model, through data reduction, data presentation, and conclusion.Discussion of the results shows that overall government spending and areas in Indonesia can not be said to be healthy and in accordance with the needs of the community. Their dominance of indirect expenditure in the form of personnel expenditure sector remains deeply embedded in the budget. Both on the expenditure and the shopping area, both have similarities in personnel expenditure dominance were very swollen. Besides government spending and shopping area cannot provide the impact poverty reduction and improvement of people's welfare.Keywords: Public Expenditure, Government Budgets, APBD, APBN.

Abstract

Financially independent for a region is a must in decentralization era. This article try to examine how central and local government push their effort to make a region financially independent. One of the policy agenda is to delegate the authority to manage property tax from central government to local government. Based on Law Number 28/ 2009, property tax becomes the authority of local government, this is a very good news to increasing local revenue. The increasing of local revenue is expected to increasing local government capacity to funding their activity. Nevertheless, local government readiness becomes a big issue, known that until 2013 only 123 kabupaten/kota that already implemented this policy, where the rest of the kabupaten/kota are still not ready to implement it. But, the current issue is the capacity of readiness, not all of the kabupaten/kota has the capicity and capability to implement the policy. Therefore, this policy needs to be reck by central government, so in the future this policy can be a good instrument to made region financially independent.Keywords: Financially Independent, Decentralization, and Property Tax

Abstract

This article aims to describe the development of CBT in Kulon Progo and obstacles faced. The method used descriptive qualitative design with Research and Development (R and D) from Borg and Gall (1998). The technique of collecting data used interviews, observation, documentation and Focus Group Discussion (FGD). Data were analyzed using interactive analysis Miles and Huberman. The study found that some strategies may be taken in the development of CBT: to see, to do, to buy, to share, to empower and to sustain of all agriculture, economics and social-cultural potentials in Kulon Progo. Moreover, in implementing CBT, there are steps should be considered as follows: understanding all potentials and resources, establishing CBT’s management, and integrating roles of all stakeholders. However, there are several hindrances in the implementation model that needs to be taken by the manager of CBT in Kulon Progo are: 1). Un-sufficient budget; 2) the lack of human resources; 3) un-readiness of community in viewing the importance of tourism management; 4) the lack of support from private sectors; 5) lack of infrastructure.Keywords: CBT, Strategy, and Empowerment

Abstract

The development of e-commerce in Indonesia is very rapid, it is seen from the number of internet users has reached 93.4 million people in 2015, making Indonesia the potential to develop e-commerce. Based on Kemkominfo’s information, at the end of 2015 the business value of e-commerce homeland was predicted to be around USD 18 billion. In 2020, the volume of e-commerce business in Indonesia is predicted to reach USD 130 billion with a growth rate of approximately 50 percent per year. More advanced e-commerce affects the pattern of buying and selling what was once conventional slowly turning to online trading. Online Business people in carrying out trading activities will not be separated from understanding symbols done in building trust. Building this trust can be reached through steps as follows: the testimony of satisfied buyers with the sold goods, both in terms of quality, price and size. There is also endorsed intervene to improve the online rating shop that is considered as an online shop that has been known and promote the product by advertisement. Buying and selling online is very closely on the exchange of symbols used to build trust.Keywords: E-commerce, trust, economy

Abstract

The implementation of special autonomy in West Papua province aims to increase the development. Centralized development has brought the people of West Papua in a slump multidimensional. The purpose of this article describes the governance performance that the implementation of special autonomy in failure. This article used a qualitative approach. Source of data used comes from RKPD West Papua Province, Public Welfare Indicators (BPS), IGI (parnership), and TKED (The Asia Foundation). The main findings in this article was not prosperous West Papua still has even though the special autonomy fund and the exploitation of natural high. The main indicators are still at the education and welfare of the lowest rankings in Indonesia. Performance Governance and the worst is in the government bureaucracy. This led to the existing resources can not be the welfare of society as stalled in bureaucracy and government.Keywords: Special Autonomy Funds, Governance Performance, and West Papua

Abstract

This study aims to determine the implementation of the Village Funds as an effort to increase rural development in the village Wukirsari Cangkringan Sleman. The research approach used in this research was descriptive qualitative. Techniques of data retrieval were done through observation, interview, and review of documentation. Data analysis technique used interactive analysis techniques adopted from Mills and Huberman. Rnenunjukkan research results that the policy implementation using village funds under Regulation 60 Year 2016 Wukirsari village crushing implemented. The result of the development of the use of village funds was used for infrastruscture development. The success of the policy implementation due to factors of good communication, the resources both human capacity and adequate funding, clear and coordinated bureaucratic structure, and good commitment and integrated bureaucratic disposition to the success of rural development in Wukirsari.Keyword: Village Funds, Rural Development, Policy Implementation
