Abstract

People with disabilities have long been marginalized in the development process, such as the lack of access to public transportation. However, literature studies on accessibility of persons with disabilities on public transportation are still limited. Therefore, this research aims to produce new components that affect the accessibility of persons with disabilities in public transportation. Sources of research articles are taken based on a 20-year period (2001-2021). The research method used in this study is the Systematic Literature Review (SLR) method. Based on the results of the inclusion criteria that have been used, 45 articles were found that were in accordance with the research topic and were used further in this paper. The results showed that there was a fluctuation in the trend of research on accessibility of persons with disabilities during the 20-year period (2001-2021). Based on the results of the literature mapping, it was found that new components that affect the accessibility of persons with disabilities in public transportation include spatial distribution, technology, situational, socio-economic, and political, vehicle design and service quality. The six elements are related and influence each other. The future research agenda in this study contains several components that can be used as a basis for future research to see the accessibility of persons with disabilities in public transportation.

Abstract

This study examines prior research findings on the role of tax policy in economic stability, particularly in the contexts of crisis. Economic crises often spark debates about the effectiveness of tax policies—whether they serve as tools for recovery or exacerbate crisis conditions. Focusing on evaluating the impact of both expansionary and contractionary tax policies on economic stability during crises, this study employs a Systematic Literature Review (SLR) with the PRISMA approach to ensure replicability and transparency. Literature searches were conducted via the Scopus database, with inclusion criteria covering 20 studies published between 2019 and 2024. The selection process involved identifying, screening, and assessing relevant studies, emphasizing tax policies during economic crises. The findings reveal that tax policies have dual effects. On one hand, tax cuts and fiscal incentives can stimulate recovery by boosting consumption and investment. Conversely, ill-timed or poorly targeted tax hikes may deepen recessions by reducing liquidity and suppressing growth. The discussion highlights the need for responsive policy design tailored to economic conditions and coordinated with monetary measures. In line with public policy theory, particularly contingency theory, this study emphasizes that the effectiveness of tax policy is highly context-dependent and there is no one-size-fits-all solution.

Abstract

Teacher quality is a critical determinant of student achievement and overall educational success. In Indonesia, the enactment of the Teacher and Lecturer Law in 2005 marked a significant effort to improve teachers’ welfare through the Teacher Professional Allowance (Tunjangan Profesi Guru/TPG), which specifically doubles teachers’ income after certification. The policy faces persistent challenges despite its intent, including failure to meet certification targets and limited impact on student learning outcomes. This study examines the effects of the current teacher certification on teachers’ welfare in Indonesia. Employing a desk research method, the research highlights that while TPG contributes positively to teachers’ welfare and motivation, clearly it is still not enough to make teaching a respected profession in Indonesia. Broader systemic issues, such as disparities in earnings, contract-based employment, and the need for additional income, undermine its effectiveness. The findings suggest that teacher certification policies must be refined to ensure equitable and sustainable improvements in teachers’ welfare. This study contributes to limited research on teacher certification and welfare, offering recommendations for more effective policy.

Abstract

This article evaluates the policy of Special Autonomy (Privileges) in the Special Region of Yogyakarta (DIY), which has been in place since 2012 and focuses on institutional strengthening based on local cultural values. Although designed to strengthen local governance and cultural institutions, the impact of such policies on poverty alleviation remains limited. Using a qualitative descriptive approach, this study explores the perceptions of stakeholders and the public, as well as examines policy documents and budget allocation reports. The findings reveal that the implementation of the five privileged affairs has gradually shifted from land and space affairs to institutional and cultural development. The changing nomenclature of the government’s organisation has been allowing the further distribution of special funds to the kalurahan office, as it is part of the institutional development of the government. This program will hopefully have a leverage effect the the surrounding society to participate in the application of cultural values in the region. However, most programs remain bureaucratic and top-down, limiting their potential to improve social welfare. The study concludes that a reorientation towards community-based programs rooted in cultural empowerment is necessary to realise the constitutional mandate of prosperity and tranquillity. This article contributes to the discourse on asymmetric decentralisation and its alignment with the effectiveness of public policy in culturally distinct regions.

Abstract

This study aims to analyze the implementation of food security policies at the sub-district level in Kotawaringin Timur Regency. The research employs a qualitative method with a case study approach across 17 sub-districts. Data were collected through in-depth interviews, field observations, and document analysis. The findings reveal that food security policy implementation varies among sub-districts, influenced by regional characteristics, resource availability, and local leadership. Program Stabilisasi Pasokan dan Harga Pangan (SPHP), Gerakan Pangan Masyarakat (GPM), and Cadangan Pangan Pemerintah Daerah (CPPD) have been implemented with varying levels of effectiveness. Sub-districts with urban characteristics and trading centers demonstrate more effective implementation compared to rural sub-districts. Major challenges include limited human resources, budget constraints, and infrastructure limitations. The study recommends institutional strengthening, integrated information system development, and enhanced stakeholder coordination to improve the effectiveness of food security policy implementation at the sub-district level.

Abstract

This study examines the implications of the European Union's Deforestation-Free Regulation (EUDR) 2025 policy on Indonesia and Malaysia as major producers of land-based commodities. This study analyzes three critical aspects: the impact of implementation, forms of resistance, and challenges in its implementation. This study employs secondary data (2020-2024) sourced from Google Scholar, Scopus, government publications, and news portals. Thematic coding was applied for data analysis, with triangulation across academic journals, media reports, and policy documents ensuring validity. The EUDR has triggered systematic resistance through diplomatic alliances, WTO lawsuits, national policy adjustments, and farmer protests. Its impacts span multiple dimensions: regulatory, economic, social, and environmental. This study developed an institutional theory framework to understand the impact of global environmental policies, empirically by mapping the strategic responses of developing countries, and practically through concrete policy recommendations in the form of harmonization of certification standards, development of inclusive funding systems, and evidence-based diplomacy strategies. The main findings of the study emphasize the importance of a just transition approach that considers the specific capacities and needs of producer countries in the Global South in implementing global environmental policies.
