Abstract: The purpose of this research is to explain the relationship work ability and governmental apparatus performance. This research was conducted in the Kema sub district with 38 respondents sample. It used area sampling technique and stratified random sampling. Data was collected by using questionnaire technique in the form of questions measured by Likert scale. The analysis method used here is descriptive and correlation analysis by the simple regression analysis. Data analysis was conducted by using SPSS version 12,0 computer program. The results of this research indicated that: (1) based on the descriptive analysis shown that the work ability and governmental apparatus performance both are high category. (2) based on the simple regression analysis shown that the relationship between work ability and governmental apparatus performance is positive and significant. Based on this research may suggestion to the Head of Kema sub district that require to maintain and develop the attitude in work to all apparatus continually. Abstract: The purpose of this study to uncover impelentasi staffing policy on North Bolaang Mongondow district office. The research methodology used is qualitative methods. Informants in this study were taken by 20 informants. Data were analyzed descriptively through the stages of research in the field edit data, perform data reduction, categorize units, interpretation of the data and test the validity of the data. From this study it can be concluded that the staffing policy implementation Regent Office North Bolaang Mongondow optimal enough. It is suggested in the staffing, Personnel Board area should always put the employee in accordance with education, because if an employee is not placed in accordance with the education, the employee will be difficult to achieve maximum employment. In the staffing, should be held before a test to see how much knowledge an employee of the office that will be occupied. Regional Employment Board as the party who has the authority to regulate the placement of employees required to be keen to see the skill level of employees in the work, so that later if the employee is placed in a position, an employee may be skilled in completing the work. Abstract: The purpose of this research is to explain the efect leadership of the Head of Kema sub district to the citizen participation. This research was conducted in the Kema sub district with 30 respondents sample. It used purposive sampling technique and stratified random sampling. Data was collected by using questionnaire technique in the form of questions measured by Likert scale. The analysis method used here is descriptive analysis and simple regression analysis. Data analysis was conducted by using SPSS version 12,0 computer program. The results of this research indicated that: (1) based on the descriptive analysis shown that the leaderships of the Head of Kema sub district and the citizen participation both are high category. (2) based on the simple regression analysis shown the efect leadership of the Head of Kema sub district to citizen participation is positive and significant. Based on this research may suggestion to the Head of Kema sub district that to increase the citizen partisipation, must be used leadership models. Abstract: The purpose of this research is to analyze the influence of factors of education/training, motivation and competence towards the employees’ performances. This study used descriptive method. The population involved all civil servants at Local Revenue Office of North Sulawesi Province. The 150 samples of civil servants were selected proportionally, namely 50 people from the headquarters, and 100 people from the Local Technical Implementation Unit (UPTD). The collected data were analyzed by using multiple regression analysis to test the hypothesis. The results of the study show that education/training affected the performance of the employees at a =5%. The employees’ performances in this institution will increase by 0, 263 units when factors of education / training increase into a single unit, with condition the factors of working motivation and competence remain unchanged. The influence of working motivation of the employees towards the employees’ performances is indicated by the implementation that underwent obstacles due to minimum coordination with related technical institution. For that reason, it is suggested to raise a good coordination with related institution and the relevant authorities, among departments and sub-departments both vertically and horizontally within this institution, and to improve human resource management through the establishment of technical training of local tax management as well as other trainings pertaining to the basic tasks and functions that will ultimately improve the effectiveness of the work. Abstract: This research aims at examining the effectiveness of settling the objection of waste retribution which is based on the time accomplished, coordination within relevant technical institutions and the capability of human resources at Local Revenue Office of Manado City. This study used qualitative research and the data were collected through interviews, direct observing and documentation. The informants were obtained based on the consideration of the researcher, i.e. they are deemed able to provide objectives and accurate information in accordance with the research problem. The informants from the civil servants of the Local Revenue Office of Manado City were 3 persons and 5 persons from the compulsory of cleanliness retribution so the total number of all informants was 8 persons. The results of this study show that those involved in a compulsory retribution were generally satisfied with the service but they did not feel satisfied with the follow-up of results of the report’s objection. Thus it is suggested that in order to improve the performance of employees required upgrading the capacity in terms of employees’ active participation in education and functional training on local taxes and retribution, the working motivation of employees and compensation. Abstract: Leadership is the one of the important things in organization. It will work by cooperating leader and staff to reach many goals planned. Facts show that existency of the staff is less concerned. They are just as the tools of organization. This research using correlation method. Data is collected by using quetionaires and interviews. Respondent are 50 employees worked at the Secretary Office of Tomohon City. The conclusions are: (1) Staff empowerment correlates significantly with the organization productivity at 0,4761. (2) Decision making process correlates significantly with the organization productivity at 0,2704. (3) Staff empowerment correlates significantly with the decision making process ar 0,49. (4) Staf empowerment and decision making process simultancy correlates with the organization productivity at 0,4790. It means organization productivity improvement is influenced by the staff empowerment and decision making process. Based on these results, it is suggested that the government of Tomohon City for effective empowerment of staff in the decision making process needs to be applied with the best principles of complete staff work (completed staff work). Because with this method is the responsibility of staff to help make things easier for the leadership decision will be greater. Abstract: This study assessed the feasibility of the use of brine water instead of steam generators (boilers) in the dessicated coconut industry which assessed the technical and economic viability. The study was conducted by comparing the quality and quantity of steam produced by boiler using the geothermal brine water. It also compared the feasibility of flour industry that used steam generator (boiler) and flour industry that used brine water The conclusion of this study showed that brine water can be used instead of steam generator (boiler). In addition, it showed economically feasible as a business unit. Therefore, brine water can be recommended to investors who are building the dessicate coconut industry around geothermal potential area. Abstract: One source of income for the villagers of North Minahasa Regency Kema II is the presence of coastal attractions of Firdaus. Tourist attraction the beach more or less has provided valuable contribution to the economy of a village community Kema II. The results of this research describe how the influence through Beach Tourism object contributions Firdaus Kema II against earnings of society. Abstract: Problems as well as a goal of this study was to determine how much influence the morale and discipline of the productivity of employees working at PT. Sinar Pratama Galesong Malalayang. Respondents involved in this study were the number of employees is 30 people. Data were collected using questionnaires techniques and then analyzed by using multiple linear regression analysis with the help of SPSS version 14. The results showed that both variables Morale and Discipline Work has a very strong relationship at all to the Work Productivity in the Primary Galesong PTSinar employees Malalayang. Based on these results, it is suggested to the Chairman at PT. Primary Galesong rays should maintain discipline in particular work to employees in terms of timeliness, the ability to do a good job and have a high responsibility in work. With the increased labor discipline as mentioned above is expected that employees will be able to work well and vigorously so that the objectives of the company can be achieved. Abstract: The purpose of this study to determine the effect on Quality of Life Leadership Styles on Employees' Pawnshop Regional Office V Manado. This study uses a quantitative approach to the type of research that emphasizes the statistical analysis. Variables examined in this study consists of two variables, namely: (1). leadership style as an independent variable and (2) Quality of Work Life as a dependent variable. The results showed that the effect of leadership styles on employees' quality of work life in Pawnshop Regional Office V Manado. The results of this research can be used as information for particular Pawnshop Pawnshop Headquarters Manado Region V, to know the things that should get attention, or to be a priority to improve the quality of working life of employees, as well as trying to better understand the needs of employees in the work .
